An investigatioi on the FUQRA organization was originally initiated as a result of a killin;.: and a double fir�bomhing directed against the Ahmadiyya l!ovement in Islam (AMI) at Detr<>it llichigan, on Au6ust 8, 1983. Prior inve,itigation by the F!lI, Lo3 Angel.as Office, s" developed si�nificant information which linked the occupants of' the Compton, California, encampment to an operational involv�ment in the attack ai;ainst the AMI and the possible targeting of other f·lusli� ��cts in the Detroit, :1ichigan area, plus lhe murder Jf Musa Albarr ( a black Muslim ) at Akron, Ohiu, 6n.-March 7, 1977. The inve3tibation further disclosed an association with Stephen Paul Paster, aka At.if Abdul Farouq, who is currently serving a f�derAl µrison ,ientence for tl1e bombing of the Rajneesh Hotel, Portlana, Ore1on, on July 29, 1983. Paster is also a prime suspect in two bombings at Seattle, Washington, in June and August, 1Y84, which were directed a��inst the religious facilities of two Eastern Jroups. These incidents will be addressed below. Investigation by the FBI at Seattle, Washington, established a link b2tween suspect3 in the bombings and mP.mbers uf the f'UQRA at :Jetroit, Michigan anJ Compton, California.·

On June 26, 1')85, Paster and his wife were ··arrested. Seized inside the vehicle Paster was driving was a booby-trap device capable of firing a shotgun shell. Also discovered in the vehicle was a shopping list for various electronic parts. After a search was conducted of Paster's residence, it was determined that the location was a previously unknown FUQRA location which, a� the time of the search, was occupied by two adult males and three adult females. Confiscated from the residence were numerous pieces of identification which demonstrated an operational link �etween other FUQRA locations/mosques in Compton, California, and in Philadelphia, Pennsylvania. Also confiscated were documents on bombmakinl, four handguns, one shotgun, numerous rounds of ammunition including armor piercing, and receipts for parts which would be utilized to convert two AR-15 rifles to fully automatic weapons.

Relevant to the above bombings at Portland, Oregon, was an investigation by Seattle law enforcement authorities into th� bor.1Ding of the Vendanta Society, 2716 B�oadway East, Seattle, Washington, an June 17, 198Q, and the �omDing of the residence of John Liczwinko, 127 Northeast 59th 3treet, Seattle Washington, on Au�ust 1, 198q, which houses a Hindu organization called the :ntegral Yoga Society. The Vendanta Society,led by Swami Bhaskar­Anandai, is an apolitical, non-sectarian Hindu order which believes in harmony of all religion. Investigation reflected that both bombing devices revealed close simularit1�s to the pipH bombs used by Paster at Portland, Oregon.

A recent criminal check reflects that Musa A. Malik, date of birth 4/12/50, has been arrested nunerous times an such chargesas Robbery, Felonious Assault, Weapons Possession and Resistin� Arrest dating back to november , 1968,

Investigation indicates that the occupa�t� of the former Ya-Sin Mosque moved to a building located at 578 Van Siclen Avenue,' Brooklyn, New York and occupied that premise until aµproximately August, 1987. Investigation further disclosed that a considerable number of former members of the Ya-Sin Mosque. including individuals such as Husain H. Abdallah, aka Eu;ene Clarence Spencer: Abdul Mu 1 min, aka Lawrence Curtis; Abdullah Abdus Salaam. aka Andrew Jay Burks; Jamil Abdul Haqq, aka Douglas Lawrence Peoples and Atif Abdul Farouq. aka Steven Paul Paster, united to form a Sunni Muslim sect, during the early 19SO's, which is presently known as FUQRA.

On November 30, 1983, personnel from th� Los Angeles, California, Sheriff's Office arrested Abdallah Adl Bakr Abdul­�aqi, also known as (aka) John Dudley Jones, and Abu Bakr Abdul Azim, aka Paul l::dward Codner, for possession of one ( 1) .22-caliber A&-7 Carter Arms Automatic, equipped with a 20-inch

silencer and a �x32 power scope, while driving a rented vehicle w i t h no ·at t a c h e d l i c en s e · p 1 a t e s • Add i t i o n a 11 y , a t t he t i m e o f arrest, the two aforementioned individuals were also in possession of a police scanner. A subsequent investigation later determined that the aforementioned seized police scanner

contained radio crystals for the Compton, California, Police Department, the Los Angeles County Sheriff's Department and the Los Angeles Police Department.

At the time of Abdallah Adl Abdul Baqi and Abu Bakr Abdul Azim's arrest, the Los Angeles County Sheriff's Department also confiscated documents discovered in Azim's possession. A review of the3e docum�nts reflected a listing of nam�s. addresses

Investisative Services for a three year period extending from 1977 to 19ao. It should be noted that a review of Abdul-Baqi's �un license application further reflected that an individual ' identified as Husa Abdus-Salam,aka Michael Justice, Jr., was also e�pl�yed at the above same Dagger Investigative S�rvices, durin 5the 1977 time period.

During May 1986, a confidential source of the F'BI, who has furnished reliable information, was interviewed and advisedthat the FUQRA Mosque, 532 South 52nd Street, Philadelphia, Pennsylvania, along with the FUQRA organization, has been involved nationally in criminal actiiities. According to the source. FUQRA members have participated in welfare frauds, robberies of drug dealers, bank robberies and murders. This samesource also advised that all FUQRA members are instructed to ·· obtain employment. preferably employment where no work rec6rds are maintained. so that member5 can file for welfare.Thereafter, all the proceed� obtained from welfare are to be giv�n to the FUQRA or6anizaion. The source advised that the majority of the Philadelphia FUQRA m�mbers are participating in this activity.

