Ati-Atihan Festival Celebrations

beatings of drums and xylophones as dancers paraded to celebrate this year's Ati-Atihan festival.

The Ati-Atihan Festival celebrated during the third weekend of January in Kalibo, Aklan is replicated by the Aklan Association of Manitoba. The

festival is among the oldest and most vibrant festivals in the Philippines and held in honour of the Child Jesus Senor Sto. Niño.

The Aklan Association of Mantioba Ati-Atihan band and street dancers perform and compete every year during the Manitoba Filipino Street Festival in August.

Ice Ice BabyThe Great Ice Show opens at the ForksBaby it's cold outside and

that's exactly how the Great Ice Show organizer,

Andy Zhao wants it. The recent cold snap to grip Winnipeg was extremely timely for the artists to start working on the Great Ice Show at the Forks. Forty artists from China have been creating works of art out of ice at the Forks National Historic Site since early January. The Great Ice Show opens to the public on Monday, January 25.

Due to the warm winter weather in December, ice had to be trucked in from Birds Hill Park to complete the varying sizes of ice exhibits. More than 4,000 blocks of ice have been used to build small ice carvings to 20-foot ice slide of a giant elephant

to a scaled down ice replica of the Manitoba Legislative Building.

The Great Ice Show will also feature an ice bar and restaurant catered by Mon Ami Louis, the restaurant on the Esplanade Riel Bridge.

Attractions including life-size snow dinosaurs and bears, outdoor art gallery of ice sculptures, ice igloos and more. Activities at the Great Ice Show will feature family activities such as toboggan slops, and bumper cars on ice. Even the Disney Princesses Elsa and Anna will make an appearance on the weekends. Representatives from IKEA and Mother Earth Recycling joined Jobs and the Economy minister Kevin Chief and dozens of Point Douglas residents to celebrate the launch of Winnipeg’s first mattress recycling program. This initiative will divert thousands of mattresses from landfills while creating new jobs for local people with employment barriers. The provincial government provided Mother Earth Recycling support to begin operating at 771 Main Street and will also help with training and wage subsidies for employees. Mother Earth Recycling is now recycling used mattresses collected by IKEA and plans to begin accepting mattress drop-offs from the public in late 2017.

Customers who purchase a new IKEA Mattress and have it delivered, now also have the option

to have their old mattress removed and recycled locally for $10. This service is part of Winnipeg’s first mattress recycling program and will divert thousands of mattresses from landfills, while creating new jobs for people with employment barriers living in the North End.

After collecting customers’ old mattresses, IKEA will deliver them to Mother Earth Recycling (Mother Earth), an Indigenous owned social enterprise focused on providing jobs to people with employment barriers, especially Indigenous people living in Winnipeg’s North End. There, workers

will disassemble the mattresses into their components — wood, metal and padding — and repurpose them for future use.

After the completion of the two-year pilot program Mother Earth plans to begin accepting mattress drop-offs from the public in addition to mattresses collected by retailers. It is estimated that Winnipeggers throw out 40,000 mattresses every year, each of which is made up of nearly 90 per cent recyclable material. Lips Don’t Lie Karaoke Fundraiser combines Filipinos’ love of Karaoke and community

Ever dreamed about being a rock star? The staff at Seven Oaks General Hospital

led by Cris Gomez and Cece Berces, both active in the Filipino community had that question in mind when they came up with the idea for the upcoming Lips Don’t Lie Karaoke Fundraiser. “Filipinos love Karaoke, and they love Danny Kramer!” said CeCe “its Karaoke with a twist!”

Ace Burpee and Tyler Magyne from 103.1 Virgin Radio will host the evening. A live band karaoke event, Lips Don’t Lie participants can rock the mic with their favorite karaoke song while being backed by the Danny Kramer Band. The event will be from 8pm to midnight on Friday January 29th at essence Event Centre, Canad Inns Garden City.

Tax free shipping up to P350,000 for returning overseas Filipinos

Overseas Filipinos who are returning back to the country are now allowed to

ship home personal and household effects worth up to P350,000- tax free.

