Missing woman still not found PRECIOUS GUMEDE >>[email protected] A 23-YEAR-OLD man was arrested on Friday for the kidnapping of Ella Sophia (Elsie) Potgieter, the Southport woman who went missing last Thursday. “He still did not confess or say what happened to Elsie,” said SAPS spokesperson Colonel Zandra Wiid. The suspect was then re- leased as there was insufficient evidence to hold him. It is alleged that the arrested suspect was the last person to be seen walking with Potgieter along the beach. He was however, rearrested onanattemptedmurdercharge for an incident that occurred in October. As investigations continue the SAPS discovered a partly decomposed body of a woman found in bushes near the beach in the Southport area on Tues- day afternoon. “A post-mortem will be held shortly to determine the cause of death. The body has not yet been identified and investiga- tions into the discovery are continuing.” said Wiid. On Sunday, more than 20 community members from the Banana Beach area conducted a search for the woman, but in vain. On average, in the Port Shepstone area, people report four to five missing persons a month. “Mostly we find that it is teenagers who are reported missing, just to return home after a few days after going to a friend’s house. A23-YEAR-OLDmanwasarrested on Friday forthe kidnapping of Ella

Sophia (Elsie) Potgieter, theSouthport woman who wentmissing last Thursday.

“He still did not confess orsay what happened to Elsie,”said SAPS spokespersonColonel Zandra Wiid.

The suspect was then re-leased as therewas insufficientevidence to hold him.

about flat beer at an Umtentwenibar and restaurant on Sunday. Ashot was also fired.

TWO people have been arrested in con-nection with numerous robberies with-in the Port Shepstone CBD.

A 30-year-old man and a 32-year-old man were also arrested on Thurs-day night in connection with these rob-beries.

Investigations are continuing.One of the cases involved the theft

of an ipad after two women wererobbed on Port Shepstone beachfrontlast Wednesday.

The 26-year-old complainant saidshe and her sister were changingclothes when two men allegedly ap-proached them and pointed a “bigknife” at them.

“They were forced to hand over cell-phones, an ipad, clothing and cash,”said police spokesperson Lieutenant-Colonel Zandra Wiid.

Sthembiso Kwele (26) was arrest-ed later that day for the robbery andappeared in court.

The case was remanded to 21 No-vember.

At about 6pm that evening, War-rant Officer Patrick Gosling went to thePort Shepstone taxi rank where he re-covered the stolen ipad.

“It is alleged that the boyfriend ofthe complainant was approached by aman who tried to sell him the ipad,” shesaid.

Gosling was contacted, but the sus-pect dropped the ipad and had fled be-fore he could get there. Police are look-ing for the suspect. — Supplied.

THE domestic case involving a PortShepstone Magistrate’s Court prosecu-tor has been provisionally withdrawn,according to National Prosecuting Au-thority spokesperson Natasha Kara.

“The matter was provisionallywithdrawn. The docket was referred tothe Director of Public Prosecutions fora decision,” she said.

The prosecutor, faces an assaultcharged,wasarrestedandchargedear-lier this year. He made his first appear-ance on Wednesday, 8 October. Thecase was then postponed to 30 Octo-ber.

THE SAPS has made a break-through in a murder case afterarresting five suspects agedbetween 24 and 30.

The perpetrators werewanted for kidnapping andmurder at South Coast area.

They were charged andappeared in the EzinqoleniMagistrate’s Court on Friday.

They were remanded incustody for further investiga-tion. The fifth suspect, who isrelated to the victim, was ar-restedonSaturdayintheEzin-qoleni area.

He was also implicated inthe kidnapping and murder.The suspect will appear in theEzinqoleni Magistrate’s Court.

The murder played out on3 November at about 1.45amwhen the victim, Musa SiphoPhewa (46), was approachedby the suspects. He was kid-

napped, put into his Avanzaand driven away by the sus-pects.

His vehicle was later recov-ered in the Murchison area,with two of the five suspects.

On the same day, a passer-by saw a body at Fern Driftalong old main road in Pad-dock and contacted the po-lice. The body was later identi-fied as Phewa’s.

The KwaZulu-Natal Pro-vincial Commissioner Lieu-tenant General MmamonnyeNgobeni praised the membersfor their commitment anddedication that led to the ar-rest of the suspects.

