Bose, Secretary Reference: Constitution Pipeline Company, LLC Docket No. CP13-499-000 Extension Request and Survey Update Ladies and Gentlemen: Pursuant to Environmental Condition 41 of the Order issued on December 2, 2014 by the Commission in the above-referenced docket, Constitution Pipeline Company, LLC (Constitution) is filing an update on Cultural Resource information related to the Constitution Pipeline (Project). Background Phase I survey was conducted in 2012 and 2013 and reported in November of 2013 to the Federal Energy Regulatory Commission (FERC), the State Historic Preservation Offices (SHPOs), and the concerned Tribes for all properties for which access was available at that time. That survey work resulted in the identification of one site in Pennsylvania and 15 sites in New York within the Area of Potential Effects that required additional Phase II investigation to clarify their boundaries and assess their eligibility for the National Register of Historic Places (NRHP). In 2013 and 2014, additional Phase II fieldwork was conducted to collect that data, and these 16 sites have been reported to the SHPOs and Tribes in separate Phase II volumes for each county. Four of the 16 sites are recommended as eligible for the NRHP, which will require development and implementation of a treatment plan for mitigation of impacts to three of the sites if they cannot be avoided by pipeline construction. Additional Phase I Survey was completed in 2014 for properties for which access became available, or for newly added properties associated with route adjustments or ancillary facilities such as contractor yards. That survey work has been reported to the SHPOs and Tribes in two addendum volumes (one for each state). No sites were found in 2014 that were recommended for additional testing. In 2015, additional Phase I Survey will be completed on all remaining properties as soon as weather conditions allow. The Public portion of this submittal includes summary tables of communication with the Pennsylvania and New York State Historic Preservation Officers and Tribes who have requested reports. It also includes copies of the Architectural History surveys of above-ground historic properties submitted in 2014, as follows:

Constitution Pipeline, Broome, Chenango, Delaware, Otsego and Schoharie Counties Updated Report of Aboveground Historic Resource Surveys for the Current Primary Route

Dear Mr. Opalka, In conjunction with URS Corporation (URS), Constitution Pipeline Company, LLC, (Constitution) is continuing consultation related to the proposed Constitution Pipeline Project (the Project) and is submitting this updated report summarizing all the historic aboveground resources within the Area of Potential Effects (APE) for the current version of the alignment. A minor shift to the primary route has caused some of the aboveground resources previously surveyed to fall out of the APE.1 The following report contains updated information on the modified project area and APE, the National Register of Historic Places (NRHP)-eligible and not eligible aboveground resources in the APE, and aboveground resources that are no longer in the APE. In addition to the summary of historic aboveground resources, this report also provides effects assessments for those properties determined to be NRHP-eligible by the New York State Office of Parks, Recreation & Historic Preservation (OPRHP) as a result of the previous reconnaissance studies. A draft version of this report was submitted to the lead federal agency, the Federal Energy Regulatory Commission (FERC) on November 25, 2013 for review. In that report, URS’ preliminary assessment found that the Project would cause an adverse effect to two historic properties within the APE: 1381 Crane Hill Rd in Sidney, NY (Survey No. 4031) and 3354 State Route145 in Middleburgh, NY (Survey No. 21017). However, further analysis based on additional project information on the temporary nature of activities proposed within the right-of-way has resulted in a change to those findings. The study found that the Project will cause No Adverse Effect to historic properties within the APE. For a detailed analysis, see the table in Attachment 2. Undertaking The primary (preferred) route for the proposed 121-mile Constitution Pipeline extends from Susquehanna County, Pennsylvania (approximately 23 miles), crossing into New York through the counties of Broome, Chenango, Delaware and Schoharie for approximately 98 miles. See Attachment 1 for the location of the primary route. The Project involves the construction of a new 30-inch diameter natural gas pipeline. Two new meter stations (one in Susquehanna County and one in Schoharie County), are proposed aboveground facilities associated with the Project, plus valves,

