Super art! Super salon! Super tourism! Super Sally to the res- cue! Sally Gibson’s artistic talents serve the community in many ways. She’s crafty with a pair of scissors or a paint-filled brush! In the past several years, she has taken her artistic talents to the streets of Preston, present- ing an interactive experience for locals and tourists. Always trying to add a picture-perfect moment for Trout Days, she has created life-size, hand-craft- ed, wooden cut-outs. Sally’s most recent creation stands watch out in front of her shop, Sally’s Hair To Dye For, at 100 Main Street SW in Pres- ton. You can become Wonder Woman or Captain America in as quick as it takes to press the button on a digital camera. A lot of people probably wonder how these two super heroes landed on Main Street in front of Sally’s hair salon. Well, this year’s post-prom party, as with every year in the past, the parents of the junior class were responsible for putting together the post-prom party for the seniors attending prom. is year’s theme was “Super Heroes,” which is how Wonder Woman and Captain America arrived at Sally’s doorstep. She served on the post-prom decorating committee with other parents, and she offered to put her artistic talents to use with the creation of this cut- out. Sally says she really doesn’t get a chance to do this type of artwork on a regular basis, so it becomes a good outlet for her. Since the post-prom party and associated events took place in May 2012, the timing was perfect to put this cut-out on the streets of Preston for the rest of the locals and tourists to enjoy during the Trout Days celebration. On any day of the week or weekend, you’ll see people snap- ping shots of friends and family poking their heads through the two available holes. In 2011, Sally put together a cut-out for the Preston Fire Department that replicated a fire station for kids and parents to get their picture taken during Trout Days. What’s amazing is how she takes the artwork from paper to a life-sized structure. She skillfully cuts the silhou- ette along with all of the holes with her saw and then paints with such attention to detail. Sheriff Daryl Jensen recom-mended Anthony Webber to be his Chief Deputy at the county board’s August 7 meet-ing. Webber will be replacing the retiring Thomas Kycek as of September 1. Webber has been with the county since 1990 and Lieutenant since 2005. The Sheriff is an elected posi-tion and the Chief Deputy serves at the pleasure of the Sheriff. budget reflects a 15 percent increase for health insurance.

2011 Audit Fillmore County received an unqualified opinion from Baker Tilly. The county’s assets decreased .4 percent mostly due to reduced road and bridge cash and investments. Baker Tilly found the county com-plied with compliance require-ments that could effect federal programs. Long term debt decreased by $3,008,255 due to retire-ment of the 2010 refunding bonds. Fund balance levels are adequate, but need to be mon-itored to preserve cash flow capabilities.

He added that it will be the first concrete paving job to be done in Minnesota using a satellite (GPS) instead of staking. •TheAirportlightingprojectwas awarded to J & L Steeland Electric Service with the

more departmental budgets. Surveyor Jeff Brand was firstup and said there had been some small decreases and the only increases were wage step increases. Commissioner Duane Bakke insisted that they look at every-thing line by line to reduce the preliminary numbers. The preliminary numbers showed a levy increase of over 20 percent. County Coordinator Karen Brown noted it had already been reduced to 18 percent as of yesterday. Bakke said it is pretty obvious why we are going through departmental budgets item by item. The budget discussions went well into the afternoon. It was clear that the commissioners intended to lower the final levy number. County Program Aid from the state has been reduced by $158,132 from 2012. Also, the county will no longer receive Market Value Credit from the state. The current

low bid of $332,156. The Air-port fuel project was awarded to O’DayEquipmentLLCwithabid of $87,720. Ninety percent of the total of each project will be reimbursed by the federal government. The fuel availabil-ity (with a credit card reader) at the airport should generate revenue for the county. •FieldaccesspermitstoCSAH23 and CSAH 18 were approved for Michael and Renee Lisa Johnson, Section 35, AmherstTownship. The old steep access on CSAH 23 must be removed. •A CUP was approved forRick and Kelly Brown as recom-mended by the Planning Com-mission for a small wind tower, Section 28, Arendahl Township. The 400 watt wind tower has already been installed and will not be on the grid. The Browns paid late fees on the tower and a cabin. Bakke noted there will be a discussion at the next Plan-ning Commission on whether small wind conversion systems like this one should require a CUP. •A resolution was adopted

Two Lanesboro youth, Megan Kiehne and Kirsten Ruen, recently returned from a 16-day Minnesota Ambassadors of Music tour of seven European countries from July 6 to21, 2012. The Minnesota Ambas-sadors are comprised of a select high school band and choir. These students were nominated by their local school music directors based on their musical ability and quality of character. The group included 234 students and parents as well as 31 staff mem-bers, many of them band and choir directors themselves. The tour itinerary featured five performances each by the band and choir,aswellassightseeinginEng-land, France, Switzerland, Austria, Liechtenstein, Italy and Germany. The group spent four days rehears-ing together prior to departure. The late Dr. Frank Bencriscutto and his wife, Jean, founded theMinnesota Ambassadors of Music in 1989. Dr. Ben was the Director ofBands at theUniversityofMin-

nesota for many years. TourDirectorsareJoniSuttonandChip Williams. Sutton is a recently retired band director of 33 years from the Osseo School District.