The news was announced by Senate President Pro-Tempore Ralph Recto after the Senate approved on third and final reading the proposed Customs Modernization and Tariff Act (CMTA).

Overseas Filipino Workers (OFWs) will also be granted to personally bring home or ship through balikbayan boxes with contents not exceeding R150,000- tax free.

Used household appliances, jewelry, precious stones, and other goods of luxury, personal and household effects, goods of personal adornment except luxury items, toilet goods are some of the items included. Vehicles, watercrafts, aircrafts and animals are excluded.

EDCA: A new strategic partnership

Twenty-four years after the Philippine Senate rejected the extension

of the American bases, the Philippine Supreme Court upheld the constitutionality of the Enhanced Defense Cooperation Agreement (EDCA). EDCA is an “executive agreement” between the U.S. and the Philippines that would allow the American military to once again set foot on Philippine soil. It didn’t take long for the Philippines to act; she immediately offered eight strategic locations throughout the country where the U.S. could position equipment and personnel on a rotational basis.

It’s interesting to note that prior to the Supreme Court’s ruling, every time American warships docked at the Subic port (formerly Subic Naval Base), they were met by protesting leftist groups displaying anti-American signs. This time around, when the USS Topeka, a nuclear attack submarine, docked at Subic a

few hours before the high court decision was announced, it was welcomed by a marching band composed of local students. Changing times

Indeed, times have changed since the Philippine Senate, by a narrow 12-11 vote, decided not to renew the U.S. bases agreement in 1991. A year later, after then President Cory Aquino’s administration tried vainly to work out an extension, the U.S. flag was lowered in Subic for the last time. Since then, leftist and nationalist groups have vigilantly opposed any presence of American forces on Philippine soil. It was a period when the nationalists proudly declared the Philippines as “truly independent.” However, it was also a dark period when China started grabbing Philippine territories including the Panganiban (Mischief) Reef, Scarborough Shoal, and six other islands where she built artificial islands that could be used for military purposes. China has been

trying to expel a contingent of Philippine Marines guarding the Ayungin Shoal in a grounded and rusty naval vessel, the BRP Sierra Madre.

But it was when China started building the artificial islands that the nationalist legislators began to worry. They turned to the U.S. for help but Uncle Sam stayed out of the disputed islands, claiming neutrality. Some of them even tried to invoke the US-Philippines Mutual Defense Treaty (MDT), which makes one wonder: Did they expect the Americans to come to the aid of the Philippines after they were booted out of the country? And these “patriotic” legislators know that with a navy without warships and an air force without warplanes, the country is helplessly -- and hopelessly -- at the mercy of China.

It did not then come as a surprise when President Benigno Aquino III opened the doors for the U.S. to station troops and equipment on a rotational basis. And that’s when EDCA came to fruition. But it wasn’t easy. As soon as the EDCA was signed in April 2014, several leftist and nationalist personalities petitioned the Supreme Court to declare EDCA unconstitutional. Among them were former Senators Rene Saguisag and Wigberto Tañada who were among the “Magnificent 12” -- as their supporters called them – who voted to kick the U.S. bases out of the Philippines 24 years ago. Today, these 12 senators are now referred to as the “Dirty Dozen.” Indeed, times are changing. Supreme Court ruling

When the Supreme Court circulated the draft of the ponencia penned by Chief Justice Lourdes Sereno last November, the Senate immediately passed Resolution 1414 introduced by Sen. Miriam Defensor-Santiago, which says that any treaty should be concurred in by the Senate otherwise it becomes “invalid and ineffective.” However, the U.S. and Philippine governments have always insisted that EDCA is an executive agreement, not a treaty.

Fourteen senators voted to adopt the resolution. Only Sen. Antonio Trillanes IV voted against it while Senate President Franklin Drilon and Senate Minority Leader Juan Ponce Enrile abstained. It’s ironic that Enrile, who was one of the “Magnificent 12,” had abstained this time around, which makes one wonder: Did he finally realize the folly of his action in 1991? Indeed, had he voted for retention of the U.S. bases then – a notion that might have swirled in his mind today -- China would have stayed out of the Spratly Islands.

