Sources informed Great- er Kashmir that the Health and Medical Education department had submitted a draft Ordinance to the Law Department for establish- ment of Paramedical Council – which would regulate the registration and functioning of para-medical institutions across the state. “The Law Department has cleared the draft Ordi- nance and returned it to the Health and Medical Educa- tion Department”, official sources said adding, the department is contemplating to table the Ordinance before the state cabinet for its nod so that it can be forwarded to the Governor. When contacted, Minis- ter for Medical Education Taj Mohiuddin confirmed that the decks have been cleared for the establishment of Para- medical Council. “We are on the job and the Council will be established soon”, the minister said. Pertinently, Pharama Institutes and Colleges have shown a mushrooming growth in Jammu and Kash- mir despite the fact that the state has no law to regulate the registration and func- tioning of such institutions. These institutes were func- tioning without recognition from Pharma Council of India (PCI) due to absence of Paramedical Council in the state. "Every year around one thousand youth of state take admission in Diploma courses offered by these col- leges despite not having PCI recognition. These colleges are just gulping the money of candidates collected on account of fee" sources said. "Most astoundingly, even the diploma holders from government institutions are not eligible to pursue higher studies in Jammu and Kashmir and outside the state" they said, adding that this was only due to lack of proper policy. Dr Singh, Sonia to flag off Kashmir train today PRESS TRUST OF INDIA New Delhi, June 25: Kashmir's dream of an all-weather surface link would turn into a reality on Wednesday when Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi inaugurate the rail link between Banihal to Qazigund in Kashmir. Dr Singh and Sonia would jointly flag off the first train at around 11.50 AM on the 18-km-long section between Banihal in Jammu and Qazigund in Kashmir, marking the start of the rail service to Kashmir. The 8-coach train will make regular operation from Banihal to Baramulla from June 27 after the inaugural run on June 26. The Banihal-Baramulla-Banihal train will make five trips daily beginning at 7.10 AM from Banihal and 7.35 AM from Baramulla. Railway Minister Mallikarjun Kharge, Jammu and Kashmir Governor N N Vohra and Chief Minister Omar Abdullah along with other central ministers Farooq Abdul- lah and Ghulam Nabi Azad are expected to be present on the historic occasion. "We have seven pairs of trains to run between Banihal and Baramulla. Earlier there were five rakes only but now it has been increased," said a senior Northern railway official. The Banihal-Qazigund section, which includes an 11-km- long tunnel, would reduce the distance from 35 km (by road) to 18 km. It has been constructed at a cost of Rs 1,691 crore. This rail section is very significant as it will provide an all- weather link to Kashmir Valley which often gets cut off from the rest of the country due to snowfall during winters.Pas- sengers travelling by train from Kashmir Valley to Banihal can avail bus service from there till Udhampur where train service is available for the rest of the country. Northern Railway is coordinating with Jammu and Kash- mir government for arrangements for the bus service. "The bus service will be available from Udhampur to facilitate passengers availing train from Banihal next month," a senior Northern Railway official said. Train service is already operational within Kashmir Valley on the 118-km-long route between Qazigund and Bara- mulla in north Kashmir. "It (Qazigund-Banihal section) was a challenging task. Besides the difficult terrain, land was acquired for the Kash- mir rail link project in adverse law and order situation in the state," the official said. Trial run on Banihal-Qazigund section was successfully done on December 28 last year and since then trains carrying stones are running on regular basis. Currently, problems are being faced by passengers travel- ling between Banihal and Qazigund due to closure of Jawahar Tunnel in winter months due to heavy snowfall. Last winter, only one-way vehicular movement was allowed between Jammu and Srinagar on the highway. There were sudden closures for almost four months from December 2012 to March this year due to heavy snowfall and slippery conditions. "All these problems will be reduced to a large extent by running of train services between Banihal and Qazigund," the Northern Railway official said, adding that "it will be a cheaper, faster and dependable mode of transport for the people." Known as Pir Panjal tunnel, it is the longest transportation tunnel in India and third longest in Asia. The tunnel has been constructed at an estimated cost of Rs 1,300 crore and taken almost seven years to complete. The tunnel has been constructed using New Austrian Tunnelling Method, which has been used for the first time on such a large scale in India. This method optimises the tunnel design by mobilising the inherent ground strength in adopting a curved section, providing primary support system immediately after excavation and monitoring the ground behaviour while permitting it to develop