“This is the indication thatthe police in the province willworker harder in trackingdown the criminals during thefestive season.”

A 40-YEAR-OLD horse, Ash, was shotdead at Bushy Vales in Southbroom onMonday night.

Ashwas shot four times for trespassing intoRed Rhino sugar-cane farm owned by StevenBrands.

“Ash was a old war veteran born and bredin SouthWest Africa. He was stabled in BushyVales because I don’t have space for himatmyhome,” said Ash’s owner, Amy Hemmingway.

“Ashonlyhad four teeth,hecouldnotgraze.Steven shot my horse dead as he claimed hewasdamaginghissugarcane.Howcanahorsewith four teeth graze on cane?” Hemmingwayasked.

Bushy Vales owner Gail Stack said the twofarmsareseparatedbyadamagedfencewhichdoesn’t keep the horses out of Red Rhino.

“It feels like I’ve lostoneofmychildren,”shesaid.

“ I let thehorsesout thatnight and theprob-lemwe have is that our fence keeps on gettingcut. Steve even admitted that his workers arethe oneswhokeep cutting our fence,” she said.

Hemmingway assumed that Brand saw thehorses on the border of his property and firedinto the air to chase them away.

“Ash is awar horsewho is not afraid of gunshots so seemingly he did notmove and that iswhen Steve shot at him at close range.”

“Ashhada lotofhistory,hewasaMenofTinHats (Moth) veteranwho fought in theAngolanwar.We have received calls frommany peoplewho fought with Ash in that war and they arevery saddened by this incident,” said Stack.

A case has been opened, but so far no onehas been arrested.

“Investigations are still in the process al-though I can say this is a very rare incident forus as the SAPS,” said police captain GeraldMfeka.

THEmotherof thesecondgirl,allegedly raped and sexuallyassaulted by former trafficchiefDaveMiddleton, tookthewitness stand in Port Shep-stone Magistrate’s Court onThursday.

Middletonfaces32chargesof rape and sexual assault ontwo girls aged nine and 13 atthe time.

The mother said herdaughter and niece both at-tended the accused’s dojo inMargate.

ShesaidMiddletonpaid fortheir travel costs to Johannes-burg where the 13-year-oldgirl participated in an awardsfunction.

“I told him [Middleton] Icould could not afford to sendmy daughter, but he said hewould foot the bill as she hada good chance of winning agold medal,” said the mother.

She also told the court thatMiddleton told her daughtershe would be great at model-ling.

“I didn’t pay special atten-tion to that as many peoplehave told me that I have abeautiful child.”

One day, somewhere nearJuly, the mother said she re-turned home from work tolearn that her daughter hadgone for a photoshoot withMiddleton.

“Iwas furious. I asked, as aperson of the law, how he

could takemydaughter’s pic-tures without my permis-sion.”

She said Middleton cameto her house and apologisedforhisactionsafewdayslater.

She then agreed for morephotos to be taken asMiddle-ton said he knew people inCape Town who could helpwith her daughter’s model-ling career.

Towards the end of Au-gust, the mother had to go toa university in Potchefstroomfor two weeks.

Middleton said he wouldtake care of her daughter andniece.

“I toldhim Ihave someonewhowill take care of the girlsbuthesaid thegirls couldstaywith him. He told me he is apolice officer and I could trusthim.He also offered forme togo and have a look at hishome.”

When themother returnedfrom Potchefstroom, herdaughter came home with anew cellphone from Middle-ton.

“Dave called and I foundthe conversation strange assheansweredeitheryesorno.At one stage she said, ‘no Iwon’t. I swear onmymother’slife’.”

When the mother ques-tioned her, she told her thatmore photos were taken andsomewere of her in the nude.

“I tried calling Dave but hedidn’t answer. I was stressedand tired. I fell asleep but was

awoken by a knock on thedoor. It was a police officer.”

The child then told the po-lice officer what had hap-pened.

“She saidDave told her nottellanyoneaboutthephotos.Itwas somehow transferredfrom his phone to someoneelse’s andnow the police havethephotos. [Hesaid] If anyoneasked she should say that hercousin took thenudephotosofher when nobody waspresent.”