Williams taught for 34 years and retired from Wayzata High School in 2010. He also conducts the band on the tour. This is their 10th trip with the Minnesota Ambassadors. William Krinke, a music teacher for many years in Redwood Falls, is the choir director. Krinke and his wife, Sue, were the Tour Directors prior to Sutton and Williams. Megan Kiehne played tenor saxo-phone and Kirsten Ruen played bari-tone saxophone with the Minnesota Ambassadors Band. Both students participated as altos in the choir. They extend their many thanks to the community for your generous support. They will be sharing their experiences with a presentation on Wed, August 15 at 7 pm at Bethle-hem Lutheran Church Guest Night. The event is open to the public. Stop government wasteVote “No” on Voter IDBy Karen Reisner This November when you go to the polls unencumbered by a required “government issued photo ID”, vote “NO” to save our state and local governments from spend-ing more on unnecessary rules and reg-ulations. It has been esti-mated that the requirement of a government issued voter ID initially will cost more than $8 million, some believe it will be much more. Who will foot the bill? Will the state pay or pass it down to local governments? Where will the millions needed for the initial costs and the ongoing increased administrative costs, that will add to local government budgets for every future election, come from? The dollars will come from all of us. One way or another we will all pay the bill and for what? It seems to me that the approval of the amendment will only serve to make voting more difficult and more expensive. The photo ID is to paid for by the state, supposedly free to all eligible voters; not entirely true. It has been estimated that about 11 percent of eligible voters in the state do not have a photo ID that would satisfy requirements. Each voter needing the required ID will be responsible for obtaining their birth certificate, not free. Some will not take the time and effort, especially the elderly in nursing homes. Many students, elderly, soldiers and homeless will be disenfranchised as a result of this unnecessary amendment. This constitutional amend-ment requiring everyone voting

in future elections to have this photo ID is a “solution in search of a problem.” The reason the state legislature gives for needing the photo ID is to reduce voter fraud, which is rare. There is very little evidence of prevalent voter fraud, certainly not enough to justify the financial outlay and the additional regulation on our freedom to vote. Voter fraud essentially has not been docu-mented in the state. The Greater Minnesota Advisory Panel (GMAP) is especially con-cerned about what this amend-ment could mean for future elec-tions in rural areas. What will be “substantially equivalent” for voters who participate by mail or absentee ballots? If the voter ID amendment is adopted, voters will have to pres-ent a proper government issued photo ID in order to receive a ballot. This ID will need to reflect their current place of residence. Without the proper ID a voter will receive a “provi-sional ballot.” In order for the provisional ballot to be counted, the voter will have to present the proper government ID after the election at their county election office, which may be at a much greater distance than their poll-ing location. Also, people vot-ing with provisional ballots will loose the ability to keep their vote secret, as their name will be attached to the ballot. Of course, many questions of what will be required and how it will work are yet to be decided by the legislature. The Minnesota legislature has yet to pass enabling legislation, but they intend to do so if the amendment is adopted. So if you vote in favor of the amendment, you will not be sure exactly what you are approving. You will essentially be voting to approve important details, yet to

be determined. Under current law, Minne-sotans can update registration information on Election Day. There are several ways a voter can prove residency. If this amend-ment is adopted, it will serve to eliminate same day registration. It is estimated that up to 20 percent of voters utilize same day registration. Voter fraud is a felony. About three-quarters of the investiga-tions into voter fraud in Min-nesota have involved convicted felons. Convicted felons are not allowed to vote in Min-nesota until their sentence has been completed including parole or probation. At any rate the number of investigations across the state for voter fraud have been minuscule. Each act of voter fraud, a felony, could be punished by up to 5 years in jail, plus a $10,000 fine. Many citi-zens don’t bother to vote with the excuse that their single vote won’t make a difference. Why would anyone risk the possible jail term and fine for a single vote? The requirement of a gov-ernment issued photo ID may reduce any fraud by the “imper-sonation of another.” However, this kind of fraud is extremely rare, very very rare. There are multiple checks already built into the state’s voting system. Our vote is a privilege and is of utmost importance as a citizen under a democratic form of gov-ernment. Our country already suffers from voter apathy. The voting process should encourage participation by all eligible voters and limit as much as possible any barriers. The US Constitution left vot-ing qualifications up to the indi-vidual states. However, several amendments to the US Constitu-tion have extended voting rights to more citizens. Amendment 14 in 1868 includes “all persons born or naturalized” as citizens of the US. Amendment 15 in 1870

takes away limitations based on “race, color, or previous servi-tude.” Amendment 19 in 1920 took away any limitation “on account of sex.” Amendment 24 in 1964 took away limitations “by reason of failure to pay any poll tax or other tax.” Amend-ment 26 in 1971 extended the age lower to those 18 or older. All these amendments spell out ways in which the “right to vote” can not be limited. They encour-age greater participation. The requirement for govern-ment issued photo IDs and other rules yet to be determined will increase regulation, drive up elec-tion costs, reduce voter participa-tion, and increase government waste while not doing much of anything to prevent voter fraud any better than the current sys-tem. We have plenty of issues in our state that need fixing, this isn’t one of them. Why fix what isn’t broken? There is very little concrete evidence of voter fraud in Minnesota. This pro-posed constitutional amendment is motivated by politics, rather than what is in the best interest of the state and its citizens. Vote “No” to the Voter ID amendment and stop this gov-ernment waste of our tax dollars.

Letter about Voter ID - Why all the fuss?

To the Editor, This coming November Min-nesoata voters will be asked to amend the state constitution to require a picture ID to vote in an election. It’s a simple require-ment, one that 26 states already have in some variation. Opponents of the measure cry foul, that many elderly and poor voters will be robbed of their franchise or opportunity to vote. A laundry list of objections stops just short of predicting the death of western civilization if the ref-erendum passes. Minnesota has excellent stat-utes for protecting the integrity of the voting process. Still we do have instances where unquali-fied voters have cast ballots. In 2010 the state had to scrub voter rolls of more than 200 names where felons had been allowed to vote. If anyone is being dis-enfranchised it is that person whose vote has been effectively cancelled by someone who is not entitled to vote. Recently the Supreme Court was asked to weigh in on the issue of disen-franchisement in a case regarding the Indiana voter ID law. The Indiana law was upheld when the complainants were unable to demonstrate a single case where a voter was denied for lack of a picture ID. Most of us are asked to prove who we are several times a month. What’s the big deal? Voter ID is a way to make Minnesota’s excellent voting law better. How can that possibly be a bad thing? Vote for Voter ID in November.

