2014 Election Boost

Another signicant step forward to the2014 parliamentary elections has taken

place in Suva.Attorney-General and MinisterResponsible for Elections Aiyaz Sayed-Khaiyum convened and chaired theinaugural meeting of an internationalcommittee to discuss assisting theFijian Elections Ofce.Mr Sayed-Khaiyum said in a statementissued afterwards: The BainimaramaGovernments top priority is makingsure that elections are conducted ina smooth, transparent and apoliticalmanner, using best international

practices, unlike elections in the past.Partnership with the international

community will help us achieve this.The Co-ordinating Committee will

be responsible for organising andco-ordinating member countriesassistance for the elections.The meeting included:- High Commissioners, ambassadorsand representatives from United Statesof America, Australia, New Zealand,Indonesia, Korea, Japan, India, Franceand Britain;- as well as representatives from theEuropean Union, the United NationsDevelopment Programme (UNDP),and the Commonwealth Secretariat.It is understood it was held in a positiveatmosphere. It is also understood that

other countries and organisations join.Mr Sayed-Khaiyum said: Committee has been organiseidentify what resources each counwilling and able to contribute.Committee members are expectreport back on what specic assistheir governments or organiswill be willing to provide to the Elections Ofce.The committee will have its smeeting early next month.The co-ordinating committee mecame as the Elections Ofce w

Constitution To IncludeEconomic Participation

Fijis new constitution will include theright to economic participation, saysPrime Minister Commodore VoreqeBainimarama.While opening the Lomaivuna High

School telecentre, he said the inclusionof the right in the new constitution meansthat Government must do everything inits power to help people achieve a decentliving for themselves and their familiesregardless of their occupation.These rights cannot be tampered withor weakened in any way because Fijiansknow that different governmentshave delivered very different results,especially for ordinary people,

Indian-Origin Men In NewZealand Found Guilty Of Fraud

Two Indian-origin men have beenfound guilty of defrauding a former

city council in New Zealand of nearlyNZ$850,000 (US$676,855).The Auckland District CouncilThursday found Hemant KumarMaharaj and Suresh Din guilty ofdefrauding the former North Shore CityCouncil to the tune of NZ$849,000through their corrupt scheme,according to a statement issued by theSerious Frauds Ofce (SFO).The two were found guilty of four

joint counts of using a document withintent to defraud and seven counts ofdishonestly using a document, over a

period of approximately 10 years, usingtheir roles as employer and contractor.The SFO had laid the charges againstMaharaj and Din in September 2010.Simon McArley, acting chief of SFO,said that while New Zealand's publicsector has a clean record in terms ofcorruption, still vigilance and robustinternal processes are needed tomaintain that reputation."Addressing abuse of public funds bycorrupt public employees is one ofSFO's highest priorities," he said in astatement."The impact of the schemes can best

be addressed by the earliest possibleintervention. It may take courage butwe strongly encourage people to bringmatters to our attention as soon as theysuspect unethical practices."

When Maharaj was working for theNorth Shore City Council in 1999,

he and Din formed an agreement toinvoice the council for road and bermmaintenance work.Though the work mentioned was nevercompleted, the pair used 151 invoicesin their scheme, with Din submittingthe invoices under the name of S DinFamily Trust and Maharaj then signingoff the work as being completed andforwarding the invoice for payment.

North Shore City, a former territorialauthority in the Auckland region ofthis south Pacic island nation, wasgoverned by the North Shore CityCouncil from 1989 to 2010.In November 2010, the city was mergedwith the rest of the Auckland region.The North Shore City Council was thenabolished and the place came under the

purview of the Auckland City Council.According to the SFO statement,Maharaj has also been found guiltyof two counts of attempting to pervertthe course of justice in relation to thealteration and provision of a diary andthe creation of a receipt book.Din has been found guilty of one countof using a document with intent todefraud and six counts of dishonestlyusing a document in relation to theuse of income tax returns that claimedexpenditure he had not incurred, itadded.The two are set to be sentenced July 25.

They have been givenanother week, until the end of nextweek to commence construction.They have also requested that theychange the site where the casino will

be built. So, we have given them thatapproval as well.

