Fiji PM Calls On Advanced Nations For AssistanceFiji’s Prime Minister Commodore Voreqe Bainimarama has called on the world’s most advanced nations to assist small island nations in addressing matters of environmental, economic development and security.He made this comments in his address at the Rio+20 United Nations conference in Rio de Janeiro in Brazil while highlighting the significant challenges and threats of climate change.“As a small island nation, Fiji continues to face significant and mounting challenges, amongst other things, safe energy supplies; biodiversity; and disasters related to climate change,” he said.“Recent global developments, such as the financial, fuel, and food crises have served to underscore this reality, particularly as we move forward together in facing the adverse impacts of climate change, climate variability, and rising sea levels.“Our vulnerabilities have increased, whilst our capacity to cope has not.”Commodore Bainimarama said more frequent and more powerful cyclones touch Fiji shores every year, resulting in flooding that destroys homes, crops, and spreads disease.These disasters, he said have severe implications for Fiji’s natural resources, economy, and primary industries.“In the face of these challenges, Fiji is taking a stand, leading the Pacific in combating climate change with concurrent sustainable economic development.”However Bainimarama said Fiji has established mechanisms that contribute to addressing issues identified by regional policies.

“Fiji has been asked to share its expertise in managing ozone depleting substances with other Pacific island nations, as my Government is focused on developing realistic and effective climate change policies that make sense in our own, unique context,” he added.Meanwhile World leaders gathered in Rio on Wednesday weighed steps to root out poverty and protect the

environment as UN chief Ban Ki-moon warned that "time is not on our side" for fixing a mounting list of problems.Ban formally opened the Rio+20 summit on sustainable development which brings together 191 UN members, including 86 presidents and heads of government.The high-profile event comes 20 years after Rio's first Earth Summit when nations vowed to roll back climate

change, desertification and species loss.A total of 191 speakers were to take the floor until Friday when the summit leaders are to give their seal of approval to a 53-page draft document agreed on by their negotiators.The draft outlines measures for tackling the planet's many environmental ills and lifting billions out of poverty through policies that nurture rather than squander natural resources.

More Suicide CasesThe Fiji Police Force is appealing with members of the community to talk about their problems instead of taking drastic measures.This is a result of the increase in reported suicide and attempted suicide cases.From the 1st of January 2012 to the 21st of June there has been an alarming increases in the number of attempted and suicide cases with 124 cases reported.59 suicide and 65 attempted suicide cases.Compared to the same period last year there were a total of 85 cases. 19 suicide and 66 attempted suicide cases.The figure is alarming and the Fiji Police Force is requesting assistance in dealing with the problem.Majority of the cases received has been a direct result of relationship problems which could have been dealt with through dialogue.

It is sad to note that most suicide victims are young and those deemed to be in their productive years.Deputy Director of Operations SP Abdul Khan says there is a drastic need to take action now."It's sad to see people taking their own lives because they feel that they have no other solution to their problems.""Police can't deal with this problem alone, we are requesting families to spend time with their loved ones, understand what they're going through, listen and be more understanding," he says.SP Khan says a large portion of the reported cases are those that can easily be dealt with."These are relationship problems and family disputes over things such as food which could have been dealt with, however unfortunately has resulted in a person taking his or her own life".

Australian Joins Sonaisali Island Resort

AUSTRALIAN Alana Tilly has been appointed the new sales and marketing manager for Sonaisali Island Resort.A statement from the resort said Ms Tilly joined the Sonaisali management team after working in similar roles in Australia.Ms Tilly's previous role before moving to Fiji was as business development manager for NobleDentist, a nationwide dental plan in Australia. According to the resort, Ms Tilly led the company to produce triple figure sales growth and grew the number of participating businesses throughout Australia from 120 to 500.Her mother was also born in Fiji.

Damodar Signs Festival Ticket DealDAMODAR Brothers will act as ticket brokers for the Hibiscus Festival after signing an agreement with the Hibiscus Events Group Inc.(HEGI).Under the agreement Damodar Brothers will sell tickets for all festival events at Albert Park as well as shows leading up to the festival.Vodafone Hibiscus committee executive secretary Aqela Cakobau said this agreement meant all tickets for the Hibiscus Festival were in a centralized location allowing the public easy access to them."Having them on board makes it easier for us. So even for families overseas

asking their family members to get tickets - it is easy, they can just go to Damodar Cinemas and get tickets for the shows they want to watch," Ms Cakobau said.She said tickets were already on sale for the Kaila Star Search that takes place this Saturday while further tickets would go on sale at the end of this month.Damodar Brothers chief executive officer Div Damodar said he was proud and privileged to have the Damodar name associated again with the festival.He said all proceeds from ticket sales would go directly to the festival.

Stop Policing Political Meetings Asks FLP

The Fiji Labour Party (FLP) is calling on police to stop policing political parties and non-government organisations consultation meetings.FLP said their second constitutional meeting was approved on the conditions of having a police civilian present during the meeting and this should cease.FLP also said there should be a free environment for discussions and expressions of views by the people and the future role of the military should be thoroughly dealt with in the constitutional exercise.

However Director Police Operations SSP Rusiate Tudravu said that FLP should advise them if they don’t want any police officers at their meeting.“They should not worry about police presence, if they are true in what they say then they should just discuss issues in their agenda unless they have an ulterior motive,” said SSP Tudravu.“If police is of hindrance to what they do then they should inform the Commissioner,” he said.

80 Driver’s Licenses Suspended Eighty drivers' licenses have been suspended since January this year. Land Transport Authority Chief Executive Officer Naisa Tuinaceva said that these drivers are habitual offenders who have continually shown disrespect to the law.

He said that these drivers’ attitude indicates that they are dangerous, reckless and careless and LTA feels that these drivers should be out of the road for some time. Their suspension is up to three years.

Pleass Beverages Global Limited, trading on the South Pacific Stock Exchange (SPSE) as Pleass Beverages and Packaging, is optimistic of a better performance this year.Chairman and managing director, Warwick Pleass, made these comments following a stakeholder briefing organised by the SPSE at the Reserve Bank of Fiji.This is despite the company’s performance for the financial year ending December 31, 2011 being close to that of 2010, without any significant changes.The company’s net profit after tax last year was $300,069 compared to $300,427 in 2010. “We have had pretty static revenue but we are now seeing some modest improvements in profits,” Mr Pleass told the reporter.But, Mr Pleass has a lot of confidence in the company’s brand, Aqua Safe. “Aqua Safe has been around for a long time. In the early days, it used to be just in big bottles in water coolers. Since then, we have launched the PET, disposable bottles,” he said. “Even though we have a much lower presence on supermarket shelves because of dominance of other competitors, we are seeing fantastic sales.”Mr Pleass said the improvement in

profit was mostly through improved water sale and better performance by Kila World, the company’s latest venture. “We have also done a lot of work on controlling wastage and costs which I believe are the key. Better handling costs will improve profits,” he said. “Kila World has started doing well and we are seeing great improvement in revenue this month. “The first few months of this year were a little bit down which could be attributed to the terrible weather but future bookings for June have gone way up.“Kila World has a great future. We have done few advertisements on television and are getting a lot more local attention. We have also got understandings with inbound tourist operators.”Like any company, Pleass Beverages has its own share of challenges and the latest one Mr Pleass said they were trying to tackle was fraud. “Fraud has been huge in 2011 and so we are spending a lot of money internally trying to carry out audits on fraud,” he said. “It was a big contributor to reducing profits last year so we are spending a lot of time and effort on combating internal fraud.”

Morocco Government Offers More Scholarships

The Kingdom of Morocco is offering 10 more scholarships to Fiji nationals to pursue their graduate studies in the Kingdom during the 2012/2013 academic year.The Public Service Commission's permanent secretary Mr Parmesh Chand said that the Commission will follow the due process of advertising, short listing and conducting interviews to select the most meritorious candidates.He said that the PSC is grateful to the Government of the Kingdom of Morocco for providing 10 more scholarships as it will produce skills that will contribute towards meeting the human resource needs of both the private and public sector in our economy. It also enables the commission to build a community of students in Morocco for ease of living, studies and facilitation as this is the second batch of students to be sent to Morocco after the first ever opportunity got realized last year.The new intake of students will be required to complete one year of

French language study at the Faculty of Educational Sciences in Rabat before specializing in the area of discipline that they had initially applied for. French is widely spoken in Morocco.Programs offered under the scholarship program include Science, Medicine, Engineering, Vocational Training, Arts, and Administration to name a few.Mr Chand said that the PSC meets partial costs of students who are selected to study in Morocco, covering return airfares and an annual supplementary allowance in addition to the entitlements such as tuition, monthly allowance and accommodation provided by the Moroccan Government.The names of the successful candidates will be finalized in consultation with the Moroccan International Cooperation Agency based on the academic qualifications of the applicants.There are eight students from Fiji are studying in Morocco. The offer of Scholarships to Fijian students by the Government of the Kingdom of Morocco is part of the growing bilateral relationship between the two countries.

Hotel Turnover Tax RenamedThe Hotel Turnover Tax (HTT) is renamed as Service Turnover Tax (STT).This was revealed by the Fiji Revenue and Custom Authority (FRCA).FRCA manager policy advice Kelera Buatoka Volavola said the new STT will also apply to other tourism related services such as rental car operators, inbound tour operators and events management operators.For event management operators, recreation, entertainment and cinema operators, bars and nightclubs, home stay operators, bistros, coffee shops and restaurants with and annual gross turnover of $1.5m and above.For all water sports, underwater activities, skydiving, hot air balloon rides, river safaris, aircraft charter or hire, including helicopters with an

annual gross turnover of $300,000.Volavola said the Small and Micro Enterprises (SME’s) will be required to lodge only one VAT return in a year. This will be applicable only to entities with gross annual turnover of $300,000 and below.For registration purposes, VAT threshold will increase from $50,000 to $100,000.She said FRCA and Ministry of Finance to expedite payment of VAT refunds.She added 40 per cent investment allowance (excluding cost of labour) for extension and renovation expenses, with a minimum qualifying capital expenditure of $50,000, is available to existing businesses in Vanua Levu.Volavola said the incentive is extended to 2014.

