Kenya’s long term development dream is to transform into a newly industrialized, middle-

level income economy with high quality of life to all its citizens by the year 2030.

JKUAT, a leading centre of excellence in training, research and innovation in the country is

alive to this fact and has been working to complement the government’s efforts towards meeting the country’s aspirations.

To guarantee a sound track record in training, research and innovation is maintained and sustained, DAQA was established and mandated to ensure quality academic standards are

upheld. This effort was enhanced by the certification, and later, re-certification of the University’s Quality Management Systems (ISO 9001:2008) in 2009 and 2013 respectively.

There is however more good news in 2015! JKUAT trail the blaze by being the first University in East Africa to get the ISO 14001: 2004 Environmental Management Systems

certification. These achievements attest to the quality of academic programmes and systems within the Institution. The University continues to experience tremendous improvement in

the overall global ranking over the years. In the January’s (2015) Webometrics ranking, the University saw an improvement of 202 positions, retained its third place in Kenya, as well as

taking the 44th place in Africa.

JKUAT has over the years cultivated a culture of creativity, innovation and entrepreneurship

among students and staff, reflected through the production of a number of innovations and technology transfer initiatives that have impacted lives across Kenyan counties.

JKUAT celebrated 20 years of her autonomy by rolling out the Taifa Laptop to the Kenyan market on July 11, 2015, the first ever locally assembled computing device conceived and

designed under the Taifa brand. The University equally took centre stage in showcasing her innovations and novel ideas to prospective investors and the public at the 2015 Global

Entrepreneurship Summit held between July 22nd and 23 rd 2015 in Nairobi. Our students also demonstrated their versatility by bagging top prizes and awards in various fields locally,

regionally and globally.

As a result of such achievements, the University created the directorate of Intellectual

Property and Industrial Liaison Office (DIPUIL) to take stock and protect her intellectual property, with a key mandate of identifying and profiling University IP assets, facilitate

acquisition of rights by the university innovators; provide a channel through which companies, research organizations and government agencies could access the knowledge,

expertise and technologies found in the university.

To promote research, the University has continued to encourage and promote linkages

between her staff and other international researchers and research institutions.

I take this opportunity to once again appreciate JKUAT staff for continuously improving

academic quality through training, research and innovation. I also commend the Directorate of Academic Quality Assurance for production of this bulletin and ensuring that academic

quality standards are adhered to.

MESSAGE FROM THE DEPUTY VICE CHANCELLOR ACADEMIC AFFAIRS

Industrialization and globalization has increased the demand for University education in

Kenya. As a result there is high competition for local students not only by both public and private universities in Kenya but also from international institutions of higher learning. To

remain competitive and relevant in the academic arena so as to be able to attract and retain students, JKUAT has not only developed new academic programs but has also ensured that

the old academic programs have been reviewed and revised to make them market oriented and that all stake holders are involved in the design, development and implementation of the

program.

At JKUAT, we take pride in offering quality education. This has been ensured by the fact that

the academic program development process is rigorous and comply with the requirements of commission of University Education (CUE). The directorate of academic quality assurance

(DAQA) is in place to ensure that compliance with CUE requirements is observed by all teaching units involved in program development. JKUAT has also ensured that all academic

programs that are subjected to further checks and regulations by professional bodies before they can be accredited, comply with the requirements of these bodies.

Quality is not only about academic programs but also about facilities and the teaching staff. JKUAT has strived to put in place the necessary facilities required to enable effective

teaching and learning to take place. Mechanisms have been put in place to ensure that only qualified individuals are allowed to handle certain classes. It is for these reasons that JKUAT

has been able and will continue to produce highly competitive graduates capable of competing with other graduates globally.

Taking cognisance that research is a key contributor to quality education, JKUAT has put in place measures to encourage and motivate her academic staff to engage in research activities.

Quite a number of these researchers have excelled and ranked highly amongst other global researchers. At the same time research output in terms of the number of research

publications in peer reviewed journals have gone up. Our researchers have been able to attract research funds for their innovative ideas and projects and have also partnered with

other individuals and organizations to conduct research in various field. It seems the sky is the limit for JKUAT.

