“The station is completely finished. There is nocommand and control at the station, thus resultingin no service delivery.”

Last Thursday, KwaDukuza DeputyMayor DollyGovender was a victim of crime when she had hergold chain ripped off her neck. “When I went to thestationtoreporttheincident, Iwastreatedasacrim-inal. The servicedelivery ispoorat the station,” saidthe deputy mayor.

KwaDukuza resident, R Rampursad ex-perienced first hand the bad service delivery bypoliceofficersandSithole’spersonalassistanton26Februarywhen shewas assaulted andhadher goldchainpulled fromherneckat theMadressaArcade.

“The suspect was arrested by shoppers andhanded to K9 Security officers who handed him tothe KwaDukuza SAPS. When my sister and I wentto the station I asked the suspect for my chain. Hetold theofficers that if they tookhim to the taxi rank,hewould get the chain and return it tome. The offi-cers dragged their feet and after about two hours,the officers took the suspect to the rank.”CONTINUED ON PAGE 4

commander Brigadier Derek Captain-Hastibeer tolaunch a full-scale investigation into allegations ofpoormanagement by the KwaDukuza SAPS StationCommander Brigadier Bongiwe Sithole for allegedpoor service delivery, corruption, extortion andnepotism at KwaDukuza SAPS.

Captain-Hastibeer is also tasked with ensuringthat appropriate action be taken should he find anyevidence of misconduct or poor performance.

Stanger Weekly has been inundated with callsfrom the community, victims of crime and seasonedpoliceofficers,regarding Sithole,poorservicedeliv-ery, corruption and extortion.

KZN Community Against Crime chairpersonIsaac Gumede, a well known crime fighter in theNtshawini area, has been calling for the removal ofthe station commander for over a year.

“Everyone in KwaDukuza is aware of the poorservice delivery, corruption, extortion and drinkingon duty at the station. I have been working closelywith theSAPS for thepast 16years and since theap-pointment of Sithole as station commander, thestation has collapsed.

“We have had numerous experiences with theSAPS. After we arrest criminals, we have to waitmore than 10 minutes for someone to answer thephoneandanother twohours for abakkie topickupthe criminal.

“We are now tired of poor service delivery. Wewant Sithole removed and replaced with someonecompetent, not someone who has connections onthe top,” said Gumede.

KwaDukuza mayor RicardoMthembu announced this at a part-ner’s breakfast at the Boathouse lastFriday.

He said negotiations with eThek-wini stakeholders are still going on,but theeventwill remain inBallito forthe foreseeable future.

EThekwini wants the festival totake place in the city once again andstarted their fight last year.

The event was hosted at Durban’sNorth beach prior to 2009.

The change of venue came after a‘fall-out’betweenformerchiefexecu-tive of Durban Africa, LindiweMahl-anguand the thenMrPrice chairmanAlastair McArthur. Health concernsover water quality was also an issue.

The success of the event in Ballitoseems to have sparked Durban’s in-terest to take it back - by 2015.

KwaDukuza Municipality spokes-man Sifiso Zulu said they were plan-ning for the future.

“We are discussing the prospectsof the Mr Price Pro being staged inKwaDukuza fora further threeyears.This is not yet concluded. It is advis-

able togive theparties involvedspaceand time to decide,” he said. “Whenall isconcluded,wewillannouncethe

She said there will also be guidedbeach and nature walks to educatethe public about the North Coast’sspecial spots.

Last year saw the kick-off of thepopular ‘CoastalLivingBru’ foodandwine show, which will be on again infull force this year, says Bundy.

There will be ‘Master Chef’ typeevents for children and adults. Thetwoeveningsof freeconcertswill alsobe on again at Salt Rock beach.

Bundy added that the festivalraked in about R28 million in 2013,and that there are high expectationsto grow the tourism aspect this year.

A GROUP of about 100 construction workersprotesting near Glendale have reportedlyturned violent.

The workers started protesting on the dirtroad between Shakaskraal and Glendale earlyon Monday morning.

They are believed to be protesting againstunfair employment practices at a road con-struction site and have refused to communi-cate with the ward councillor.

The public order police (POP) unit attend-ed the scene and have advised the public toavoid the area.

Rampersud said she knew itwouldbe too lateand that the chainwould be sold to a pawn shop,who would cut and melt it.