piping, and appurtenant facilities. The proposed Westfall Road M&R Station will be located at the terminus of the pipeline in the Town of Wright in Schoharie County, New York. Additionally, the construction workspace for the project will include temporary workspaces, additional temporary workspaces, permanent right-of-way, access roads, and contractor/pipe yards Area of Potential Effects URS Secretary of the Interior-qualified Architectural Historians conducted an historic aboveground reconnaissance-level survey of all properties that were within or crossed by the proposed project survey corridor and where new aboveground facilities were proposed (i.e. meter and regulating stations and compressor stations). This area constitutes the APE for the Project. See Attachment 1 for the limits of the aboveground APE. The limits of the visual APE surrounding these aboveground facilities will be established through consultation with the OPRHP when design details are better defined. In addition, if there are subsequent re-routes that introduce new parcels to survey and aboveground historic resources are identified, an addendum will be submitted. Results The aboveground reconnaissance-level surveys conducted in 2012 and 2013 identified a total of 168 aboveground historic resources over 50 years of age. Recently, the primary route was shifted, requiring the APE to be modified and causing 50 aboveground historic resources to fall out of that modified APE. There are 108 aboveground historic resources within the modified APE. Ten of the 108 resources were not surveyed because access was denied, is still pending, or the property was demolished. Of the 108 properties within the modified APE, 15 properties were determined eligible for listing in the NRHP and 93 were determined not eligible for listing in the NRHP. See Table 1 for the list of resources within the APE (including NRHP status), see Table 2 for those resources not surveyed, and see Table 3 for those resources no longer in the APE. Overview maps showing the location of all the resources listed on the following tables can be found in Attachment 1.

As noted in Table 1, there are 15 properties in the APE that are eligible for listing in the NRHP. These properties were assessed for potential effects, taking into consideration the pipeline alignment, associated permanent workspaces, temporary workspaces, alternative workspaces, and potential changes to function or use. While it is not anticipated that the proposed pipeline will cause visual impacts to the aboveground historic resources based on the Project design and location of aboveground historic resources, project plans are not yet complete, so further analysis may be required. Following analysis of the Project plans and conditions of the historic properties, it was determined that the Project would cause No Adverse Effect to historic properties in the APE. Dear Mr. Opalka, In conjunction with URS Group, Inc., (URS), Constitution Pipeline Company, LLC, (Constitution) is continuing consultation related to the proposed Constitution Pipeline Project with the submittal of this preliminary determination of eligibility document. This submittal was prepared per the scope of work outlined in a letter dated June 21, 2012, from Daniel Cassedy, URS Project Manager, and approved by your office in a letter dated July 19, 2012, regarding the methods and procedures for identifying, evaluating, and documenting historic aboveground resources for the Constitution Pipeline project. As stated in the June 2012 initiation letter, Constitution is preparing an application for a Certificate of Public Convenience and Necessity from the Federal Energy Regulatory Commission (FERC) to construct a new gas pipeline from Susquehanna County, Pennsylvania to Schoharie County, New York.   The Primary (preferred) route for the proposed 124.4-mile Constitution Pipeline includes 25.2 miles in Susquehanna County, Pennsylvania, and 95.2 miles in New York through the counties of Broome, Chenango, Delaware, Schoharie. The project involves the construction of a new 30-inch diameter natural gas pipeline. Undertaking URS is continuing our consultation on the project in relation to aboveground facilities. Two new meter stations (one in Susquehanna County, PA and one in Schoharie County, NY), with valves, piping, condenser tanks and appurtenant facilities are proposed. In addition to the two meter stations, eleven communication towers are proposed to be constructed along the pipeline route (two in Pennsylvania and nine in New York). Communication Monopole Information - Constitution has identified a need for a radio communication system for use by Williams Operations personnel in the course of operation, maintenance, special operations such as pig runs and pipeline repairs, and during emergency situations. Constitution proposes to install a radio communication system that will consist of erecting a 100-foot high monopole, with an antenna installed near the top of the pole, at eleven locations. A