I take this opportunity to wish all staff of JKUAT well in their endeavours geared toward ensuring quality. I also commend staff of DAQA for compilation of this quality assurance

bulletin.

MESSAGE FROM THE DIRECTOR JKUAT has experienced astronomical growth since it became a fully fledged university. With this a number of associated challenges likely to impact on academic standards and quality of education being offered arise. Envisaging these potential pitfalls and setbacks, JKUAT did not hesitate to set up the directorate of academic quality assurance DAQA and mandated it to carry out a number of activities designed to ensure quality and quality assurance mechanisms within the university are enhanced. DAQA takes its mandate seriously and therefore has continued to ensure that the university achieves its core business of provision of quality teaching, training, research, innovation and community services. This is done through monitoring and implementation of strategies designed to continuously improve the quality of teaching and other services. Academic programs are at the heart of academic quality and therefore the processes that are involved in the design and development of new academic programs as well as the review of old academic programs in existence must strictly adhere to and comply with the laid down regulations. DAQA is involved in monitoring and ensuring that these processes are adhered to from the initial steps of program development to its approval by the university senate beforebeing mounted. DAQA also ensure compliance of programs with the requirements of commission of university education and other regulatory bodies. This particular academic year has seen a rise in the number of new academic programs being developed while older programs being reviewed following notifications to the principals, deans and CoDs of departments on the need to do so. The directorate is also involved in the formulation of a curriculum development and review policy which will guide and improve the development and review of academic curricula once in place. The directorate also carried out the annual audit visit to its campuses and centers to monitor the effectiveness of teaching and other services being offered. A report on these visits was prepared and submitted to the vice chancellor. Recognizing that student engagement is most powerful as a driver of quality teaching and students as major stakeholders who can provide crucial customer feedback, DAQA has in place the student lecturer evaluation tool to collect and analyze data from students on their academic experience while being taught. The process has been a manual one whereby students fill in a designed questionnaire. In the spirit of continuous improvement, DAQA with the assistance of ICT directorate has succeeded in automating this process beginning from May- August semester of 2015. Furthermore, in previous semesters, the exercise has been carried out once, at the end of every semester. A mid semester student lecturer evaluation exercise has now been introduced following a pilot exercise involving students of COETEC and ICSIT during the May- August 2015 semester. It is anticipated that implementation of the automated versions would greatly improve the timelines of producing reports on student lecturer evaluation exercises so that these are available within a few weeks after the end of the exercises. DAQA also recognizes that the examination processes is essential to quality education and therefore engage in a number of activities that tries to ensure that the process is not compromised at any level. DAQA therefore carries out a random spot check on venues where students are actually taking their examinations. Information on a number of aspects concerning the examination and the venue are collected and eventually a report is prepared. DAQA with the assistance of a committee put in place by the vice chancellor has finalized the preparation of an examination policy document that is going to be out soon. This will provide proper guidance to the examination processes. As DAQA pursues its mandate, it has experienced a number of challenges but as a directorate, we are working hard toward solving some of these challenges. We appreciate the university support in assisting the directorate to carry out its function smoothly. I also take this opportunity to thank the staff of DAQA for their teamwork, hard work and tireless effort to make DAQA a better place and in their role resulting in the production of this ninth academic quality bulletin. INTRODUCTION

Academic Quality Assurance

Quality assurance may relate to a programme, an institution or a whole higher education

system. In each case, quality assurance is all procedures and quality control activities which

ensure that appropriate academic standards are maintained and enhanced in and by each programme (UNESCO Bangkok, 2005). Quality Assurance is about designing quality into

the process to consistently meet product specification /defect-free products. Education is

viewed as a service industry rather than a production process due to complexities of the

learning process and uniqueness of learners. Services are mainly about processes rather than

products (how the outcome is arrived at is most important). There is therefore need to define

the services clearly, and set standards to which the services will be delivered. The most

meaningful performance indicator in the service industry is customer satisfaction. The

customers or stakeholders of education as a service are diverse:

1. Students (current and prospective) – primary /direct recipients of the service

2. Parents/guardians, sponsors, university governance, – Secondary /direct stake

in the education of an individual student, or in the institution

3. Future employers, Government, Society as a whole – Tertiary /indirect but

crucial stakeholders

4. Faculty, administrative /non-teaching staff – Internal customers /critical

stakeholders in the organisation’s success.

