The Fire and Rescue NSW Firefighter Championships Association Inc

(FCA) wish to thank Fire and Rescue NSW for its continued support of

the Association, which enables it to successfully conduct Firefighter

Championships.

The FCA and Fire and Rescue NSW welcome all firefighters, visitors and

Official Guests to the 2016 State Championship, which is hosted by the

Wyong Fire Brigade and we trust your stay will be most pleasurable.

A particular welcome is extended to teams and guests from New

Zealand, Australian States/Agencies and the NSW Rural Fire Service.

Additionally, a warm welcome is extended to the many sponsors of this

Championship. It is again our pleasure to entertain you during the

Championship.

To all competitors, may the spirit of comradeship and friendly rivalry

thrive at the Championship and in those that follow.

Fire and Rescue NSW Commissioner, Greg Mullins AFSM

As I write this foreword, I reflect back on my induction into the Firefighter Championships fold some 20 years ago when I was Regional Commander South West. Having spent most of my career in inner Sydney fire stations and specialised units, I had not had a great deal of exposure to “country” retained Brigades, nor to the Championships. I remembered however when commanding operations during the 1994 bushfires in Lane Cove National Park, how, to my great relief, a tanker from 313 Gundagai roared into a street where homes were about to be consumed by fire. The composite crew including the late Captain Neil Booker AFSM from Yass sprang into action, and I was in awe of their skill. After the fire front passed through, I asked Neil, “Do you guys train together a lot? It’s a privilege to watch a crew like yours in action.” His answer? “We all train for the Demos and we all knew our roles.”

That brief discussion on the fireground encapsulates for me the huge benefits

that come from the Firefighter Championships. The tanker had members from 4 different Brigades on board, some who had never worked together before, but came together safely and seamlessly.

From that day in 1994 I became, and remain, a huge supporter of the Championships, and for very good reason. Apart from the enormous benefits in training, firefighter safety, and well protected communities, the Championships hold a special place in our Fire & Rescue NSW ethos and culture. Brigades in remote parts of NSW who participate in the Championships, although they may never have the need or opportunity to interact with other Brigades operationally, know through their association with the Championships that they are part of bigger, wider “family”. Aussie bush traditions of a fair go for all and helping out mates reinforce our Fire & Rescue NSW values. Men and women from all walks of life and backgrounds are welcomed and participate equally, and we regularly welcome our friends from the NSW Rural Fire Service, New Zealand, Victoria, Tasmania, Queensland and Western Australia.

My wife Erris and I have felt enormously privileged to have been welcomed into the Championships fold, and as I count down the weeks to my imminent retirement in January 2017 (not without sadness), I will continue to reflect on the wonderful friendships and experiences that the Championships have brought to us. Rest assured that prominent in my handover brief to whoever is chosen to succeed me as the 22nd Chief Officer / Commissioner, writ large, is “make sure you support the FCA – the small investment in dollar terms is repaid tenfold”.

My sincere thanks to the FCA Executive, to the host Brigade Wyong, to the Director Championships AC Rob McNeil AFSM, and a special thank you to recently retired Assistant Director Championships, CS Neil Harris AFSM. I wish all of the participants a safe and enjoyable time, and I look forward to seeing you on the ground for the last time in my official capacity. The Championship Environment

Championships have been conducted throughout the history of the

NSW Fire Brigades, with many records and photographs existing to

document the achievements of firefighters in competitive events,

especially since 1932. The Championships of today are directly

associated with, and embody events developed over the past 84 years

with constant review and change to mirror the contemporary operational

firefighting environment.

In 2016 as we enter our fifth year as Fire and Rescue NSW the

evolution of Championships will continue. Fire and Rescue NSW has

developed a visionary corporate plan based on our values; respect,

integrity, service delivery and courage along with embracing safety as a

guiding principal. These values are and will further evolve as the

foundation for the environment the Championships operate within.

What will also continue will be the focus on skills improvement,

safety as well as using the Championships to market Fire and Rescue as

a highly effective emergency service, serving Communities across NSW.

This can be best achieved by displaying our sophisticated vehicles,

equipment and operational capability to the Community. Additionally, we

seek to use Championships as a means to improve community safety by

providing fire safety education to a wide audience, including the business

sector.