“IwentbacktothestationtoseeSithole.WhenIwenttoheroffice,Iwastoldbyherrudepersonalassistant that if I did not have an appointmentwith the station commander, I would not be ableto see her,” said Rampersud who then ap-proached Weekly for assistance.

TheWeeklycontactedaseniorpolicemanandinformedhimofwhathadtranspired.Theofficertold theWeekly tocontact theKwaDukuzamedialiaison Sibusiso Khumalo and ask him to set upan appointment for Rampersud with the stationcommander.

TheWeeklycontactedKhumaloandinformedhim of the incident. Rampersud’s contact detailswere given to Khumalo on 27 February, one dayafter the incident.

Todate, almostamonth later,Rampersudhasnot received a call from Sithole or Khumalo.

According to a well-placed source at the sta-tion, crime statistics show that between 25 and30 cases are reported daily.

The source also said that the station com-mander and her second and third in charge, heradministrationstaff andofficersat thechargeof-fice, who are all fromDurban, are on their “ownbuzz”.

“We have been cursed by Sithole’s appoint-ment at KwaDukuza. All the hard working anddedicated officers at KwaDukuza have been de-moralised. Sithole lacks interpersonal skills, shedoesnothaveasoundknowledgeofmanagementand has surrounded herself with a group of in-competentstaffwhocomplimentheractionsanddecision-making.

“Her disregard and disrespect for protocolandpolicies isprotectedbyherarrogantanduni-lateral decision-making influencedby the ilk shesurrounds herself with,” said the source.

Another senior officer, with more than 20years in the force, said Sithole must do the rightthing and step down before the national office“catches up with her”.

“The office of the provincial commissioner isaware of the “rot” at KwaDukuza SAPS. Sitholehas friendsatprovincial levelwhoareprotectingher,however,itwon’tbefortoolong.Thenationaloffice is beingmade aware of what is going on atKwaDukuza,” said the officer.

The officer went on to say the national officeneeds to implement remedial steps to restoreboth police andpublic confidence in theKwaDu-kuzaSAPSwhichshebelieveshasreachedastage“beyond repair”.

Another senior officer said Sithole’s heart isnot inKwaDukuza.Onnumerousoccasionsatof-ficers meetings, Sithole allegedly said she justcannot wait to get out of KwaDukuza.

“Fightingcrime inKwaDukuza is supposed tobe our first priority. The recently appointed Visi-blePolicingTaskTeam(Vispol) head,whocomesfromaninspectoratebackground,andhisdeputywere granted leave at the same time..

“How can Sithole grant both officers leave at

thesametimewhensheisawareof thecrimesta-tistics which is spiralling out of control. Thisclearly shows how incompetent Sithole is andhow the station is being managed.”

A senior officer at the KwaDukuza detectivebranch said their once top-ranked branch is nomoredue to infighting, corruptionandextortion.

Asecondseasoneddetectivesaidwhencrimi-nals are arrested and taken to court, evidencewould go missing or it was very weak, resultingin the case being thrown out of court becausemoney would be exchanged.

“KwaDukuza is such a small place, peopletalk. When a policeman is given money in ex-change for a case to be thrown out of court, onemust remember that thepersonwhohanded thecash to the officer tells a family member or afriend. Those people then tell their family andfriendsanditgoesonbeforemostofthemembersof the communityareawareofwhat transpired,”said the detective.

Another well-placed source said the KwaDu-kuza SAPS has hit rock bottom.

“The only way up is for Sithole to be removedandsomeoneelse tobeappointedwho is compe-tent,dedicatedandcommittedtotheirjob.Itmusthappen immediately.”

The MEC for Safety and Security Willies Mc-hunuwasalsomadeawareof Sithole’s incompe-tency by the community of Ntshawini last yearwhen the MEC attended a taxi meeting with thecommunity.

The office of the provincial commissionerLieutenant-General Mmamonnye Ngobeni wascontacted for a comment.

SAPSKZNSpokesperson Colonel JayNaickerresponded in a statement: “The provincial com-missionerhasdirectedallconcernsbeforwardedto the Cluster Commander Brigadier Derek Cap-tain-Hastibeerwhowill launch an investigation,andwill ensure that appropriate action be takenshould he find any evidence of misconduct orpoor performance.”

Captain-Hastibeer confirmed that he will beundertaking the investigation.

A PARAMEDIC was injured and a driver luckily escaped serious harm when aRival Med ambulance lost control on the R74 just outside KwaDukuza earlyon Monday.

