8.2 FOOD FOR FINES

Purpose
To seek Council support for the continuation of the Food for Fines program for Christmas 2014
at Mackay Regional Council Libraries and allowing food items to be accepted in lieu of
overdue fees.
Background/Discussion
Mackay Regional Council Libraries are once again seeking to hold an overdue fines amnesty
for clients in exchange for donations of food items in the lead up to Christmas 2014. In the
Food for Fines drive, clients with overdue charges on their Library card may donate non-

perishable food items to the value of their fines and have their Library fines waived. The
initiative is implemented across all six library branches. The food is then donated to a selected
local charity.
Food For Fines was started in 1994 by Mackay Libraries and continued until 2001. Food for
Fines was reinstated in 2004 and has continued annually. Food for Fines has proved extremely
popular with library clients – and clients have asked if it will be held again. Mackay Regional
Council Libraries would like to continue the Food for Fines program in November/December
2014.
Over a four week period, clients will be given the option of providing non-perishable food
items in lieu of their overdue fees. Every year the library donates the proceeds to a different
local charity organisation, for example, St Vincent de Paul in 2004/2010/2011, the Salvation
Army in 2005/2008/2009, Life Line in 2006 and Kalyan House in 2007. In 2013, the food
donations were split between St Vincent de Paul and the Christmas Drop-In Centre, run by St
Paul's Uniting Church. If Food for Fines is approved, Mackay Regional Council Libraries will
approach charities closer to the Christmas period.
The Food for Fines initiative encourages clients to return overdue books and clear their
accounts while at the same time helping those in need in the community during the Christmas
period. It ensures that books are returned by recalcitrant borrowers that otherwise may not be
returned, and many of our clients prefer to support this annual initiative rather than make
payment for outstanding overdue fees.
Last year the Food for Fines campaign resulted in over eight trolley loads of food donated to
the St Vincent de Paul Mackay and the Christmas Drop-In Centre (St. Paul's Uniting Church) at
an equivalent value of approximately $4,555 waived fines.
Mackay Libraries is seeking to hold Food for Fines from Monday 10 November until Saturday
13 December 2014.
This year, an additional initiative has been raised to complement the positive goodwill that
Food for Fines raises for Council. A ‘Christmas Card’ highlighting library services will be
included in the hampers the charities distribute to the community. This will potentially reach a
segment of the community that does not currently use the library service and provide an
opportunity for these community members to access services, resources and programs to
achieve increased community well-being.
Consultation and Communication
The decision to continue Food for Fines in 2014 was made in consultation with Library staff
and customers. Consultation will be undertaken with a charity organisation chosen for this year
regarding collection of food items donated at a time closer to Christmas.
Resource Implications
Only overdue fees can be waived for a food donation, and as clients are charged a maximum of
$10, the maximum amount waived will be $10 per client. Some space will be required to store
the food. Staff must take payments from clients in the ordinary course of business, so there
will be no impact on staff time through accepting food donations.

Risk Management Implications
The production of the Christmas Cards will occur in house. Approximately 400 cards are
required and the final design can be utilised in subsequent years if the initiative contributes to
increased membership. This option ensures minimal cost to the organisation.
Conclusion
Continuing the Food for Fines amnesty is another opportunity to highlight Mackay Regional
Council’s contribution to the community and provides clients with the chance to clear their
library accounts while helping others.

THAT Council supports continuing the Food for Fines amnesty in 2014.
FURTHER THAT Council allows Mackay Regional Council Libraries to waive overdue
fees in lieu of donations of non-perishable food items to the value of the overdue fee for
the Food for Fines period.