    lightning rod will be located on the top of the pole. These locations are at the Turnpike Meter and Regulator (M&R) Station, Westfall M&R Station, and the nine proposed Main Line Valve locations. A VHF or UHF radio communication system will prove vital to maintain communication between operations personnel throughout the pipeline route during emergency situations. A drawing depicting a typical communication tower is provided with this submittal (see Attachment 5). Meter Station Information - Constitution proposes to construct two meter stations with interconnecting piping along the proposed pipeline – one meter station at the commencement of the pipeline in Susquehanna County, Pennsylvania, and the second at the terminus in Schoharie County, New York. The meter stations will consist of unmanned facilities enclosed by a chain link fence, and containing a meter and regulator building, launcher/receiver assemblies, associated above- and below-ground piping, and valve fixtures to tie-in to proposed and existing pipelines. In addition to the meter and regulator building, other structures include a flow control valve (FCV) building and a remote terminal unit (RTU) building. These facilities will not require the installation of individual septic systems or tie-ins to municipal sewer treatment facilities. The metering and regulator buildings will be constructed on poured concrete slab foundations, with the balance of the yard inside the facility fence-line consisting of crushed stone. The approximate heights of the buildings at the meter stations are: FCV building, approximately 24’-9”; meter building, approximately 29’-1”; and RTU building, approximately 12’. See site plot plans and typical drawings in Attachment 5. This consultation is specific to nine locations in New York, starting at Main Line Valve #3 at the southern end (there are 2 MLV locations in Pennsylvania): 1) Main Line Valve #3 - Sanford Township, Broome County 2) Main Line Valve #4 - Sanford Township, Broome County 3) Main Line Valve #5 - Masonville Township, Delaware County 4) Main Line Valve #6 - Franklin Township, Delaware County 5) Main Line Valve #7 - Davenport Township, Delaware County 6) Main Line Valve #8 - Summit Township, Schoharie County 7) Main Line Valve #9 – Richmondville Township, Schoharie County 8) Main Line Valve #10 – Schoharie Township, Schoharie County 9) Main Line Valve Terminus – Wright Township, Schoharie County Area of Potential Effect URS SOI-qualified Architectural Historians conducted a reconnaissance-level survey of all properties 50 years or older within a half-mile Area of Potential Effect (APE) around the proposed aboveground facilities. A half-mile was considered sufficient distance to take into account the potential visual effects of the proposed 100’-tall monopole towers. Prior surveys associated with the Constitution Pipeline have identified historic resources whose parcels intersect the pipeline. Therefore, a number of historic properties within the half-mile APE have been previously identified during the course of this project. The current effort was to identify historic resources that do not intersect with the pipeline transect, but are within a half-mile of the undertaking. Results and Recommendations The historic architecture reconnaissance survey was conducted in April 2014. URS identified 18 historic resources 50 years or older within the nine APEs. All 18 resources are recommended ineligible for listing in the NRHP by URS. Please see the enclosed summary table in Attachment 1

    listing the newly documented resources and their preliminary determinations of eligibility. Please also see the enclosed tables in Attachment 3 listing the newly identified aboveground historic resources that include a photograph(s) of the resource, locational information, summary description, integrity assessment, and their preliminary determinations of eligibility. Location maps for the 18 aboveground historic resources are in Attachment 2. Three resources previously found to be National Register-eligible are located within the APEs associated with this undertaking: URS Survey No. 4150 (1157 Frank Briggs Road, Oneonta, NY) is located in the APE of MLV #7; URS Survey 23021.002 (239 State Route 30A, Schoharie, NY) is located in the APE of MLV #10; and URS Survey No. 23038 (219 Westfall Road, Wright, NY) is located in the APE of MLV Terminus (Note: the USN numbers for these resources are not available on Sphinx at present). These properties were assessed for potential effects, taking into consideration monopole height and potential visual intrusions. Following analysis of the project plans, it was determined that the Project would have No Adverse Effect upon these NR-eligible properties. trailer. The property no longer appears to function as a farm;

therefore the landscape features are noncontributing elements.

Project plans indicate the construction of a100-foot-high communications monopole approximately 1,600 feet

southwest of the NR-eligible property.

No Adverse Effect: The proposed communications monopole will be located approximately 1,600 feet southwest of URS Survey No. 23021.002, on the south side of Schoharie Creek. The monopole location is set within an area of fallow fields bordered by mature treelines. Whereas the monopole may be visible from the NRHP-eligible property, its presence is not considered to cause an effect. The monopole will not be silhouetted against the sky, as viewed from the northeast, as Terrace Mountain forms a backdrop to the southwest and is over 1,100 in height. The proposed project will not alter the characteristics that qualify URS Survey No. 23021.002 as an NRHP-eligible resource.

Dear Ms. Safley: In conjunction with Constitution Pipeline Company, LLC, (Constitution), URS Corporation (URS) is continuing consultation related to the proposed Constitution Pipeline Project with regard to proposed aboveground facilities. The proposed aboveground facilities associated with the project consist of meter stations and communication towers. The Primary (preferred) route for the proposed 124.4-mile Constitution Pipeline includes 25.2 miles in Susquehanna County, Pennsylvania, and 95.2 miles in New York through the counties of Broome, Chenango, Delaware, Schoharie. The project involves the construction of a new 30-inch diameter natural gas pipeline. Undertaking As previously mentioned, URS is continuing our consultation on the project in relation to aboveground facilities. Two new meter stations (one in Susquehanna County, PA and one in Schoharie County, NY), with valves, piping, condenser tanks and appurtenant facilities are proposed. In addition to the two meter stations, nine communication towers are proposed to be constructed along the pipeline route (one in Pennsylvania and eight in New York).