ThecasecontinuedlastFri-day and was postponed to 15and 16 January next year.

THEDistrictHealthSystemsTrust, anon-profit organisation that con-ducts research on health issues, hasreleased teenage pregnancy statis-tics for the 2013/14 years for KZN.

Thereport indicates thatUgudis-trict is third highest among nine dis-tricts in KwaZulu-Natal.

Thereportsaysoneofthepossiblereasonsbehind this couldbe the lackof education through school healthprogrammes. The other is poverty.

Port ShepstoneRegionalHospitalpublic relations officer PhumzaMorai said it would not be easy tomonitor or collect statistics on thecollection of condoms from the hos-pital as condoms are distributed inmany areas and no one can clarifywhich age group takes more.

“The only thing that the hospitaldoes is offer contraceptives and

Ugu districtmunicipality’s healthdepartment has also gathered infor-mation regarding this issue.

“The district is working with allrelevant stakeholders and doing

He said as the department, theyensure that all the young people inthe district have access to health-care services.

“Wehavecommunity caregivers,family health teams and schoolhealthteamsinallsixmunicipalities.

“Allthesehealthserviceprovidersare attached to fixed clinics,” Msomisaid.

In all these facilities youthservices are provided especially forteenagers.

“Teenagers should make use ofthese services to avoid pregnancy,STIs and HIV,” Msomi stressed.

The department found it hard togive the Fever exact figure onstatistics.

“It’s a challenge to give accuratefigures because some of the teens donot go to ante-natal clinics.

“However,wehave745deliveriesand 548 Implanons inserted for theyouth under the age of 18 in the pasttwo quarters in this district alone.”said Msomi.

Specialprogrammeschairpersoncouncillor Sandra Mohammed ad-dressed the workshop, saying thevoice of children is seldom heard incommunities. She said platformsshouldbe created for the youngonesto give feedback and tell them if theyare happy about things that are hap-pening around them.

“Our responsibility as adults is totake care of our children whether itbe your own child or their neigh-bour’s child.

“Children should know wherethey can report abuse and wherethey canget assistance. For instanceUgu is amunicipality that focuses onwaterandsanitation issues, but theydon’t find out howmany child-head-

ed homes there are in their munici-pality.

“We are heading towards “16Days of Activism For No ViolenceAgainst Women and Children”where issues relating to child abuseand teenage pregnancy is the mainfocus. Activists should be active for

365 days, which means daily,” saidDudu.

Shesaidthereisahugegapinpar-entingandeverything is left to teach-ers, which is wrong.

“We should comeupwithways toreach out to the children, especiallywith the festive season coming.

“Port Shepstone has many child-safety facilities which many peopleare unaware of, like the ThuthuzelaCareCentre. Youdon’t have go to thepolice station to report a sexual of-fence.

“You can go to the facility next toPort Shepstone Hospital.”

THE former legendary BananaExpress hasn’t been operatingfor the past 10 years, but now

the Classen family are in the processof reviving the service.

“In the past two to three years wehave been preparing this excitingproject,whichwill bringmemoriesofthe old Banana Express back to thepeople of the South Coast.”

“Most of the rail has been demol-ished, but with the help of our well-trained assistants we have managedto fix some of the tracks for HambaWehile,” said Classen.

Hamba Wehile is a privatelyowned train, aimedat attracting visi-tors. The diesel locomotive startedoperatingfromtherestaurantGorgezView through the Paddock area. TheClassen familysaidnextyear theyarehoping to get the steam engine run-ning.

“We have had a lot of interest onFacebook from people overseas andlocally. We are happy to see differentgroups coming in for rides onHambaWehile,” said Classen

The name of train comes from astory which Classen shared.

“My father remembered back inthe day when migrant workers used

tosingonthetrain.Themineworkersused to sing hamba wehile (keep ongoing) whenever the train had diffi-culty going uphill.

Classen said her father thoughtthiswouldbethebestnametogivethetrain because it brings back goodmemories.

Currently the train ismade up of asmall diesel engine and a open car-

riage with safety handles and seats.“We still have a lot of work to do

and, already calculating the basicstuff, will cost more than R200 000.We also had safety inspectors on sitecomingtosee if the locomotive issuit-able for the rides we offer.”