The vehicle rolled down a steep embankment of about 45m. Rapid Care's PaulHerbst said that with the help of IPSS Rescue, Netcare, the KwaDukuza fire depart-ment and Emergency Rescue Services the driver was brought to safety.

“We used rope rescue equipment to hall the injured medic out. The driver waslucky to escape with minor injuries,” said Herbst.

TWO notorious suspects were arrestedbyofficersofN-ForceSecurity lastweekfor stealing R50 000 worth of electrical

equipment from the back of a bakkie whichwas parked opposite Nedbank.

Local businessman Feroz Khan said hewent into thebankandwhenhe cameout, thecar guard told him he saw two men open theback of the bakkie and remove equipment.

Khan alerted the KwaDukuza SAPS anddrove around looking for the suspects.

However, N-Force director Nitesh Arjun,who was patrolling Cato Street, noticed bothsuspects who he had arrested previously forbreaking into Iso Frankie site near Gledhow(contractorsworkingonthepipelinealongtheR102) and stealingmore than R50 000worthof steel. Arjun apprehended the men andhanded them over to KwaDukuza SAPS.

“I stopped the suspects and questionedthem. Investigations revealed the suspectsbroke into a vehicle parked opposite Ned-bank,” said Arjun.

The stolen items were returned to Khanwho thanked Arjun and his team.

“The equipment cost more than R50 000,theses thugs would have sold everything forunder R500.

Both suspects appeared at KwaDukuzaMagistrate’s Court last week and werecharged for theft out of motor vehicle.

According topolice thesuspectshavebeeninvolvedinmorethan20casesofhousebreak-ing.

Theyhavecommittedmostof therobberiesin the Newtown area.

"The ANC mooted a socialrights commission, but today theMF asks for a minorities commis-sion, because our democracy canonlybeassuccessfulasthemannerin which its minorities are takencare of."

In a bid to increase the party'ssupport base, the MF leader an-nounced it wouldnowalsofocus onthe black constituency.

"There are already quite a num-ber of black South Africans joiningthe party," she said.

KWADUKUZAwillbecelebrating20 years of democracy withlight following an announce-

ment by KwaDukuza Mayor RicardoMthembu last week.

He said service delivery in KwaDu-kuza is improving in leapsandboundsas more than 500 lights will be in-stalled before the end of June.

Theprojectwillcoverareasthat didnot have such infrastructure in thepast. The ground-breaking project isalso part of celebrating 20 years of de-mocracy.

"As we celebrate the 20-year mile-stone indemocracy,wewant toensurethat communities across the lengthandbreadthofKwaDukuzareceivethemuch-needed infrastructure. The sig-nificance of 20 years also means thatgovernment must accelerate servicesthat were not delivered by the apart-heid government in the past," saidMthembu.

He was addressing KwaDukuzamembersofcouncil in theKwaDukuzaCouncil Chambers following the ap-pointmentofacontractorwhowillcar-

ry out the project in all 27 wards.This project is not part of the exist-

ing municipal in-fills project alreadycommissioned in some parts ofKwaDukuza. While government ishard at getting everyone connected,Mthembu has urged residents to takeresponsibility in the usage of electrici-ty, saying illegal connections to elec-tricity are a strong concern.

"It is unfortunate that this comes at

a time when the country is facing anelectricitycrisis,Iwouldliketourgeev-eryoneto take full responsibilityonthewayelectricityisused.Wearetryingbyallmeanstoensurethatpowerissavedto avoid unnecessary power cuts.”

He said crime is also a concern.“Matters relating to crime alwaysweigh on me every time I think aboutthat dark rural community in KwaDu-kuza. That will now change,” he said.

I WAS saddened to read that theKwaDukuza Municipality’s proposedto re-name Hulett Street after Gool-am Suleman.

Naming a street after the Hulettfamily has nothing to do with apart-heid or colonialism.

They deserved to be honouredfor their contribution to the economicprosperity of our town.

TheHulettfamily,underthepatri-arch, Sir Liege Hulett, was one of thepioneers of sugar cane farming in ourarea.

They provided employment forthousands on these sugar cane plan-tations and the workers were tough-est the necessary skills to do theirjobs.

To process the sugar cane into rawsugar, sugar mills were built- provid-ing even more people with employ-ment.

Workers were also taught andtrained in specialised skills required inthese sugar mills.

Workers were provided with free

housing, monthly food rations, wood,coal and coal stoves.

