The city societywasoutraged.Rostock’s city parliamenthad todecidewhether a city-ownedfencewasnecessaryasatemporarybarrierinRostock'scityharbourtoensurethesafetyofsmallcruiseshipsor not. Some spokesmen announced that "the Rostock city harbour do no longer needs ships, as sailboats andmotorboatsareenough, to stillmake it aharbour;whatdowecareaboutplanningandconstruction lawandEUsubsidylaw"?Theotherdisputantsshowedthatthereisabroadlackofknowledgeaboutlargesailingships,megayachts,smallcruiseshipsandshippropulsionsystems.And:whatisISPS?(1)"Wehaveleftthetimeoffencesandbarriers behind", the tabloid press said. The international Interreg project network JOHANNstirred up a hornets'nest

The project consortium is investigating how historical city harbours can be revitalized by maritime economy,especially economically operated shipping; how canmaritime flair be preserved or recreated.Whilemost of thehistoricalcityharbours,whicharenowratheremptyoffunctions,wereasourceofprosperityandworldopennessintheSouthBalticSearegion,theyareratherapotentialforurbandevelopmentatpresent,courtedbytherealestateindustry.Buthowtoalignurbandevelopmentwiththewater,whatmixoffunctionsshallbecreated,howtofinanceeconomicstructuralchange?TheUBCworkshopofthe"cityplanningcommission"thattookplace inMay2017 inRostock (2) gave a clear answer to this: The Rostock city harbour holds an enormous inner city developmentpotential.Thecityharbourneedsalsotosecureitsfunctionashighqualityharbor.Toachievethis,offersshouldbemade to the economy; maritime flair without shipping traffic could at best lead to embarrassing presentations.EconomicallymotivatedshippingisamatterforEU-ERDFfunding,sowhatcouldbemoreobviousthanusingthesepublic budgets for the development of historic city harbour areas? This needs commercial ship traffic. Shippingreducesdreariness.Ontheotherhand,thefunctionalbalanceneedstobereadjusted,usingtherightsofthelocalpublicgainedsince1990 regardingwork, sportand leisure time in thecityharbour.AoneweekHanseSail isnotenoughtopresentandenjoythealmostlostmaritimeflairofthecityharbour.However,theprerequisiteis:withoutan excavated waterway no ship with a draught of more than 4 m can be convinced to call at the Rostock cityharbour.12monthslater,insummer2018,thecityharbourofRostockwasdredgedforthefirsttimesince1989!

TheInterregprojectJOHANNproved:ThereisnowasmallbutgrowingmarketformaritimetourismintheBalticSearegionwithsmallcruiseships,megayachtsandlargesailingvessels.Thecruiseseasonwithsmallcruiseshipsrunsfrom April to October. It is worth investing in this niche segment of themaritime economy. Direct and indirecteconomiceffectspromisematerialandimmaterialprofits.Fewsmallcruiseships(upto150mlong,5mdraught)arelooking for exclusivity for their guests, especially regarding berths. The walking distance to the city centre is anenormous competitive advantage compared to the previously customary alternative of being assigned secondaryberthsintheshadeofthelargecruiseships.Ontheotherhand:Whodoesn'twanttoseeashipintheharboureverynowandthen,meetnewpeople,hearforeignlanguages?Thebiggestwinnersarethecitizensoftheharborcityandthetradespersonswhoworkthere.

Assoonasshipsdockthere,theinternationalrulesforsafetyandorderalsoapplyincityharbours.TheISPSCodealso applies to passenger ships engaged in international voyages and those port facilities where these ships arehandled.TheISPSsecurityconceptirrevocablyincludessecurityfences.Itisobviousthatbarriersofallkindsimpairthe leisureand lifestyleof today'sand tomorrow'surbansociety,especially since theeconomywithanaffinity tosecurity andports is not likely to standout due to its aesthetics and sensitivity in thedesign anduseof securityequipment. Usually ISPS barriers are permanently installed and are clearly recognizable as such. Where onlytemporaryISPSequipmentisneeded,thebarriersareinstalledinthecheapestconstructionfencequality.Sofar,inalmosteverycasethespaceperceivedaspublichasbeenaestheticallydisfigured,thepublichasbeenpermanentlyexcludedandwelcomeareashavebeenpresentedinaninhospitableandhostileway.OnlyinWismar,portsecurityexpertshavealreadyallied themselveswithdesigners;Wismar'sWorldHeritage statusdidnotpermit a standardsolutionfortheISPSfence.Karlskrona,ontheotherhand,useslegalleeways:nofence,butmoresecuritypersonnel.Thesecurityguards-preferablyvolunteers-evenwearuniforms:Baroqueclothesfromfortresstimes,speakforeignlanguagesandlookfriendly.Atent-inbaroquestyle,too-providesshelterfromwindandrainforthemandtheirguests;attunesthemtothebaroquecitycentrewithWorldHeritagestatus.