Nevertheless, in spite of the “invalid and ineffective” language of Resolution 1414, the Supreme Court went ahead and voted 10-4 on Sereno’s ponencia. Justices Estela Perlas-Bernabe, Arturo Brion, Teresita Leonardo-De Castro and Marvic Leonen dissented while Justice Francis Jardeleza inhibited.

In his concurring opinion to the court’s ruling, Senior Associate Justice Antonio Carpio said that EDCA’s provisions that allow the prepositioning of U.S. war materiel and equipment in Philippine military bases would “give teeth” to the U.S.-Philippines Mutual Defense Treaty (MDT). “With the EDCA, China will think twice before attacking Philippine military resupply ships to Philippine-occupied islands in the Spratlys. With the EDCA, the Philippines will have a fighting chance to hold on to Philippine-occupied islands in the Spratlys,” he said.Containing China

With EDCA in place, the Philippines can now play an important role in preventing Chinese expansionism in the Indo-Asia-Pacific region that spans more than 12,000 miles across the globe – from the coast of East Africa to the shores of California. The Philippines, which was the weakest link in the First Island Chain that forms the first line of defense against Chinese intrusion into the Pacific Ocean, is now going to be a fortified 1,100-mile “retaining wall” against China’s “nine-dash line” -- which U.S.

Admiral Harry Harris calls the “Berlin Wall of the Sea” -- that runs parallel to the Philippines’ 12-mile territorial boundary and the First Island Chain. And at both ends of that retaining wall are the Bashi Channel in the Batanes Islands in the north and the Tawi-Tawi Strait in the Sulu archipelago in the south. It’s no surprise then that the U.S. has requested access to Batanes Island and the Laoag Airport in Ilocos Norte where movements in the Bashi Channel could be monitored, and blocked if a conflict with China occurs.

Whoever controls the Bashi Channel, Tawi-Tawi Strait, and the Miyako Channel – a major choke point that connects the East China Sea to the Pacific Ocean – would control the First Island Chain; thus, containing China to the confines of the South and East China Seas.

It’s also been reported in the news that the existing Philippine naval facility at Oyster Bay, Palawan is being developed into a “mini Subic.” Oyster Bay, which is only 100 miles from the Spratly Islands, is the Philippine Navy’s sole base facing the South China Sea and the staging point to the Kalayaan Islands that includes the populated Pag-Asa Island.

In the previous week, three important events happened that gave the U.S. a geopolitical victory over China in Asia-Pacific, to wit: (1) The resolution of the “comfort women” issue between Japan and South Korea; (2) The election of pro-independence Tsai Ing-wen as Taiwan’s next president; and (3) The Philippine Supreme Court’s ruling on the constitutionality of EDCA.

With America’s military alliances with South Korea, Japan, Taiwan, Philippines, Australia, and Singapore secured, President Obama’s “Pivot to Asia” strategy is finally paying off, which solidified the position of the U.S. as a Pacific power. And with EDSA in place, a new strategic partnership between the U.S. and the Philippines is created; thus, providing a safety net for the Philippines to protect her sovereignty and territorial integrity.

Glenn Frey of ‘Eagles’ dies at 67

Rock great Glenn Frey died on January 18, Monday, at age 67. Frey succumbed

to complications from rheumatoid arthritis, acute ulcerative colitis and pneumonia, a publicist for the Eagles band has confirmed.

Frey and the other original members of the Eagles namely, Don Henley, Randy Meisner and Bernie Leadon, formed the band in the early 1970s. “Their Greatest Hits 1971-1975” album is the second-best-selling record of all time in the United States. The Eagles disbanded in 1980 but

reunited in 1994. The band was inducted into the Rock and Roll Hall of Fame in 1998.

Angel Locsin is with Vilma Santos in new movieAngel Locsin opens 2016 by having the privilege of working for the first time with Star for All Seasons Vilma Santos and director Joyce Bernal. Angel described the veteran actress as kind, gracious, very professional, and open to everyone. The award-winning actress and Batangas Governor is also the mother of Angel’s boyfriend Luis Manzano.