Whilst respecting past traditions, I encourage all to engage and

embrace the contemporary values of Fire and Rescue NSW as the

platform for the Championships continued evolution.

Wyong Fire Brigade

The crew from 505 Wyong and I would like to extend a warm welcome to all Dignitaries, Firefighters, Competitors and their families to the 2016 State Firefighter Championship being held at Norah Head Sportsground, Norah Head. I would like to thank the entire crew from Wyong Fire Brigade who have all contributed in some way to the success of this event. We have been working tirelessly for 18 months on making this an enjoyable event for all. This year Wyong Fire Brigade is celebrating 80 years of service to the Wyong community and continues to provide a professional fire service through its current staff of twenty firefighters who attend approximately 450 calls each year. Wyong Fire Brigade maintains two firefighting appliances including a type 2 Urban Pumper and a Class 1 Bushfire Tanker. Both of these appliances have responded to numerous large fires over the years including large factory fires, house fires, motor vehicle accidents and major bushfires. The Wyong Championship Team formed in 2009; attending our first regional championship in Glen Innes. The original members of the team were Captain Jamie Loader, Deputy Captain Scott Toohill, Firefighter Scott Anlezark and Firefighter Jeff Berg. Firefighter Rick Cole joined the team later in 2009, and his partner, Firefighter Judith Alderdice also joined the team at the State Championship in Banora Point in 2010. This formed the nucleus of the team which has not only attended the majority of regional championships since that time, but have also competed at the Queensland State Championship in Townsville, NSW State Championships in Banora Point, Tamworth and Kelso and Australasian Championships in Port Macquarie, Launceston Tasmania and Echuca Victoria. Wyong are the current State Champions in the Breathing Apparatus event and State Champions and State Record holders in the Rescue Event. Firefighter Alderdice was also the first female firefighter to win a gold medal at a state championship, a feat she achieved in Kelso in 2014. This is the first time that a State Championship will be held on the Central Coast and the first Championship event hosted by Wyong Brigade. We figured if you are going to host one, why not host the big one! We would like to thank our sponsors for making this event possible and make special mention of Central Coast Council, Wyong Rugby League Club Group, and Bendigo Community Bank who have all supported us since we started planning this event. We encourage everyone to make the most of their trip to the Central Coast and take the time to experience the beautiful beaches and waterways, the stunning valleys and forests as well as the local attractions. MSA Safety Trophy

This Trophy is very prestigious with a history from the mining industry in Pennsylvania

and West Virginia in the early 1900s – there are only four in existence. The Trophy depicts a worker (miner) coming home at the end of the shift to his family. Internationally this Trophy is recognised as one of the highest awards for safety and is call the JT Ryan Trophy in memory of the founder of MSA and their established commitment to safety.

JT Ryan experienced directly the impact of a mine explosion in West Virginia in 1913 with a significant loss of life. From that incident came the formation of MSA, the Safety Company in 1914 with the company mission “…to see that men and women may work in safety, and that they, their families and communities may live in health throughout the world” clearly something close to all Firefighters.

The JT Ryan Trophy remains the premier safety award in Canada. The original mould was broken when a second trophy was struck. The Trophy is provided to the FCA in recognition of the implementation of the new OHandS and safety requirements. It was made from the last mould taken from the original trophy in Canada. No more plans are in place to duplicate. The essence of providing this award to the FCA comes from the history of fire fighting, the alignment with the “MSA “ mission and the geneses of the award. Firefighters today provide essential search and rescue functions in many environments and are intimately reflective of the desires, concerns and commitments of JT Ryan when establishing MSA nearly 100 years ago. Safety Trophy – Point Score

Championship Point Score

The Safety Trophy points score is calculated over the past two years of Championships, with the result not being known until after the State Championship is completed.

A team is eliminated from the Safety Trophy event if it is disqualified in either the B.A. or Rescue event, during the running of the Championships over the last two years.

The penalties incurred by a team at the B.A. and Rescue Events at all the Championships, are totalled and divided by the number of times a team has attended Championships. (i.e. If the total penalties a team has incurred in the BA and Rescue events over all the Championships is 40, and they have attended 5 championships then the net points incurred is 8.) The State Championship points and attendance will be added to arrive at the overall score for the team.