A number of significant trends in higher education systems have occurred in recent time that

brings the issues of quality and quality assurance at the forefront. These include;

i. Massification of Higher Education - Worldwide the number of student pursuing

higher education has continue to rise and it is projected to reach 265m by 2025

ii. Diversification in the provision of education (Traditional, Open Universities, ODeL,

MOOCs)

iii. Ranking, Qualifications Frameworks

iv. Employability (focus on outcome)

v. Increased privatisation and Growing Internationalisation of Higher Education

vi. Cross-border supply of higher education (Programme mobility)

vii. Foreign academic programmes delivered in students’ home countries by

Collaboration, ODeL, MOOCs.

viii. Cross-border consumption abroad (Student mobility)

ix. Students study full time abroad or take only part of the study at home.

ii. Commercial presence of a higher education provider in another country

iii. Foreign country academic programmes delivered in branch campuses in recipient

countries or through twinning and franchising (Institutional mobility)

Taking cognizance of these trends, JKUAT has put in place an internal quality assurance (IQA) policies and mechanisms implemented in the institution or programme to ensure that it is fulfilling its own purposes and meeting set standards. The University's quality assurance

procedures provide a framework within which its institutions can examine and enhance their teaching activities to ensure that they achieve this aspiration of excellence. The purpose of the quality framework is to enable the monitoring and enhancement of academic standards

and the quality of the student experience. The University also subjects itself to external quality assurance (EQA) which is the range of quality monitoring and quality assurance procedures that are undertaken by bodies other than the HEIs themselves; that assess the HEIs operations or programmes to determine whether they continually meet the agreed or

pre-determined standards. In Kenya, this role is undertaken by Commission of University

Education (CUE).

CUE operates on the following Principles of Quality Assurance

a) Quality control and quality assurance are primarily the responsibility of universities

b) CUE respects the autonomy, identity and integrity of the

universities

c) CUE applies standards that have been subjected to consultation

with stakeholders

d) CUE benchmarks with internationally accepted standards and practices

The function of CUE is to promote the objectives of university education by Regulating, Accrediting and Assuring Quality of universities and academic programmes. CUE uses both

standards-based approach and Fitness-for-Purpose Approach in its quality assurance

processes. In Standard-Based Approach- This is conformity to set requirements. In this case,

quality is measured against pre-determined standards. It focuses on standards and the extent to which they are being met (Licensing stage, Charter stage).

Fitness-for Purpose Approach - This assumes that quality is attainment of goals, purpose and objectives set by the institution. The CUE examines the institution’s adherence to set

purposes, goals and objectives.

Setting Criteria and Standards

• by one stakeholder, for example, Governments have often done this in the

framework of Accreditation

• employers or professional bodies have formulated standards.

• When there are no formulated requirements, it is up to the university to decide

upon the standards, taking into account international developments

(benchmarking)

• Externally formulated standards are often broad criteria

• In most cases the level of the criterion will be described as “must be

adequate”. Often it is not formulated.

• In the case of accreditation and external quality assessment, it is the experts

who must decide if a criterion is adequate or not, using their expertise and

experience.

Quality Control through Accreditation /Licensing

• Licensing is a seal of approval which gives the public confidence and recognition of

credentials; legitimizes the new institution or academic programme; and assures

consumer protection.

• An institution or an academic programme must meet minimum standards before being

granted authority to operate

• Academic programmes (CUE has set minimum standards under the CATS project).