To the Editor, My husband and I would like to thank the wonderful people in the Preston area for all their help when our vehicle plus camper broke down a few miles out of Preston. Thank you to the fol-lowing Good Samaritans: Gary Schmidt for following our camp-er to Valley View Campground and helping us set up. Your calm-ing words helped us “settle down.” Vicki with Hansen Tires for help-ing us find a mechanic, taking us to find a rental car, and also hauling our bicycles back to our campground. Scott Brunsvold of Brunsvold Enterprises for renting a car to us. Herm of Herman’s Service of Fountain for tow-ing our pickup from the camp-ground to his shop and for all the work they did in getting our pickup road ready again. What a wonderful gift to the area to have such a quality repair shop...while waiting for our pickup to be fixed, we enjoyed Preston’s local grocery store (more than a few times), the Soup and Sub Shop, your laundromat, antique shop, pharmacy (thank you so much for your help with my subscrip-tion), the bowling alley (delicous pancakes), and your local gas stations. A special thank you also to Tom and his family of Val-ley View Campground for your hospitality and help for the many days that we were there. Preston residents can be very proud of their town and the wonderful goodwill ambassadors that live there. No stranger to handling a budget, he is a small business owner and entrepreneur with direct insight into what is needed to grow jobs. We do not need perennial also rans, but real lead-ers in office. ParryTo the Editor, Republicans have a great oppor-tunity this November to send Con-gressman Tim Walz into retire-ment. For too long, Congressman Walz has voted with far-left liberals in Washington, DC. Congress-man Walz voted for the Obama Administration’s government overhaul of health care, the failed

“stimulus” plan, and for risky cap-and-trade energy tax. Mike Parry is the strongest candidate to take on Congressman Walz in Novem-ber. Parry grew up working on a family farm in Albert Lea, spent time serving the community as a police officer, and is a small busi-ness owner in Waseca. In addition, Parry is a proud veteran. Parry has only been in politics for a few years

How did it all begin? In June, 2010 the Whalan Hall Restora-tion Committee was formed. Our goal: To renovate the old town hall that was built in 1898 and in bad repair. The City of Whalan started things rolling by earmarking $20,000 for the project. Two years and counting! Through many fundraising projects and donations we have raised almost $60,000 – not bad for a village of 63 people. The huge old hall was rolled off its foundation, the founda-tion rebuilt and the hall moved back. This amazing feat was accomplished by the Amish. The outside has been painted with paint donated through the “Pic-ture It Painted Project.” The inside has been gutted, new win-dows installed, wiring, heating, plumbing installed and foam insulation blown in. Sheetrock-ing the ceiling and wood on the walls is next. We feel we have made great progress over the last two years but know we have a long way to go – so our fundraising contin-ues. One of our first fundraising projects was an outdoor movie shown on the outside wall of

the town hall, just as they did in the 1930’s and 40’s. It proved to be a very popular event. On Saturday, August 18 we will be showing our 3rd annual out-door movie, along with the toe – tappin music of the Arnold – Bradley Band. This year’s movie, Dolphin Tale, is the inspirational story of Sawyer, a boy who discov-ers an injured dolphin, which is brought to a marine hospital and named Winter. The inju-ries have cost Winter her tail. But with Sawyer’s devotion, the expertise of a marine biologist, and the brilliance of a pros-thetist (Morgan Freeman) who

creates a new tail, Winter may receive a second chance at life. Everyone is invited to attend this free event with lively music and a movie the whole fam-ily will enjoy. Food stand will open in the town hall at 6 p.m. See the progress we have made. Music by the Arnold – Bradley Band will begin at 6:30. Raffle drawing at 8:30 followed by the movie. It’s the story of a crusty old miner, Ben Rumson, who finds gold while digging a grave and thus the historic California Gold Rush begins. Miners are happy to pan for gold, but with the only girl in town being Rumson’s young daughter, soon the men of Rumson town have a yearning. A Mormon with two wives arrives and one of them, Elizabeth, agrees to be auctioned off. Rumson has the high bid, but soon it is evident she has fallen in love with his partner. Finally, a stage coach with Cher-ry and her Fandango girls arrive and the frivolity begins, just as the gold runs out. Rumson decides to leave and departs singing “I Was Born Under a Wandrin’ Star.” “They Call the Wind Maria,” “There’s a Coach Comin’ In,” and “I Talk to the Trees” are just a few of the songs the audience might remember from the movie with Clint Eastwood and Lee Marvin. “It’s a very large cast and a rol-licking good time,” said Laurie Helmers, Artistic and Musical Director of the show. “We have a wonderful cast drawn from all over the area.” Past participants of Brave Com-munity Theatre are invited to a reunion reception to be held every night after the show. Sogla at home in rural Rushford, MN. He was baptized on March 23, 1930, c o n f i r m e d on August 6, 1944 and g r a d u a t e d from Rushford High School in 1948. On Janu-ary 24, 1953, he married Audrey (Myhre) at Wilming-ton Lutheran Church, Spring Grove, MN and together they farmed the “home farm” on Oak Ridge, rural Rushford, Minne-sota, which was homesteaded in 1896. Audrey passed away on November 23, 1996. Kenny lived his entire life on the home farm. On June 22, 2003 he married Delores Thompson, who survives him. In 1965, Kenneth and Audrey were named State Farmers of the year and were honored to host Governor Karl Rolvaag for a farm tour on September 18, 1965 which was their son Keith’s 10th birthday. Kenneth is survived by his wife Delores and her family; children, Susanne (Steven) Skree of Rochester, Clair (Patricia) Olson of Rushford and Barbara (Robert) Curtis of Wilmington, Ohio; grandchildren, Kirsten (Michael) Gurtner, Eric Skree, Jarad, Brittany and Jana Olson,