10,000 Hectares Of Rice To Reduce Import Bill

The Department of Agriculture aims to plant 10,000 hectares of rice around the country in an attempt to reduce the $40 million rice import bill.This was made known at the Investment Fiji Seminar held at Daku Resort in Savusavu. Speaking at the seminar, department principal agricultural officer Kamalesh Prasad Lakhan said rice was grown on 5600 hectares of land around the country this year."We are aiming to reduce the rice import bill this year to $35m and this can only be done if farmers are encouraged to utilize the available land and resources," Mr Lakhan said."It's also imperative we advise landowners to develop their land for agricultural purposes so we are able to boost the economy's earning capacity through export."The department is working towards

influencing the market forces through a vibrant and sustainable agriculture activity that reduces poverty and food insecurity," he said.Mr Lakhan said they also aimed to encourage root crop development programs."Of the total income earned from agriculture export, $23 million is gained from the sale of dalo and cassava while papaya, pineapple, citrus and watermelon rakes in $1m for government. Fiji has fertile land, tropical weather, labour and a wide range of opportunities for investments in commercial agriculture," he added.Senior agricultural officer Macuata, Kanito Matagasau earlier said more than 2000 hectares of new rice farms would be set up in Vanua Levu with most farms in the Macuata Province.

Hardware Traders Warned On Defective Woods

The Consumer Council of Fiji is issuing a stern warning to all hardware traders to cease the sale of boards infested with mold, fungus and swells.The council comment follows after complaints received from a number of consumers who purchased sheets of masonite board, plywood, and hardboard in recent months, which were plagued with mold and fungusThe council chief executive Premila Kumar in a statement said they have recorded one case in which fungus infestation was to an extent where it had mushroomed all over the house.“In another instance, the complainant had to sweep the house half a dozen times in a day because the fungus kept falling from the ceiling as dust.”She said in all cases, the fungus and molds became only noticeable after the

boards were exposed to open air after installation.“There were complainants who painted or polished the boards in anticipation that the infestation would be contained but the exercise was futile.”The Forestry Department met with the council and stated that molds and fungus are closely associated with moisture and to avoid such infestation, the sheets have to be stored in a dry place.The department also has similar complaints around Navua, Suva and Nausori corridor.She said this is the responsibility of the hardware retailers to scrutinize the quality and standard of these boards.Consumers are also advised to be cautious while buying the boards and take the responsibility of storing the boards in a dry place after purchase.

Movies Shot In Fiji Increase Tourist Numbers

FIJI Islands Hotel and Tourism Association president Dixon Seeto says films shot in Fiji will generate interest among audiences that watch them."What these movies do is that they showcase the country in a subtle way. It gives audiences a glimpse of what Fiji is like and that creates within them an interest in the country," he said.Mr Seeto said it had been proven before that Bollywood movies shot in European and Asian locations had resulted in increasing number of Indian visitors to those countries."It is a fact that when these movies are shot in such locations, there seems to be an increase in Indian visitors and that's really what we want too for our tourism industry," said Mr Seeto. International Money TransfersThe new system enables customers sending money home to register just once and record their fingerprint as permanent identification within the Digicel system. 'Greedy' Resthome Worker Stole From 99-Year-Old ResidentA care worker and her partner who fleeced $37,500 from a 99-year-old woman told police they could have taken more.The elderly woman had failing eyesight, no friends or family and moved into the Mercy Parklands Retirement Home in Ellerslie, Auckland for better care.But she ended up having her bankcard stolen by 32-year-old Ranita Devi. The PIN was written beside it allowing Devi to go on a three-month spending spree with her husband, Ahlokh Chand,

also 32.When they were arrested in March, Chand tried to play down the seriousness of their stealing, telling investigators they could have stolen a lot more because one of the woman's accounts had $80,000 in it.Their "greed" saw each sentenced in the Auckland District Court to 10 months in prison.They face deportation back to Fiji when they are released after serving half of that period.

"It is difficult to imagine a more vulnerable victim in our society," Judge Emma Aitken said in sentencing the duo."This was a very gross and serious breach of trust."Judge Aitken said there was no truth to the couple's claims they stole the money out of desperation to survive."I reject that explanation - $37,000 over three months has nothing to do with need and everything to do with greed."New Zealand Aged Care Association chief executive Martin Taylor said it was extremely rare for such a crime to be committed by an aged care worker, who undergoes criminal history and reference checks before they are employed."While both of those are done, when you have 35,000 caregivers (in New Zealand) it's just normal human nature that some of them are going to be bad, there's nothing you can do about that," Mr Taylor said."While we do the best we can and we succeed most of the time, occasionally someone (who goes on to commit a crime) gets through and this is an example that it's the exception that proves just how robust the systems are."Mr Taylor said the Mercy Parklands Retirement Home was "one of the most respected operators in Auckland with a long history of providing great care over many years".

The home's chief executive Ann Coughlan would not comment.Devi and Chand used the stolen money to pay for immigration and study fees, including a catering course for Chand.Fears were raised when solicitors who held power of attorney over the elderly woman's accounts noticed large sums of money had been withdrawn.Police investigated and tracked down the ATMs being used.CCTV footage from the machines identified Devi and Chand and the pair were arrested.They pleaded guilty last month to 33 charges of unlawfully using the elderly woman's bank card to gain a financial advantage.Defence lawyer Baden Meyer, who requested they be sentenced to home detention with the pastor of their church at Papatoetoe, said their offending snowballed."They did it once, that was wrong. They didn't get caught so they did it again."Both Devi and Chand were remorseful and wanted to pay the money back, he said.But Judge Aitkin said neither had the capacity to repay the elderly woman and would likely be deported as soon as they were freed from jail.She described their offending as "relentless", including periods where thousands of dollars would be withdrawn on consecutive days.

Another Bollywood Shooting In Fiji

Yet another Bollywood film is all set to begin shooting in Fiji from next week.The film is being made under the Next Gen Films (Fiji) banner and will be once again produced by Vikram Rajani – producer of ‘3G’ and directed by Aditya Datt.Titled ‘Table No. 21’, the film will star famous Bollywood actor Paresh Rawal alongside Rajeev Khandelwal and Tina Desai.The inaugural shooting, which starts on June 25, will be at the Uprising Beach Resort.Chief assistant director, Pooja Kumar, was at the Fiji National University (FNU) Raiwai campus holding auditions.She said there was a good turnout and it seemed everybody was excited to be part of Bollywood movies. “We are looking for interesting people who can make our movie look better,” she said.

“We need locals with dancing and action background, boxing and wrestling, people who could be waiters etc.”The film will be shot in Fiji for a little over a month and Ms Kumar said majority of the shooting will be done in Fiji, with a little bit shot in India.The director, Mr Datt, is the grandson of late Anand Bukshi.He has directed films such as ‘Aashique Banaya Aapne’, ‘Dil Diya Hai’ and the most recent releases ‘Will You Marry Me?’.Auditions will be held once again and Ms Kumar is urging those interested to contact Josephine on 7678937.‘3G’, produced also by Mr Rajani is expected to finish shooting in Fiji on Friday. Fiji Embassy In Brussels Donates To Fiji

Prime Minister Voreqe Bainimarama received a donation for the PM’s Flood Relief Fund from Fiji’s Ambassador to Belgium, H.E. Ambassador Peceli Vocea. Fiji’s diplomatic missions worldwide have been raising support for those affected by the floods that struck much of the western and central division earlier this year.The cash and in-kind donations valued at FJD$30,000 was raised and received by Fiji’s Mission in Brussels over eight weeks, culminating in a fundraising cultural event on May 12, 2012 in Brussels.Supporters to this cause who participated in the cultural event included the diplomatic community

and friends of Fiji in Brussels, and the Fijian diaspora in Germany, The Hague, Paris, Vienna and Cardiff. Ambassador Vocea, in handing the donation to the Prime Minister, mentioned the generous support and contribution in kind from the Fiji-born British soldiers and families based in Gütersloh, Germany and The Hague. Fiji–Singapore Discuss Health Cooperation

Fiji’s Ministry for Foreign Affairs & International Cooperation permanent secretary Mrs Saipora Mataikabara met the non- resident High Commissioner of the Republic of Singapore to Fiji, His Excellency Verghese Mathews at the Foreign Ministry in Suva.Mrs Mataikabara discussed with High Commissioner Mathews areas of cooperation between Fiji and Singapore.This included capacity building in areas including climate change, health and trade cooperation.

Bench Warrant Still In Place For Patel

The High Court in Suva dismissed an application made by former Post Fiji chairman and businessman Mahendra Patel’s lawyer Hemendra Nagin on the cancellation of a bench warrant that was issued for his client in March.Appearing before Justice Prabaharan Kumararatnam Nagin showed the court a copy of a medical report from a Central Sydney Eye surgeon which informed the court that Patel had lost his vision, first surgery was complex, has been at risk for eye complications, needed constant supervision and needs to be in Sydney for at least 12 months.The court heard Patel developed a tear in his capsule bag which resulted in the dislocation of his lens and his second surgery was required urgently.However prosecution informed the court they are only relying on the letters given by the Australian doctor and have asked to be given one month

to verify whether Patel really needs 12 months to recover and remain in Sydney.Justice Kumararatnam informed Nagin there are procedures to be followed and his client had already breached bail conditions.The court heard Justice Kumararatnam will not withdraw Patel’s bench warrant and he has to appear in court in order for the court to consider his case.On three other cases, former Post Fiji managing director Tevita Peni Mau and former manager finance Dhirendra Pratap appeared for a pre-trial conference.Mau is charged with one count of abuse of office and Pratap is charged with one count of aiding and abetting abuse of office and false certificate by public officers.All cases have been adjourned to September 3.

Fiji Booth Draws Huge Crowd At Expo

Fiji’s booth at the Yeosu Exposition, which opened on May 11, 2012 in Korea, has been attracting a lot of visitors.This has been confirmed by the Permanent Secretary for Industry and Trade and Fijian Commissioner of Sections, Shaheen Ali, who recently returned from Korea.Mr Ali said they were thinking of sending an investment officer in light of the large number of investment queries on Fijian products.“The co-coordinating committee will consider sending someone, to record these investment enquiries and channel them to Fiji,” he said.Mr Ali says the Ministry of Industry and Trade at the moment was focusing on ‘Looking North’ and part of this was the South East Asian markets where there was a lot of opportunities.“Fiji’s participation at the Yeosu Expo is a very key platform where Fiji’s trade, investment and tourism markets can be portrayed especially to the South East Asian markets,” he said.He described Fiji’s booth to be complete with Fijian-made products and cultural items in place for display.“Fijian products such as Pure Fiji and Pacific Green are well-established in

the Korean market and we see this expo as an opportunity to create inroads for other Fijian products as well,” he said.Mr Ali, is calling on local companies to support Fiji at the expo.“If they want to tap into the Korean and Asian market, they can come to the Ministry or Investment Fiji and have their products displayed at the expo,” he said.Fiji is housed in the Joint Pacific Pavilion, with Vanuatu, Palau, PNG, Tuvalu, Kiribati, Tonga, Samoa, Marshall Islands, Timor Lester, PDR Loas, and El Salvador.Mr Ali said the Pacific Pavilion records over 30,000 visitors in a week and Fiji is placed in a very prominent position, the first in the Pacific pavilion.“This number is expected to increase over the coming weeks as the expo has completed the first month,” he said.Meanwhile, Fiji is preparing for its National Day at the Yeosu Expo, which will be held on July 21.It would be led by Prime Minister, Commodore Voreqe Bainimarama, with Attorney-General and Minister for Industry and Trade, Aiyaz Sayed-Khaiyum. Former Manager Charged For TheftA 28-year-old former Avis Rental station manager appeared at the Suva Magistrates Court charged with seven counts of theft.Rodney Ritesh Prasad’s plea will be taken on July 4.Constable Luke Qerewaqa informed the court that an internal audit by Avis Rental Company in Nabua revealed that $28,365.28 was allegedly stolen by Prasad between October 2009 and January 2010.Prasad is said to have received seven cheques totaling to this amount, which

he deposited in the Avis Rental Company account. However, he allegedly stole the same amount from daily cash sales and used it for personal use.The cheques were from KPMG Trust Account, two from Lotus Garment, two from the Indian High Commission, one from Specialist Holiday Fiji and one from an individual.The matter was called before Magistrate Janaka Bandara.Prasad has been released on strict bail conditions and all information regarding the alleged crime has been served to him.