Communication Monopole Information - Constitution has identified a need for a radio communication system for use by Williams Operations personnel in the course of operation, maintenance, special operations such as pig runs and pipeline repairs, and during emergency situations. Constitution proposes to install a radio communication system that will consist of erecting a 100-foot high monopole, with an antenna installed near the top of the pole, at eleven locations. A lightning rod will be located on the top

of the pole. These locations are at the Turnpike Meter and Regulator (M&R) Station (PA), Westfall M&R Station (NY), and the nine proposed Main Line Valve locations (one in PA; eight in NY). A VHF or UHF radio communication system will prove vital to maintain communication between operations personnel throughout the pipeline route during emergency situations. A drawing depicting a typical communication tower is provided with this submittal (see Attachment 4). Meter Station Information - Constitution proposes to construct two meter stations with interconnecting piping along the proposed pipeline – one meter station at the commencement of the pipeline in Susquehanna County, Pennsylvania, and the second at the terminus in Schoharie County, New York. The meter stations will consist of unmanned facilities enclosed by a chain link fence, and containing a meter and regulator building, launcher/receiver assemblies, associated above- and below-ground piping, and valve fixtures to tie-in to proposed and existing pipelines. In addition to the meter and regulator building, other structures include a flow control valve (FCV) building and a remote terminal unit (RTU) building. These facilities will not require the installation of individual septic systems or tie-ins to municipal sewer treatment facilities. The metering and regulator buildings will be constructed on poured concrete slab foundations, with the balance of the yard inside the facility fence-line consisting of crushed stone. The approximate heights of the buildings at the meter stations are: FCV building, approximately 24’-9”; meter building, approximately 29’-1”; and RTU building, approximately 12’. See site plot plans and typical drawings in Attachment 4. This consultation is specific to two locations in Pennsylvania: 1) Main Line Valve Kickoff (includes communication tower and meter station)– Brooklyn Township, Susquehanna County 2) Main Line Valve #2 (includes communication tower) – Jackson Township, Susquehanna County Area of Potential Effect URS SOI-qualified Architectural Historians conducted a reconnaissance-level survey of all properties 50 years or older within a half-mile Area of Potential Effect (APE) around the proposed aboveground facilities. A half-mile was considered sufficient distance to take into account the potential visual effects of the proposed 100’-tall monopole towers and meter stations. Prior surveys associated with the Constitution Pipeline have identified historic resources whose parcels intersect the pipeline. Therefore, a number of historic properties within the half-mile APE have been previously identified during the course of this project. The current effort was to identify historic resources that do not intersect with the pipeline transect, but are within a half-mile of the undertaking.

