Significant Weather:

• Freezing rain – Portions of Ohio/Tennessee Valleys, Mid-Atlantic & southern New England

• Snowfall – Middle Missouri Valley into the Great Lakes

• Heavy rain – Portions of the Gulf Coast into Tennessee Valley

• Critical Fire Weather Areas/Red Flag Warnings: None

• Space Weather: Moderate/G2 geomagnetic storms occurred; Minor/G1 geomagnetic storms expected

Tropical Activity: No activity threatening U.S. or its territories

Earthquake Activity: None

Winter Storm – Plains to OH Valley December 5-7, 2013

• Winter storm brought snow & freezing rain to the Southern Plains through the Tennessee Valley

• Over 300k customers lost power due to downed trees and power lines—most of those were in R4 and R6

• Majority of outages restored; some remain within Region VI (No long term outages expected)

o FEMA Region VI: 50,410 outages

Texas: 43,753 (down from peak of 277k)

Arkansas: 4,923 (down from peak of 28k)

o Sporadic outages reported elsewhere

• Significant—but temporary—travel disruptions in many affected areas

• No requests for FEMA assistance; no unmet needs

Winter Storm – Response FEMA Headquarters

• NRCC is not activated; NWC returned to Normal Ops (24/7) on December 7

FEMA Region IV

• RRCC returned to Normal Ops & RWC transitioned to Enhanced Watch

• IMAT-1 released from KY EOC

• State EOCs in TN & KY remain partially activated; Statewide states of emergency

declared in TN & KY on Dec 5

FEMA Region VI

• RRCC activated to Level II, dayshift only (with ESF 1, 3, 6, & DCE)

• IMATs deployed to OK JFO and AR JFO; will support SEOCs, as needed

• 2-person team deployed w/MERs to Davis Field, OK to support generator staging

• FEMA LNO & FCO deployed to TX SEOC

• FSAs established at Davis Airfield Muskogee, OK & Camp Robinson, North Little

Rock, AR

• State EOCs in TX, AR and OK are partially activated; all other states at Normal Ops

• Statewide states of emergency declared for TX, AR and OK

FEMA Region VII

• RRCC activated to Level III, dayshift only (with ESF 6, 8 & 15)

• MO EOC is partially activated (Level II)