Lynne Joanne Flanigan Lynne Joanne (Gullickson) Flanigan was born July 31, 1958, to Arden and Donna ( J a c o b s o n ) Gu l l i c k s on in Lanesboro, M i n n e s o -ta. She was relieved of her earthly duties on August 2, 2012, taken home to be with Jesus. She was the youngest of five girls. She exuded a sense of strength through her grace, cour-age, vivacity and most of all, her love. After graduating from Lanesboro High she received a degree from Southeast Techni-cal in retail sales. As she began her career she met many lifelong friends. She was the smiling face behind the counter at Pamida, Thrifty White and Fleet Farm. She was a lady who would lis-ten to you and laugh with you, because she truly enjoyed her job and the people that came with it. Her first marriage was to Terry Block with whom she had three children: Mitchell, Tiffany and Jordan, for which she had undy-ing love that will live on through them. Her second marriage was to

John Bublitz when she came to find her love for the ridge and its open sky. Her last love was Pat Flanigan. Though their time was short it was the type of love she had truly deserved. Their connection so strong and devotion so true that it took her to her final day. Lynne enjoyed life. She was a decorator, at times the life of the party, and a great role model. She enjoyed her occasional motorcycle rides with Pat as well as her trip to the Florida Keys with him. She also had the sisters whose bond would not be broken. Those left to cherish her memory include her husband, Pat Flanigan of Witoka, Minne-sota; children: Mitchell (Necole Schueler) Block of Goodview, Minnesota; Tiffany (Tony Ott) Block of Winona, Minnesota; and Jordan (Dana) Block of Min-nesota City, Minnesota; grand-children: Bailee, Cole, Riley, Alba and soon to be born baby girl; mother, Donna Gullickson; step-children: Emma Flanigan of Winona, Minnesota; and John Flanigan of Wabasha, Minneso-ta; sisters: Valerie (Dave) Grewe of Cochrane, Wisconsin; Carol (Tom) Dybing of Lanesboro, Minnesota; Diane (Jim) Wehrs of Tigard, Oregon; and June (Dave) Heins of Kellogg, Minne-sota; several nieces and nephews; other extended family and many friends. Lynne was preceded in death

by her father; and grandparents. Funeral service was Monday, August 6, 2012, at St. John’s Lutheran Church in Nodine with Reverend Jim Nelson presiding. Burial was in the Witoka Cem-etery in Witoka.

Melvin Paul Meyer Melvin Paul Meyer, 74, of Wykoff, died Tuesday, August 7, 2012 at Methodist Hospital in Rochester. Melvin was born on November 4, 1937 in a farmhouse outside of Fillmore, Minnesota, the son of Paul and Jennie (Zwart) Meyer.He grew up with one brother and three sisters on a farm five miles south of Wykoff. He was baptized into faith November 22, 1937, at St. John’s Lutheran Church in Wykoff, Minnesota. He attended grade school at the Forestville country school and St. John’s Lutheran, Wykoff, celebrated his confirmation on May 13, 1951. In June of 1955, he graduated from Wykoff High School and was inducted in the military in September of 1958. He was mar-ried to Irma Rose Doberenz on September 29, 1962, and they began their married life in a log cabin near Cherry Grove, Minne-sota. Melvin and Irma purchased a farm near Forestville State Park where they lived for their married life. The Lord blessed Melvin and Irma with five children. Melvin enjoyed farming, trout fishing, deer hunting, riding and driv-

ing horses, playing cards with his family, loving his grandchil-dren, worshiping and serving in his church, and expressing his faith in Jesus Christ his Savior to those around him. Melvin lost his battle with leukemia and left this world to be with his Savior on August 7, 2012. Melvin is survived by his wife, Irma of Spring Valley, Minneso-ta. Five children: Kevin (Angela) Meyer of Lewiston, MN; Duane (Sharon) Meyer, Bruce Meyer, Teresa (Jeremy) Glocke all Spring Valley MN, and Anita Meyer of Fond du Lac, WI, 11 grandchil-dren, three sisters: Maxine Morse of Plano, TX, Marlene (Donald) Mueller of San Antonio, TX, Karen Moga of Los Gatos, CA, and one brother, Donald (Ellie) Meyer of Houston, MN. Funeral services were held Sat-urday, August 11, 2012 at St. Paul’s Evangelical Lutheran Church in Austin, Minnesota with Pastor Theodore W. Barthels officiating. heroes on Sally’s doorstep. Sally’s artistic talents are shared throughout her family. Here father and mother, Jim and Lorry Patterson, are both very artistic. And, her sister, Julie Patterson is also very tal-ented, working as a graphic artist. And, the artistic talent doesn’t stop there. Sally’s son, Mitch, who graduates from Fillmore Central High School in 2013, is also a very talented artist with sketch art and graphic art. Sam Gibson, Sally’s daughter, who graduates from St. Mary’s University in Winona in 2013, is extremely talented with her background in musical theater. While Sally was simply shar-ing her artistic talents for the benefit of the Fillmore Central High School post-prom party, her work has become a hot spot in the city of Preston. People passing by can’t help but to stop and get a snapshot. I guess you might say that Sally’s artistic contribution to Preston makes all of us look like super heroes! Thanks Sally.