Results and Recommendations The historic architecture reconnaissance survey was conducted in April 2014. URS identified 3 historic resources 50 years or older within the APEs of Kickoff MLV and MLV #2. Two of the resources are recommended ineligible for listing in the NRHP by URS, and one is a previously-identified property that is recorded as “undetermined” with a recommendation that it be further investigated. The previously-identified historic property is the Kozlowski Farm/Newton Farm, Brooklyn Township (Key #812512) and it is located within the APE of the proposed Susquehanna County meter station location. URS identified this resource in 2013 and suggested a long form be completed for the property in a letter sent to your office dated January 29, 2013. PHMC concurred in a letter dated April 3, 2013. However, at that time, as a result of pipeline realignment, the property was removed from the APE and no long form was completed. As a result of the current proposed meter station and communications tower, URS is currently completing a Historic Resource Survey for the Kozlowski Farm/Newton Farm, Brooklyn Township (Key #812512). The form will be submitted to your office for review. There are no previously-identified National Register-eligible or –listed properties within the APEs of the Kickoff or MLV#2. The proposed undertaking will have No Effect on historic aboveground properties at MLV #2; the eligibility status of Kozlowski Farm will need to be determined for the purposes of effects determination at MLV Kickoff. Please see the enclosed summary table in Attachment 1 listing the historic properties and their preliminary determinations of eligibility. Physical Description and Integrity (Item 38) Description The James Newton Farm at 1815 Turnpike Road, presently known as the Kozlowski Farm/Property, is a former dairy farm consisting of approximately 179 acres in Brooklyn Township, Susquehanna County. Turnpike Road extends northwest-southeast through the northeast corner of the property. The setting surrounding the property is rural and slightly hilly. A small manicured, grassy yard surrounds the perimeter of the dwelling. A few mature trees shade the front and sides of the house and a narrow strip of ornamental plants grow across a small incline in the front lawn. A linear gravel driveway enters onto the property to the southeast side of the house. The property includes five buildings, all of which are aged fifty years or older: a circa 1870 farmhouse, a circa 1880-1900 dairy barn, a circa 1940 silo, a circa 1880-1900 granary building, and an early to mid- 20th century shed. Current landscape features found on the property are cultivated fields, woodlots, tree lines, farm lanes, and a quarry/pond. The property is located in a sparsely developed area that retains its agricultural and rural residential character. Farmhouse (ca. 1870) This two-story, wood framed, vernacular Gabled-Ell-style farmhouse is situated on the southwest side of Turnpike Road, approximately 60 feet from the road. The dwelling has a gabled front with a gabled ell extending from the center of its southeast wall, all atop a stone foundation. The walls are clad with cement asbestos shingles and the attic level of each gable-end is sheathed in decorative wood siding. The roof is covered in standing-seam metal. An interior, cinderblock chimney rises from the center of the side ell’s ridgeline. All of the window openings are evenly-spaced, surrounded with simple wood casing, with the majority being vinyl six-over-six, double-hung sashes. An open, full-width front porch stands across the northeast (façade) of the main block and side ell. The hipped-roof porch, with gabled pediment at the southeast end, is supported by turned wood posts atop replacement, square-shaped stone pedestals. Steps provide access onto the porch from the southeast end. The gabled-front main block measures three bays wide. The entrance, located in the east corner, is surrounded by wood casing and contains a replacement composite door with large oval-shaped light. Two single window openings are located northwest of the door, along the first-story. Three second-story window openings are vertically aligned with the first-story openings. A two-story ell projects southeast from the main block. Two, vertically aligned, single window openings pierce both the first-and-second stories. The southeast (side) elevation measures two bays wide. A two-story extended bay stands at the east corner of the ell, and contains pairs of windows in each story. The sides of the bay contain narrow double-hung, four-over-four vinyl sash openings. To the south of the bay on the first-story is a large triple window opening, and the second-story features a single window opening. The southwest (rear) elevation of the gabled main block contains a one-story (one-room) gabled addition extending southwest from the west corner – identified by the current property owner as the Wood Shed. A half-story lean-to is attached to the addition’s northwest side – identified by the current property owner as a privy. A one-story hipped-roof extension is located on the southwest side of the ell (at the back, south corner of the dwelling where the ell and main block converge). No further details were obtained for this side of the dwelling as accessibility onto the property had not been granted at the time of this field survey.