WhichiswheretheEUprojectcomesinagain.RostockreceivedEUsubsidiesforpurchasinganISPS-certifiedmobileport fence, whichwill be temporarily erected for the few ship calls with ISPS requirements in the city port. TheRostockportadministrationentersnewground,startstheexperimenttoworkwithitsownmobilefencesystem-"justintime”andonlytemporarily.Afencesystemmadeofstainlesssteel,whichisnotyetavailableonthemarket,istobeusedforthispurpose.Thetenderaskedforasystemthatwouldincorporatedesignelementsfromabarriersysteminthecitycentre,thuspresentingdesignqualitiesinthecityharbourthataremorelikelytobefoundonlyin5-starmarinas. It iscleartoeveryone:what lastedalmost40years intheconstruction industrywithregardtothemeanwhile artistic quality of construction fences and construction signs, does not succeed overnight in the portindustry.Well-designedmobileISPSsafetyfencesarenotavailableonthemarket!Thenowadvertisedfencepanelsshouldpickupmaterial,workmanshipandthedesignofanalreadyfirmly installedhigh-qualityfencesystemfromthecitycenter;shellcontributeto"Rostock'surbancorporatedesign"inthecitycenterandinthecityharbour.

TheRostockprojectteamisnowpurchasingahigh-qualitymobilefencesystemmadeofstainlesssteel.AEurope-wide invitation to tender drew attention to the sore spot: Well-designed mobile ISPS security fences are notavailableonthemarket!Thefencepanelsprocuredbynowaretopickuponthematerial,workmanshipanddesignofahigh-qualityfencesystemfromthecitycentrethathasalreadybeenpermanentlyinstalled;theyshellcontributeto"Rostock´surbancorporatedesign"inthecitycentreandinthecityharbour.Whenmegayachts,tallshipsorsmallcruiseshipswithISPSrequirementsarriveatthecityharborinthefuture,nobodyshouldfeeldisturbedanymorebysecurity barriers that are cheap andmartially - butmobile - looking standard fences. Thenewly purchased fencepanels should appear light, high-quality and transparent. They should correspond to the occasion of welcomingpassengerguestsandthequalityofthesensitiveurbanspaceinthealternationofleisuretimeandportfunction.

Rostock:Permanentlyinstalledstainlesssteelfencewithmeshnet(KröpelinerTorshoppingmall)asamodelforthemobileISPScityharbourfenceinthenearbycityharbor.

Sassnitz,oldharbour:goodfunctionalityduetoexcellentdesign;wheresmallcruiseshipsaretodockinthefuture,accesstothepierhasalreadybeenmadeattractivebyanelegantpedestrianbridge.Wherevervaluewasplacedonbridgedesign,itwillnotbeeasytobuildcheapfencesinthefuture.

Aarhus:Inthecityharbour,ISPSfencesdonothavetobe2mhighasinGermanyande.g.inKalmar.Buttheyarenotclearedawayeither.

Kalmar:suchanISPSfenceisusedforwelcomingmanymoney-payingexclusivetouristswhoarecourtedapartfromthat.AsmartersolutionwasfoundintheneighbouringtownofKarlskrona

Wismar: In order to prevent the permanent closure of the Cruise Pier inWismar, the fencewas designed to befoldableandslidingonsteelwheelsable,withtheexceptionofacheapstandardsolution.

The ISPSfence is foldedupatthispoint;onlywhenashipwith ISPSneeds, it ispulledoutandclosesthesecurityarea.Elsewhere,a longerfencepanelwasdiscretelymountedasaslidingpanel.Alsothisfencesegmentdoesnotdominatetheotherwisepublicharborandurbanspace.

SolivelyistheRostockcityharborjustunderaweekintheyear.Forcommercialsmallcruiseships,butalsomegayachtsandtallships,themooringispreparedneartheoldbluebridgecrane.Injustover5years,thepierwillhavelostits"parkinglotcharm"there.

Rostockhas its ISPSsecurity fencesinceDecember23,2019!Thefencetakesupelementsoftheurbancorporatedesign from Inner City; differs significantly from the usually cheap and simple designed fences,which are usuallyusedforISPSpurposes.ThefencewasprocuredthroughanEU-widetender;theRostockcompanyRichter(buildingsecurity) won the procedure. Thanks to the good interaction between Richter-Bausicherungs GmbH and thesubcontractors,itwaspossibletohavethestainlesssteelwiremeshproducedinVietnaminashorttime;theframeelementsweremanufacturedinSwitzerlandandcoveredwithwiremesh,deliveredtoRostockbytruck,allarrivedshorttoChristmas.

ThefenceelementsarenowkeptintheRostockcityharborinthewarehouseoftheseaman'sandportauthority.Thisalsoensuresthatthefencewillonlyshutoffthepieronthecranebridgewhenitisreallyinuse.TheISPSfenceisnowavailable formunicipalpurposes. "Hopefully soon for thesecuringof small cruise shipsat theberth in theareaofthecranebridge,"saidDavidZiegler,dockerinthecityharbor."Untilplanableandrevolvingvisitsofsmallcruiseshipsit isalongwayforRostock,weareplanningthedevelopmentoftheRostockcityport,the"Rostocker