2015-2016 Regional Championships Review Regional Championships conducted over the last two years suggest several teams will be vying for the ultimate prize, the Alfred Webb Cup. The last 84 years have seen just eleven teams successful for the thirty six Demonstrations/Championships conducted; three time winners Kelso along with 2014 Champions Dorrigo will have Nowra, (2002 and 2008 winners), the consistent RFS team Kootingal, and Bega to contend with if the results of Regional Championships are a guide of form heading into this State Championship. Nowra, Kelso and Dorrigo have been the best performers in the Urban Pumper Disable Event, although Nowra’s 60.75 at Forbes, was just 2.5 seconds outside Dorrigo’s 2014 State record. Kootingal’s outstanding effort in winning the Urban Pump Collector and Ladder at Tamworth bettered Dorrigo’s State record by 1.5 seconds and led the rest by more than two seconds suggesting they should be favourites for this event. Bega recorded the quickest time in the Urban Pump Booster Valve and High Rise Bag Event at Grafton; though they will find tough competition from Kootingal and Kelso. The Ladder Practice has been dominated by Clinton Towill of Bega and Brad Smith of Dubbo, they should produce very good times at Wyong. Kootingal, Wyong and Nowra have the fastest times in the Urban Pumper and Breeching; less than a second separating the top five times. History was made in both the Urban Pumper and BA Event, and the Rescue Event at Kelso in 2014 when won by this year’s host brigade Wyong. Representing Wyong was Judith Alderdice, the first occasion in which a female firefighter has been part of a State Champion team. The fastest times in these two events during 2015/16 have been recorded by Kelso, Nowra, Kootingal, Mudgee and Tamworth. In the Hose, Hydrant and Extinguisher Event, Kootingal have recorded the three quickest times at Regional Championships, their best at Cootamundra, more than a second under Echuca’s state record of 35.94 seconds set in 2014. The Hose and Hydrant for Four Competitors looks to be very open with four teams, Dorrigo, Bega, Tamworth and Wyong in contention. Hose and Hydrant for Two Competitors has been dominated by Kootingal, with four of the five fastest times in the last two years, their win at Cootamundra in 11.07 seconds, quicker than the State Record they set at Kelso in 2014. Kelso and Kootingal share the four fastest times in the Urban Pump Suction, their best still outside Tamworth’s record set at Kelso in 2014. Whilst consistency at Regional Championships provide us with a form guide for the ultimate trophy, there are always surprises from teams that have flown under the radar in the preceding two years, so we look forward to seeing new teams appear on the victory dais. Dorrigo were State Champions in 2014 after finishing fourth, third and second in Championships leading up to Kelso; is it Kootingal’s time after top four placings at the last three State Championships? We look forward to a very competitive and enjoyable Championship at this new venue; the last time in this area was the 1934 ‘State Demonstration’ at Newcastle.

Discipline Event

Object and Eligibility

The “Discipline Event” has been redesigned to reflect a more modern format that includes

not only marching, but also the important disciplines of sportsmanship, conduct, work ethics

and dress code.

Background

State and Regional/Metropolitan Championships are consistently reviewed and developed to

reflect current FRNSW needs.

With the recent transition of the five days State Championship to a three day State

Championship, current events required a further review to ensure a full three day program

could be successfully conducted.

The “Discipline Event” was identified as one event that should undergo a review, as it would

enable the FCA to save time for both Competitors and Officials.

The Discipline Event has been modified to accommodate the three day State Championship

program.

Over the past seven years, the Regional/Metropolitan Championships have provided a

Discipline Award in which Firefighters are judged on the following measures both on and off

the track:

Sportsmanship

Conduct

Work ethics

Dress code (wearing of safety gear)

Result

To ensure a component of the original Discipline Event is maintained for State

Championships, nominated judges will assess each team’s ability to march onto the track for

the Official Opening, thus ensuring competitors are judged on their ability to march, display

appropriate sportsmanship, conduct, work ethics (track clearance) and the wearing of correct

uniform over three days of competition.