On Friday the Gorgez View staffand theSouthCoastFeverwere invit-ed for a ride on the train.

Ugu’s community access to water reaches 83%

UGU District Municipality has reached amilestone with water provision within thedistrict, increasing access to water to83%.

While the municipality acknowledgesthere is still more work to be done in en-suring that a 100% mark is reached moreso in rural areas, the municipality hasmade great water supply improvement inmost localities within its area of jurisdic-tion.

Ugu’s current household services statethat water access has heightened to83.2%, which can be translated to149 273 households having access topiped water, either inside dwellings oryards or community standpipes.

The municipality, guided by the na-tional directive embedded in the NationalDevelopment Plan which envisions thetransformation of the country by 2030,has ensured targets of its core service de-livery functions of water and sanitationare reached.

Themunicipalityisworkinghardtoen-sure that set targets for sanitation servi-ces are met. The municipality’s sanitationserviceshavereached89.1%,whichtrans-lates to 159 830 households with accessto sanitation services in the form of venti-lated pit latrines, water-borne seweragesystems and chemical toilets.

Towards advancing water access, themunicipality has implemented numerousmulti-million rand water projects withinthe district.

The municipality is currently involvedwith the construction of reservoirs, instal-lations of new pipelines, refurbishmentsof existing pipelines and refurbishmentsof water treatment works.

The Ugu Mayor, Cllr NtombifikileGumede, in May announced that the mu-nicipality has set aside R245 million un-der the Municipal Infrastructure Grant forwater and sanitation infrastructure pro-gramme.

Majorwaterprojectsunderimplemen-tation are the KwaNyuswa Water SchemePhase 3, Thoyane Water Supply SchemePhase 4 and 7, Ugu water pipeline replace-ment, Msikaba Water Supply SchemePhase 2 and 3, Umzinto slums clearance,Gamalakhe Bulk Water Supply Projectand Bhobhoyi Murchison Bulk Water Up-grade, among others.

“Our goal is to eradicate the ruralwater supply backlog through the instal-lation of new water infrastructure andother upgrades to meet the current waterdemand and eliminate water interrup-tions caused by aged infrastructure,” saidGumede.

The municipality is also reaching thefinal stages of implementation for theMhlabatshane Bulk Water SupplyScheme designed to fully supply Umzum-

be and Hibiscus Coast municipalities.Ugu District Municipality promotes

working together to create an environ-ment that is friendly, responsive, account-able, effective and efficient for local com-munities.

WEwillneverberoyals,royals…”Lordesings, over thePAsystem.When Iwasthe age of most of the competitors

aroundme, it would have beenQueen’s “Iwantto ride my bicycle, I want to ride my bike”. Thearoma of bacon-and-egg rolls permeates theearly morning air and the grounds are litteredwith bikes, cyclists and spectators.

EverySundaymorning,mountainbikemad-nessbrings thousandsof cyclists to race venuesall over the country. This particular race is inEston, and most of the ride for those (like me)doingthe18kilometreevent is tobethroughtheTala Game Reserve. The really serious racingsnakes have entered the 60 kilometre and 40kilometre events, but the 18 kilometre raceboaststhebiggestfieldofentrants—seededintobatches.

“It’s something we can do together,” David,my husband, happily told me. He even boughtme a new bike “with front and rear shocks anddisc brakes” as well as a dozen other features

designed to give a more comfortable ride. Oneglaringoversight,however,wasthesaddle—aninstrument of indescribable torture — whichdelivered shocks of a different kind. Fortunate-ly, a chance visit to a cycle shop revealed thatsofter, more comfortable saddles “designed forthe female anatomy” were available. Whowould have thought it?

Soon enough, finding neighbourhood ridesrather passé, we pedalled into the world ofmountain bike racing.

Anditbecameclearthattheonlybitwewould“do together” was driving to and from the racevenues:after the first kilometre Ididnot seeDa-vidagainuntil I finallystruggled,muddyandex-hausted, over the finish linewherehehadbeenwaiting for some time.

