TIA2010 Southwest Georgia Final Investment List Report
The Transportation Investment Act of 2010 (TIA2010) provides a legal mechanism in which regions throughout the state have the ability to impose a 1% sales tax to fund needed transportation improvements within their region. TIA2010 establishes 12 transportation districts throughout Georgia that follow state designated Regional Commission (RC) boundaries. Additionally, the law established Regional Transportation Roundtables (RTRs) consisting of elected officials from the counties and cities, and three non‐voting legislators that make up a transportation district. The RTRs are charged with approving an investment list of transportation projects. This list will be selected by the RTR from an unconstrained example list provided by the Georgia Department of Transportation (GDOT) Director of Planning based on recommendations from the RTR Executive Committee. An overview of the project selection process is provided in the graphic below.
TIA2010 Project Selection Process
In the summer of 2012, voters in each of the 12 regions will have the opportunity to vote yes or no on an additional one percent sales tax for transportation in their region. No counties or municipalities are permitted to be exempt from the tax if approved. After the 10 year period, a region can reinstate the tax through the same process as described above.

Final Investment List and Project Costs This document comprises the Final Investment List for the Southwest Georgia region. The list represents the transportation projects proposed to be funded through TIA 2010 tax revenue. The projects have been submitted by local governments, MPOs and GDOT. This list is constrained by the projected tax revenues for the region while maximizing public benefits. It should be noted that this list reflects projects to be funded from the regional share (75%) of the region’s TIA2010 revenues, and that by formula 25% of the overall funds, called discretionary funds, will be available to local governments for projects that are more local in nature. Those projects have not yet been identified and are not included in this document. Individuals interested in learning more about how these discretionary funds will be used within their community should contact their local elected officials and/or planning and public works staff members. The Final Investment List totals $340,042,401 (75% number of 2011 adjusted) of TIA funds in current year dollars. The Roundtable recognizes, however, that the adopted estimate for the TIA is at least $397,784,080 (75% of actual collections), when adjusted from current year to year of expenditure, and could be as high as the inflation adjusted revenue estimate. As projects are constructed, project estimates will be adjusted for economic inflation. Additional information for each project on the Final Investment List is contained on fact sheets included in this Report. These fact sheets show the project’s location and provide details on the scope, need and purpose, anticipated benefits, and other information used in the Roundtable’s decision making process. Anticipated Schedule for Projects The timeframe for the transportation sales tax is ten years or when the projected revenue is collected. Funding for projects will be commensurate with available funding therefore tied to revenue collected and schedule of collections. Based on this, typically a particular project (PE, ROW, CST) will have activity throughout the transportation sales tax period (10 years) vs. only occurring within a certain calendar year. Below, is a listing of projects and their anticipated schedules as far as being under construction.

Program/ Administration Fee x x x Projected Revenue During the Transportation Sales Tax Period The timeframe for the collection of the transportation sales tax is ten years or when the projected revenue, per the state economist, is collected. This region chose the base case growth scenario for revenue projections as provided by the state economist. Based on these assumptions, this region anticipates to collect a grand total of $530,378,773 during the transportation sales tax collection. Seventy‐five percent ($397,784,080) of this grand total is regulated to the projects contained on the Final Investment List and twenty‐five percent ($132,594,693) will be allocated to each jurisdiction within the Southwest Georgia region per the LARP formula as discretionary funds. Next Steps The October 15, 2011 deadline has been met, therefore the next step is for the public vote to take place in July 2012. If the public votes in favor of the transportation sales tax, then the revenue will start collections in January 2013. However, if the public votes not in favor of the transportation sales tax, then the transportation sales tax will not be levied and the question (i.e. opportunity) to levy the tax cannot be revisited until after 24 months immediately following the month in which the vote was held.

Additional Benefits These bridges were originally constructed in 1953 and have sufficiency ratings of 37.99 and 55.65 out of a possible 100 each. If not maintained, continued deterioration could cause unexpected delays due to unplanned detours and in addition could yield full blown cost to replace the bridge as well as 2 lanes of roadway. This project is currently in the Georgia DOT’s Construction Work Program. This project meets the following tenets of the region’s adopted criteria: roadway capital and road and bridge maintenance.

Additional Benefits A runway extension can be critically important for improving air service reliability and safety, ensuring that residents of remote areas have access to medical services in case of an emergency situation. A runway extension could also reduce operating costs for passenger travel, cargo shipping and receiving, and bypass mail service. Colquitt County is predominately rural and the proposed project could spur economic development by offering potential business developers effective and dependable air travel as well as easy access to I-75. This project would improve connectivity and mobility in this region of the state. This project meets the following tenets of the region’s adopted criteria: Freight and logistics and aviation.
Supporting Economic Growth/Competitiveness
This project could assist in having a positive impact on the economic vitality for this region, and in some cases possibly for the entire state. This route is the City of Bainbridge`s number one priority project due to the high volume of agricultural and commercial traffic and the associated safety concerns. Decatur County shares this belief and has designated Whigham Dairy Road as their number one priority as well. Whigham Dairy Road is a heavily utilized county route that moves agricultural and commercial goods. The road needs a turning lane in order to facilitate the amount of traffic that traverses this road. By adding an additional land as well as dedicating this road as the truck route, a large number of commercial vehicles would be removed from the downtown Bainbridge area, eliminating traffic congestion and would allow for easier local traffic movement. Along the current truck route, several properties have been damaged as a result of the constricted area within which large commercial trucks must maneuver.

The Branchville Road provides the most direct route for vehicles traveling from Camilla to Bainbridge. This road is heavily used and needs to be widened and resurfaced. This project will take vehicular traffic off State Route 112 and 97 and reduce the turning movements that are made at the State Route 65 and State Route 112 intersection west of Pelham which has been the scene of vehicular accidents in the past. This section of the Branchville Road is also heavily used by agricultural vehicles and the widening and resurfacing of the road will make it easier for passenger vehicles to pass the agricultural vehicles.

Mitchell County has cut the concrete deck of this bridge 2 times in the past to install straddle bents to replace the wooden bridge pilings on this bridge. The pilings continued to deteriorate and the concrete deck is narrow and was constructed with a 4 inch edge where the railings should be on a newer bridge. The Connector project (Connector) would provide an east-west route for passenger and truck traffic seeking to travel between US 19 and SR 112. In addition, truck traffic coming to and from the First United Ethanol plant would be able to utilize the Connector. Currently, truck traffic is traveling through the City of Pelham and must make several turns that are extremely difficult for large trucks. Consequently, the Connector would alleviate this problem. A majority of the trucks that are travelling through Pelham are headed to SR 262, SR 65, SR 93 or SR 9 to travel to the south or west of Pelham. The Connector Route would allow the trucks to travel to SR 112, which would provide access to all of these state routes.

Pedestrian overpasses will be located in the project area to help facilitate pedestrian across Corridor Z. Currently, four pedestrian deaths have occurred since 2007 within the proposed project area. Pedestrian are trying to access local stores and marketplaces from adjacent neighborhoods. Corridor Z acts as a pedestrian blockade and danger to walkers. The first pedestrian corridor will be located between 3rd Avenue and Johnson Street. Additionally, the second pedestrian overpass will be located within the 9th Avenue area.