The source further stated that the FUQRA Mosque inPhiladelphia, Pennsylvania, provides approximately $28,000.00 per month to the headquarters of FUQRA, located in New York City (NYC), The source stated that FUORA was started and is presently h�aded by an individual named Nubarik Shah Jilani of Lahore, Pakistan . The source advised that during some unrecalled day in1986, Jilani obtained a birth certificate through Pennsylvania Vital Statistics of a deceased person by the name of Masood Ahmad. Jilani planned to U3e the birth certificate to obtain false identification.

•· The source further advised that the senior MAIBS, knownas regional leaders of the FUQRA or6 anization in the UnitedStates, are from the Mosque in New York City (NYC). They are· identified as Abu Hohammid, Pat Hasi b ( ',Last Name Unknown ) ( LNU), and Sadik (LNU), who is allegedly wanted for approximately nine bank robberies in NYC, according to the source. According to the �ource, Sadik is believed to be presently re5iding, as of Hay 1986, somewhere in the Hid-W�st area of the United States. Thesource also stated ·that the Mosque in NYC presently operates a private investi�ative agency known as the 786 Security Firm.

According to the source, the FUQRA organization is a close knit organization which believes that the Islamic faith will dominate the world within this century. However, this

As noted above, Dag6�r Investigative Services and 7a6-�s�curlty Co�pan1 are located at 1368 and 1360 Fulton Street, Grou�lyn, �ew York, respectively. Due to the close proxinlty ofthe two above descriued security co::ipanie.s, and the fact that FUQRA member� are associated with the two s�curitr companies, anattem?t wa� made to ascertain the exact relatiortihip. Inv�stigatlon thus far indicates that the two addresses 1360 and 1368 Fulton Street, Drooklyn, �ew York, are located in a housing/business complex called the Bedford Styvesant RestorationCe n t e r C BS R C ) , 8 r o o kl y n , :1 e w Yo r k •

Investigation further refl�cted t�at Dagger Inv�stigative Services went bankrupt approxi�ately two years ago. Hefore declaring bankrupcy, Dagger Investigative Services provided security for the BSRC, before being taken over by Mil.ls Security. Thereafter, ltills S.:.!curity assumed the responsib.ilityof providing ::iecur.ity for the BSRC. However, in December 1987. the �Ii 11 s Sec u r it y Company r el in qui shed 1 ts sec u r it y ·. duties to�atchdog Securitie�. which company presently provides security for the same BSRC 1 along with 786 Security Company. Preliminary investigation indicates that several security personnel presentlyemployed by Uatchdog Security and 786 Security Company. were formerly employed �y Dagger Investigative Services and Hill3 Security, and vice versa.

Records at Hew York State, Department of State, Jivision of Corporation reflects that Husain M. Abdallah is listed as President of 786 Security Company which company was incorporated on Harch 18, 1987. Records reflect that Watchdog Se c u r 1 t y Se r v i c e s , I n c • , 1 3 6 8 F u l t o n St r e e t , B r o o k 1 y n , �I e w Yo r k , was incorporated on November 21, 1977.Investi�ation further reflected that Abdallah was formerly employed by the above same DaQ�er rnvestigative Services during the same period of time the above llu.:,a A. Halik, Hu3a A. Salam and Abdallah Adl Abdul Baqi,

were also employed by Dagger.

Investigation reflected that on April 15, 1972 ffusain II. Abdallah, aka Eugene Clarence Spencer, alon3 with five other�ember3 of the Ya-Sin Mosque, including Andrew Burks, akaAbdullah Abdus Salaam, were arrested in violation of the New YorkState Conservation ·Law, hunting deer out of season. Additionally,Abdallah was arrested on ttovember 8, 1968 for assault on FBIAgents, who were in the process of arresting an individual inviolation or· the Selective Service Act.

...... Another significant item recovered was an envelope 'containing several days worth of newspaper clippings from · Seattle/Tacoma, Washington, newspapers reporting the August 1,

198(, =triple homicide of three East Indian persons living there.No further scouting information or handwritten notes were found,but:the clippings were found among the targeting documents, andthe envelope they were in bears the handwritten legend 11 NewsLetters. 11 Also found was a packet of photos depicting what areprobably FUQRA members living in the Seattle area, apparentlytaken in early 1985. Coordination by the CSPD with theinvestigating agency reveals that despite exhaustiveinvestigation, no motive or suspects were ever developed in thisexecution-style slaying. The Homicide Unit believes the aboveinformation might be a viable lead, and the CSPD is cooperatingwith them in following up this possible connection.

In conclusion, the FUQRA sect considers itself to be the forerunner for the entire Islamic world, and considers any Muslim or.Islamic group who differs from its ideologies such as Sunni Muslims, as noted in the ISLAMIC CHRONICLE (official FUQRA publication) as enemies. Considering the information obtained from/.�he investigation of past acts of violence attributed to

. ,, FUQRA/+"'it is. apparent that the FUQRA organization incorporates . the:1:use·':"of :� force�:and violence as a means of achieving their social}goal of purifying the Islamic religion, and therefore is deserving of federal scrutiny.