The Hulett family built roads,bridges and dams which are still be-ing used today.

Their social responsibility involvedbuilding schools, clinics, hospitals,community halls and recreational fa-cilities.

TheHulettfamilywasresponsiblefor the economic boom that ourtown, and surrounding areas, is nowenjoying.

It is wrong to now honour GoolamSuleman by dishonouring the Hulettname. The late Goolam Suleman cer-tainly would not have approved.

It is indeed, unfortunate that notmany people of the present genera-tion know or even heard of GoolamSuleman and EV Mahomed.

Both Suleman and Mahomedprovided immeasurable support tothe ANC- living in constant fear forthemselves and their families.

I would like to suggest that themunicipality approach the Depart-ment of Education, through the Pub-lic Works Department, to build twostate of the art schools to cater forour growing pupil population.

HUMAN beings are ridiculous creatures.We are vain, indecisive and possess anover-inflated opinion of our own impor-tance.

The beachfront is a good place to gowhen you want to see ridiculousness at itsbest. People use this space to exercise inmany different ways, including cycling,walking, rollerblading, and moving onstrange things that look like orbitreks onwheels.

Then there are those who either donot understand the principle of exercise,or simply don’t care.

These are the people you see coastingalong on electric bicycles, standing onskateboards and being pulled along bytheir dogs, or simply lounging on the sandgetting skin cancer.

As any fitting-room attendant at aclothing store will tell you, people havegrossly skewed impressions of their bod-ies. After watching a size 16 woman at-tempt to squeeze into a size 12 pair ofjeans for the twentieth time in one shift,it amazes me that people keep their cool.

A couple of months ago I went to anightclub, and overheard the followingconversation in the bathroom:

Girl 1: I can’t believe I’m, like, turning 19tomorrow. That’s like so old.

Girl 2: I turned 19 last month. I can’t

believe I still don’t have a boyfriend.Girl 1 and Girl 2: hysterical gigglingThis exchange, out of the mouth of

babes, leaves me with little hope for thefuture. Add to this the existence of theword “aweh”, and we are thoroughlyscrewed.

When it comes to judging people’scharacter, there are a few basic tests thatI like to use. The first is to gauge a friend’sreaction when stuck behind a truck or taxidriving at 30km/h. If they manage to getto the next overtake zone in under 10 ex-pletives, you have found a keeper.

Another yardstick by which I like tojudge people on is whether they bother togreet cashiers and attendants at tollbooths. Even a car guard who wants a tipafter “watching” your car for five minutesdeserves a greeting. We’re all suffering as

a result of the petrol price, but being po-lite costs nothing.

Possession of a sense of humour is key,not only to being a nice person, but tosurviving in a world full of not-so-nicepeople. People without the ability tolaugh at themselves and the worldaround them end up hijacking aircraft,shooting children at their alma mater orhaving their wife murdered on their wed-ding night and then not having the ballsto voluntarily come back to the country ofthe crime to stand trial. In summary, ifyou use the word “like” more than onceevery 30 seconds, grow up. If you’re onthe beach, use sunblock and don’t makeyour dog do your workout.

If you don’t have a sense of humour,grow one quickly, and if you’re not nice totoll booth attendants, I hope I never meetyou.

THE Stanger Muslim Association (SMA) distributedgrocery hampers to over 250 elated Thembeni resi-dents on Saturday, 15 March.

ThehampersconsistedofricedonatedbythePak-istan-South Africa Friendship Society, and SMA-sponsored beans, soup, bananas and bottled water.

The Thembeni Hall was a hive of activity as SMAmembers were met and greeted by the grateful com-munity. An elderly resident of the area said: “’It is won-derful to have the SMA here with us today. They areour angels in disguise!”

The distribution involved weeks of behind-the-

scenes planning and co-ordination by SMA officials.Chairman of the SMA Zaf Khan said: “The SMA

makes it its duty to care and provide for our KwaDuku-za community. I am very pleased with the efforts ofmy team. We are always here to serve our people withrespect and humility.’”

The Zakariyya Muslim School (ZMS) also partci-pated in the distribution by donating children’s booksand 53 pairs of school shoes to Thembeni PrimarySchool. KWADUKUZA Mayor Ricardo Mthembuwelcomes the naming of Chief Luthulibus route in Groutville.

MthembuonWednesdayinspectedthetwo-lanestretchthatwillbesurfacedwithtartocov-er a distance of approximately 1.3km long and5.8 metres wide.

