3MURRAY BRIDGE SKATE PARK | CONCEPT DESIGN REPORT

INTRODUCTION

CONVIC HAVE BEEN COMMISSIONED TO DELIVER A SKATE PARK EXTENSION TO THE EXISTING MURRAY BRIDGE SKATE PARK, LOCATED WITHIN STURT RESERVE, MURRAY BRIDGE.

This document outlines the design process for the concept design and identifies the considerations for opportunities and possibilities for the holistic integration of an active youth recreation precinct with landscape amenity, supporting infrastructure, circulation and access.

BASELINE INFORMATION The existing facility is strategically located in Sturt Reserve, which is home to a variety of existing facilities creating a well established community recreation hub. The Murray Bridge Skate Park Extension (MBSE) will assist to activate the young people of Murray Bridge and further embrace youth within this key community space. Embodying principles of social sustainability, the facility will offer opportunities for all participants within the skate and wider youth community.

The MBSE aims to be established as a regional level facility catering to the needs of young people of the developing LGA, and be part of the broader network of skate parks/informal youth recreation facilities available in the municipality and wider Murray Bridge area.

01 SITE CONTEXT

Murray Bridge Skate Park is sited a short 400m east of Murray Bridge’s main shopping precinct and is ideally located along the Murray Bridge waterfront reserve, a short 100m walking distance from the Murray River. The site is easily accessible, with plenty of car parking and within close proximity to the Murray Bridge Railway Station.

SKATE CONTEXT Murray Bridge Skate Park is currently the only skate facility within the RCMB region. To provide a well distributed and varied skate experience within the City of Murray Bridge, an assessment of surrounding facilities in nearby LGA’s is required.

Two large scale skate facilities are located within the surrounding LGA’s of Mid Murray Council and Alexandrina Council. However, both are situated a distance greater than 30km from the Murray Bridge Skate Park.

Strathalbyn Skate Park, located within the Alexandria Council area is sited approximately a 40 minute drive away and is 45km south west of the Murray Bridge Skate Park. This park consists of a variety of concrete transition and street obstacles. A large facility, it appeals to the many facets of skate, BMX, scooter and inline users of varying skill levels. Mannum Skate park, located within the Mid Murray Council area is situated 33km north of the Murray Bridge Skate Park, consisting of a fun bowl with extension and a small street area with a banked hip, ledges and quarters.

02 DESIGN VISION

BRINGING A CONTEMPORARY, ACTIVATED, COMMUNITY REFLECTIVE SKATE PARK EXTENSION TO THE RURAL CITY OF MURRAY BRIDGE AND WIDER REGION.

As part of the MBSE a design vision has been developed to guide the proposed facility design, this is as follows:

The Murray Bridge Skate Park Extension is to become an iconic, site responsive, multipurpose and multi-generational facility, aiming to complement and seamlessly blend into the existing Murray Bridge Skate Park. The skate facility will become the central hub for both the Murray Bridge and broader communities as it will add variation to other facilities located within its surrounding Local Government Area’s.

SITE RESPONSIVE The site is strongly characterised by its unique location next to the Murray River. The existing skate park, located at Sturt Reserve, currently sits central to amenities such as an under cover playground, car parking, basketball courts, a toilet block and a shade structure with seating. An extension to the existing skate park offers the possibility of tying all of these existing amenities together, creating an active hub for the Murray Bridge region. The site contains large dominant exposed rock faces which are of great cultural significance to the Ngarrindjeri people. These landscape features can be carefully tied into the design of the new skate park extension, which can help to inform of their cultural importance to the Ngarrindjeri people and create a skate specific design unique to Murray Bridge.

COMMUNITY REFLECTIVE The community consultation outcomes are summarised to create an informed design brief. The information from the questionnaires, picture voting and the group work, as well as conversations had with users shape this brief. These are all outlined thematically and will be used as the foundation for the development of the skate park’s concept design.