In the movie entitled 'Everything About Her,” Vilma plays Vivian, a cancer-afflicted but strict CEO of a big company. Angel plays Jaica, a nurse tasked to take care of Vilma’s character. Actor Xian Lim is Vivian’s son, Albert, who felt neglected all his life.

“Everything About Her” is scheduled to be released on January 27.

John Lloyd in congressional inquiry, hopes for MMFF reforms

Actor John Lloyd Cruz hopes Congress would pass laws to help reform

the Metro Manila Film Festival (MMFF) following a series of inquiries initiated by Laguna Representative Dan Fernandez over the disqualification of “Honor Thy Father” from the Best Picture category in the recent festival.

The MMFF claimed the film violated festival rules in that the producers allegedly failed to inform the organizers that “Honor Thy Father” was used as opening film in another film festival.

Notwithstanding the movie’s disqualification, John Lloyd was nominated for MMFF Best Actor; while Erik Matti won in the Best Director plum. The other awards won by “Honor Thy Father” were Best Child Performer, Best Theme Song, Best Makeup Artist and Best Supporting Actor.

The House Committee on Metro Manila Development approved the creation of a temporary Technical Working

Group (TWG) that will help improve the rules and regulations of the MMFF.

stars dressed in famous iconic fictional characters

Maine “Yaya Dub” Mendoza appeared on the February

page as Princess Elsa of the movie “Frozen.” The calendar described Mendoza as one of the fastest rising Filipina stars. Cosplayer Alodia Gosiengfiao, meanwhile, is Alice from “Alice in Wonderland” and appeared on the May page. She was described by the calendar as the ‘Cosplay Queen’ in the Philippines.

Last year, Kim Chiu and Sarah Geronimo were featured in the 2015 calendar as Fa Mulan and Rapunzel, respectively.

Forks River Trail Finally OpenThe Forks officially opened

the Red River Mutual Trail on Thursday morning.

The river trail is a popular winter activities destination for thousands of Winnipegers looking to skate, walk or bike on the groomed skating trails.

Six new warming huts will be introduced this year. The 2016 Warming Hut competition winners were announced back in November. As many as 25 warming huts could be on this year's river trail.

In addition to activities happening on the trail, there

is a variety of FREE family programming taking place in Arctic Glacier Winter Park every Sunday until the end of February. Programming including: horse-drawn wagon rides, indigenous programming, and snowboarding instruction from 1:30 to 4:30 pm.

Access points are currently at The Forks and Queen Elizabeth Way with more to come as the trail extends. All rinks and trails are groomed daily and conditions can always be found at theforks.com/rivertrail or by following @RRMTrail on Twitter.

Skate rentals are available at Iceland Skate Rentals located adjacent to the skate changing area inside The Forks Market. Rates are $3 for children and seniors, and only $5 for adults. Skate trainers are also available for $2.

Due to mild winter weather in December, sections of the Red and Assiniboine Rivers were still not frozen over and sections of open water delayed the opening. Several events that normally take place on the Red River Mutual Trail have been moved or postponed due to the late opening.

The trail normally opens in early January and runs to the end of February or early March.

Over 140 artists will be showecased during the 10-day winter festival across 9 official sites. A brand new themed tent at Voyageur Park will make its debut this year featuring unique and diversified programming. Themed nights such as Karaoke Night, Singles Night (on Valentine's Day) and Board Game Night are brand new for 2016.

Voyageur Park is the ideal location to celebrate winter! The young ones can enjoy a winter playground with a snow maze, snow slides, voyageur adventures, hills to climb, instruments, arts and crafts, games, horse-drawn sleigh rides, a giant igloo and much more! Adults can participate in one of the many free snowshoe workshops, relax at the Liquor Mart Snow Bar, shop for unique items in the Souvenir Tent, sip on a hot beverage in Bar Gibraltar or take part in the Voyageur Apprentice Workshops and learn more about Manitoba’s history at Fort Gibraltar.

To celebrate Louis Riel Day presented by Global News on February 15, Festival du Voyageur offers a full day of events for all ages. There will be loads of activities at Fort Gibraltar, such as traditional trades and crafts demonstrations, fiddling and

jigging workshops, and much more. We will also unveil the giant Louis Riel mosaic, created with photos submitted by the public over the past year! We are accepting photos until January 15, 2016.