Wages Council Determines New Wage Order

A new wage regulation order has been determined by the ten wages council in Fiji.This was confirmed by Wages Council chairman Father Kevin Barr.Father Barr said the ten councils have concluded their meeting and the wage regulation orders are in process of being gazetted.“We hope that the new wage regulation orders set by the ten Wages Councils this year will come into effect on July 1, 2012.Father Barr said a month is allowed for objections to be given in and considered before it is finally gazetted.

He said he is not at liberty to divulge the increases until they are gazetted and members of the wages council have an extension until the time of gazetting.He also said the council cover 60 per cent of all workers in full-time employment, 30 per cent are covered by unions and 10 per cent fall through the cracks but will be assisted when the national minimum wage comes into existence.The council was expected to put forward changes in the minimum wages for consideration by June but council chair Father Barr had asked for more time so all councils can complete their proposals.

Police Warn Students On After School Brawls

School students around Fiji have been warned not to take part in after school brawls.Director Police Operations SSP Rusiate Tudravu said police have a zero tolerance stand on students found taking part in after school brawls and the message applies to all schools.“School brawls have always been a major issue however we can all put a stop to it, by being alert to the problems that students may be encountering," said Tudravu.“Their main focus should be on their education and if they are having

problems with other students, there are other ways to resolve issues rather than resorting to violence," he said.Two schools in Suva were visited by police where its students were allegedly involved in an after school brawl at the Suva Bus stand last week.Students and teachers of the two schools were told about the dangers of getting involved in such fights and the stand of the police.Police is also requesting parents and guardians to talk to their children and at the same time is encouraging students to talk about their problems.

Laisenia Qarase Told To Look For Queens Counsel

Fiji’s ousted Prime Minister and former director of Fijian Holdings Limited (FHL) Laisenia Qarase has been given eight months to find an affordable and suitable senior Queens Counsel.Appearing before the High Court in Suva, Qarase’s lawyer Qoroniasi Bale has asked the court to have the trial date vacated as they are still not able to find a Queens Counsel.The court heard Justice Priyantha Fernando will make a decision on whether the trial date would be vacated.Qarase is charged with six counts of abuse of office and three counts of discharge of duty with respect to a

property in which he has a private interest.It is alleged Qarase between 1992 to 2000 while employed as a director of Fijian Holdings Limited, Financial Advisor of the Fijian Affairs Board and advisor to the Great Council of Chiefs, in abuse of the authority of his office, did arbitrary acts.It is alleged he applied in the name of Cicia Plantation Co-op Society Limited, Mavana Investments Limited and a family owned company named Q-Ten Investments Limited for the issuance and allotment of Class A shares in Fijian Holdings Limited.

Fijian Prime Minister Launches Voter Registration Awareness Campaign

Prime Minister Voreqe Bainimarama launched the awareness campaign on the electronic voter registration at the Fiji Broadcasting Corporation (FBC).Attorney General and Minister for Electoral Reform, Aiyaz Sayed-Khaiyum said that the advertisements (in English, and the Hindi and I-taukei vernaculars) is a manifestation of Prime Minister Bainimarama’s program in the lead up to elections in 2014.

“The electronic voter registration is an essential component to ensuring that the elections that we hold in 2014 as opposed to those that been held previously are held in a very transparent manner, devoid of fraud, and that all Fijians including the international community believe and know that the processes that led up to the election of a Government was credible and done in a transparent manner,” Mr Sayed-

Khaiyum said.“The three advertisements that have been put together for this campaign awareness will run until the end of the registration process which should be completed by the 3rd week of August.”The Attorney General also added that there will be other advertisements that will give specific times and dates as to when registration will take place.“The advertisements that will speak for themselves are also essentially premised on the foundation principles that the Prime Minister has set out for the constitution,” Mr Sayed-Khaiyum said.“It reflects our youth; it is based on the principle and value of a common and equal citizenry, the removal of ethnic voting, and the creation of good and transparent governance.”Prime Minister Bainimarama is expected to officially launch electronic voter registration by the end of the month before its commencement on July 3rd.

Fiji To Send Teachers To The Marshall Islands The Fiji Volunteer Scheme (FVS) has issued an Expression of Interest calling for retired teachers from Fiji specializing in the areas of Mathematics, Science, English and General Subjects to teach in the Republic of the Marshall Islands (RMI).The Public Service Commission’s permanent secretary, Mr Parmesh Chand said that the request from the Marshall Islands was received during an FVS presentation to the Pacific Island Countries Heads of Diplomatic missions at the Ministry of Foreign Affairs and International Cooperation

Conference Room on June 7th this year.Applications are now being received by the Public Service Commission from interested retirees which will be forwarded to the Republic of Marshall Islands’ Embassy in Suva.“Pacific Island Countries have expressed a need for human resources assistance and the FVS is one initiative that Government can help its regional partners with in terms of developing their human resource capabilities. The Prime Minister extended this assistance as part of Fiji’s development

co-operation initiative emanating from Engaging with Pacific meeting last year. It is a program being implemented in partnership with the participating “Pacific Island Countries”, Mr Chand said.Under the Overseas Volunteer program, the duration of service can range from six months and up to two years. One of the requirements is that once a Volunteer has been recruited under the overseas program, he or she must have a local counterpart to work with as part of building capacity within the respective participating countries.

Promoting Literacy In Rural Communities The Government recently set up a Literacy Camp programme in Vanua Levu as part of its efforts to strengthen current platforms to disseminate information to the public especially those in the rural or remote communities. National Archives and Library Services of Fiji permanent secretary Sharon Smith Johns says that this is part of the Ministry’s efforts in taking information down to the grassroots level. “Government is concerned at addressing literacy level in the country which stands at 94 per cent and at the

heart of this commitment is reaching out to rural and remote communities,” Smith Johns said.“It is also part of the Ministry’s efforts in decentralizing information centres and libraries.”She added that the piloting of its new program will also involve a Literacy Camp for school children from the age of 5 years to 14 years. “There were big turnouts from the students in which we register 130 participants, and we were fortunate that we had six Peace Corp volunteers that assist us on this program,” Ms

Smith – Johns said.The Government is confident of taking literacy and government policies, programmes, achievements and services to settlements and communities where these services were not made available in the past. “Taking Government services out to the rural areas is also part of the Government’s contribution towards achieving its MDG’s which has a key pillar to achieving universal primary education,” she added.The Literacy Camp programme was piloted in Naweni, Savusavu.

80% Road Deaths In Sigatoka-Ba CorridorThere have been 80 per cent of road deaths occurring between the Sigatoka and Ba corridor.The road death toll now stands at 17 compared to 19 last year and police will be working together with the Land Transport Authority to keep this number from increasing.

Director Traffic SSP Mahesh Mishra said officers from both organisations have set a goal to make roads safe and they have brought in more vehicles to help them patrol the highways and take reckless drivers off the roads.“We will have a no drop policy during the operation, we want to send out a

clear message that enough is enough, if you’re not going to follow the road rules then you will have to face the penalties in place”, he said.The operation will target all running offences along the Sigatoka to Ba highways for heightened security and safety on our roads.

Fiji’s Review Of Framework To Address New Challenges

Fiji has reviewed its Fisheries Legal Framework in the wake of challenges that have been encountered over the years, says Minister for Fisheries, Mr Joketani Cokanasiga.He told the third African, Caribbean and Pacific Ministers Responsible for Fisheries meeting in Nadi that these challenges had rendered obsolete the existing fisheries legislations.“They are not able to adequately address the conservation and sustainable management needs of the marine ecosystem,” he said.The review is also necessary due the fact that the former framework was developed before Fiji became a signatory to many new international treaties and conventions.This included the United Nations Conventions on the Law of the Sea and other International and Regional Conventions, including the UN Fish Stocks Agreement, the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Fisheries Commission to name a few.At the same time, Fiji is not exempted from Illegal, Unreported and Unregulated fishing and it continues

to be a serious concern which is why the Department of Fisheries has put forward a number of measures to combat the pandemic problem, Mr Cokanasiga said.The measures taken include;- Increase coverage of boarding and inspection of all foreign flagged fishing vessels- The review and development of new legal fisheries frameworks- Hundred per cent coverage of vessel monitoring system of all vessels fishing in Fiji’s Exclusive Economic Zone (EEZ)- Appointment of honorary fish-wardens for inshore fisheries- Compliant to European Union certification through provisions of catch documentation certificatesOf the meeting, Mr Cokanasiga said he anticipated tangible actions and the formulation of new strategies. This, he said, will genuinely assist the fisheries sector across the ACP countries in maximizing the use of both their freshwaters and marine resources, for the benefit of the communities that are dependent on them for food, income and livelihoods.

AUSAid MDF Expected To Create Employment

The new AUSAid Market Development Facility (MDF) is expected to become a key employment creation program mainly for Fiji’s rural and urban population says acting Australian High Commissioner Glenn Miles.Miles in a statement said the markets play a central role in rural and urban households who represent producers, employees and consumers.“Often times, however, market systems fail to serve the needs of the poor who encounter obstacles in accessing the necessary inputs which, among others, include services, information and skills,” he said.“Through this new program, we hope to see improved livelihood opportunities for the poor in key growth sectors of Fiji’s economy, such as tourism and horticulture.”The MDF which was officially launched

this Friday works in partnership with the local private sector to develop innovative and commercially sustainable solutions to enhance employment and income opportunities for the poor.Also the MDF will complement existing AusAID initiatives in health, education and community development, all of which are focused on improving the lives and future prospects of Fiji’s disadvantaged communities.The AusAID Market Development Facility will work in partnership with a Fiji Country Steering Committee (CSC) comprising private and public sector experts.Under the chairmanship of Orica Chemicals (Fiji) Ltd Commercial manager Savenaca Seniloli, the CSC will assist in facilitating broader stakeholder engagement and ensure that strategies are relevant to Fiji’s local context.