ER# 2012-1411-115 Physical Description and Integrity (Item 38) The northwest (side) elevation measures three bays. Three single window openings pierce the first-story. And, three second-story window openings are vertically aligned with the first-story openings. The northwest sidewalls of the rear gabled addition and lean-to are void of any openings. Barn/Machine Shed (ca. 1880-1900) A large wood-framed basement barn stands to the rear, southwest direction of the dwelling. The building has two cells, a two-story gambrel-roofed unit (standing closer to the house) – identified by the current property owner as the Horse Barn- standing parallel to a two-story gabled unit – identified by the current property owner as the Dairy Barn, connected by a gabled-hyphen towards their northwest ends – identified by the current property owner as the Machine Shed addition. Both units, as well as the hyphen, are built atop a stone foundation. The exterior walls are clad with vertical wood boards, and the rooftops are covered in standing-seam metal. Large wood plank door bays pierce entrance-level of the northwest walls of both units and the hyphen. A rectangular-shaped, metal-louvered ventilation bay is also noted at the center of the gabled unit, and small rectangular-shaped horizontal covered-bay is apparent in the gambrel cell. The northeast (sidewall) of the gambrel unit is pierced by four evenly-spaced vinyl-framed double-hung one-over-one windows across the entrance level. Two wood plank, metal-hinged bays are located across the upper level. The southwest end of the building features a large centralized sliding wood plank door, sided to the southwest by a vinyl-framed double-hung one-over-one window. A small centralized hay-loft covered opening pierces the upper level. No further details were obtained of the barn as accessibility onto the property had not been granted at the time of this field survey. This two-unit connected building appears in all three historic aerials of the property, 1939, 1960 and 1969. Silo (ca.1940) A tall concrete-block silo, constructed ca. 1940, stands adjacent to the southeast end of the barn, closest to the gabled-unit. The interior of the stave is exposed with no covering/top. This structure appears in all three historic aerials of the property, 1939, 1960 and 1969. Granary Building (ca. 1880-1900) This two-story narrow, gabled, wood-framed building stands immediately southeast of the silo, to the southeast end of the barn. The building stands atop a masonry foundation (details unobtainable). The exterior walls are clad in vertical wood siding and the roof is sheathed in standing-seam metal. The only remaining details that visible are two single, evenly-spaced windows in the upper level of the southeast wall. This building appears in all three historic aerials of the property, 1939, 1960 and 1969. Shed (early to mid-20th century) A small, wood-framed shed is situated approximately 50 feet southeast of the dairy barn, closest to the gambrel unit. The building is clad with vertical board-and-batten wood siding and is covered by a gable roof covered with corrugated and standing-seam metal. A pedestrian opening is located at the west corner of its northwest end. Its northeast wall is void of any openings. Like all the others, this building also appears in all three historic aerials of the property, 1939, 1960 and 1969. Integrity The James Newton Farm retains integrity of location, setting, and association, but lacks integrity of feeling, design, workmanship and feeling. The property does not retain sufficient late nineteenth or early 20th century agricultural outbuildings, such as a poultry house, machine shed, garage, corncrib, or hay drying shed, to reflect a more important regional agricultural trend. A few smaller outbuildings that were present in historic aerials are no longer extant. In addition, the farmhouse and outbuildings appear to have all undergone some degree of recent modification further diminishing their feeling and workmanship.

ER# 2012-1411-115 History and Significance (Item 39) History The historic background of this property was researched using local histories and census data which were utilized to track the ownership and activity of the property as far back as 1850. Historic atlases and maps dating back to the year 1858 were also referenced. Architectural and documentary evidence suggest a circa 1870 date of construction for the extant dwelling and outbuildings, during the tenure of James Monroe Newton. The current property, Mr. Edward Kozlowski, provided identification of buildings on the property and some history. The Kozlowski Farm is currently comprised of two tax parcels, containing approximately 179 acres. Historical documentation indicates the farm was first developed and established during the early to mid- nineteenth century, by the Newton Family. Research indicates that the majority of this land has historically been utilized for agricultural purposes. Local histories indicate the Newton family originally settled in New England soon after arriving with the Pilgrims in 1620. For generations later they remained in New England until the early nineteenth-century. Samuel Allen Newton, born in 1791 and a native of Groton, Connecticut, together with his wife children left Groton in 1834 and by the late 1830s purchased 125-acres of land from Judge William Jessup (or maybe Deacon Jacob Wilson (Blackman 1873)), and shortly thereafter later purchased an additional 75-acre tract, all in the northern part of Brooklyn Township during. He built a dwelling on the property in 1840. He was an educator, natural mechanic and surveyor, and was a skilled musician (Stocker 1887). Additionally, he was a farmer. The county and local municipal agricultural census from 1850 reflects a variety of farming on the property. The farming operations were comparable (average) to surrounding farmsteads in the Brooklyn Township, not the smallest however, not the largest either. Cattle included milch cows and other cattle. Livestock included horses, sheep, and swine. Field crops included wheat, corn, oats, potatoes, buckwheat, hay and orchards (fruit type unknown). Dairy production included cheese and butter. The farm also produced maple sugar, honey and wool (Ancestry.com). An 1858 map of the area validates the construction and settlement of the family in this location, specifically along the southwest side of Turnpike Road, under the associated ownership of S.A. Newton (Hopkins). Upon the death of his father in 1863, James Monroe Newton, born in 1821 also in Groton, Connecticut, took over ownership and management of the family farm (Stocker 1887). Confirmation of this ownership is noted on a map of 1872 which denotes a building in the same proximity as before and labeled as being owned by “Jas.M.Newton” (James Monroe Newton) (Beers). James was an avid farmer (Stocker 1887). However, for as strongly and passionate as Newton was about farming, oddly enough, by 1880 census data reveals a significantly smaller farming production for this property. Operations were a little smaller than the average (both locally and county-wide) when compared to surrounding area farms. Cattle and livestock included horses, dairy cows, sheep, swine, poultry and other cattle. Field crops included only hay and dairy production included eggs. The farm was also recorded as producing maple sugar, honey and wool. Twelve years later, in 1892, James died (Ancestory.com). Project data from the right-of-way agent indicates that Moses Molenko owned the property during the early twentieth century. Moses Molenko was an immigrant from Russia who arrived in United States circa 1913. It is uncertain from whom and when exactly he acquired the property however, the Pennsylvania Triennial Farm Census of 1927 records Molenko as owning a 135-acre farm in the area. Only one-quarter (34-acres) of the farm was used for seasonal crops, which appears to have been average in comparison to the surrounding farms. Field crops included 6 acres of corn (for feed), 5 acres of oats, 2 acres of buckwheat, a ½ acre of Irish potatoes and 21 acres of tame hay. His beef and dairy cattle inventory included 2-horses including colts, 2- horses and mules of working age, 16- milk cows and heifers, 3- heifers (1 and 2 years of age), 1- swine, 4- other cattle, and 70- hen and pullets. A small apple orchard (30 trees) was also noted. The farm had no running water in the kitchen, furnace heating system, milking machine, automobile, truck, tractor, gas engines, or radios; however, it did have a telephone, and one silo. The farm population consisted of