“BBatch, your start is in three, two, one: go.”And so begins today’s race. Being at the back ofthe group, I cross the starting line a while afterthebulkof theBbatchersandaminute later amliterally eating their dust as we cycle along thedirtroadleadingupandthroughthecanefields.

I lickmy teethand taste thegrit. Weall know“realmountainbikers”donotgetofftopush,butas the gradient becomes steeper, a few cyclistsare forced todismount toattend tourgentprob-lemswiththeirbikes: tyres,brakes,chain—theonly way to save face at this time.

Others, still on their bikes, have changeddowntogrannygearandaretacklingtheinclinewith grim determination. “I know I can, I knowI can…uhm, I think I can,” I tellmyself. “Ohno,youcan’t.Ohno,youcan’t.Ohno,youdefinitelycannot,” my searing quads scream in reply.

Okay, timetodismountandpush.At least I’mnot the first to do so and, in any case, my pridehas been deserting me steadily with each rag-ged gasp, so there’s no longer any face left tolose.

Fortunately, the terrain finally levels out sowe’reallbackonourbikes,breathingnormally,and entering Tala Game Reserve.

call a YouTube clip I once saw of a cyclist beingknocked off his bike by an antelope. Then I re-member there are giraffes in this place too —and immediately TheWitness story from a fewyears ago of a chap who claimed to have beenattacked by an angry giraffe, comes to mind.Perhaps I should catchupwith that groupof cy-clists ahead.

Tenkilometres into the race, in thedepths ofthe game reserve,we reach awatering point—given the location, “water hole” might bemoreapt.

Ahelper handsmeapolystyrene cupful andadds an ice block. The drink rivals champagneserved in a fine lead crystal glass.

As pleasant as it would be to linger here, Ihave miles to go before I rest, so I set off again.

Because many riders have chosen to spendawhile at thewatering point, I soon findmyselfcyclingallalonethroughthebush.“This iswon-derful,” I think.“Justme,achildofAfrica,enjoy-ing the solitude and getting back to nature.”

At this point nature asserts itself in the formof a heap of enormous fresh droppings in themiddle of the track — not those of any kind ofantelope, surely. Giraffe, perhaps? I look nerv-ously over my shoulder, hoping to see at leastone rider coming up behind me. Nope, not asoul.Well,at leastagiraffeshouldbeeasytospotfrom a distance and the doughnut should pro-vide enoughoomph tomake a quick getaway. Itis as I am reassuringmyself there is no need toworry, thata suddenrealisationcausespanic toset in -why am Iworrying aboutmere giraffes?Therearerhinos in thisgamepark.Andhippos,too.

Diggingmyfeetdeeplyintothepedals,Iman-age an impressive burst of speed, leaving be-hindme a cloud of dust for someone else to eat.Thenext steepuphill proves tobenoreal obsta-cle — in fact, I feel remarkably strong at thispoint and cover the remaining kilometres at amost satisfyingpace.There isnohintof the trailrunner, either. Once out of the game park I sus-tainmyefforts, cruisingpast severalothercom-petitors.

ThefinishlinecomesintoviewandIdiscoverI possess a competitive streak: on the finalstraight I change into top gear and pass threeriders to achieve a personal best time.

As always,David is therewaiting forme, buthiswait todayhasnotbeenaslongasusual.Per-haps, after all, mountain bike racing will soonbecome “something we can do together”.

It is hardly shocking then, that hecan see no wrong in discharging the

bigbang fireworks, thathe isevident-ly incapable of feeling empathy withanimals who suffer during the fire-works seasons, and that he is proudto whinge inanely about the com-ments of others who are informed bycompassion,educationandinsight,toallofwhichheiscontenttoremainim-

mune.The result in his letter is that all-

too-commonuglyunionofconfidenceandignorancethatmakesrationalde-bate hopeless, and results in suchequally ugly statements as his com-ment that shotgun blasts “shut upstupid dogs”.

I’mnotgoingtowastetimearguingwith Mr Schulenburg. In the fourthcentury BCE, Theophrastus startedteaching that because animals sharebasic characteristics with most hu-mans,weought tobecapableofanat-ural empathy in our relations withthem. He didn’t count on the likes of

Mr Schulenburg, but other readershave shown that compassion and in-sight are still alive and growing.