Pacific Export Boost EconomyThe Trade Pasifika exhibition is expected to expand Fiji's export markets, said chairman of the steering committee Kaliopate Tavola. The event, which promises to be an annual one, has 50 exhibitionists this year with the view that it will grow in the years ahead.Mr Tavola made the comment as the Australia New Zealand Bank, major sponsors of the event, provided $30,000 for the three-day exhibition which will be held at the Sheraton in Nadi."The money goes to the pool. It's a sizeable sum and the biggest we've received. More Fire Hydrants InstalledFiji’s National Fire Authority (NFA) has installed 130 new fire hydrants in the first quarter of this year.NFA chief executive John O’Connor in a statement said 91 fire hydrants have been installed in the Central Division, 18 in the West and 21 in the North.O’Connor said the completion of the second phase of the new fire hydrant installations will begin by the end of this month where they will install 86 fire hydrantsThis will assist NFA to mitigate structural fires in the country.“The lack of fire hydrants has always been NFA’s major drawback in the past when fire fighting especially in areas that have no fire hydrants near to the

property fire scene," he said."Our fire-fighters travel longer distances to look for a fire hydrant and other static water sources to continue fighting the property fires when water in the fire truck runs out after the first line of attack and this greatly affects our effectiveness in controlling and extinguishing the fire.”O’Connor said some of these fire hydrants have been installed in the rural areas and at the National Heritage sites in Levuka which consolidates NFA’s Strategic Roadmap for Fire Safety and Mitigation in Fiji.He also acknowledges the Water Authority of Fiji’s support for assisting NFA to install the new fire hydrants.

FRU Collects $15,000 For PM's Flood Relief Fund

Fiji may have lost the rugby Test match with Scotland, but there was much to be gained from the visit by the Scots when $15,000 was raised to help flood victims of the Western Division.Prime Minister Voreqe Bainimarama participated in an auction hosted by the Fiji Rugby Union to raise funds for the Prime Minister's Flood Relief Fund.The function was attended by both the Scottish team and the Flying Fijians.The Head of Government thanked the Scotland Rugby Union for exposing the Fijians to Tier One rugby and for coming out to support the worthy cause.“As a small island in the Pacific Ocean, it is easy for the world to pass us by with very little understanding of the events and tragedies that often befall us,” Prime Minister Bainimarama said."The floods of last March, particularly in the Western Division devastated communities big and small, rich and poor.“I know the Scottish team recently visited one village that was affected by the floods and brought with them from the lochs (locks) and glens of bonnie Scotland their own brand of joy to sunny Fiji through the donation of playing gear,” he said.An ardent rugby follower himself, the Prime Minister told the visitors that

Member Countries Deliberate On Common Interest

The European Union Common Fisheries Policy (CFP), which governs the fisheries policy of EU member States in community waters is being reviewed and be finalized next year.Including the external dimension of the policy, other broader issues of common interest have been an integral part of deliberations by Senior Officials attending the 3rd ACP Fisheries Ministers Meeting underway at Denarau in Nadi.Within the policy, the Fisheries Partnership Agreements (FPA) provides the main political framework for ACP-EU fisheries relations.Discussions also centered on the ACP fisheries mechanism, which entails the partnership development and the

strategic plan of action for fisheries and aquaculture.The fisheries mechanism is an arrangement of entities with different roles and functions with a broader vision aimed at enabling member ACP countries to take sovereign control of their fisheries resources now and into the future.Abundant resources including the technical and professional capacity with member ACP countries provides the impetus and platform enabling member countries to effectively charter ways forward, particularly in the key-areas of promoting trade access to markets, value adding for exports, enhancing strategies for food security, maintaining the environment and partnerships for implementation.

Sugar Crushing To Begin This MonthThe sugar crushing season will begin this month in all four sugar mills around Fiji.Fiji Sugar Corporation (FSC) chairman Abdul Khan said crushing is scheduled for June 26th in Lautoka and Penang, Labasa on the 29th and the Rarawai mill will have their next month.

“We expect to crush two tonnes of sugar for this year,” said Khan.“We don’t expect any difficulties to be faced during the crushing season as we have been preparing for this for a long time now after the recent floods,” he said.He said all equipments are ready and preparations are going well.

Different Challenges But Common Objective

Minister for Fisheries, Mr Joketani Cokanasiga says that despite the different challenges posed to fisheries in the African, Caribbean and Pacific states, the overall objectives of this multilateral body is common.As he made his remarks at the opening of the third ACP States Ministers Responsible for Fisheries meeting in Nadi, he pointed out that all the 79 states wanted to maximise the use of fisheries resources for their country.“In the fisheries sector, our challenges are different in some aspects and it is different from country to country; for instance, some countries’ priority areas may be on freshwater fisheries or aquaculture instead of marine fisheries,” he said.However, Mr Cokanasiga pointed out that member states whose people are connected to the sea for food, income and transportation, must ensure sustainability, add value to their fisheries products and find new market opportunities.The meetings theme “developing and strengthening partnership” was pertinent in that to meet the challenges,

there was a need to work in partnership with developmental partners.“This will include potential new partners that can expand our options and offer greater potential for the future,” Mr Cokanasiga said.He said the ACP was a unique institution brought together by its shared vision and relationship with the European Union under the framework of the Cotonou Agreement.“We should continue to develop and strengthen partnership which is anticipated to bring benefits across a range of areas through sharing of experiences, technical expertise and transfer of knowledge,” Mr Cokanasiga said.He told the member states that there was a need to expedite the ACP Fisheries Mechanisms that was developed over three years ago.“It is now timely for Ministers to set direction to fine tune these mechanisms to benefit all ACP countries, taking into account their different social and economic circumstances, as well as the human resources available to them,” the Minister said.

Fiji And NZ Can Mutually Benefit From Film Industry

Where Fiji lacks the capacity to fully cater for visiting film production houses, the Fijian government has called on New Zealand to fill this gap.Attorney General and Minister for Industry and Trade, Mr Aiyaz Sayed-Khaiyum has urged next door neighbours such as New Zealand to come forward and tap into the opportunity provided.“We see a lot of growth in this area but there is a huge lack of capacity within Fiji in as far as equipment, (and) in as far as personnel are concerned,” he told participants at the Fiji New Zealand Business Council meeting.Currently some movie houses from India and United Kingdom are using locals in Fiji for shooting as there is a 47 percent rebate for making a movie in Fiji but Mr Sayed-Khaiyum said

some of these production houses have told him that they wished there were certain facilities available here.“At the moment they are bringing in equipment at enormous cost and this increases production cost,” he said.The New Zealand High Commission’s acting head of mission; Mr Philip Taula said services trade was an important part of the mix, with New Zealand construction and consultancy companies now actively participating in Fiji with the potential to increase trade further in both directions.“There is broad people to people links despite the political differences. Fiji has significant potential to continue to develop its agriculture and manufacturing industries as well as its services exports,” he said.

New Licences To Help Fill Gaps In Services

There have been gaps in services that Fiji can provide to the tourism sector that will now be addressed by new players who have been granted licenses by Government.Attorney-General and Minister for Industry and Trade, Aiyaz Sayed-Khaiyum said Fiji had not really been able to tap into the Meetings, Incentives, Conventions and Exhibition market due to the lack of capacity.“We have been approached in the last couple of years to host some fairly large film awards but we do not have the capacity. Suva has the capacity to hold it in the Vodafone arena but it has no room inventory while Nadi has room inventory but does not have the capacity to host a convention or such an event,” Minister Sayed-Khaiyum highlighted. The Attorney General, while speaking at the Fiji-New Zealand Business Council meeting, which also commemorated the council’s 25th anniversary, explained the rationale behind the licenses that Government was granting to companies wanting to set up business in Fiji.In the case of One Hundred Sands that will operate the first ever casino

in Fiji, Minister Sayed-Khaiyum explained that one of the requirements of the licence was that they provide a minimum sitting of 1,500 so as to address the needs of this niche market.“So that has been the rationale behind it; it’s not simply just giving a casino licence but to have the various ancillary services or activities that can be tied in with the casino,” he said.Minister Sayed-Khaiyum also explained to the members of the business council why the Fijian economy grew despite the global and internal shocks to the economy.“One of the reasons has been that 99.1 percent of the tax payers have received a tax cut so that has fuelled consumption.”“That’s been one of the reasons for bringing about tax cuts, so as opposed to going about and taking very stringent austerity measures as you might have seen in some of the other countries.”“We have in fact taken a different mixed approach to spurring economic growth but at the same time this coupled with the fact that a number of laws have been passed too in fact increase competition within the economy,” Minister Sayed-Khaiyum said.

$20.7M Worth Of Upgrade For Nausori Airport

The first stage of upgrade for Fiji’s Nausori airport is expected to be worth $20.7 million.Airports Fiji Limited (AFL) chief executive Tony Gollins said preliminary planning has started in order to begin physical construction in late December.“Right now we are testing the runway, conducting all sorts of planning and work before we actually get into physically developing it,” said Gollins.Gollins said the runway will remain as

1800 meters and they will be putting in place approach lights in order to have safe landing at night.He said the focus now is trying to make the airport into an international standard.He also said they are working with government agencies to try and facilitate the purchase of land that will be used for the upgrade.The project is expected to cost $59 million which is funded by government and AFL.

Angolan President Receives Fiji’s Ambassador

Apart from oil, there is diamond and many other minerals as well as a strong agricultural sector. Fiji will be well placed to continue to build on the relationship that has now been forged.

Tourism Needs To Be Flexible On Costs

Fiji’s tourism sector should be flexible enough to cater for a whole range of visitors rather than just for the high end side of the market, says Attorney General and Minister for Tourism, Aiyaz Sayed-Khaiyum.He told businessmen at the Fiji-New Zealand Business Council that while Fiji did not want to be marketed as a cheap holiday destination, it needed to be flexible.“Now if you look at Tahiti, a couple of hotels closed down during the GFC (global financial crisis), primarily because they did not have the level of flexibility built into them and that’s an advantage Fiji has,” he said.“So there is a mix to ensure that you do not diminish the brand but at the same time maintain a level of flexibility to be able to cross appeal to many of the segments of the tourism sector.”Mr Sayed-Khaiyum said tourists should be able to enjoy high end facilities such as Laucala Island, reasonably priced hotels such as Sheraton or budget-priced accommodations.He said concerted efforts towards properly branding Fiji was required, which is why there has been unprecedented and sustained budgetary

allocations made to Tourism Fiji with the last four years seeing some $23.5 million being given to this marketing arm of the sector. “One of the strategy includes not only rebranding the Tourism Fiji; the logo Fiji Me is going to go out, there is going to be a new logo put out,” the Minister said.“In fact we have taken a leaf out of New Zealand’s way of dealing with tourism, develop a bible that is going to be used by all of the marketing agencies that market Fiji throughout the world and New Zealand has done a fantastic job of that.”“Government is not only investing into marketing Fiji as a destination but also ensuring that it has the right infrastructure and facilities to cater and support for the resulting demand”, Mr Sayed-Khaiyum said.One of these involves modernizing or revamping the Nadi Airport especially the departure lounge and to also open up the market for more concessionaires. “There is a lot of super yachts coming through so that means you’ve got a lot of private jets coming through in Nadi airport, so we need to be able to cater for this market,” he said.