The new site is believed to be close toDenarau Island.Mr Sayed-Khaiyum said the delaysfaced by the developers were partlydue to unfavourable image of Fiji being

portrayed overseas by some people.They have had some challenges inrespect to some of the informationthat has been given out from variousinstitutions from Fiji.This wrong information, Mr Sayed-Khaiyum said obstructed the companyin raising funds.He said wrong information about Fijiwas being given by some lawyers andnancial institutions.But not withstanding that fact that we

are quite keen to ensure that the projectdoes commence but we also have our

limitations in terms of time constraints.We have given them the extension and

if they dont agree to it, we will obvhave to rethink the way forward, in

of whether we call for new tendeexpressions of interest.

Woman Accused Of Fiji HolidayHome Fraud On Trial

Family celebrations, including ahealing wedding and a 50th birthday

party, were ruined when Anita Cranstontook thousands of dollars in depositsfor a luxury Fiji holiday home at thecentre of legal action, a court has been

told.Cranston denies 24 charges of usingdocuments to get deposits totallingover $60,000 for the $2.5 millionholiday home in Denarau.The Crown says Cranston and her

partner spent the money receivedfrom 19 people to maintain a lifestylethat included a rented apartment inAuckland's Sentinel building.Leonie Wallace told Cranston'sdefended hearing in the AucklandDistrict Court that her family waslooking forward to celebrating her

brother's wedding in Fiji a year afterher mother was murdered.She said she emailed Cranston anumber of times in January 2011 before

phoning her to conrm the bookingand paying a $2625 deposit.

"The tone was very friendly and Iguess that's what made it possible toopen up," she told the court.But after media reports of a policeinvestigation into Cranston and her nowdeceased partner Craig Mudgeway, MsWallace said she tried to get her money

back.She said Cranston emailed her to saythey were trying to get money out ofa nance company but the deadlinecame and went and Ms Wallace neversaw a cent.Her family had to nd alternativeaccommodation at a hotel which endedup costing them an extra $5000.Dunedin accountant Paul Moodie

booked Cranston's holiday home at thesame time as Ms Wallace.He hoped to celebrate his 50th birthday

with friends and family and paid $6375in two deposits.Mr Moodie said he found the house onholidayhomes.co.nz and said it looked"luxurious".

"The photos were gorgeous. There wereplenty of rooms for my adult childrento have a room to themselves."He said the ights were booked anda rental car organised when he sawmedia reports alleging Cranston was

involved in a scam.Despite asking for a refund, Mr Moodiesaid he never saw his money again.Under cross-examination fromCranston's lawyer Alice Kemp, MrMoodie conrmed that he did notknow what steps were taken to recoverhis deposit.In her opening address, Ms Kemp saidthat while her client could be open tocivil action, she had not committed acriminal offence."In brief, there was no dishonestyhere."But Crown prosecutor Rachael Reedsaid Cranston knew the property had

been the subject of legal action in theHigh Court in Nadi and had double-

booked some customers.Ms Reed said Mudgeway bought the

property in 2008 but two years later hewas defaulting on the loan paymentsand legal action in the High Courtin Fiji saw him lose the property thefollowing year.At the same time Mudgeway had

promised to sell the property to partlycover a $40 million debt with WestpacBank. He ended up being bankrupt.Ms Reed said that despite the legalaction, Cranston continued takingdeposits for the home."The Crown says this is a case abouta women's xation with her ownlifestyle that led her to take advantageof others."She said the couple were living off thedeposits and spending the money onrent for their $850 per week apartmentin the Sentinel at Takapuna. Ms Reed

said a further $20,000 was spent onhotels and motels around the countryand $30,000 on food and alcoholThe hearing, before Judge DavidHarvey, is set down for two weeks.