SKATE TYPOLOGY As the community consultation was targeted toward RCMB’s brief of a ‘skate park’ style facility, the majority of results from the consultation reflect this. The results from the community requested an even balance of street and transition style obstacles.

SKATE OBSTACLE PROVISION The highest priority items that will be included within the facility are a box jump, round down rail and Adelaide airport replica bank.

SKILL LEVEL PROVISION The feedback suggests that many of the users are intermediate skilled riders, however during the group discussions it was noted that some of the skateboarders had basic skill levels and along with future users taking up sports at the facility, it is seen that obstacles accessible to beginner level users should be included, particularly of a transition style.

This will influence the design through the provision of obstacles that reflect these user skill levels. It is also important that the facility caters for natural progression of skills and continual challenge and development.

USER + SPECTATOR AMENITIES To ensure a central community space with comfort for users and spectators, the facility is to offer a number of social opportunities. The provision of areas of refuge and shade throughout the day is to be considered. As well as ongoing activation potential for community events and workshops.

The inclusion of timed lights should be considered. This will assist in activating the facility during the summer, to avoid the heat of the day and to maximise potential activation in the shorter days of winter months.

An urban art wall was indicated as a priority item by participants, to broaden the skate parks profile into a wider youth facility with additional youth programs and also protect the site from south easterly winds.

INTEGRATION The skate facility design should be integrated seamlessly with the existing skate park provided continuous flow between both old and new.

Consideration is to be given to the physical and aesthetic links between the skate facility and the landscape in order to create a holistic integrated facility for the use by the whole community.

DRAFT CONCEPT DESIGN The Draft Concept Design was developed to allow continual feedback from the community and council. The presentation of the initial design thinking and direction aimed to provide the community reference group a clear direction and understanding of the type of facility, a sense of scale and details of individual obstacles. The following design was presented to the community on 24.02.16, for feedback and endorsement of the approach.

DRAFT CONSULTATION FEEDBACK A community consultation workshop was held on 24.04.16, where a variety of local community members, future park users and council members were asked to give feedback on a draft Concept Design Plan.

The aim of the workshop was to ensure that the facility’s outcome is one that has full community involvement endorsement.

The presentation of the initial design thinking and direction aimed to provide the community reference group a clear direction and understanding of the type of facility, a sense of scale and details of individual obstacles.

Overall, the design was well received, with the community feedback process raising the following items:

• Extend the art wall to provide greater wind protection from the south east.

• Remove small wall next to stair set and continue china bank in its place.

• Include manual pad.• Keep existing stair set or convert 7 stair to 4 stair if possible.• Include lighting.• Include Adelaide Airport pillar replica.• Round rails.

DESIGN ELEMENTS

LIGHTING The lighting palette aims to create a usable, iconic and safe night time space. This will be achieved through several lighting types and techniques, such as flood lighting for active sport usability.400 Watt Area Flood Lighting on a 15m column.

Lighting can be designed to be implemented within the skate plaza construction, or as a secondary project. Conduits will be considered and allowed for within the skate plaza design.

Position to provide even distribution of light to mitigate shadows in skate landing zones.

PLANTING The planting palette is utilised to tie the skate plaza into the surrounding Sturt reserve through a selection of similar species.

Specific trees species are selected to provide as much shade as possible and that have minimal nut, seed, leaf drop and debris.

Further information on species selection is to be resolved with RCMB.

06 NEXT STEPS

MOVING FORWARD As part of the ongoing design process for the development of theMurray Bridge Skate Park Extension, the Concept Design will be presented to the Community Reference Group for final sign off. This review is to ensure the design reflects community needs, user requirements, council objectives and the project vision. All comments from the concept design review will be integrated during the design development stage of the project.

This continued involvement and engagement connects the community with the project design process and ultimately creates a vested interest in the final outcome. This engenders community pride and ownership in both the process and the public facility, creating a strong sense of stewardship of the community’s public spaces.