Workers Carry Out Road Rehab Works As road works take place across the country, the Fiji Roads Authority is confident that prevailing weather conditions will escalate works.Hundreds of workers were deployed to carry out rehab works on roads between the Lami and Suva corridor as well as the Queens Roads.Authority director Bruce Paxton said one of the contributing factors to the deteriorating state of roads this year included consistent rainfall and floods that affected not only the Western Division but other parts of the country.Mr Paxton said the prevailing weather

conditions “make it viable for workers to continue works on damaged roads along those areas”.“The Fiji Roads Authority is using the ‘Long Term Approach’ when it comes to addressing Fiji’s road problems because it’s about sustainability over a 20 to 30 year period,” Mr Paxton said.Heavy duty patching combined with an increased focus on pothole patching has already started for the sealed road network.Meanwhile, the authority is liaising with stakeholders to identify non tar sealed roads and address priority areas.

Case Against Fiji At The Ilo In Geneva Was Suspended

The following is a statement by the Permanent Secretary for the Ministry of Labour, Industrial Relations and Employment, Mr Taito Waqa :

The Head of the Fiji delegation at the ILO Conference in Geneva, Minister of Labour, Industrial Relations & Employment, Mr Jone Usamate, revealed that the Conference has been stopped from discussing alleged violations against trade unionists and matters relating to Fiji’s labour laws. Fiji was not able to appear at the ILO Standards Committee meeting in Geneva because the International Organisation of Employers prevented the discussion about Fiji and allegations of workers’ rights violations in 24 other countries. The International Council of Free Trade Union, the Australian Council of Trade Unions and Mr. Felix Anthony were utterly gutted and mystified with this unprecedented twist, since it has not occurred in ILO’s history. 5.3-Magnitude Tremor Rocks Victoria, Australia

THE biggest earthquake for more than a century has hit Victoria Wednesday with millions feeling it when it struck just before 9pm (AEST), lasting up to 20 seconds in some areas.

Reports started coming in from residents in suburban Melbourne, and then spread to the northeast and southeast of the state.Windows were rattled, floors rocked and roofs shaken as the quake struck at 8.53pm.The Geoscience Australia website was in meltdown as people flocked online to find out what occurred and Twitter went wild and when Geoscience was able to restore its site it had the news that the quake that rocked Victoria was the biggest in the state for 109 years.A spokeswoman for Geoscience said its recordings showed it was a magnitude 5.3 earthquake, which was more accurate than international seismologist estimates.Geoscience identified the epicentre 16km southwest of Moe, at the Latrobe Valley in Victoria’s east.“Our preliminary information is that it’s a 5.3,” she said.The US Geological Survey reported the earthquake was almost 10km deep with an epicentre between Trafalgar and Moe in the southeast.The USGS registered it as a 5.2 quake, but Geoscience Australia clocked it at 5.3, down from an initial 5.5 reading.The SES said it had more than 30 calls for help.Readers swamped the Herald Sun with calls reporting significant tremors from everyone from the suburbs all the way across the state to country Victoria.The quake was felt from Kilmore, Gippsland, Drouin, Rowville and inner-Melbourne.Reports came in from all over the city - from the Dandenongs in the east, Bentleigh in the southeast, Pascoe Vale in the west and through the inner city.Seismologist recorded the quake – almost 10km deep - at 8.53pm.The earthquake spread itself statewide, reaching as far as 10km across southwest of Moe in the state's south-southeast,

Off JapanA magnitude-6.4 earthquake struck off the coast of Japan early Monday morning, the US Geological Survey said.The epicentre was 115 kilometers south-east of Morioka on Japan's Pacific coast, the USGS said, updating an initial report that said the quake was magnitude-6.3.The quake was rated only four on Japan's seven-point seismic scale, suggesting that no significant damage was expected, and no tsunami warning was issued.

Olympic Agents Selling Tickets On Black Market

Dozens of officials and agents for the London Olympics have been filmed selling tickets on the black market, a UK newspaper has revealed.Reporters for the Sunday Times filmed damning encounters with agents agreeing to sell tickets allocated to them for vastly inflated prices.The tickets in question were those allocated to national Olympic committees and their agents.One woman from Lithuania's official ticket agency appeared at pains to make sure the would-be ticket touts understood she would be breaking the law if she sold them tickets."If I sell not to the end user and overseas, not to the European Union, so this is illegal," she said.The Lithuanian agent told the reporter paying double the face value of the tickets would not be enough.Some undercover reporters were asked to pay up to 10 times the value of the tickets.The president of the Greek Olympic Committee, Spyros Capralos, spelled out that if the tickets were sold outside Greece, he would turn a blind eye."As long as I [do] not hear anything you can do whatever you like," he said.

Mr Capralos also claimed that he had persuaded the chairman of the London Organising Committee, Sebastian Coe, to hand over extra tickets to Greece, by claiming demand outstripped supply.The London committee has denied the claims.A total of 27 agents and officials representing 54 countries were willing to sell tickets on the black market.The International Olympic Committee (IOC) has ordered an immediate investigation, which it says it will take very seriously.In a statement, the IOC says appropriate action will be taken if it can prove there are any "irregularities".The Australian Olympic Committee (AOC) says neither it nor its official ticket agent CoSport is caught up in the ticketing allegations.The AOC says it supports the strongest sanctions against any official dealing tickets on the black market.The IOC's investigation may not be completed before the Games start in London, but the organisation says it will take onboard any recommendations coming out of its inquiry to improve the way that tickets are allocated and sold internationally in the future.

Fairfax Slashes 1,900 Jobs And Downsizes

Fairfax has announced plans to cut nearly 2,000 jobs and switch its landmark, The Age and Sydney Morning Herald broadsheets to 'compact' formats as part of cost-cutting measures.The media company says it will cut 1,900 jobs over the next three years and ditch the broadsheet formats for The Age and the SMH on March 4 next year.And it will fall in line with its main competitor, News Limited, introducing paywall subscription services for its flagship online services in 2013.It will also close printing facilities at Chullora in Sydney and Tullamarine in Melbourne by June 2014.In a statement, Fairfax said the plants "have significant surplus capacity which is no longer required"."No-one should be in any doubt that we are operating in very challenging times," chief executive Greg Hywood said."Readers' behaviours have changed and will not change back."As a result, we are taking decisive actions to fundamentally change the way we do business."

$96K Overtime BillA NSW Roads and Maritime Services employee earned more than $96,000 in overtime payments in one year.The state's auditor-general has found overtime is adding about 10 per cent to the wages bill of RailCorp and Martime Services.More than three-quarters of RailCorp staff worked overtime in 2010-11, receiving an average of more than $10,500 each in extra pay.Peter Achterstraat says he will be doing audits of a number of other departments to see if there is a systemic problem with overtime."There seems to be the same staff being called on, year in year out, to provide

these overtime services and that must have an effect, not just on the state's finances but on the individual's safety and fatigue," he said.Mr Achterstraat says it is unavoidable that workers do some overtime, but he says managers are not making sure it is used efficiently."What I am saying here is that efficiencies have been gained in small parts of RailCorp and RMS and those efficiencies need to be translated," he said."The bottom line is that those managers need to be given overtime limits that they can work to, rather than just taking overtime as the easy option."

Immigration Minister Defends Human Smuggling Reforms

Canada's crackdown on human smugglers is legitimate and defensible under the charter, Immigration Minister Jason Kenney said.Kenney appeared before a Senate committee Monday to defend Bill C-31, the government's major reforms to the immigration and refugee system.Included in the proposed legislation are a host of measures meant to send a message to human smugglers that Canada will no longer be an easy mark for their syndicates.The bill would implement mandatory minimum sentences and higher penalties for human smugglers. It would also have mandatory detentions for people coming into Canada through smuggling operations for two weeks without review and would ban them from applying for permanent residency for five years.Critics have raised concerns about those provisions, warning that some smuggling reforms may not comply with requirements under the Charter of Rights and Freedoms.Not so, said Kenney."The government's view is that all the provisions in the bill are defensible under the charter," he said.

He said the government's aim was to make Canada less attractive for both human smugglers and their victims, while ensuring legitimate refugees - even those smuggled into Canada - get a fair and timely hearing.Furio De Angelis, the Canadian representative for the UN Refugee Agency, praised the government for introducing an important amendment in May that reduced the detention period with no review from a year to two weeks - originally one of the most heavily criticized aspects of C-31.But he told senators Monday he was concerned the bill would still create two separate classes of refugees and punish those who felt they had no choice but to resort to using smugglers to reach safety."Why human smuggling remains a scourge at the global level is that sometimes asylum-seekers have no alternative," De Angelis said, adding that the UN nonetheless supported "in principle" efforts by countries to fight human smuggling.Bill C-31 is currently at second reading in the Senate and is expected to pass into law before the end of June.

Harper Government Backs Down On Plans To Eavesdrop On Travellers’ ConversationsThe Harper government has backed off on plans to install listening devices at Canadian airports and border crossings amidst serious privacy concerns.The decision by Public Safety Minister Vic Toews on Tuesday to halt the practice of eavesdropping on travellers’ conversation follows a backlash from both federal and provincial privacy officials.This is the second time that Toews has had to climb down on issues of privacy. A career criminal with a rap sheet stretching back to the 1990s has finally been deported from Canada."After trying get rid of this individual for more than 15 years, we are happy to report that he was finally put on a plane and sent back to Pakistan last Sunday," a government source told QMI Agency.Michael John Hamdani arrived in Canada from his native Pakistan in 1994.According to government documents, he was granted refugee status and soon started getting charged with crimes, mostly on fraud and forgery related

charges.Police dubbed him a master counterfeiter who could produce flawless fakes.Official documents show a long trail of Hamdani's record, painting a picture of lies, false identities and fake passports.After his first Canadian conviction in 1995, Hamdani was ordered deported.However, refugees who commit crimes are allowed to appeal to the Immigration Appeal Division (IAD) if they are sentenced to less than two years.Hamdani's highest-profile charges stemmed from an incident that caused an international terrorist search. He was in custody in the United States in 1996 on fraud and forgery charges, skipped bail, and slipped back to Canada.Years later, in 2002, in Brampton, Ont., he was picked up on more fraud charges. This time police said he was churning out millions of dollars in fake travellers cheques, passports and drivers licences. While in custody, authorities say he told a story about five Middle Eastern men who paid him thousands of dollars for fake passports so they could hop from overseas to Canada to the United States, possibly plotting terrorist attacks. The tale caused a stir and the FBI went on a national man hunt for the suspects.However, it was determined Hamdani made up the whole thing, attaching fake names to pictures of random people, and the search was cancelled.