Councillor proud of communityOnTuesday afternoon a firebrokeout at ahouse inPrin-cess Elizabeth Drive, PortShepstone.

Thankfully there werefew residents there at thetime, so no injuries.

Thehousewasdestroyedwith contents includingwallets, paperwork and IDdocuments. Disaster crewsfrom the fire departmentandUguUplusSAPSRescueServices were quick to re-spond,andremainedforthenext four hours until satis-fied that the residents weresheltered in tents withmat-tresses and blankets.

Theresidentshaveaskedme to convey their thanksfor thisresponse,andIdosogladly.

I would also like to ex-press how overwhelmed,butnotsurprisedIwasattheresponse to the residents’plight from immediateneighbours, in particularthePatel family and friends;the Catholic Church mem-

bers lead by Rentia andMthoko and Phumi fromStages Restaurant, to namea few.

Clothes and hot foodwere provided and the resi-dents were made as com-

fortable and warm in therain as itwas possible to be.

The following day thiscontinuedandIcanonlysayhow proud I am to be thecouncillor for Ward 18 asthis is the type of response Ihave come to expect fromour residents.

There is however a darkside to this story.

Though the house is tiny,there were 15 people dis-placed, one of whom is onlyeight.

Roomsinthishousewererented out at R750 to R850

amontheach,andthiswith-outrunningwaterorsanita-tion.

Nor is this theonlyexam-ple of such exploitation ei-ther inmywardorothersonthe coast.

The majority of the resi-dents have jobs, but at sala-ries too low for them to af-ford normal rentals.

Had this fire occurred atnight I have no doubt thatlives would have been atrisk, if not lost.

There is a great deal ofemphasis on the need forRDPhousingthatisstillnon-existent in many areas de-spite waiting lists goingback18yearsinsomecases,yet there is also the need fora well-thought out designfor low rental houses that

could be made available tothose who are making anhonest living, but who areforced to live in conditionsthat exploit them.

I am not talking aboutblocks of flats that becomeslumsorlittleboxesonahill-side, but neatly set out littlecottages or rondavels simi-lar to many of the holidayareas that exist throughoutthe country.

I believe that local gov-ernment and the privatesector can put their respec-tive heads together to initi-atesuchplansbeforeweseedeaths as a result of thisabuse.

Plenty of land exists onthe outskirts of Oslo Beach,and there is a huge need ofrental accommodation forstudents from FET Collegeas well as workers fromtown.

We hope that she is found and is returned

safely to her family.It was also a shock to find out that the Ugu

District has the third highest teenage pregnancyrate in the province.

The district health office says it is doing ev-erything in it’s power to curb this.

At the end of the day it is up to each individu-al to take the necessary precautions.

Calculate the quantity of tiles required

• Now that you have decided what typeof tile you’d like to install, the last stepis to calculate how many tiles you’ll need.The more accurately you measure, themore precise your cost estimate will be.• Johnson Tiles has a handy tile and groutcalculator on its website, find it under theonline tools and support tab. The formulafor calculating the area is Length (m) xWidth (m) = Total area (m²).• Don’t forget to include areas that maynot be seen such as underneath the furni-ture and kitchen cupboards, unless theseare built in, then you may decide not to tilethese areas. Remember to subtract doorsand windows from your total when calcu-lating the wall area that will be tiled.• Allow for extra tiles in the event of break-ages. Purchase about ten percent morethan the actual amount required. You mayfind that the store stocks a different batchwith a slight visual difference later on orthat it no longer supplies that particulartile.

Tools and suppliesMake a list of the supplies and tools thatyou require, including the tile adhesive andgrout. Speak to the sales consultant at thetile merchant as he or she will be able toassist you with the products you’ll need tofit the tiles.

Select a tiler• Ask friends, family and neighbours forreferrals or ask prospective tilers for refer-ences from jobs they have completed.• Get at least two quotes before appoint-ing a tiler in order to compare costs. Re-quest a written description of the work tobe done and get a written guarantee.• Check whether the tiler has quoted youfor surface preparation, the tiles and mate-rial - or will you purchase these. Also checkthe total square metres covered by thequote and whether the tiler will clear awaythe rubble at the end of the job.• Consult with your tiler on the details– substrate preparation; where the tilingwill start and end; height of the tiles; anypatterns to be used and where the trimsare going to be fitted.• Confirm the quality of the primer; adhe-sive; grout and additives, especially if it’sa wet or outdoor installation.