By Barb Jeffers Weather played an important role in this year’s Buffalo Bill Days celebration in Lanesboro, Minn. With activities getting started on Friday in some brisk wind, and Sat-urday being slightly soggy. Sunday, however, was “a beautiful day” said Bobbi Vickerman, City Adminis-trator of Lanesboro. The festivities began on Friday, August 3rd, with the celebration kickoff at the beer and brat tent with JT Thompson providing entertainment. Friday also marked the beginning of the softball tour-nament, which attracted a crowd, as did the volleyball tournament and golf tournament, keeping sports enthusiasts busy trying to watch them all. The St. Mane Theatre held pro-ductions of “In The Company of Legends” on Saturday and Sunday to the delight of theatre-goers, as did Commonweal Theatre’s “The 39 Steps” and “The Philadelphia Story.” The band “Troubleshooter” played Friday night for the street dance which was well attended. Despite the weather on Satur-day, people were “out and about” according to Vickerman. The Marketplace and Farmer’s Market opened on Saturday, giving visi-tors a vast selection of produce and products to choose from. Music filled the gazebo in Sylvan Park on Saturday with music from the “Bandanas,” “Dave Wilson and the Root River Jam,” and “Walter

Bradley and Steve Arnold” all per-forming throughout the afternoon. There were “Kids Fun” activities in Sylvan Park which made for many happy children, even with a little rain falling. Saturday night, as the rain moved out of the area, the excite-ment got under way with “Next 2 Nothing” performing to a very enthusiastic crowd in the parking lot of Sylvan Park. Everyone in attendance seemed to have a great time dancing and visiting with friends who they may not see any other time of the year other than during Buffalo Bill Days. Dusk on Saturday brought fireworks with small and large groups gathering all over town to watch. Sunday brought sunny skies and continuing activities, including the grand parade at 1:30. This year’s Buffalo Bill Days parade was excep-tional with a wide array of floats, musical guests, and characters of all types. The Grand Marshalls of this year’s parade were Jerry and Sharon Post. Jerry and Sharon taught many of the parade attend-ees, both having been teachers in the Lanesboro School District for many years. Jerry said that he and Sharon being Grand Marshalls for the parade “was an honor,” and he added that “it was fun seeing all the people.” Following the parade, Sylvan Park was filled with a crowd once again and throughout the day with more entertainment provided by

Immediately after the parade, “Cody” the buffalo was at Lanesboro Local taking photos with children and adults, who both seemed to be unsettled standing next to an animal that weighs between 1800 - 2000 pounds. This was actually “Cody 2” who has appeared in a Taco John

commercial and a jean commer-cial, according to his owner Mike Fogel. No matter what the weather brought to Lanesboro last weekend the city brought it’s best to visitors, with the town looking beautiful, as usual, and the residents bringing a welcoming attitude towards visi-tors. Mark your calendars now for next year’s Buffalo Bill Days which will be held on August 2, 3, and 4, 2013.

trucks going through town every day, and that the noise affects the buildings in town as well. Beth Hennesey said she moved to Lanesboro eight years ago, and she never would have moved here if she had known a frac mine would be nearby. Her home is within hearing and site of the frac mine, and she thinks the community could lose people, and lose people that might move to Lanesboro. Julie Kiehne, from the Cham-ber, said that tourism brings $18.7 million every year to Fillmore County. Council member Ceil Allen made a motion that the city sup-port the Chamber and prepare a resolution for the county commis-sioners requesting they study the economic impact on Lanesboro and Fillmore County. The motion passed unanimously.

Southern Minnesota Initiative Foundation

Tim Penny, President and CEO of the Southern Minnesota Initia-tive Foundation (SMIF), gave an annual report to the council. He said SMIF is celebrating 25 years of serving the southern Minne-sota area, in which time they have given more than 80 million dol-lars. There are two main focuses to the work that SMIF does, and those are early childhood and entrepreneurship. Penny listed a number of different programs, grants and loans they have pro-vided to help out in these areas, as well as 21 communities they have helped to start a Community

300 trucks a day driving through the town, five to six days a week for several years is unknown, but there are many who feel it could destroy the downtown area and have a very negative impact on tourism, something the city has worked hard on for many years. Mayor Steve Rahn also men-tioned the people who are fighting overseas because of America’s need for oil. Batstone said they are not speaking out against the mining, they would just like it to be done without killing the downtown community. Frank Wright said the Cham-ber’s main concern is how many trucks an hour is acceptable?

“There is a limit, no matter if you live on a road in the country, or in town, how many trucks a day you can put up with,” said Wright. “It has to do with quality of life, and it has to do with safety. If there are no limits, it could be clustered, and it could have a huge impact.” Robbie Brokken, who works for the Lanesboro Art Center, said it should be looked at on an emo-tional level as well, since people have worked so hard for so long to make Lanesboro what it is.

“People have moved here because they want to live in this beautiful place,” she said. “If we allow this amount of trucks to go through and destroy the landscape, why keep trying?” Bryce Dawson commented on the noise pollution of so many

Trash on the river River Rats Outfitter owner Ken Soiney said he recently got some bad press when KTTC spoke about the garbage problem from tubers and canoeists on the river. He said he has put up a no littering sign, as well as adding more trash receptacles. “I know that 99 percent of the trash comes from the inner tubers,” said Soiney. Soiney is also concerned with the amount of broken glass he has found and has had to clean up frequently. He asked the city to consider an ordinance banning glass at the entry points to the river, as it has become a serious problem. City Attorney Tom Manion said they can ban it, but they also have to enforce it. Soiney said he has spoken with local law enforcement, and he has their cooperation.