Luka Magnotta Back In Canada The overseas travels of alleged body-parts killer Luka Rocco Magnotta drew attention Monday evening when a military transport jet brought him to Canada from Germany to face a murder trial.The slightly built porn actor was flanked by four officers as he descended the stairs from the Airbus aircraft at Mirabel Airport, about 50 km north of Montreal. His hands were cuffed in front of him and the 29-year-old was not wearing leg shackles.A half-dozen military officials, border agents and heavily armed police officers had been waiting for the jet when it arrived from Berlin just before 7 p.m. Magnotta had been held in the German city since he fled to Europe last month.Wearing a long-sleeved green shirt, dark slacks and white shoes, Magnotta was led into a burgundy minivan with tinted windows. A tactical police offer clutched a machine gun nearby.Journalists were kept at a distance as a convoy of two marked police vans and three motorcycle constables led the unmarked vehicle to a booking centre about 45 minutes away in Montreal.Detectives were to interrogate Magnotta overnight related to the May 24 murder and dismemberment of his lover, Chinese student Jun Lin.Magnotta was to be arraigned on Tuesday. Montreal police Cmdr. Ian Lafreniere met reporters on the tarmac and recapped the search that involved Interpol as well as police officers in France, Germany and Canada."We all felt the tension of this unprecedented manhunt," he said. "We are very happy to tell you that he's on Canadian soil."Lafreniere said the flight from Germany

was smooth and without incident.The arraignment will likely happen via videoconference before a judge at the Montreal courthouse on Tuesday afternoon. The Magnotta case made international headlines after a janitor found Lin's torso in a travel bag outside Magnotta's west-end Montreal apartment on May 29. Lin's hands and feet were mailed to federal political parties in Ottawa as well as to two Vancouver schools. His head hasn't been found.A video of what police say is the murder was uploaded online. It shows a man who looks like Lin being killed with an ice pick and then dismembered. The video also shows acts of necrophilia and cannibalism.Magnotta was arrested June 4 in an Internet cafe in Berlin after the cafe owner recognized him. He was held in jail there while awaiting extradition.The former sex-trade worker faces charges of first-degree murder and indignity to a body. He also faces charges of distribution of obscene materials as well as criminal harassment of Prime Minister Stephen Harper and of Parliament.In a statement Monday, the federal government acknowledged its involvement in bringing Magnotta home."Our government's co-operation with the international community has led to this individual being swiftly returned to face justice," Justice Minister Rob Nicholson and Public Safety Minister Vic Toews jointly said in a release Monday. "It is important that Canadians can have confidence that those who are accused of serious crimes will face the full force of the law."

Immigration Consultants Hit With Dozens Of Charges As CBSA Fraud Crackdown Continues

The Canada Border Services Agency continued its crackdown on the immigration industry on Tuesday, charging a former consultant and two others in Winnipeg and Montreal with dozens of fraud-related counts.Among those charged was Brad Jacobson, the president of an immigration consulting firm started in 2009 with financing from a loan program run by the University of Winnipeg’s Faculty of Business and

Economics.Mr. Jacobson faces 23 counts of immigration fraud for allegedly setting up fake businesses to bring foreign workers to Canada. The CBSA said it suspected more than 300 foreign nationals had fallen victim to the scheme. After founding Canadian Immigration Solutions Manitoba Inc. with the help of a university start-up loan for young entrepreneurs, Mr. Jacobson

changed the name to CISI Canadian Immigration Strategies Inc. in January 2010. In a promotional video, he said the company had representatives in 15 countries, including Pakistan, Egypt and China. “Brad offers new immigrants opportunities to work in Canada and to sponsor family members back in their native countries,” reads a company profile.

Housing Boom Grinding To A Halt Canada’s housing boom will grind to a halt next year, stopped by price declines in the condominium-saturated markets of Toronto and Vancouver, according to a Reuters poll, raising the risk of a broader economic slowdown.On a national basis, Canadian house prices are expected to rise 2.0 percent this year before stalling next year with a negligible 0.5 percent gain, according to median results of the poll, which was conducted last week.House prices have increased 37 percent since their trough in January 2009, The Canadian Real Estate Association index showed. But that will quickly fizzle into a decline of 0.2 percent next year, the first fall since 2008.In Vancouver, the country’s most expensive market and until recently clocking the fastest annual price rises, they are expected to fall 1.6 percent this year and 2.5 percent in 2013.Canada’s housing market avoided

You should be looking over this information and preparing yourself before you send out the actual resume. According to their research, just two tablespoons of olive oil almost halves your risk of dying from heart disease. The equivalent of one tablespoon cuts the risk by around 28 per cent.There have been numerous studies highlighting olive oil's benefits to the heart, but few have investigated the extent to which this translates into reduced death rates.The results are based on the diets of nearly 41,000 adults in the European Prospective Investigation into Cancer and Nutrition, which began 20 years

ago.While the research, published in the American Journal of Clinical Nutrition, found olive oil does not appear to reduce cancer deaths, there was an enormous impact on the death toll from heart disease.British experts said the results showed that olive oil, a large part of the so-called Mediterranean diet which is rich in fish, fruit and vegetables, played an even bigger part in preventing heart disease than first thought.The researchers stressed that they

had allowed for the benefits of other ingredients in the Mediterranean diet when assessing olive oil's powers."These findings are very significant. This is confirmation that olive oil is good for the heart," the media quoted Dr Charles Knight of the British Cardiovascular Society, as saying.Olive oil is rich in healthy monounsaturated fats and polyphenols, compounds that can dampen inflammation in the body and possibly reduce the risk of clots.Spanish researchers studied data on

the eating habits of 40,622 men and women between 29 and 69, tracking them for just over 13 years to see what effect olive oil had on death rates.In the study period, just under 2,000 of the recruits died, including 956 from cancer and 416 from heart disease.The data showed that heart death victims were among the lowest consumers of olive oil. Those who got through 29 grams or more a day – just over two tablespoons – were 44 per cent less likely to die from cardiac problems.

Making lifestyle changes can prevent type-2 diabetes, simply, effectively and cheaply, a new study says.

Diabetes is a chronic and complex disease marked by high levels of sugar in the blood that arise due to problems with the hormone insulin, which regulates blood sugar levels. It is usually caused by an inability to produce insulin (type 1) or an inability to respond correctly to insulin (type 2).The study involved 230 people in poor, urban neighbourhoods in the San Francisco Bay Area cities. Contacted by phone about once a month, half of them received specific dietary guidance and other lifestyle counseling.After six months, those who had received the counseling had on average lost more weight, were consuming less fat, were eating more fruits and vegetables and showed more improvements in lowering in their blood triglycerides, a key risk measure for type 2 diabetes, the American

Journal of Public Health reported."Diabetes is not something you are necessarily going to get just because it runs in your family," said Alka Kanaya, associate professor of medicine at the University of California, San Francisco (UCSF) and senior study author. "It is very preventable, and lifestyle changes can really impact the onset of diabetes.""You can do something about it," said Anita Stewart, professor at the UCSF Institute for Health and Aging and the Centre for Aging in Diverse Communities, senior study co-author, according to a university statement.Previous studies have shown that counseling and other lifestyle interventions are effective at preventing type 2 diabetes, but those interventions have generally been designed for clinical settings and include separate sessions with numerous health professionals.

'Soft Drinks Not Linked To Childhood Obesity'

Soft drinks and other sweetened beverages don't contribute to childhood obesity, though it may increase the risk factor among boys aged 6-11 years, says a new study.

The study examined the link between beverage intake patterns of children and their risk for obesity."We found sweetened drinks to be dominant beverages during childhood, but saw no consistent association between beverage intake patterns and overweight and obesity," says Susan J. Whiting, professor of nutrition and dietetics from Canada's University of Saskatchewan, who led the study, the journal Applied Physiology, Nutrition, and Metabolism reports."Food and beverage habits are formed early in life and are often maintained into adulthood. Overconsumption of sweetened beverages may put some children at increased risk for overweight and obesity," said Whiting, according to a Saskatchewan statement."Indeed, boys aged 6-11 years who consumed mostly soft drinks were

shown to be at increased risk for overweight and obesity as compared with those who drank a more moderate beverage pattern," added Whiting.The researchers determined beverage consumption patterns among Canadian children aged two years using cluster analysis where socio-demographics, ethnicity, household income, and food security were significantly different across the clusters.Data were divided into different age and gender groups and beverage preferences were studied.For this study the sweetened, low-nutrient beverages, categorized according to Canada's Food Guide, consisted of fruit-flavoured beverages, beverages with less than 100 percent fruit juice, lemonades, regular soft drinks, and sweetened coffees or teas.

Eating Too Much Salt May Trigger High BPPeople who eat a high-salt diet are more likely to develop hypertension, or high blood pressure, a new research has warned.