• After an assessment or evaluation, a license is given which is definitive (academic

programme), or may be valid for a period of time (LIA), or may be conditional on the

institution addressing some recommendations (Charter).

Accountability through Accreditation

• The main objective is to provide stakeholders with sound, reliable information that the

university or programme is operating within predetermined quality criteria.

• The University or programme must provide evidence that it is actually fulfilling the

promises to maintain standard and improve, made to the students, employers and the

public (meeting its own goals, objectives, or relevant external standards).

• In Kenya (CUE) accreditation means public acceptance and confirmation as

evidenced by award of a charter, that an institution meets and continues to meet

academic standards set by the Commission.

Quality Improvement through Quality Audit

• The responsibility for quality lies within the universities, therefore audit focuses on

the university's ability to develop and implement effective policies and mechanisms

for self-regulation.

• It encourages voluntary response from academic and other staff of the institution.

• It enhances development of institutional quality culture.

Challenges in Quality Assurance

1. Policy and legal environment

• Regulatory bodies-Battle of supremacy and lack of collaboration

• Lack of resources to finance quality assurance activities by the management

• Change from central government to devolved government

• Lack of personnel to carry out the quality Assurance activities

• Lack of support from the university

• Lack of model and management in quality assurance activities

• Lack of training for the quality assurance officers and probably certification

• Lack of clear definition on the role office of the quality assurance by the management

• CUE acting as a police rather than a helper

• Members of staff shunning to provide information on the quality assurance activities

DAQA Role in Ensuring Quality Teaching

DAQA is directly under the Vice Chancellor’s office, and provides resources and guidance on the policies, procedures and processes relating to academic standards and quality at the

University. The University’s individual processes for quality assurance and enhancement are

designed to interconnect in order to create an approach which is rigorous and effective. They

include course and programs approval, student feedback, external examiners, cyclic and

periodic review of courses. DAQA’s mandate is to check the quality of the teaching

administered to the students by the lecturers and the university at large. Quality assurance and enhancement processes and procedures have been designed to ensure there is a cycle of

feedback, sharing of best practice and enhancement which involves students, departmental

and faculty staff, Dean’s Committees and university committees. This has been done through

various activities of the directorate as outlined below

• Monitor effectiveness in Teaching, resources, student attachments, examinations,

marking and grading

• Review policies on curriculum development

Student lecturer Evaluation

The student/lecturer evaluation report aims at providing links between the students as our

main customers and the University Management. Through evaluation, the University Management is regularly informed and updated on the quality of academic programs, the

effectiveness of teaching and learning process as to meet the customer requirements. The University Management identified the need to have a direct hearing of the students on quality

of teaching and assessment received in all courses taken at the University as per its

objectives. The Management emphasizes on the customer perspective by scoring

performance of lecturers as a measure of quality of programs. The evaluation extends to

include the appropriateness and effectiveness of the teaching facilities in line with the course

requirements and the basis of exposure to highly dynamic market demands. This is based on

the proposition of customer perspective as a major component to the University’s core values

and the emphasis that the world is putting within the customer context. This is also in line

with the University’s strategic objectives that target to improve the quality of teaching and

examination and another one of raising and sustaining academic standards in all JKUAT

programs.

Industrialization and globalization has increased the demand for University education in

Kenya. As a result there is high competition for local students not only by both public and private universities in Kenya but also from international institutions of higher learning. For

JKUAT to remain strategically positioned for this market, the internal strengths and

opportunities must be maximized while guarding against any of the threats and weaknesses that our competitors may apply to stay ahead. It is through the evaluation exercise that the gaps in teaching/learning are identified and appropriate measures taken to fill them. All stakeholders are encouraged to participate in the exercise on a semester basis to ensure continuity of academic quality. For the last few academic years, the exercise has been carried out at the end of the semesters. Beginning May- August 2015/2016, a mid-semester student

lecturer evaluation exercise was conducted on a pilot basis. It involved students from COETEC and ICSIT and was done online. The student lecturer evaluation for the end semester for the same period was also conducted online. From hence forth, the directorate

will strive to conduct these exercises online and therefore hopes to carry out a major staff and student sensitization to increase awareness and use of the online mode of evaluation.