Other Business Robert Thompson was at the meeting to voice his concerns about the special assessment for Whittier Street. He said he hasn’t

seen any discussion in the min-utes, and again said he felt the city should remove the assessments on utilities for that project. Manion said he didn’t feel it was in the city’s best interest to revisit the issue. Joe O’Connor said he had spoken with other city administrators and they all assessed the same way. The council chose not to make any changes retroactively to the assess-ment policy. Vickerman said Buffalo Bill Days

was a success, and it was a good weekend in spite of the rain on Sat-urday. She said the volunteers did a great job, and they had amazing donations and support from local businesses. Mayor Rahn said the Park Board replaced the walking bridge at the campground, as the old one was falling apart. He also said the bath-house was shingled, and another shelter will be getting new shingles soon.

Tracing Abe Lincoln’s Springfield, IL, footsteps, Part 3 WEDNESDAY: Today included a field trip to the New Salem open-air history muse-um and state park with our own personal guide, Charles Starling, a retired Illinois His-torical Preservation Agency Site interpreter. Charlie gave us all the facts we could ever want to know about Lincoln’s New Salem stay. He was particu-larly adept at explaining early 1800s-style school to us. He turned us teachers all into stu-dents and ran us through our paces in the 1-room school-house experience. Lincoln attended in total only about one year of school, spread out over five years with five different teachers. His mother, Nancy, also taught him quite a lot at home. Public schools were not available, so parents had to pay $2.50 per student, per quarter, and $3 with grammar and geography. In New Salem, Mentor Gra-ham was the school master during Lincoln’s time, and he was strict. He taught students about money (a half-dollar was actually a dollar coin cut in half; a quarter-dollar or 2 bits was a dollar coin cut in 1/4s, down to a 6-cent piece, the smallest denomination). Gra-ham’s school was known as “blab” school, because either the teacher or the students were blabbing all day--there were constant questions and answers being recited loudly. Readin’, writin’, cypherin’, and more subjects were taught in the one-room school house. The village contained sev-eral log cabins, strong split-rail fences, and an amazing relic--an ox-driven mill, one of only five in existence in the world! Visitors see costumed interpreters who are excited to tell them about Lincoln’s time here, including his work in the two village stores. Back in our Library class-

room, Dr. James Cornelius, the Lincoln Curator of the ALPLM, gave his presentation “Lincoln, Slavery, and Emancipation.” In 1837, when Lincoln was serv-ing his second term as state legislator in the first capital city of Vandalia, he and the “Long Nine” (nine legislators all over 6-feet tall) proposed moving the capitol to Springfield. Lin-coln also proposed a resolu-tion that slavery is founded on injustice and bad policy. His resolution failed 73-6, but the capitol site moved. From 1846-1848, Lincoln found plenty of failure in Con-gress. He was the only Whig from Illinois and couldn’t pass many resolutions. He came back to Springfield and worked hard as a lawyer in the new capitol building. Things erupted in 1854 with the passage of the Kansas-Nebraska Act. This policy allowed any new state to choose to be free or slave. Up until this act, the Missouri Compromise had kept the slave vs. free state ratio even. Everyone thought this slavery thing would die out with western expansion: “Free Soil, Free Labor, Free Men” was the slogan. The KS-NE Act had boxed in the North allowing slavery to be a possibility up through the Dakota territories all the way to Canada. Now, Lincoln knew he had to get involved. The issue of slavery was something the Whigs and the Democrats had not made a lot of fuss over. In Feb. 1856, these and other political groups gath-ered after newspapers asked for a convention to discuss slavery. The men focused on ending slavery broke off into a new party--the Republican party. Lincoln then became a Repub-lican. At the Republican con-vention he said, “ . . . slavery . . . will not cease until a crisis shall have been reached and

passed. A house divided against itself cannot stand.” In 1858, 7 debates occurred all around IL between Dem-ocrat Stephen Douglas, “the Little Giant,” and Republican Lincoln. Lincoln spoke and dressed badly, cementing his dweeb status. Douglas handily won the seat. Lincoln one-upped his rival along with two more contend-ers (John Breckinridge and John Bell) in 1860; Lincoln was elected President. March 4, 1861, was inauguration day, and April 12, the Confederate states fired the first shot of the Civil War at Fort Sumter, SC. On September 22, 1862, Lincoln presented and signed the Emancipation Proclama-tion. It didn’t come easy--he had written several drafts and had asked his Cabinet mem-bers’ suggestions and approval. All the members were against the document. “It’s too soon, it’s too divisive,” they claimed. Lincoln persevered. Cornelius said, “Lincoln was both ahead of his time and out of his time, but he was a leader of his time.” One of my favorite presenta-tions came next: “The WOW Factor, Behind the Scenes.” Dr. Cornelius, a man similar to Lin-coln in stature and passionate about his knowledge for Lin-coln, presented us with some amazing artifacts. We watched him put on the white gloves, and we knew we were in for a treat. There were resounding “WOW!”s from the teachers when Cornelius lifted the top of the box encasing Lincoln’s stovepipe hat. Sized 7 1/8 and

covered in beaver fur, the amaz-ing hat has a fingerprint-sized scar in the place where Lincoln would have grabbed the brim to tip it to folks on the street. We were standing just inches from this famous hat, and it wasn’t even under glass! Wow! We also saw Mary Lincoln’s priceless diamond necklace, a personal check written by Lincoln to William H. John-son, his free African-American valet (for $5), and more amaz-

Pasta Sauce

Cook pasta of your choice. Cut thin slices of red pepper, onion, mushroom (we like Baby Bellas), and sauté in olive oil with minced garlic. Add a couple of shakes of hot red pepper flakes. Add herbs of your choice. I prefer lemon thyme or lemon basil. Add a little chicken broth and reduce. Add a small amount of fat-free half-and-half and salt-and-pepper to taste. Add the pasta to the sauce and grate Parmesan cheese over it and enjoy.

