This report is intended to provide an ovcraH picture of the involve~ 1ent of the 450 corporate-related political action cornmittees participat­ng in the 1976 campaign. These corporate-related political cornmittees eported spending $5,803,415 during the period January I, 1975 through ecember 31, 1976 covered by this study. Concentrated attention has een given to those committees which reported receiving or expending in xcess of $100,000 during this tin1e. While these nine committees reflect nly two percent of the total number of corporate-related political action ommittees, they account for 18.5 percent of the tota! ·amount expended y all of the corporate-related political conunittees. The remaining 441 ommittees which tnake up the other 81.4 percent of the total expended rc also included in this study in less detail.

In addition, each committee is listed with its reported connected, · ffiliated, or sponsoring organizatic;>n. Committees which have reported o connected, affiliated, or sponsoring organization are footnoted to rovide identifying data.

Over 94% of the comnlittees have provided the names of their affil­., ted and/or connected organizations. Twenty-four committees have ithcr listed "NONE, or failed to answer the section of the Statement f Organization requiring the names of any afliliated or connected rganizations. In this case the word "BLANK" appears under the name of he cotnmittee. In neither case should the appearance of these two words ndcr the name of any committee imply non-compliance with the Act on he part of a conuuittee since it n1ay indicate a misunderstanding of the

:e<(uiretnents of the Act aild the FEC Regulations.

This report is presented in three parts. The three parts present a con­solidated picture of the financial activity of all corp<?rate-related political action committees and include summary statistics, graphic presentations of the nu1nber of various categories of con1n1ittees plus their reported receipts and expenditures for the two year period covered by this study and the cash on hand balances as of Decentber 31, 1976. For those cont­mittees which received or spent in excess of $100,000, more detailed information, including contributor analysis, atnounts expended on behalf of federal candidates, and adjusted receipts and expenditures is provided.

Part I is a sununary of all corporate-related com1nittees listing receipts· and expenditures and other data.

Part II highlights 26 corporate-related entities with tnultiple political action committees. This section includes 79 political committees which are related with a single corporate entity and/or related with a subsidiary or with ~ther political conunittee representing another part of the corpo­rate body.

Part III presents the other 3 71 single corporate-related political com­mittees in alphabetical sequence by the name of the political action com-

. mittee. These committees have no reported tie under the definition of "affiliated" or "connected organization" with any other committee pre­sented in this section. This study does not include 14 political committees which have reported a sponsoring organization which is a corporation without capital stock. These committees will appear in a subsequent study in the Disclosure Series.

DEFINITIONS

INDIVIDUAL CONTRIBUTIONS:

$0 to and including $100: This category includes contributions in these amounts and total unitemized contributions.

$101 - $499: This category includes all contributions reported in these amounts.

$500 and over: This category includes all contributions reported in these . amounts.

TOTAL RECEIPTS ADJUSTED:

This category includes contributions received fro,m individuals, party com­mittees, unaffiliated non-party committees, loans, interest, and miscella­neous income. Total receipts adjusted does not include refunds, rebates, returned contributions, loan repaytnents, treasury notes and certificates of deposits which have been bought and redeemed.

TOTAL EXPENDITURES ADJUSTED:

This category includes total reported expenditures less refunds, rebates, returned contributions, loan repayments, treasury notes and certificates of deposits which have been bought and redeemed. Transfers between affiliated committees have been netted out.

CASH ON HAND: (As of December 31, 1976)

This figure is taken directly from the total Cash on Hand listed on the 1976 Year End Report.

MULTICANDIDATE COMMIITEE:

"Multicandidate committee" means a political committee which (i) has been registered with the Commission, Clerk, or Secretary for at least 6 months; (ii) has received contributions for Federal elections from more than 50 persons; and .... (iii) has anade contributions to 5 or n1ore Fed­eral candidates. (Section 114(a)(3))

A committee qualifying as a "multicandidate comn1ittee" is pernlitted to contribute $5,000 per election per Federal candidate as opposed to $1 ,000 per election per candidate; prior to meeting the above require­ments.

AFFILIATED COMMITTEE:

"All committees ... established, financed, maintained, or controlled by the same corporation, tabor organization, person, or group of persons, including any parent, subsidiary, branch, division, department, or local unit thereof, are affiliated.

(i) Application of the rule of this paragraph means that-

(A) All political committees set up by a single corporation and/or its subsidiaries are affiliated;

(B) All political committees set up by a single national or inter­national union and/or its local unions or other subordinate organizations of the national or international union are affiliated;

(C) All of the political committees set up by an organization of national or international unions and all its State and/or local central bodies are affiliated;

(D) All political committees (other than party committees) esta­blished by a member organization, including a trade or professional association, see Section ll4.8(a), and/or by related State and local entities, are affiliated;

(E) All the political committees established by the same person or group of persons are affiliated.

(ii) For organizations not covered by (i) above, indicia of establishing, financing, maintaining, or controlling, include-

(A) Ownership of a controlling interest in voting shares or securi-ties;

, (B) Provisions of bylaws, constitutions, or other documents by which one entity has the authority, power, or ability to direct another entity;

(C) The authority, power, or ability to hire, appoint, discipline, discharge, den1ote, or remove or otherwise influence the decision of the ofticers or members of an entity;

(D) Similar patterns of contributions;

(E) The transfer of funds between committees which represent a substantial portion of the funds of either the transferor or transferee com­mittee, other than the transfer of funds between the committees which jointly raised the funds so transferred., (Section 100.14(c)(2))

CONNECTED ORGANIZATION:

"Connected organization, 1neans any organization which is not a political committee but which directly or indirectly establishes, administers, or financially supports the registrant such as a corporation (including one without capital stock), a labor organization, a men1bership organization, a cooperative, or trade association.''