ER# 2012-1411-115 History and Significance (Item 39) one male and one female aged ten years or older, and one male and one female less than ten years of age (Pennsylvania State Archives 1927). Three years later, the 1930 United States Federal Census notes Moses Molenko and family (wife, Stella, and seven children, 2-sons and 5-daughters) as living in Brooklyn Township, Susquehanna County (Ancestory.com). Photographic aerials from 1939 show three buildings on the property: the presently extant dwelling, barn, and one additional outbuilding, southwest of the barn. The surrounding farmland appeared to have all been harvested and tilled in various large tracts. An orchard existed along the southwest side of Turnpike Road (Penn Pilot Aerials). By 1940, Moses Molenko is noted as widowed, but still living and farming in the same location. Only two of the seven children still remain at the homestead by this point (Ancestory.com). Deed documentation indicates Moses sold his farm to Edward and Nellie Kozlowski in 1945. A 1945 topographic map of the area denotes the house and quarry on the property (USGS). The aerials from 1960 and 1969 clearly document the present-day dwelling, large barn, silo, and three small outbuildings immediately southeast of the barn. The surrounding farmland appears still active, and more pronounced with linear divisions of vegetation visibly separated into various tracts. The quarry is also noticeable, west of the buildings (Penn Pilot Aerials). In February of 2006, Helen M. Kozlowski conveyed in a deed joint tenants with rights of survivorship of the 178-acre farm to herself, widowed, and Edward J. Kozlowski, III, married. County records indicate that Helen died in December of 2007. Three years later, in September 2010, the estate of Helen M. Kozlowski granted full ownership of the property to Edward J. Kozlowski, III. Edward J. Kozlowski, III continues to own the property in 2014 (Susquehanna County, on-line LANDEX). According the current owner, the Kozlowski family has owned the property since 1945. Since that time, the property has been actively farmed at various capacities. Though census data historically documents poultry farming/activity on the farm, the present-day owner has no recollection of being told or witnessing such farming while under the ownership of the Kozlowski’s. During the 1940s-1960s the farm was active in both dairy and field crop production. Since the 1960s the farm has only been farmed agriculturally and has included such field crops as corn, oats, hay, etc. A quarry was dug on the property during the 1950-60s. Flagstone was quarried and sold, used for decorative patio and curbing type purposes. Turns out this was not a profitable trade for the Kozlowski’s so they eventually re-claimed the area and seeded over it (Kozlowski 2014). All of the buildings on the property have been extant since the Kozlowski’s ownership, with improvements having been made to each over the years. Historically, a few additional outbuildings (about 2) stood near the cluster of extant outbuildings. They were in poor condition at the time the farm was acquired. As a result of tornados that blew through the area in 1948, and Hurricane Hazel that hit in 1954, the buildings were either destroyed completely or in too bad of shape to restore and were demolished (Kozlowski 2014). Mr. Kozlowski recalls his mother (now deceased) sharing tidbits of history about the farm over time, but he could not remember much in terms of details. He recalls her mentioning how the property or area was known as Newton Hill Academy. Kozlowski’s grandfather, Moses Molenko, bought the farm at a sheriff’s sale. The Hohn/Hahn Family were the previous owners, who financially defaulted on payments for the property (Kozlowski 2014). The house is believed to pre-date 1900. A number of years back, Mr. Kozlowski removed a stone and concrete patio that once existed towards the back of the house. The date 1901 was noted in some of the masonry. Also of note is the wood shed attached to the rear of house. Since Kozlowski ownership, this building has always been attached to the back of the house. To the north side of the building is an attached “shed” with a double-sitter privy (Kozlowski 2014).