RBF Keen To Solve CoinDiscoloration Issue

The Reserve Bank of Fiji is currentlyliaising with suppliers to solve the issue ofcoin discoloration after noting concernsfrom the public on the tarnishing of thenewly issued $1 and $2 coins as well asthe confusion on the coin sizes.RBF Governor Barry Whiteside saidthe discoloration of the $1 and $2

coins were rst identied early thisyear, soon after these coins were issuedinto circulation from January 2, 2013,and the suppliers were immediatelynotied of the issue."The discoloration issue, unfortunately,has contributed to confusion amongstmembers of the public in differentiating

between the two coins as the designscan be difcult to see in poor lightconditions," he said."The RBF is currently liaising withthe suppliers in arriving at an amicablesolution to address the discolorationand sizing issue."Governor Whiteside said that this issueis only with the $1 and $2 coins and

that no issues have been experiencedwith 5, 10, 20 and 50 cent coindenominations.He said as soon as an agreement has

been reached with the suppliers, theRBF will further advise the public ofany remedial action to be taken and hasurged people to take extra precautions

when handling cash for makingpayments.He added that all the new Flora andFauna coins, including the $1 and $2coins have a unique feature whichwas specically included to assist thevisually challenged."The edges of each coin are different.For the $1 or Saqamoli, the edge ismilled with many uninterruptedgrooves.This is easily identied by runningyour ngernail along the edge of thecoin. In direct contrast, the $2 coin hasa completely smooth edge, so you feelnothing but smoothness when runningyour ngernail across it."

Fight Against Child Labour ContinueThe Fijian Governments efforts toeradicate child labour have seen thesuccessful withdrawal of 24 childrenfrom the clutches of child labour in therst ve months of this year.This was revealed at the World Day

Against Child Labour celebrations atthe Civic Centre in Suva.The Ministry Labour, IndustrialRelations and Employment has referredall these children to school with theassistance from the Ministry of SocialWelfare and Ministry of Education.Speaking at the celebrations, ministryacting permanent secretary Samuela

Namosimalua said the attention to thephenomenon of children working hasprobably never been greater than it istoday.Children employed during schoolhours either in domestic work or anyother duty deprive them of educationand it infringes on their basic rights,Mr Namosimalua said.Many people agree that some typeof work done by children do not harm

their lives and are considered as partof the moral development of the child.However, there are certain situationswhich our children should never beemployed in where these types ofsituation destroy the future and thedevelopment of our children.Mr Namosimalua said the celebrationsignies serious concerns andcommitments to ensure that allstakeholders join hands in the ghtagainst child labour.The theme for this years celebrationsis No to Child Labour in DomesticWork which throws light on themany children employed in domesticwork who are deprived of the basicfundamental rights of education.In any situation at home where a childis deprived of education due to a family

commitment, such as crop harvesting,looking after younger siblings, selling

produce, attending to traditional andreligious commitments to name a few,is child labour. These are examplesof child labour in domestic workand is real in Fiji. These domesticactivities deprive a child from attainingeducation, Mr Namosimalua stressed.The preliminary ndings of childlabour school based survey conductedin 2012 in collaboration with the

Ministry of Education that involved 79schools, both primary and secondaryin the four Divisions, conrmed theexistence of child labour.The nal report of that survey will bereleased soon.

School students at the World DayAgainst Child Labour celebrations inSuvaMr Namosimalua said Governmentscommitment to eradicating child labouris enunciated in the provisions of TheEmployment Relations Promulgation(ERP) which came into effect on April2nd, 2008.The ERP denes the issues of theworst forms of child labour, minimumage of employment, the rights of a child,condition on restriction of employmentof children, hours and type of workthat the child can perform if the child isabove the age of 15 years which is theminimum employment age in Fiji, Mr

Namosimalua said.It also sets out the conditions underwhich a child can be employed; taking

into consideration that the employmentshould not in any way affect the childs

educational participation.Fiji has also recently gazetted of hazardous occupation prohibichildren below 18 years of age.This legal notice came into on May 28th, 2013. This haza

elections are conducted in a smooth,transparent and political manner, usingbest international practices, unlikeelections in the past. Partnership withthe international community will help

us achieve this, Sayed-Khaiyum said.Members are expected to report tothe Minister for Elections on whatspecic assistance their governmentsor organizations will be willing to

provide to the Fijian Elections Ofcein preparation for the 2014 elections.Those present during the meetingincluded High Commissioners,Ambassadors and representatives fromUnited States of America, Australia,