Hewasaccompaniedbyahigh level teamofexperts from the construction industry, offi-cials and Executive Council members fromKwaDukuza Municipality (KDM).

The route will be fully surfaced with black-top slabs to the valueofR4.1million.Theproj-ect is billed for completion in five months.

MayorMthembusays this isdone inhonourof the late activist who organised non-violentcampaigns to defy discriminatory laws inSouthAfrica,duringapartheid.Hesaid it is im-perative and mostly correct that it be namedafter Luthuli.

“Basedontherecord thatLuthuli set inAfri-canpoliticsasaleaderofarevolutionarymove-

ment that fought against the odds of oppres-sion, it is imperative and correct that this roadbe reconstructed,inhonourofthislegend,wholived in Groutville. He left an indelible mark inthe history of the country,” said Mthembu.

Luthuli was the first African to be awardedthe Nobel Peace Prize in 1960 for his role innon-violentstruggleagainstapartheid.Hewasa South African teacher, politician and a tribalchief, born in 1898 and died on 21 July 1967.He joined mainstream politics in 1944.

His bronze statue was erected in the heartof KwaDukuza town, with a road named afterhim cutting across the Central Business Dis-trict.

Luthuli’s family home in Groutville wasturned into aheritage site now theLuthuliMu-seum.

There is another community developmentcentre named after him - the Chief Albert Lu-thuli Centre. The Umfolozi FET College, ChiefAlbert Luthuli Campus is also nearby.

Tewary, trailing 9-5 initially, gainedmomentum as he grew confident and col-lared his opponent at 11-11, before snatch-ing a thrilling 15-12 win in the opening set.

Tewary stayed in contention for hon-ours with a hard fought 15-9 win in the sec-ond set before recording a comfortable15-6 (3-0) win in the third set.

Chris van Rensburg held onto a hardfought 16-14 win against Fowlds in theopening set of their encounter. Fowlds wonthe second set 15-9, but ran out of ideasin the final set after going down 11-15.

Darnall's Sheldon Nel suffered a 2-1 de-feat at the hands of Ralph Bouwer. The tal-ented Brenda van Niekerk put Salt Rock inthe driving seat after beating AndrewStewart 2-1.

Buoyed by their 3-1 win against log lead-ers Park United a fortnight ago, the Moversoutfit came into the game in high spirits.

They were rewarded as early as the 10thminute after Khanyisani Mpanza latchedonto a precision-timed cross from SiyandaMatshipa on the deep left flank to hammera low drive to the left of the keeper and giveMovers an early 1-0 lead.

In the 25th minute Wonderboy Ndayenidoubled Movers advantage (2-0) after re-ceiving a through ball from TholamandlaMthethwa.

Enjoying a two-goal cushion with barely

10 minutes into the break, Movers steppedoff the accelerator and paid the price dearly.

Just before the break SbongankonkeMkhize was brought down in the box and thereferee did not hesitate to award Stars apenalty. Zweli Dlamini converted the resul-tant spot-kick to reduce the deficit (1-2) go-ing into the break.

Movers restored their two-goal advan-tage almost immediately at the start of thesecond half after Matshipa beat the offsidetrap and dribbled past the advancing Starskeeper before gently tapping the ball intoan empty goal mouth to give his side a 3-1lead.

On the stroke of the hour mark MduduzoGcabashe virtually sealed the fate of theirrivals after riveting Mthethwa's cross intothe top right-hand corner to give Movers acommanding 4-1 lead.

But, the wounded Stars outfit took thegame to their opponents and were reward-

ed in the 65th minute after BuhlebuyezaKhathi pile-driver from just outside the boxbeat the Movers keeper to make the score4-2. With less than fifteen minutes remain-ing, Stars got right back into the game, re-ducing the deficit to a solitary goal (3-4) af-tertheStarskeeperfailedtohandleKhathi'sfree-kick from just outside the box.

In the dying minutes of the game Lebo-hang Banda weaved his way into the Starsbox before passing the ball to the unmarkedAndile Khuzwayo who made no mistakefrom close range to put the result beyonddoubt (5-3).

Coach of the Movers outfit, Nkosi Ntulisaid: "I am delighted with the performanceof my boys who notched up back-to-backleague victories since making our debut afortnight ago. "There is still a lot of work todo, especially in defence and hopefully theboys will start gelling together to mend theholes at the back".
