The organization of persons for orderly and rapid

evacuation is an Integral part of the bigger Disaster Control

required by the OCD for occupants of building and

Provisions in this Div. as well as in the rest of the Fire

Code requiring the conduct of fire drill shall be enforced by

the BFP in coordination with the Office of Civil Defense.

OBJECTIVES To ensure the safe and effective use of all exits facilities in case of

actual fire emergency.

To acquaint hospital personnel with hospital fire alarm signal with

actual emergency courses of action called for under different fire

conditions.

To achieve an orderly and safe evacuation under proper discipline.

To prevent panic, confusion, injury and loss of lives in case of

actual fire.

Institutional OccupanciesA. EVACUATION PLAN, FIRE EXIT DRILLS:

Approved evacuation plan for the guidance of all persons in the

event of fire.

Every bed intended for use by institutional occupant shall be easily

movable under conditions of evacuation and shall be equipped with

the type and size of casters allow easy mobility, especially over

elements of the structure such as the expansion plates and elevator

threshold.

Fire exit drill in hospital includes the ff.

Fire exit drill in hospital includes the ff.

a. Transmission of a fire alarm and simulation of emergency

of fire conditions except that the movement of infirm or bed – ridden

patient to safe areas is not required.

b. Shall be conducted quarterly on each shift to familiarize

hospital personnel with signals and emergency action required under

varied conditions.

c. When conducted between 9:00 o’clock in the evening and

6:00 o’clock in the following morning, a coded announcement may be

used of audible alarm.

following action:

c. Upon hearing the alarm signal personnel concerned shall

immediately execute their duties outlined in the fire evacuation plan.

2. The telephone operator shall determine the location of the fire as

indicated by the audible signal. In a building equipped with an

encoded alarm system, a person on the floor of fire origin shall

responsible for the prompt notification of the fire location to the

telephone operator.

Procedure in Case of Fire3. If the telephone operator receives a telephone alarm reporting a fire

from a floor, the operator shall regard the alarm in the same fashion

as an alarm over the fire system. The operator shall immediately notify

the Fire Station and alert the personnel of the place of fire and it’s

origin.

4. If the interior alarm system is out of service, any person discovering

a fire shall transmit immediately and notify the telephone operator by

telephone. The operator shall transmit this to the Fire Station and alert

all occupants of the building.

Procedure in Case of Fire5. A written fire safety plan shall have;

a. Use of alarm

b. Transmission of alarm to Fire Station

c. Response to alarm

d. Isolation of fire

e. Evacuation area

f. Preparing building for evacuation

g. Fire extinguishments

Organizing an Evacuation Team1. Select and design the most qualified personnel to the position of

evacuation chief.

2. Designate selected personnel to comprise team.

3. Train acquaint the team of their role in evacuation.

4. Assign floor wardens, exit guides and searchers to each floor or

areas of the building and other facilities.

5. Prepare an evacuation floor plan indicating with arrows the

locations of main exits, fire exits and direction of flow of evacuating

occupants.

Planning and Conduct of Fire Drill1. It’s the responsibility of Evacuation Chief;

a. Once a month for every shift

b. Irregular hours

2. First few drills are announced

3. Subsequent drills shall be announced

4. Frequent drill help established participants familiar (dry run) to

actual fire emergency and became a matter of routine

5. Use of fire alarm system to signal the start of a fire exit drill in

accordance with the specific codes intended only for evacuation

and fire drills

Planning and Conduct of Fire Drill6. When using an fire alarm system to announce an actual fire/fire drill

the following codes are recommended:

a. BLUE ROSE ZEBRA which means “ALERT ALL

PERSONNEL AND OCCUPANTS, INCIDENCE OF FIRE HAS BEEN

REPORTED”

BLUE – Fire Emergency

ROSE – Fire Emergency

ZEBRA – Take your position as per fire safety plan

b. RED ROSE ZEBRA, which means “ REPORT OF FIRE

HAD BEEN INVESTIGATED AND CONFIRMED, EVERYBODY IS

REQUIRED TO REACT ACCORDING PLAN”

RED – Take action, evacuate….conduct rescue and

salvage operation control and extinguish the fire.

7. All occupants of the building shall evacuate the area as per

evacuation plan.

Evacuation Procedure1. In the event of fire, Evacuation Chief shall;

a. Ascertain and confirmed the exact location of the fire.

b. Notify occupants of the building.

c. Shall direct evacuation of the building/ area in accordance

with the fire safety evacuation plan.

2. Evacuation shall commence on….

a. Fire floor b. Floors immediately above

c. Strictly follow – strict warden/s orders the evacuation if

conditions warrants such action even before order for evacuation is

received.

Evacuation Procedure3. Occupants shall use route assigned to floor/area and shall use

other exit ways if sop ordered or if the assigned route is

contaminated with heat or smoke.

4. Evacuation of two or more floors below the fire floor is generally

adequate.

5. Floor wardens shall ensure above the fire floors shall select the

safest exit such as;

1. Stairways based on location of the fire.

2. In extreme case, the occupants shall use the nearest fire

escape/exit uncontaminated by fire or smoke.

Evacuation Procedure6. Floor warden shall ensure that all occupants of the floor assigned

to him are evacuated or safe areas. Therefore headcount is to be

done at the evacuation area. Report missing person.

7. Thorough research by designated SEARCERS shall be conducted

to ensure that all occupants have been brought safer place.

8. Recall signal.

Do’s in Fire Exit Drill

a. Stop working upon hearing the drill signal or as directed by the floor

warden.

b. Stop all the electrical machines, appliances and unplug them.

c. Wait for the go signal of the floor warden before leaving the

premises.

d. Clear the passage ways/ routes leading to exits.

e. Be alert and tactful in following the evacuation procedures

prescribed in the fire drill program of activities.

1. Don’t run, walk fast.

2. Don’t lag behind unnecessarily.

3. Don’t scream or make noise.

4. Don’t laugh or talk unnecessarily.

5. Don’t hide inside CR or closets.

6. Don’t return from your belongings.

7. Don’t cause confusion.

8. Don’t use elevator.

9. Don’t leave the building except in

accordance with FED regulation

10. Don’t leave your line or will moving out.

11. Don’t fail to perform your role in the

evacuation plan.

12. Don’t be unruly, no horse playing.