PROJECT HEALTH & SAFETY OFFICER

The Sezela Mill and Downstream Products Factory site has embarked on a Coaland Energy Savings project. Implementation of this project will start at thebeginning of this coming off-crop (December 2014) and continue through to theend of the following off-crop (April 2016). Sezela requires the services of a ProjectSafety Officer to manage the Health and Safety aspects of the day to day siteactivities of the project. DUTIES WILL INCLUDE

• Assisting the Mill and Downstream Safety Officers with Safety Induction forall project contractor staff.

• Assembling all project contractor’s files, and ensuring all requireddocumentation has been furnished by the contractor before approval to entersite is granted.

• Auditing all project contractor safety systems. Checking permit compliance.Checking safety registers of lifting equipment, portable electrical equipment,safety harnesses, PPE etc. Spot inspections of equipment.

• Conducting ad-lib on-the-job training and coaching of contracting staff withregard to any applicable safety procedure or standard.

• Keeping up to date with all project activities, to be aware of any up-cominghigh risk tasks etc.

• Training / assisting contractors with planning of permits, risk assessments etc.in an effort to minimize project time loss in waiting for permits.

• Communicating closely with section permit issuers in an effort to havingpermits issued in good time.

• Communicating closely with contractor safety representatives.• Attending safety meetings of the project contractors.• Lead investigations of all project related safety incidents.• Monitoring all project activities in order to identify any possible safety risks or

infringements.• Regular inspections to ensure that project facilities are clean and hygienic.• Maintaining good records and files of all safety events such as audits, minutes,

EARLIER in November Wheels24reportedthatHyundaiandsisterKo-rean company Kia will pay theUnited States government a penal-ty equivalent to R1.1 billion toend a two-year investigation into"overstated" fuel consumptionclaims on about a third of its vehicleproducts.

Following the investigation, theautomakers announced a plan totriple the number of fuel-efficientcars by 2020, addressing concernsabout the pair's green track recordand competitiveness in fuel econo-my.

The announcement on Wednes-day,12Novembercameaweekafterthe pair pledged to raise the fueleconomyof their vehicles by 25%by2020 to meet emissions regulationsin the U.S. and Europe and at homein South Korea.

It also followed an announce-ment on Tuesday 11November thatthe pair would buy back R6 billionworth of shares in what was widelyregarded as an attempt to appeaseinvestors angered by a R100 billionbid for property for new headquar-ters.

Analyst Yim Eun-young of Sam-sung Securities said: "Investorshave complained about Hyundai'slack of shareholder-friendly policiesandcommunicationabout itsvision,especially after the land deal.

"Today's announcement seemsto be part of its efforts to sootheshareholders and better communi-cate with the market."

Shares of Hyundai have fallen25% in 2014, but have risen over17% since hitting a more than four-year low on November 5. Kia stockhas declined 0.9% while the bench-mark index has lost 2.4%.

Under last week’s plan, HyundaiandKiawill raise theirnumberof fu-el-efficient cars to "at least" 22 by2020 from seven now.

Hyundai,Kia said ina joint state-ment:"Wehavesetaninternaltargetof making it to number two in theglobal eco-friendly car market,

which is expected to grow from thisyear's2.2millionvehicles to6.4mil-lion in 2020."

Hyundai and Kia plan to release12 models powered by gasoline-electric hybrid engines, expandingthe line-up to small cars and sport

sponse with a friendly smile.“Ya, so what’s cutting down

onthemostdangerousbeachintheworld,ekse?”comesthere-sponse.

“Nooit bru, we not,” comesthe emphatic reply.

“Wenotthemostdangerous,man. There is some otherplace.”

“Whaaa,where bru?” I con-tinue.

“Ummmm,uh,not surebru.Heard it the other day, but wedefinitely secondmost danger-ousbeachintheworldnow,”theother Rasta says.

So that’s comic relief as westand there surf-checking theplace.

We all know that there hasbeenafatalsharkattackrightatthis spot, once a year for thepast nine years.