its inherent strength. Reduce sufferings of Kashmiris: CPI(M) Srinagar, June 25: In the backdrop of Prime Minister Dr Manmohan Singh’s pres- ent visit to Jammu and Kash- mir, J&K State Committee of CPI(M) has expressed its dis- satisfaction over the current scenario of the state. In a statement here the party unit alleged that: “The disillusionment of people has steadily increased and the expectations regarding improvement in the overall socio-economic situation and progress of peace process have decreased. The hanging of Muhammad Afzal Guru and some other unfortunate inci- dents have resulted in serious setback to the political pro- cess and reconciliation.” “In order to set things right and instill confidence, the political leaders, both at national and state level should introspect and take quick and adequate corrective measures. Till now, the valuable oppor- tunities for peace and recon- ciliation in the state have not been fully availed. This has resulted in untold sufferings of the common masses. In order to reduce the sufferings of the people and usher an era of peace and prosperity in the region, the stalled Indo-Pak dialogue and the talks between Government of India and the various political sections of the state including the voices of dissent need to be given pri- ority. The confidence building measures which had generated hope among the people on both sides of the LoC, like people to people contact and cross LOC trade need to be strengthened and followed with vigour and utmost seriousness. Relaxation in the regulations regarding travel papers, replacement of barter system by the use of cur- rency and banking facilities in cross LOC trade and provision of speedy communication facil- ities will make these CBMs meaningful and effective,” the statement added. Fire damages SMHS emergency block MANZOOR-UL-HASSAN Srinagar, June 25: Fire broke out in the premises of emergency Block of the SMHS hos- pital here on Tuesday evening. Fire brigade teams and hospital staff man- aged to evacuate 40-odd patients from the Emergency care units of the hospital during the rescue operation that went on for about an hour. Around 7.00 pm on Tuesday, a fire broke out in the hospital ramp walkway that connects the Emergency Obser- vation Wards. According to an official from nearby Nawa Bazar Fire Post, who attended the call, said: “The fire from outside the ramp walkway immediately spread to the aluminum structure of the building. The fumes reached the wards con- nected to the ramp. We rescued patients and their relatives, making them walk from the staircases." Officials said the cause of the fire could have been garbage that was burning close to the building. How- ever, he said the possi- bility of short-circuit couldn’t be ruled out as the wiring and equipment are fitted in the walkway. The Hospital officials said: "While one team was helping the fire bri- gade in extinguishing the fire, another team started evacuating the patients on the second and third floors. They were moved to the safer wards adja- cent building with the help of ladders. According to Medical Superintendent, Dr Nazir Ahmad there was no causalities in the fire incident as all the patients were safely evacuated. “They were shifted to other hospitals including SKIMS Soura and SKIMS JVC,” he said. Dr Ahmad said the fire had been extinguished and work at the causality block has been restored. Court of the Chief Judi- cial Magistrate Budgam, Gowher Majeed Dalal while rejecting the bail applica- tion of three girls accused of bringing girls at an insti- tution at Shamasabad in Budgam, where they were exploited by fake faith healer Gulzar Reshi, held that the SIT has not conducted the special type of investigation as warranted. “The case is of special nature and SIT was consti- tuted for investigation of the case but as per the investiga- tion, it does not appear that SIT has conducted the special type of investigation as war- ranted under the facts and circumstances of the present case” the court held. Directing the SIT to expe- dite the investigation and investigate all the dimensions of the case, the court held, “The investigation being tardy is not satisfactory and up to the mark and there is causal approach of SIT with regard to investigation.” Dismissing bail appli- cations of Jabeena Akhtar, Naseema Akhter and Hasee- na Akhter, the court held, “The shameful incident which is stated to have evoked a great social resent- ment against exploitation of young minor girls whose lives and careers have been ruined forever, prompts me to refuse to exercise the dis- cretion for granting bail in favour of the accused,” the court held. While rejecting the bail, the court made some strong observations. “The court cannot lose sight of the fact that in the society, we live in, no woman would come forward to make a humili- ating statement against the honour of being raped unless it was true”. “ Courts cannot lose sight of the fact that the crimes of violence against women are on the increase and rape is the most hated crime. It is the crime against basic human rights and also violates right to life. Rape is not only a crime against the person of a woman (victim) it is a crime against an entire society.” Chief Prosecuting Officer Qazi Abdul Qayoom repre- sented the state in the case.