History and Significance (Item 39) Significance Susquehanna County is located within the Northern Tier Grassland Historic Agricultural region, which was defined by the Pennsylvania Historical & Museum Commission, Bureau for Historic Preservation (PHMC-BHP) as part of the National Register Multiple Property Documentation Form (MPDF) for agriculture in Pennsylvania. Criterion A, Agriculture, Northern Tier Grassland Region, 1900-1960 (“Fluid Milk and Poultry”) The James Newton Farm was evaluated within the significant agricultural trend of fluid milk dairying in the Northern Tier Grassland Region for the period 1900-1960. The farm is not eligible for listing in the National Register of Historic Places (NRHP) under Criterion A because it does not retain a sufficient degree of integrity to convey its association with a particular event of trend. During the period 1900-1960, fluid milk dairying and poultry production dominated the Northern Tier Grassland Historic Agricultural region. The period was characterized by a shift from home dairying to centralized dairy processing and sale of fluid milk to urban and industrial markets (PHMC 2010:E-67). The Northern Tier Grassland region became “the most specialized dairy region in the state” during the first half of the 20th century (PHMC 2010:E-68). Typically, between a third and a half of a farm’s acreage was devoted to pasture. Hay, used predominantly to feed animals, dominated crop land on most farms. Corn for silage was another common crop. Poultry raising, especially for egg production, became the second largest income generator during this period. Oats were produced for horse feed, and buckwheat was often associated with honey production. Potatoes were raised for both market and home consumption (PHMC 2010:E-68, 69). Farm tenancy was low, and women’s labor roles expanded to meet the demands of increased milk production. Hay and crop harvesting was mechanized during this period, and tractors were used after ca. 1920, though most farms still had several horses and mules. Electricity became commonplace on farms, milking became mechanized, and silos increased in number (PHMC 2010:E-70). The farm no longer reflects a diversified farm with a strong representation of typical buildings and landscape features from the period 1900-1960. The farmstead retains a ca. 1870 farmhouse, a ca. 1880-1900 barn, a ca. 1940 silo, a ca. 1880-1900 granary building and an early to mid-20th century shed; however, it does not retain a poultry house, milk house, hog house or sheep barn. It also does not retain buildings that would help convey its township profile and level of mechanization, such as a machine shed, garage, corncrib, or hay drying shed, reflecting agricultural and cultural patterns for this period. At least two to three small outbuildings shown on the historic aerials from 1939 to 1969 are no longer extant. The farm retains a yard, ornamental plantings around the house, significant acreage, wood lots, and dirt roads within the property; however, it lacks any type of fencing or electrical utility poles. For these reasons, the property lacks integrity of association and feeling. Criterion B, Lives of Significant Persons The Newton/Kozloswki Farm is not eligible for listing in the NRHP under Criterion B. Research did not reveal an association with an individual who had a significant leadership role which impacted local, state, or national agricultural practices, trends, or thought. Criterion C, Architecture or Engineering Related to Agriculture Based on the standards established in the MPDF for agriculture in Pennsylvania, the James Newton Farm is not eligible for listing in the NRHP under Criterion C because it is not a rare or noteworthy example of a type, style, or period, nor does it “possess physical characteristics that specifically reflect aesthetic, cultural, craftsmanship, or production values associated with regional agriculture and rural life” for the period of construction (PHMC 2010: F-30). The property lacks integrity of materials and design as a result of the following alterations: the modernization of the front porch (application of stone pedestals and base) to the farmhouse, the insertion of replacement, non-period windows and doors throughout; the insertion of non-period windows throughout the barn. The removal of approximately two to three small agricultural outbuildings contributes to the property’s lack of integrity in design.