We found the lifeguardstraining in the river with nobathersorsurfersonthebeach,and a Zambezi behind everyrock. All they can do is stay fitand train.

“So where do the attackshappen brother?” I ask.

“There in thecornerbra,”hesays as he points to the littlecove in the south corner of thisbeautiful beach.

It’s a pebble-rock-lined covewithsimpleandinvitingaccess,to an ominous but serene littlepiece ofwater. Ominous only inthatit’stheperfectambushspotfor Zambezi sharks.

But to the previously brave,

it looks like the deep-end of ahotel tidal pool.

The last victim, a 70-year-oldEuropeantourist,justoffthetour bus on a blisteringly hotday, must have thought he haddied and gone to heaven, as heplunged in headlong to hisdeath.

Where were the lifeguards?Did they help?

First question – the life-guards were on duty andpresent.

Second question. Theirequipment was confiscated byan official years back and theyhave no craft with which to getout and rescue people beingeaten.

It tookmany slowhorrifyingminutes for our tourist to havehis entire abdomen removed.

He was a big guy. Had thelifeguards had their jet-ski, oranyother ski, used in combina-tion, could have savedmany ofthe fatalities.

They look like Shaka’s bestwarriors. They are extremelywell trained. They live for theirjobs. Theyhave lost brothers inthat very corner, but they havebeenstrippedof theirweapons.

Theycannotphysicallychal-lengeaquarrysomeanandeffi-cient in itsownmediumanden-vironment. They could take ona leopard with a spear.

But not a shark, without aski.The listof confiscated itemsincluded several surf skis, res-cue craft and a jet-ski, exactlythe equipment Iwoulddemandif I had to go towar on theZam-bezi shark front-line.

Sowhere does that leave us,standing on the newly claimedSecondBeachbeing the secondmost dangerous beach in theworld - wondering where themost dangerous beach is.

RAY of Light, helmed by Heidi Kavanagh,was in a league of their own as they tookthe honours in the Battle of TrafalgarPursuit Race hosted by the Royal NatalYacht Club offshore last Sunday.

Twenty boats were entered to com-pete in the pursuit race but only 11 bravedthe elements and raced. The start linewas set just off Addington with the turn-ing mark just off La Lucia Mall, 7 nauticalmiles away. On the run towards the lee-ward mark, Majimoto, skippered by JonMarshall was forced to retire after theirspinnaker pole bent.

Ray of Light registered a top windspeed of 42.9 at the top of their mast.All the boats started with the wind near-ing the 20 knots and long rolling swellsbut as the day progressed the windpicked up.

The husband-and-wife team,Michael and Heidi Kavanagh, owned thepursuitracecrossingthelinetwominutesahead of nearest competitor, WayneSmith, who raced on his catamaran CrazyDiamond. Smith was the last out of theblocks in the pursuit race and reeled ineight boats, sailing a magnificent race tofinish behind Ray of Light.

The Kavanagh’s large 43.8 foot boatcrossed the start line over a minute aftertheir start time under the power of thespinnaker.

After a good run down to the leewardmark, the crew dropped the bag and pre-paredtoroundthebuoy. Astheteamset-tled in on the rail, one of their men a bittoo enthusiastically in getting to his posi-tion and went overboard.

“Once we saw him go over, we over-shot the mark so we could turn around

and pick him up,” said Heidi.Skipper of the rescue craft, Scorpio,

was on standby at the buoy where theRefeloa Zililo went into the water, AlecMcNamara boasted.

“Their execution of the man over-board was the most phenomenal thingI have seen on the water. Ray of Lightmagically turned on their keel andplucked him out.”

Michael said it was the first time inDurban that he insisted all the guys weartheir inflatable life jackets.

“I am truly glad I did. It couldn’t havehappened at a better place, as we wererounding the leeward mark, so we werealready turning, so it didn’t impact toomuch on the race. As soon as Refeloa hitthe water his life jacket responded,” hesaid.

“The guy that went for a swimcouldn’t have a more appropriate nick-name among the sailors, and I think aftertodayhecankeepit.KnownasWaterboy,he will certainly remember this race,” headded.

This weekend sailors will be sailingoffshore for the first of the Royal NatalYacht Club’s Spring Series.