Bicycles The biker lined up on the stand, the commentary about his chances of winning a medal in the background. The count-down began, and the human clock next to the athlete ticked off the final seconds on his fin-gers. Then the Olympic con-tender pedaled off to begin the 26+-mile race. I watched with fascination, munching on cereal and milk. Though never aspiring to par-ticipate in a race of any length, bicycles seemed a natural topic

to muse upon. My first bicycle was pink with a basket in front, given as a birthday present when I was ten, opening up a whole new world. Content before wheels to roam the woods, now I could venture to the Glen Lake Public Library to spend time perusing the shelves for new adventures of classic authors my mother had introduced me to long ago. My friends and I could explore Big Mountain, a large hill cov-ered with trees and foliage and a satisfying climb, to end with a

packed lunch while viewing the world from the top. I could run errands to the little store a mile from our house, standing alone and the only store for miles around. The first year my husband, Lu and I were married, we bought 10-speed Schwinn bikes with the money we got back from taxes. Bike trails were a concept of the future, so we rode in near-by parks and all over the town of Mankato. I was teaching sixth grade by then in a small town named Good Thunder about 18 miles from Mankato. One day I told the kids not to be surprised if they saw me pull up on my new red bike. One of the girls nudged the girl next to her and said in a stage whisper, “She can ride a bike?” My image as a hip young teacher changed before my very eyes. The summer before my hus-band graduated, we bought a van and a bike carrier and let

our apartment go, as we couldn’t afford both. We outfitted the van with a trunk that opened with drawers to store clothes and a wooden seat that opened to more storage. I made a cushion with foam covered in fabric that served as a bed as well, when placed on the floor. We camped in a park near the college and across from the nursery school where I worked that summer and my sister’s apartment with access to a shower. My hus-band simply took his bike down each morning and rode to the college to take a shower and attend classes. The setup worked remarkably well until we heard that the police were keeping an eye on us! Then we moved to a campground, a couple of miles out of town, where I convinced the owner to let us park next to an oat field for a dollar a night instead of the cramped camp-ground that cost three dollars a night. I loved the setup as it was private and the sun set the oats alight each night at sunset in a dazzling display of color. Open-ing the sliding side door during the day made the view of the lake our living room. At the end of the summer after my husband graduated, we moved to Colorado, camping until the cold of the mountains creeped into our very bones. Then we rented an apartment in Denver. Next, I worked for the State Department of Colorado and rode my bike each day the mile or so to downtown Denver.

I was told bikes were not allowed inside and to park the bike in the car lot outside. The two cars that had been stolen from the lot did not inspire my confidence. My boss dryly joked the next extinct species was the person who ventured to ride a bike downtown. He kindly looked the other way when I slipped my bike right inside the door in a safe spot. On Sundays, we rode with friends down the streets of Denver, as traffic was almost nonexistent. Today I ride a three-wheeled recumbent bike, a lovely red Peninnger, with a sling seat and steering gear that handles with ease. My regular chariot is a wheelchair, I relish the freedom and exercise this bike affords me. Lu researched on the internet and bought a motor kit and now with a thumb control, I can keep riding when my legs are finished. My husband recently purchased a blue two-wheel recumbent bike called a Sofrider Cruzbike, with an odd-looking setup that took several days to assemble and will take much longer it appears, to adjust and learn to ride, though it’s seat appears to be wide with a comfy cushion on it. Yes, though we will never win a medal for our efforts, our bikes have taken us on many journeys through the years, and the comfortable recumbents will hopefully travel on a few more adventures in the future.

Huggenvik ~ Reese Krista Huggenvik and Billy Reese, both of Harmony, Minn., are pleased to announce their engagement and upcoming wed-ding. Parents of the bride are Brian and Nan Huggenvik of Harmony. Parents of the groom are Brenda Pitonak of Red Wing, Minn. and Dave Reese of Goodhue, Minn. The bride received a Bachelor in equestrian science at Colorado State University, Associate in nursing at RCTC, and is current-ly working on bachelor in nurs-ing at Augsburg. She is an RN at Mayo Clinic in Rochester, Minn. The groom received an Associate in heavy equipment mechanics at DCTC. He is a Field Service Technician at Ziegler CAT in Rochester, Minn. The couple will be united in marriage at the bride’s house in Harmony on September 15, 2012.

By Karen Reisner Representatives of the Zum-bro Valley Audubon Society (ZVAS) addressed the Preston City Council at the August 6 meeting about their preference to gift the soon to be built chimney swift tower/kiosk to the city. Mayor Kurt Reicks and councilman David Har-rison were absent.

Earlier agreement lan-guage drafted by city attor-ney Dwight Luhmann was a concern for members of the ZVAS. The council had approved the building of the tower/kiosk in May contingent on an agreement by the parties involved. According to the original agreement draft, the ZVAS would be responsible

Ruthann Yaeger of the ZVAS made it clear that they had raised over $3,000 to build the structure at no cost to the city. However, with limited financial resources, the small organization had no interest in owning the structure and being responsible for future mainte-nance. The ZVAS wanted to gift the structure to the city as it will stand on city property. It was noted that one of the four sides of the kiosk will be used to provide informa-tion for the Preston Historical Society. The structure is to be built to the right of the histori-cal elevator and railroad track, when one faces the Trailhead Inn. Part of the reason for this location is that people reading the information on the kiosk will be able to look in a direct line to the old Elementary School chimney that has been recognized as the number one chimney swift site in the state of Minnesota. The new tower may provide a nesting site for a pair of chimney swifts. Greg Munson, former direc-tor of the Quarry Hill Nature Center, designed the tower and will oversee its construction. Dale Benike will be the mason and builder and Mike Kelly will produce the kiosk signage. Councilwoman Kay Spangler

said she was concerned about possible vandalism. Council-man Charles Sparks suggested if maintenance is needed, the city could ask the ZVAS to help raise funds. City Administrator Joe Hoff-man estimated that it may cost the city about $100 per year for maintenance on average for shingles, wood and signs. Luhmann explained that with ownership there would be the obligation to maintain it. Hoffman said it would have little or no effect on liabil-ity premiums. The council approved the amending of the agreement to accept owner-ship of the tower/kiosk and the obligations that come with ownership.