Researchers say eating a high-salt diet for several years may damage blood vessels ' increasing risk of developing high blood pressure.This research hints at the presence of a 'sodium amplification loop' in which eating too much salt for a long time damages blood vessels, leading to a greater chance of developing high blood pressure if the high-salt diet is continued.Researchers didn't assess the cause-and-effect relationship between salt intake and high blood pressure. But the study's results 'add to the considerable evidence that a diet heavy on salt is

closely linked to high blood pressure,' said John Forman, M.D., lead author of the study and a nephrologist at Brigham and Women's Hospital and Harvard Medical School in Boston, Mass.One gram of sodium is equal to 2.5 grams of table salt (sodium chloride).Researchers conducted an observational study (PREVEND) in which they tracked the sodium intake of 5,556 men and women from the general population of Groningen, Netherlands. Sodium intake was assessed by collecting multiple 24-hour urine samples, which is considered the

optimal method to measure sodium intake.Researchers analyzed the association between sodium consumption and blood levels of uric acid and albumin in the urine ' both markers of blood vessel damage ' in participants not taking high blood pressure medicine.During a median follow-up of 6.4 years, 878 new hypertension diagnoses were made.Higher sodium intake was associated with increasing levels of uric acid and albumin over time. The higher the levels of these markers, the greater the risk of

developing hypertension if dietary salt intake was high, researchers found.Compared with participants eating the least amount of sodium (about 2,200 milligrams a day), those eating the most (about 6,200 mg/d) were 21 percent more likely to develop high blood pressure. However, those who had high uric acid levels and ate the most salt were 32 percent more likely to develop high blood pressure while those with high urine albumin levels and highest salt intake were 86 percent more likely to develop high blood pressure

Researchers found that those who drank seven or more cups a day had a 50 per cent higher risk of contracting the disease than men who had three or fewer.The warning comes after scientists at the University of Glasgow tracked the health of more than 6,000 men for four decades.Their findings run counter to previous research, which had suggested that tea-drinking lowers the risk of cancer, as well as heart disease, diabetes and Parkinson's disease.The study, led by Dr Kashif Shafique, began in 1970.Participants aged between 21 and 75 were asked to complete a questionnaire about their usual consumption of tea, coffee and alcohol as well as their smoking habits and general health, and had to attend a screening examination.Just under a quarter of the 6,016 men

were heavy tea drinkers, consuming seven or more cups a day. Of these, 6.4 percent developed prostate cancer over the next 37 years.Researchers found that the subjects who drank the most tea were often teetotal and led healthy lifestyles.As a result, they may have been at a lower risk of death from 'competing causes,' effectively giving them more time to develop prostate cancer, the study revealed.'Most previous research has shown either no relationship with prostate cancer for black tea, or some preventive effect of green tea,' the reporter quoted Dr Shafique as saying.'We don't know whether tea itself is a risk factor or if tea-drinkers are generally healthier and live to an older age, when prostate cancer is more common anyway,' he said.

According to Dr. Luis Cisneros-Zevallos, AgriLife Research food scientist, the study showed that these compounds could be a weapon against 'metabolic syndrome,' in which obesity and inflammation lead to serious health issues.'In recent years obesity has become a major concern in society due to the health problems associated to it,' said Cisneros-Zevallos, who also is an associate professor at Texas A and M University.'Statistics show that around 30 percent of the population is overweight or obese, and these cases are increasing every year in alarming numbers,' the researcher noted.

While he acknowledged that lifestyle, genetic predisposition and diet play a major role in one's tendency toward obesity, 'the major concern about obesity is the associated disease known as metabolic syndrome.'Our studies have shown that stone fruits ' peaches, plums and nectarines ' have bioactive compounds that can potentially fight the syndrome,' Cisneros-Zevallos said.'Our work indicates that phenolic compounds present in these fruits have anti-obesity, anti-inflammatory and anti-diabetic properties in different cell lines and may also reduce the oxidation of bad cholesterol LDL which is associated to cardiovascular disease,'

he stated.What is unique to these fruits, he said, is that their mixture of the bioactive compounds work simultaneously within the different components of the disease.'Our work shows that the four major phenolic groups ' anthocyanins, clorogenic acids, quercetin derivatives and catechins ' work on different cells ' fat cells, macrophages and vascular endothelial cells,' he explained.'They modulate different expressions of genes and proteins depending on the type of compound.'However, at the same time, all of them are working simultaneously in different fronts against the

components of the disease, including obesity, inflammation, diabetes and cardiovascular disease,' he explained.Cisneros-Zevallos said this is believed to be the first time that 'bioactive compounds of a fruit have been shown to potentially work in different fronts against a disease.''Each of these stone fruits contain similar phenolic groups but in differing proportions so all of them are a good source of health promoting compounds and may complement each other,' he said, adding that his team plans to continue studying the role of each type of compound on the molecular mechanisms and confirm the work with mice studies.

Meditating 15 Mins Twice Daily May Cut Cardiovascular Disease Risk In Teens

Regular meditation could decrease the risk of developing cardiovascular disease in teens who are most at risk, say researchers.In a study of 62 black teens with high blood pressure, those who meditated twice a day for 15 minutes had lower left ventricular mass, an indicator of future cardiovascular disease, than a control group, said Dr. Vernon Barnes, a physiologist in the Medical College of Georgia and the Georgia Health Sciences University Institute of Public and Preventive Health.Half of the group was trained in transcendental meditation and asked to

meditate for 15 minutes with a class and 15 minutes at home for a four-month period. The other half was exposed to health education on how to lower blood pressure and risk for cardiovascular disease, but no meditation.Left ventricular mass was measured with two-dimensional echocardiograms before and after the study and the group that meditated showed a significant decrease.“Increased mass of the heart muscle`s left ventricle is caused by the extra workload on the heart with higher blood pressure. Some of these teens already had higher measures of left

ventricular mass because of their elevated blood pressure, which they are likely to maintain into adulthood,” Barnes explained.During meditation, which Barnes likens to a period of deep rest, the activity of the sympathetic nervous system decreases and the body releases fewer-than-normal stress hormones.“As a result, the vasculature relaxes, blood pressure drops and the heart works less,” he said.School records also showed behavioral improvements.“Transcendental meditation results in a rest for the body that is often deeper

than sleep,” Barnes said.“Statistics indicate that one in every 10 black youths have high blood pressure. If practiced over time, the meditation may reduce the risk of these teens developing cardiovascular disease, in addition to other added health benefits,” he added.

Mumtaz was born on July 31, 1947 in Bombay, India. She is a renowned veteran Bollywood actress. Mumtaz originally of Iranian origin was born to Abdul Saleem Askari and Sardar Shadi Habib Agha. She entered Bollywood at the tender age of twelve.She started as an extra in films in the early 1960's. She accepted small roles in big films like Mujhe Jeene Do and big roles in small budgeted stunt films like Boxer, Samson, Tarzan, and King Kong. Sunny's Singh Sahab The Great Set To Go On The Floors

Sunny Deol, who was last seen in "Yamla Pagla Deewana" in 2011, is gearing up for his next film "Singh Sahab the Great". To be helmed by Anil Sharma, it will feature him as a sardar and the shooting is expected to start in October or November. "I am making a film with Sunny Deol. The film is titled 'Singh Sahab the Great' and Sunny plays a sardar in the film. There had been reports that London Ishq was the

title but the makers had denied it.”The source adds, “Yash Chopra had more or less finalised that the film would be called Jai but later he did a rethink. He preferred Yeh Kahan Aa Gaye Hum from his controversial film Silsila which starred Amitabh Bachchan with Rekha and Jaya Bachchan.” However, the spokesperson, of the production house says, nothing is confirmed yet.

Not to be missed, this small story has outstandingly casual but highly effective performances that ring true to a fault. Love can be problematic – especially if you’re not sure what you’re doing. Clear heads are not the order of the day for a wacky group of friends with too much time on their hands. Initial offerings of this group come by way of a funeral. Here we see a group of friends gather to reminisce about a dearly departed. Too much alcohol and honest revelations can create awkward friction as wayward Jack learns the hard way. Likeable Mark Duplass is centre stage at the wake and you can see his downward spiral. To “lift” Jack’s spirits a girl at the “party” Iris decides he needs a little rest and quiet. Stylish Emily Blunt does her best to look after Jack

and sends him on his merry way to a family retreat off in the woods outside Seattle, Washington. Little does Jack know that he’s not alone in this cabin retreat. Hard to imagine but a lady is already there and how Jack notices this gal is a priceless moment. Woman of the hour Hanna can’t believe she has a new roommate. Under the innocence conveyed by Rosemary DeWitt the pair share a unique moment which proves to be hard to live down once the uninvited Iris drops in unexpectedly. Lost moments and hidden agendas are hard to quantify but the situation these three soon to be friends encounter is priceless. Through family histories these three adults have more than a few things in common. How they grapple with their innocent mistake leads to all sorts of second guessing and mind games aplenty in this convincing 90 minute tale of lust, intentions gone awry and an outcome few could conceive of. Mark Duplass comes across as the next Jason Segel: he’s likeable,

average looking and has a great candid way of making you feel welcome. Emily Blunt and Rosemarie DeWitt are delightful as cabin mates not sure what to make of the situation which explodes all around them. What all the fuss is about relates to issues many people face in their everyday lives. Let this smart, winning film be a lesson in

doing the right thing and never taking anyone for granted. Fine adult fun involving grown relationships that must change and adapt to the times over the times makes Your Sister’s Sister a small gem of a movie bolstered by an interesting story and consummate acting that grows on you in all respects.

Fiji Is Not Ready For A Failed First World Media Model

Last month, Fiji was rocked with debate on forms of media model suitable for a developing multiracial country. Fiji has been a country rife with racial issues and divided by race-based political parties and communal political system. As somebody who has done a research of the reason of fall of Chaudhry Government in 2000, I can say with confident that Fiji is not ready for the first world (developed countries) media model, which is what we call conflict journalism. This form of misfit journalism has been one of the causes of unstable conflict-ridden democracies in developing countries. Fiji is one such country, where its downfall can be attributed partly to conflict journalism where media fanned racial animosity and failed to unite a divided nation.In my earlier article, I argued that Fiji model would require journalists to place greater emphasis on promoting multiracialism rather than freedom of expression. In promoting fairness, justice and cross-cultural relations, the journalist would indulge in self-censorship, and use their position to encourage and promote social, political and economic change that leads to a stable and economically-vibrant democracy. I had stated that Singapore, Malaysia and Indonesia, in 1960s and 70s looked at journalists as government partners in nation building, and this is the model which we need to adapt in Fiji. It is not necessary for Fiji to copy unsuitable models from developed nations. We need tried models from developing multiracial countries which practised “controlled” journalism. A Canadian, Dr Marc Edge, who has taken over as head of USP’s Journalism School, questioned the “scholarliness” of my research and suitability of

development journalism for Fiji. Dr Edge vehemently maintains that development journalism has no place in Fiji. I wonder what he knows about this subject. He supports a supposedly free media despite, I suppose, knowing that this has caused havoc in Fiji. He has never experienced the coup and racial hatred of 1987. He has not experienced Sunday bans and roadblocks to enforce this hypocrisy. Neither has he any appreciation of hatred preached from pulpits of Methodist Churches. He has no experience of sitting in the Toorak Road office of the Daily Post in 2000 and listening to the breaking glass and advancing crowd of looters who were burning Suva City, as I did. He has never made that call, which I did, to the military camp for help and was told that they could not intervene until requested by police. He does not know that the then Commissioner of Police (Isikia Savua) was missing in action on that fateful day despite warning Chaudhry Government that a march may end up in trouble. Neither does he know that Police on 19 May 2000 did not have an Operation Order in place. He does not know that the same Commissioner of Police was cleared of any wrongdoing by a former chief justice (Justice Tuivaga) in a kangaroo court held in camera (secret hearing). And when my paper, Fiji’s Daily Post called that decision a fraud on the nation, I was sacked by the Interim Qarase government from Daily Post when I rightfully refused to apologise for the truth I had spoken. That is the Fiji Dr. Marc Edge does not know. He is critical of Singapore model of government but fails to tell that as an Asian tiger, Singapore is like a Europe in Asia, thriving economically, politically stable, with low crime rate, the only Asian country equivalent to OECD Developed World, kept in control by a “managed” media. What has Fiji got to show for its free

