Authority, Structure & Membership
The FIH Appointments Committee derives its authority from the FIH Executive Board
and adheres to the Committee and Advisory Panel protocols established by the
Executive Board.
No member of the Committee shall be eligible for appointment at any Tournament to
which FIH or their CF appoints or approves Technical Officials.
Appointments once made are final and not subject to the ratification or approval by
anyone else including, but not limited to, the President, Executive Board and/or any
other FIH Committee.

Nomination Proposals
Nominations are received from the Competitions & Umpiring Committees, Medical
Advisory Panel and Communications Manager.
These may be in accordance with: -
• Requests from the Appointments Committee, in order to provide
minimum notice periods to Officials for appointments to FIH World level
events
• Requests from multi-sports events Organisers, such as for the Olympic
Games, Commonwealth Games, YOGs
• Notification of requests for appointments of Neutral Officials from CFs
• Notifications of FIH Invitational Tournaments
• Requests following non-availability or drop outs of nominated and/or
approved Officials

Nomination Proposals
The Appointments Committee has the authority from the Executive Board to make
appointments, after considering (and accepting or rejecting at their discretion) any
recommendations from any other relevant Committees or Advisory Panels/Experts.
They may also adjust, amend and/or recommend changes to nomination proposals
presented for their approval, the intention being to provide assistance to Committees
and Advisory Panels with their appointment recommendation processes.

Committee Nominations
In receiving nominations from, in particular, the Competitions and Umpiring
Committees, they may have identified groups of their respective Officials with a view
to either the next World Cup and/or Olympic Games. In this case, the identified
groups of Officials and the rationale for their selection are required to be shared with
the Appointments Committee.
Nomination proposals for TDs, TOs and Judges at Tournaments are currently
considered by a small group of Competitions Committee members, including the
Chair and Secretary, and forwarded to the Appointments Committee for their further
consideration.
The same process is followed within the Umpiring Committee, except that Umpire
nominations are considered by the full Committee and UM nominations by those
Committee members who are not Umpire Managers, before being forwarded.

Evaluation of Nominations
Nominations are evaluated by the Appointments Committee focusing on the
following:-
• Quality
• Global Spread
• Development
• Cost Implications for Host
• Neutrality
• Education
• Set Committee criteria and career path considerations
Different weightings may be given to some of the above, depending upon the
Tournament in question. An Olympic Games would be viewed very differently to a
Youth Olympic Games for instance.

Panel Considerations
There are NO quotas for Continents!
For all Tournaments, especially World Cups (Outdoor & Indoor), World Leagues R3
& R4, Champions Trophies, Champions Challenge ls & Olympic Games, the Panels
must be able to work together and complement each other. Due consideration is
therefore given to the ‘team’ aspect of the Tournament panels.

Technical Official Selection Criteria
Olympic Games & World Cup
1. All Officials of the highest standard
2. No political considerations other than as necessary to ensure sufficient
neutrality
3. No cost considerations
Indoor World Cup
1. Provision of a strong, experienced TD with experience of international Indoor
tournaments
2. No political considerations other than as necessary to ensure sufficient
neutrality
3. Global spread
4. Continued opportunity for existing officials to develop
5. Cost to Host

Champions Trophy/Challenge I
1. Cost to Host
2. Quality to guarantee the maintenance of high standards of regulatory compliance
to ensure standardised event presentation
3. Continued opportunity for existing Officials to develop
4. Development of new Officials particularly in host country
World League R3 - Olympic and World Cup Qualification
1. Maintenance of high standards of regulatory compliance to ensure standardised
event presentation for the upcoming Olympics or World Cup.
2. Appoint an experienced TD whenever possible
3. Continued opportunity for existing officials to develop
4. Global spread
5. Cost to Host

appointments made by the CF

Olympic Games & World Cup
1. Umpires & Umpire Managers of the highest standard
2. No political considerations other than as necessary to ensure sufficient
neutrality

Guideline: Umpires to be drawn from the WP & WDP, and if necessary, Grade 1s close to WDP. UMs to be
drawn from the WP, AUMs from GR.1 and high potential FIH Umpire Managers (as part of more experienced
team)
Champions Trophy & World League Round 4
1. Continued opportunity for existing Umpires and Umpire Managers to develop
and be provided with high level competition prior to Olympic Games and World
Cups.
2. Where possible, minimise cost to host organiser.
Guideline: Umpires to be drawn from the WP, WDP & Grade 1, and, for development purposes, PULs. UMs to be
drawn from the WP, AUMs from GR.1 and high potential FIH Umpire Managers (as part of more experienced
team)

Champions Challenge I
1. Continued opportunity for existing Umpires and Umpire Managers to develop
2. Where possible, minimise cost to host organiser
Guideline: Balanced Umpires Panel with some WP/WDP experience and Grade 1/PUL development. UMs to be
drawn from WP/GR.1, AUMs FIH Umpire Managers
Champions Challenge II
1. Minimise costs to host organiser (no frills / low cost event)
2. Only FIH appointment of Umpire Manager & Neutral Umpires
3. Opportunity to participating teams to nominate Umpires for FIH approval (cost
of travel at account of NA and accommodation/per diem at cost of OC)
Guideline: Neutral Umpires as appropriate from WP/WDP/Grade 1. Umpires from participating nations from top
National level upwards. UMs to be drawn from WP/GR.1/FIH Umpire Managers

Guideline: Neutral Umpires normally Grade 1/PUL with possible ‘promising’ International additions, but
dependent on whether Senior or Junior Tournament and strength of participating teams**. Umpire Managers to
be drawn from WP/GR.1/FIH Umpire Managers

Indoor World Cup
1. Opportunity for existing Indoor Umpires & Umpire Managers, whilst ensuring
an appropriate balance of experience and development
2. As wide a global representation as the spread of Indoor Hockey allows
Guideline: Umpires to be generally drawn from Grade 1, but with some PUL/’promising’ International and
National additions. Umpire Managers to be drawn from Indoor GR.1, AUMs Indoor FIH Umpire Managers

The Aim for all Tournament Panels
A well balanced team of ‘professionals’ with the appropriate balance of:-
• Experience
• Development
• Continental or Worldwide Spread, depending upon the Tournament in
question
On occasions, even for World Events, we are asked to pay particular attention to
costs, which may also affect the overall balance of panels.

All Tournament Reports are filed in the Appointments Committee Workroom on the
FIH website, including:-

• UM Reports
• Officials Performance Feedback forms
• UM & Umpire Performance Feedback forms & Marks sheets
In addition, the following are provided and updated on a monthly basis: -
• Consolidated Records for Officials, UMs and Umpires, including Marks for
UMs and Umpires
• All Officials, UM and Umpire Lists
• Overviews of Officials, UM and Umpires Appointments
All of this information is used in considering appointments proposals to
Tournaments.