Other Business In Brief •The annual contribution of$2,500 was approved for the Preston Historical Society. The 2012 contribution had been budgeted. •Hoffmanexplainedthatthe

city’s Comprehensive Plan is about 13 years old. Generally, the plan is updated about every 10 years. Planning and Zon-ing had discussed completing a new plan in 2010, but due to budget concerns their request was withdrawn. P and Z has requested that up to $10,000 be budgeted for 2013 to devel-op a new plan. Hoffman explained the importance of a plan for the future development in the community. He noted changes over the years in land use; for example, new townhomes. There will be several public meetings concerning the new plan. A professional planning consultant will be hired to complete the plan. The allocation for a new com-prehensive plan was approved. •The next council meetingwill be on August 23 and will be held at the fire hall, due to the remodeling of the council chambers.

Kenneth is also survived by his extended family, Roger and Kathie Nordtvedt and John and Colleen Kvasnicka and their families. He was preceded in death by his parents; his first wife, Audrey; and his son Keith. He loved his family, friends and the farm where he was born and lived his entire life. His strong Christian faith sustained him through the good times and the not so good times throughout his life. Funeral service was held at Monday, August 6, 2012, at High-land Prairie Lutheran Church with Reverend Kay Wold officiat-ing. Burial followed in Highland Prairie Lutheran Cemetery.

Richard “Dick” Roberts age 90, of Wykoff, Minn., died Sun-day afternoon, August 5, 2012, at St. Marys Hospital in Rochester. Dick was born September 17, 1921, in Lime Springs, Iowa, the son of Archie and Pauline (Detra) Roberts. He was a 1938 graduate of Lime Springs High School. He farmed his entire life in the Lime Springs and Wykoff areas. He married Kathleen Heusinkveld December 29, 1950, at the Green-leafton Reformed Church. He was a member of the Wykoff United Methodist Church. He enjoyed coon hunting, fishing, gardening and fruit trees, trav-eling to Michigan for cherries and peaches, organizing the apple picking adventures in Dakota, Minn., and encouraging his chil-dren in 4-H endeavors. He loved his family, enjoyed all children, visiting, telling stories and play-ing cards. Dick is survived by his wife, Kathleen; three children, David

(Mary) Roberts of Wykoff, Nancy ( Tom) Cummings of Edina and James Roberts of Owatonna; three grandchildren, Kristin and Katie Roberts and Ryan Cum-mings; and one brother, Wayne Roberts of San Antonio, Tex. He was preceded in death by two brothers, Howard and Jim; and one sister, Peg Decker. The funeral was held Thursday, August 9, 2012, at the Fillmore Free Methodist Church in Fill-more, Minn. with Rev. Amanda Larsen officiating. Burial was in the Wykoff Cemetery.

Richard J. “Dick” Thompson Richard J. “Dick” Thomp-son, age 74, of Wykoff, Minn., died Tuesday morning, August 7, 2012, at his home. Dick was born February 24, 1938, in Winona, Minn., the son of Charles and Gertrude (Greethurst) Thompson. As a young child the family lived in LaCrosse and Lewiston before coming to Wykoff in 1940 which was also the beginning of Thompson Motors, the heavy truck dealership that still exists today. In 1982 they established a presence in S. St. Paul. He was a 1956 graduate of Wykoff High School and attended Winona State University. He also served in the Marine ROTC while attending college but never was

called to active duty. He met his future wife, Judith Ann Sande in Wykoff while attending WHS and went on to marry her on June 14, 1958, at the Wykoff United Methodist Church. They had three children, Chris, Kim and Rod. Dick joined the fam-ily business full time and made many acquaintances along the way. Thompson Motors was truly a passion of Dick’s and under his tenure it evolved into an interna-tional business selling trucks and parts to people around the world. Dick spent years wearing many hats but was really a “customer first advocate’ and enjoyed people from all walks of life. Dick was a longtime member of the Wykoff United Methodist Church and was a former mem-ber of the Spring Valley Masonic Lodge. He served on the national dealer council for Internation-al Harvester and enjoyed great camaraderie with other dealers in the business. Going to auctions, conventions and being around people of like mind was a favorite of his as well.

He and Judy spent most week-ends at their lake home in the twin cities. Having friends, fam-ily, and especially granddaugh-ters, visit was a something he looked forward to. He and Judy also traveled the world seeing many interesting places thru out Mexico, Central America as well as throughout Europe. Dick is survived by his wife, Judy; son Rod (Tina) Thomp-son of Wykoff; and two grand-daughters. He was preceded in death by daughter, Kim; son, Chris; parents, Charles and Gert Thompson; and an infant sister. The funeral was Friday, August 10, 2012, at Faith United Meth-odist Church in Spring Valley with Rev. Amanda Larsen offici-ating. Burial was in the Wykoff Cemetery. The family prefers memorials to the Wykoff United Method-ist Church, the American Can-cer Society or the Cystic Fibrosis Foundation. Online condolences can be left at www.thauwaldfuneralhomes.com