New Zealand, Indonesia, Korea,Japan, India, France and Britain,as well as representatives from the

Program Underway ToEradicate American Iguana

The Biosecurity Authority of Fiji(BAF) together with Nature Fiji- Mareqeti Viti has put in place a

bounty programme to eradicate theAmerican Iguana, considered a pest bylocal authorities and a threat to localvegetation.The bounty programme will rewardlocals for capturing this iguana speciesat a rate of $10 for adult iguana, $5for juvenile iguana and 50 cents forrecovering eggs. The program will endin December this year.BAF chief executive ofcer WaisikiGonemaituba said the bounty programis part of an eradication program thatincludes various stakeholders.Since 2009- 2011 we have receivedreports from people in Qamea, Matagiand Taveuni that the iguana has been

cited in these areas however we needto contain the numbers before theyspread, Mr Gonemaituba said.A six-member team is currently on theisland of Qamea conducting surveys

because between April to Septemberis mating period for this species and afemale iguana can lay 50-80 eggs at atime.In 2010, the American Iguana

eradication campaign taskforce wasset-up to eradicate this species anda number of community outreach

programmes have been carried sinceto highlight to villagers, the harm it

brings to the endemic iguanas and thetourism sector.A survey conducted in 2011 estimated2000 American iguanas and 400

breeding adults in Qamea, Matagi,Laucala Island and Taveuni and thisnumber can increase exponentially,Mr Gonemaituba said.Meanwhile, Director for NatureFiji Mareqeti Viti, Nunia Thomas,highlighted that this pest is a threat toFijis crested iguanas.We are conducting training withlocal people to be able to distinguishthe features of the crested iguana and

American iguana, Ms Thomas said.American iguanas are mostlyarboreal, well camouaged and haveexcellent eyesight, and the ability toavoid detection high in the canopy,Ms Thomas said.Ms Thomas said part of the programwill include training wildlife detectordogs and their handlers to sniff outAmerican iguanas and their nests.

Fake University PapersFiji Customs ofcials have conscated41 fake certicates alleged to have beenissued by a locally-based university.The fake certicates were in a packagethat was part of overseas consignmentsto be cleared by Fiji Revenue and

Customs Authority ofcials marked forlocal destinations.Authority CEO Jitoko Tikolevu saidthe package was detained after ofcials

became suspicious of the authenticityof the certicates.He said the university concernedveried that the certicates werecounterfeit.He said investigations by Customsofcers at the Customs Baggage Hallrevealed that the certicates were

printed in a foreign country and werebeing sent to a local address.A statement issued, signed by MrTikolevu, said the package was

addressed to no particular person, andan overseas phone number was listedas a contact.It stated that the certicates were forEnglish language courses.The statement added that according

to the courier company, which was todeliver the package, all charges had

been prepaid."We will be referring the matter to

police for further investigation," MrTikolevu said."However, this is a reminder tomembers of the public that we will bevigilant in our work."FRCA's role is to protect our borderand we will ensure the security of all

Horse Patrol For Cane Farms

A special horse patrol unit of the FijiPolice Force will soon be patrolling

sugar cane farms in the WesternDivision.Permanent Secretary for SugarLieutenant-Colonel Manasa Vaniqisaid they had received a proposal fromthe Police force highlighting waysin which additional security could be

provided.He said that the DivisionalPolice Commander West SeniorSuperintendent of Police Jope Raluluhad proposed the use of horses to theMinistry.Under the proposal, Lieutenant-Colonel Vaniqi said the Ministry would

provide horses and the Police forcewould provide the manpower for the

Ingredients125 gms digestive biscuits50 gms unsalted butter, melted3 eggs80 gms castor sugar (caster sugar)

250 gms cream cheese1/2 cup mango pulp1/2 cup mango (1/2 centimeter cubes)2 tbsp mango jelly crystalsMethod- Preheat the oven to 180C. Putcrushed biscuits in a bowl. Add melted