media since independence? I have been critical of Fiji’s oldest paper, established in 1869, because it failed to raise atrocities by colonist on Indian indentured labourers. The Fiji Times has always been perceived as a mouthpiece of White men, Chiefs and the ruling class. It has always been, perhaps rightly, regarded as anti Indian. Dr Edge feels that Development Journalism model would not be suitable for Fiji and would prefer to see a free press to shine a light on powerful groups and people in society and thus help guard against corruption. Very well said, Doctor, where was that supposedly free First World media when Fijian Holding saga was played in Fiji Senate in 1993 when the elite Fijian hoodwinked their provinces? Where was the free press when Qarase’s SDL party initiated their Duavata Holdings, the business arm of a government party? Where was the free press when SDL government bought votes masquerading under affirmative action? Where was free press when Qarase failed to renew the work permit of an expatriate deputy Director of Prosecutions (Peter Ridgway) who was close on the scent of associates of Speight and coup plotters? Where was the free press when Qarase appointed a disbarred lawyer (Qoriniasi Bale) as the head of his government’s chief legal advisor? Where was the free press when a deputy minister (Simione Kaitani) was rewarded with full ministerial position within months of confessing sedition on national TV? Dr. Edge should know all these because he is supposed to have read my thesis which has all these accounts of a free media in Fiji. Does he still feel we need that failed media model to root out corruption? Today’s situation in Fiji, to a large extent, is because of that dereliction of duty of the Developed World free media Dr Edge wishes Fiji to adopt.

I now humbly request government agencies, journalism schools, its students and interested stakeholders to call a conference to brainstorm a suitable model for Fiji and adopt the best options available from Third World experiences. You need not be a rocket scientist or a Doctorate to appreciate that the past First World free media models have failed Fiji. The silent Veiuto parliament building for many years, and a slight dent in the smooth parliamentary grounds indicating a rebel’s dug up grave, are resounding proof of that. I did a research to fill information vacuum on possible failings of the leading and influential free Fiji media, the Fiji Times that failed Fiji’s democracy.Go ahead, make my day, and say that our failed model of conflict journalism is no longer suitable for Fiji. We need a home-grown media model that suits us – there is no need to copy Canada, USA, Australia or New Zealand.

Service (SMS) text messages on cell phones and smart phones.Text messages such as "Congratulations, you've won!" and "Enter code 6655 to claim your $1000 gift card" are all red flags that a "SMiShing" scam is in the midst. The most recent SMiShing message instructs people to call a toll-free number or visit a website to redeem the free $1,000 Best Buy, Wal-Mart or Target gift card. Many of these messages come with embedded links that can ultimately spread viruses to the phone if clicked.If you receive SMiShing scams, BBB advises you: Don't fall for it. Know that retailers or others generally don't just give away very valuable gift cards or products for free. If it seems too good to be true, it probably is.

Never leave small children or animals locked in vehicles in very hot weather. Dehydration occurs very quickly. This practice is illegal and offenders may be fined.

The most serious danger on the road is driver fatigue. Look for driver refreshment stations and pull off and rest after driving for several hours. Be careful when driving on country roads at night in cold weather. Cattle and native animals such as kangaroos lie on the road surface which holds the warmth of the sun. Car lights blind and mesmerize the animals and they may just as easily run into your vehicle as run away from it.

2012 Chevrolet Sonic With the 2012 Chevrolet Sonic, General Motors is at last fully in the small-car game. That might sound silly to those who can recall a laundry list of former Chevrolet small cars—Chevette, Vega, Spectrum, Cavalier, Cobalt, Aveo, Metro, Sprint, to mention a few—but most of those vehicles truly felt like halfhearted efforts that took second stage to the automakers trucks and larger cars.That's not the case with the 2012 Chevrolet Sonic, a completely new, global small car that thankfully has nothing to do with the rental-car-mainstay, the Aveo, that it replaces—thus the new model name.At a time when the subcompact class seems to be segmenting into two camps—with the Nissan Versa, Honda Fit, and Hyundai Accent on the larger side, and the Ford Fiesta, Toyota Yaris, and even the Fiat 500 at the lower end of the scale—the Sonic lands mostly in that smaller group, at least by the EPA's definition. Yet in looking at curb weight (about 2,600 pounds), the Sonic ranks as one of the heavier vehicles in this class.Factor in an all-new structure that feels transformational compared to the Aveo's, and vault like next to many other small-car designs, combined with a top-notch safety list (already an IIHS Top Safety pick, five-star federal ratings, and ten standard airbags), and we have no hesitation in calling the Sonic the safest subcompact pick among 2012 models.There are two engines available in the

Nicely weighted steering rounds out the driving package, and while the Sonic is actually surprisingly good fun to drive, the steering is if anything a little too isolated and damped. That speaks for the rest of the package—which is great, from a passenger and comfort perspective. The Sonic is supremely roomy, comfortable, refined, tight, and quiet for a small car, and it's really hard to find any serious flaws with the entire package—and in our opinion, it looks better than most in this class in sedan form, even though we love hatches.The Sonic delights with surprise standard features like alloy wheels on all models, plus remote keyless entry and air conditioning, and comes pretty well-equipped for around $15k. But then, in this arms race of features and value, there are some disappointments. For instance, you'll need to reach to LT or LTZ models to be able to option to the 1.4T engine, and some tech essentials like USB (with full iPod control) and Bluetooth are optional and only offered on the top-of-the-line LTZ model. That said, a loaded 2012 Sonic LTZ should still total below the $20k mark—a seriously good deal in today's market.

What is heartening to see however, is that in the autumnal star's hour of need, his family and friends are busy rallying around him, giving him all the love and attention he requires.A close friend of the actor told us, "He is hardly eating. People around him are pushing him to eat. He has gone extremely weak. Doctors are attending to him every day."The friend revealed that Dimple Kapadia, who had separated from the star in 1984, has been by his side all through his illness. She visits him at Ashirwad, his bungalow on Carter Road, every day, to tend to him. The bungalow was being renovated for years, but since April this year, Khanna has been spending more time at the address from his heydays."Dimple arrives at Kakaji's (as Khanna is fondly called) place around 1.30 pm and does not leave before 10 pm. It is physically daunting for Dimple, but it

How To Cut A Pineapple

Who doesn't love Pineapple, but only if it’s served to you in a plate! When it comes to cutting one yourself, the inclination goes down a bit:) It’s always been a challenge for me to cut a pineapple correctly, and I'm sure many of you share these inhibitions! But though it looks extremely hard to do with a few neat tricks, the right method, and a bit of concentration, you might just nail the menacing task of slicing a pineapple! Whether you want perfect round rings, cubes, or just some chunks to add to your salad, the trick lies in removing the skin and brown-spots, without losing much of the meat. So here are a few tips that'll help you cut a pineapple, hopefully, the right way!1. Place the pineapple on its side on a flat cutting board.2. Using a large Butcher's knife, cut the leafy crown (top) and the base (bottom) off of the pineapple. 3. Stand the pineapple up on one end. Using a serrated knife, slice the skin off on each side, from top to bottom. When doing this, it's important to leave

the greatest amount of flesh possible on the pineapple, so try not to slice off too much fruit along with the skin. It’s best to do it in parts, removing a 2 inch strip each time and circle around the whole fruit.4. Once you are done removing skin from all sides, take an apple-corer, or potato-peeler, and remove the eye spots. With the top of the peeler, gouge out each brown-spot carefully. You should be able to twist out the knobs without too much resistance. 5. For pineapple circles, simply slice the pineapple into circles of required width. Core each circle slice after cutting to remove the hard white core at the center.6. For pineapple cubes, simply cut the pineapple into 4 pieces vertically, then cut into quarters for cubes or wedges. For each quarter, cut off the core that will be on its edge. There, it’s not as difficult as it looks. Just use caution while doing it, and you'll find it's actually fun to cut a pineapple.

Grilling - Tips*Always preheat the gas grill for a good 10 minutes or with charcoal allow 20 to 30 minutes for it to turn to a light gray ash. *Keep the grill vents open. This lets oxygen in which fuels the flame. *Keep your grill clean. Scrub grill grates with a wire brush or spatula before and after cooking. Oil the grill grates so food doesn't stick. *Season the food with dry rubs before cooking. *Use long-handled tongs or a spatula to turn food. Do not pierce the food

while cooking. Piercing with a fork lets all the juices out. *Control flare-ups by moving food away from flames on grill. Close the grill cover to help cut off oxygen supply. *Keep grill cover closed for even cooking. Resist the urge to peek. *Turn items only once (halfway through cooking time) and test with an instant-read thermometer. *Baste during the last half of the cooking time. Brush sugary sauces on food near the end of cooking to prevent burning.

Steven Seagal Continues Being an Idiot, Says Jon Jones I loved Steven Seagal when I was a kid. I think we all did, at least if you grew up during the days when he was one of the baddest action movie stars in the planet. Let's be honest: Above the Law and Under Siege were awesome. But the Steven Seagal of 2012 is not awesome. He's kind of a buffoon, actually.We've all heard the stories of Seagal allegedly showing Anderson Silva and Lyoto Machida new moves to try out in the Octagon. Silva and Machida play along, but it's almost like they're treating Seagal as their kindly, senile grandfather. They're humoring him.But Seagal's "success" as a mixed martial arts "coach" has apparently given him free reign to discuss other fighters in the sport. He appeared on The MMA Hour Monday and decided it was a good idea to give his thoughts

on Jon Jones:I respect every fighter that goes out to the Octagon. I don't think (Jones') punches or kicks landed well (vs. Lyoto Machida). Do I think he punches or kicks well? No, not at all, and that's just my opinion. He's a very big guy, he's like a heavyweight. He's 6'4", very athletic and very strong. Is he a better fighter than Lyoto? No. Not even close. But that doesn't mean he can't win.Jones isn't even close to being a better fighter than Machida? Come on. That's one of the dumber things I've ever heard anyone say about a fighter. The evidence—which Seagal is willfully ignoring—was on full display when Jones wrecked Machida last December.Jon Jones is a better fighter than Lyoto Machida, and to say otherwise is asinine. Vancouver Canucks Okay With Top Pick Nicklas Jensen's Sweden PlanThe Vancouver Canucks are in full support of 2011 first-round pick Nicklas Jensen playing next season in Sweden if he is unable to make the NHL club.Jensen, 19, is too young to be assigned to the Canucks' American Hockey League farm team in Chicago so his options, if not in the NHL, are either back in junior with the Oshawa Generals or in Europe.