Most JKUAT Campuses and Centres participated in the September-December 2014 and January-April 2015 end Semesters Student-Lecturer evaluation exercise. The academic

quality assurance measures are grouped into four categories, namely: Course requirements, Attendance and teaching efficiency, Course conduct, Tests and evaluation.

The scaling of quality measures is given in the following ranks;

4 Good

5 Very Good

Most lecturers in the campuses and centers posted good performances in all the quality measures they were evaluated on ranging from above 3.5 points to 4.7 points. For those

lecturers who scored less than the required minimum of 3.5 points, it is a requirement as per ISO 9001: 2008 PM-2-28-1 clause (7.7) that the CoDs hold discussions with the affected lecturers to find out reasons for the dismal performance and submit a report.

Sensitization of Students

One of the objectives of DAQA is to ensure quality teaching at delivery points at all times. This is done through student/lecturer evaluation and monitoring use of quality teaching forms. Recognizing the importance of this exercise, DAQA undertook a sensitization of students during the month of June 2015. Students from COETEC and ICSIT within the main

campus (Juja) were involved. Student lecturer evaluation has been done manually but there was a move to have it undertaken electronically. The purpose of sensitization was to alert

students on this new development. It was also to inform students on activities of DAQA in which they are directly involved so as to improve the quality of teaching and learning and

let them know the importance of quality teaching forms and how to use them effectively. The

importance of student/lecturer evaluation was impressed upon them as they were informed that it helped the lecturers to improve on areas that they have weaknesses which are identified during the evaluation and that it also helped the University to identify areas of improvement

in teaching. In the process of student sensitization, a number of concerns were raised by the students and these were addressed as appropriately as necessary by the DAQA team.

Training of staff on e-learning

DAQA in liaison with the Directorate of ICT has succeeded in automating the whole process of student lecturer evaluation. To prepare for the migration from the manual based system to

the electronic version of the student lecturer evaluation, DAQA staffs have been trained on

the electronic version of the student lecturer evaluation during a training session in the month

of September 2014 that was conducted by a staff of SoDEL. There may be need to further train them in future in order to ensure the success of the newly adopted digital platform.

Program Approval and Reviews

The approval process for new courses and programs, and revisions to existing courses and

programs, ensures that academic standards and quality are equivalent to other similar provision at the University and across the higher education sector, and align with relevant

external reference points. Program specifications are a means of providing transparent information about programs of study in higher education, in a consistent, accessible format, to potential and current students, their parents, University staff and employers. The program

specification is the principal document used by academic departments during the review of courses, and by periodic review panels at university level. It also forms the core of the new

degree course proposal form. Every program has a review cycle during which external experts (academics, industry and professional body representatives) and internal members of

staff and students have the opportunity to review the continuing validity and relevance of the

stated aims and the intended learning outcomes of the course, in accordance with relevant external reference points and to ensure that students continue to be provided with learning opportunities of an appropriate quality. DAQA is charged with scrutinizing these programs

and making sure that they comply with requirements of the university and CUE. In this way, academic standards and quality at the University are protected.

The number of programs being developed at the departments has also been increasing

exponentially over the years. To keep tabs on the many programs coming up, DAQA has

developed a database program reviews which it tends to automate so as to be in position to monitor all programs offered in JKUAT.

Quality Assurance Visits

One of the functions of the Directorate of Academic Quality Assurance (DAQA) is to carry

out Academic Quality Assurance Visitations to the University Campuses and SODeL approved affiliate Institutions. This is an annual event that is conducted in line with the ISO

9001: 2008 Procedure PM-2-28-4. The exercise was carried out between January and May

2015 by a team that was constituted by DAQA and approved by the Deputy Vice Chancellor

(Academic Affairs). The team was chaired by the Director, DAQA.