Again this year, Festival du Voyageur offers a free shuttle service provided by Exclusive Bus Lines, in order to help lessen traffic around Voyageur Park and to enhance the visitor experience. The shuttle’s route will take it from the Centre LaVérendrye free parking lot (614, Des Meurons street), to Université de Saint-Boniface free parking lot (entrance on Despins St.), to Voyageur Park. The shuttle will

stop every 20 minutes at these designated parking lots.

The 10-day Voyageur Pass, which gives you access to Voyageur Park are on sale in Safeway stores throughout Winnipeg at $32 for adults (18 and over), $16 for youth (13-17 years old) and $11 for children (6-12). Admission is free for children 5 and under.

Coco Martin wants to explore other fields in his career

Actor Coco Martin is not one to let success get into his head. In

fact, he dreams to direct his own film and hopes to put into practice what he’s learned in the industry so far to good use. Specifically, he wants to do an indie film and is now conceptualizing a drama about two brothers with himself included in the cast.

Although busy with work, the 34-year-old actor still finds

time to launch “Piyestang Pinoy ng Probinsyano” in collaboration with Dreamscape Entertainment. It aims to provide entertainment and relief operations to Filipinos in need nationwide.

A Black Nazarene devotee who visits Quiapo church regularly, Coco is elated over the success of “Beauty and the Bestie,” which is now the highest grossing film Star Cinema has produced.

Julia Clarete part ways with ‘Eat Bulaga’

TV host-actress Julia Clarete has left “Eat Bulaga” after years of co-hosting the country’s longest actively running noontime TV show.

Julia said she decided to end her hosting stint to migrate and live in Kuala Lumpur, Malaysia

This was confirmed by the actress herself on her Facebook page and at the same

time apologizes for the sudden development. Julia launched her career as a member of Star Circle (now Star Magic) Batch 4 way back in 1996 and started hosting “Eat Bulaga” in 2005.

The pioneer-hosts of the show include Vic Sotto, Joey de Leon, Tito Sotto, Jimmy Santos and Ruby Rodriguez.

PH joins Italy and Serbia in hosting Olympic basketball qualifiers

The Philippines will join Italy and Serbia in hosting the three Olympic

basketball tournaments in July this year.

The tournaments will determine the wildcard teams for the 2016 Olympics in Rio de Janeiro, Brazil.

The country’s national team, Gilas Pilipinas, will be playing for a spot at the Olympics.

Gilas Pilipinas was second place to last year’s FIBA Asia Championship after being defeated by China, who took the gold medal and landing a spot at the Olympics.

The team will be joining Iran and Japan, last year’s third and fourth placers respectively in the wild card qualifiers. The following teams will also be competing in the wild card qualifiers- Italy, Serbia, Lebanon, Latvia and Croatia.

The teams already qualified are- France, Greece, Czech Republic, Canada, Mexico, Puerto Rico, Angola, Tunisia, Senegal and New Zealand.

Pacquiao still firm on defeating MayweatherManny “Pacman” Pacquiao still strongly believes that he defeated American boxer Floyd Mayweather Jr. in their overly hyped match- “Fight of the Century”- last May 2015.

Pacquiao fought with an injured shoulder and lost to Mayweather via unanimous decision.

Manny was not convinced of his loss, even after almost a year after the fight.

"I never regret (the fight). In fact, I thought I won the fight," he said, as quoted by Boxing Scene, during a press conference.

"A lot of people, my fans, believe I won the fight," he added.

Pacquiao is not interested in a rematch with Mayweather. Manny says that Mayweather is retired already and that he is

going to retire as well after his fight with Bradley.

"I have another big responsibility in the Philippines, which is serving the people," Manny said. "My family wanted me to retire before I fought Mayweather. I started this boxing

just to help my mother, and I'll end my boxing career to help the country."

After his coming fight Bradley, Manny plans on focusing on his political career. He will be running for senator in the May 2016 elections.
