Objectives Of The Agency
Prevention of new crimes;

National Probation Agency implements its objectives:
On the basis of the assessment of risk and needs of
convicts;
By individual planning of execution of sentence;
By the necessary supervision and control over convicts;
By the support and assistance in re-socialization and
rehabilitation.

Special Approach To Juvenile Offenders
• Specialists (social worker, psychologist, officer) who work with juveniles are specialized in juvenile justice
• All juveniles who have suspended sentence are involved in rehabilitation program

New Juvenile Justice Code
New code entered into force from January 2016 and the main aims of the code are:
Protection of juvenile’s interests;
Juveniles re-socialization and rehabilitation who are in conflict with the law;
Protection of the rights of juvenile witness and juvenile victim;
Prevention of a new crime and protection of law.

Social Worker’s Role in Juvenile Justice
Social worker of rehabilitation programs division of National Probation Agency has to prepare the assessment on:
Juvenile offenders;
Juveniles in diversion program;
Juvenile, who has hearing on merits in the court at the sentencing stage;
juvenile offenders’ plea agreement;
Juvenile’s social environment and family, whose cases are being considered for early release from the sentence by the Standing committee

Home Arrest And Electronic Monitoring Center
• New non-custodial sanction - home-arrest is launched according Juvenile Justice Code
• Home arrest is executed by probation officers
• Home arrest is executed by electronic monitoring system
• Electronic Monitoring Center is located in Tbilisi
• New sanction supports juveniles in re-socialization process

Pre-Sentance ReportAim: Create a complete representation of a child in conflict with the law, for a judge to make objective decision and impose adequate form of a sentence.
Individual pre-sentence report includes the following issues:
Information of respective application and assessment;
General demographic information about juvenile;
Information about illegal acts of a juvenile;
Juvenile’s family and living conditions;
School, education and job;
Social relations, free time activities and interests;
Conclusion.

Working Groups For Juveniles
Aims:
o Rehabilitation programs development for juveniles who are in conflict with law to reduce reoffending factors:
o Development of practice in juvenile justice system;
o Control of rehabilitation service quality and development of education
