1- 1 Background

The M o s l e y Road S a n i t a r y L a n d f i l l i s a 72 acre f a c i l i t y thatoperat ed for a p p r o x i m a t e l y s ix teen years pr ior to being c losed inN o v e m b e r , 1987. T h e N o r t h C a n a d i a n River, l o c a t e d a p p r o x i m a t e l y3,000 f e e t west and 5,000 f e e t north of the l a n d f i l l , bends aroundthe s i t e . The s i te i s l o ca t ed on a l l u v i a l d e p o s i t s o f the N o r t hC a n a d i a n River which are u n d e r l a i n by b edro ck c o m p r i s i n g the G a r b e rS a n d s t o n e and W e l l i n g t o n F o r m a t i o n . T h e s e bedrock unit s areh y d r o g e o l o g i c a l l y s i m i l a r to each other and f o r m the G a r b e r -W e l l i n g t o n a q u i f e r , which i s t h e m a j o r b edro ck a q u i f e r in t h e areaof the s i t e .

Between F e b r u a r y 20, 19^6 and A u g u s t 24, 1 9 7 6 , the M o s l e y RoadS a n i t a r y L a n d f i l l wa s author ized by th e Oklahoma S t a t e D e p a r t m e n to f H e a l t h ( O S D H ) t o acc ep t i n d u s t r i a l h a z a r d o u s was t e s . T h i sa u t h o r i z a t i o n was granted due to a t emporary closure of the RoyalH a r d a g e s i t e in C r i n e r , O k l a h o m a , which had p r e v i o u s l y beena c c e p t i n g the was te . D u r i n g t h i s s ix month t ime p e r i o d , i t i se s t i m a t e d that between 1.5 and 2.0 m i l l i o n g a l l o n s of i n d u s t r i a lh a z a r d o u s was t e s may have been d i s p o s e d o f a t the M o s l e y RoadS a n i t a r y L a n d f i l l .

O n J u n e 2 4 , 1988 t h e E P A p r o p o s e d t h e M o s l e y Road S a n i t a r y L a n d f i l lf o r i n c l u s i o n o n t h e N a t i o n a l P r i o r i t i e s L i s t ( N P L ) . T h e s i te w a sp r o p o s e d based on the above men t i oned waste s and the c o r r e s p o n d i n gp o t e n t i a l f o r a r e l ea s e in to t h e g r o u n d w a t e r .

On J a n u a r y 12, 1989 EPA Region 6 i s sued a G e n e r a l N o t i c e l e t t e rfor the s i t e . On M a r c h 24, 1 9 8 9 , EPA Region 6 i s sued a S p e c i a l