The Director, two Assistant Directors and the President of the FCA will judge the Discipline

Event at the State Championship as they currently do at Regional/Metropolitan

Championships.

Note – The listed Officers do not march in the Official Opening Ceremony and therefore are

capable of adding this task to their current lists of duties that they similarly perform for

Regional/Metropolitan Championships

The Director, two Assistant Directors and the President of the FCA shall confer prior to the

conclusion of the Championship to decide which team will receive the Discipline Award for

the Championship.

Trophy, Prizemoney, Medals and Certificates will continue to be awarded, however no

points for this event will be awarded.

Presentation will take place at the Official Presentation Evening.

Event 2. Booster Valve and High Rise Bag

The first target on the ground simulates an initial attack with water carried on the pump from outside a building which is not adequate to reach the fire. Once this target has been struck the isolating valve on the booster must be turned off then target two is struck with a hose line and water from an internal hydrant cabinet that has been boosted through the pump. Event 4. Urban Pump Collector and Ladder

The object of this drill exercise is to extinguish a fire in a second storey building. A crew of four firefighters will work as a team to use hydrant water relayed through the pump, into two lines of delivery hose and up two ladders. Event 5. Urban Disabled Pump and Davey Pump

A team of four firefighters using an urban pumper commence connecting a delivery line from pumper to internal manifold and using hose from first floor hose cabinet to extinguish a fire. Event 7. Hose and Hydrant – 2 Competitors

This Event provides training for the two firefighters to work as a team by shipping a standpipe into the fire hydrant then connecting a length of hose with a branch attached to strike the target to stop the clock. The Event hones the procedures and teamwork required by the competitors for this action on the fire ground. The team with the fastest time is declared the winner. Event 9. Hose, Hydrant and Extinguisher This event is used to simulate an attack on a fire in the first instance with a water fire extinguisher followed with one line of 70mm hose, which then needs to be lengthened to go deeper into the fire. Time is calculated by adding the time to hit the first disc with extinguisher water and the third disc with water from the two lengths of 70mm hose. Administration of Championships

All enquiries at the Championship are to be directed to the Association Office. This includes general announcements over the PA and Event Results. Trophies and Presentations will also be coordinated from this area. The Timing and Recording Caravan is restricted to rostered officials only.

Workers Compensation

All injuries received during the Championship must be reported immediately to a FRNSW Official. Any competitor who is injured must complete the necessary notice of injury form and if required complete a worker’s compensation claim form. Report forms are available at the Association Office. Any enquires in relation to workers compensation matters may be referred to Chief Superintendent Neil Harris.

Event Officials

Nominated REO members will roster officials for each event. Rostered officials are to report to the Chief Track Marshal for each event 15 minutes prior to commencement. Officials will be correctly dressed in vests, armbands and compiled duty statement will be available at association office.

Meeting of Ground Directors and Officials

A meeting of all Ground Directors and Officials involved in the Championship will be conducted prior to and following completion of each day’s Events. Items raised by Officials and Competitors are to be discussed at these meetings.

Safety Officer

Safety Officers will be appointed for each Championship with safety responsibilities on both the Competition track and external areas. The Safety Officer is responsible to ensure the safety of Officials, Competitors and Spectators at all times. The Safety Officer and Chief Track Marshal will ensure that the track is clear prior to each team competing.

Appliances and Equipment not in use are to be removed and placed in a designated by the Logistics Director. NOTE: Alcohol is not to be consumed within the Championship perimeter.

Fire and Rescue NSW Code of Conduct

Everyone in Fire and Rescue NSW has both an individual and organisational responsibility to act ethically. Every employee and contractor is responsible for observing the spirit, intent and content of this Code of Conduct in his or her work for FRNSW. All FRNSW Officials, competitors and support personnel attending Championships are required to comply with the FRNSW Code of Conduct, especially in the areas of respect for people, integrity, professionalism and diligence and take account for their actions. With regards to professionalism, approval is granted to attend the Saturday night function and to consume alcohol in dress uniform provided you do so responsibly and in the confines of the function room only. No personnel are to consume alcohol in uniform outside the designated function area. Copies of the FRNSW Code of Conduct are available on the FRNSW Intranet.
