Paving the Way For a New UkraineIn 2014 Ukraine opened a new page of its history. The country has confirmed its civilisational choice, de-fending its integrity and beginning the process of transformation into a modern European state. Ukraine has made the choice of strategies and partners that guarantee success in social and economic develop-ment, national security and relations with its neighbours, in line with the requirements of the 21st century. Based on the experience of the past two decades, Ukraine redefines its statehood, citizenship and national identity. The country strives to re-establish its place in Europe, drawing conclusions from non-recoverable mistakes and losses difficult to redress from the period 1991-2014. This place depends primarily on Ukraine and its people; on the strong state and the civil society devoted to it; on the quality of law and its enforce-ment; on reducing economic and social disparities between regions and social groups; on the development of modern industries, based on knowledge and technologies, both domestic and foreign; on the rapid re-covery from the war damage, based on the potential of regions, indigenous entrepreneurship and interna-tional cooperation. The plenary session titled “Paving a Way for a New Ukraine” will focus on the key issues of modernisation, economic development, natural resources exploration and regional potential in Ukraine, in cooperation with Polish and foreign partners.

Ukraine in the Global Puzzle: USA - Russia - EUAfter the collapse of the USSR and the bipolar system, Russia under Vladimir Putin rules repeatedly signaled its willingness to return to the global game together with the US, China and Europe. China’s distancing and the EU internal problems resulted in having only the two on the stage built by Moscow - the USA represent-ing the West and just Russia. The situation in Ukraine after 1991, and especially the removal of president Viktor Yanukovych resulted in Russia’s actions, including the military involvement. The actions are designed to show the final confirmation of Russia’s strategy to enter the game as the center of a new pole of global relations.

Ukraine’s Association with the European Union. A Profit and Loss Account

The negotiations and attempts to draw Ukraine closer to the EU have taken place since the dissolution of the USSR. These negotiations should have been completed during the Eastern Partnership Summit in Vilnius in November 2013. But president Victor Yanukovych decided not to sign the Association Agreement with the EU. The refusal triggered the pro-European wave of protests on the Maidan in Kiev and the shift of power. But at the same time, Ukraine lost Crimea and Donbas plunged into an armed conflict with the pro-Russian separatists. Finally, an Association Agreement was adopted in September 2014. But looking at the costs incurred by Ukraine, is this the Kiev’s success?

Tackling Internal Displacement in UkraineIn January 2015 there were more than 600,000 internally displaced persons in Ukraine, most of them com-ing from Crimea and the Eastern part of the country. More than 20 per cent were children. IDPs constitute a serious social as well as political issue and a challenge for the Ukrainian government. The participants of this discussion will try to find answers to the following questions: is it possible to avoid further displace-ments? How to manage the existing waves of IDPs? And how will this influence the future of Ukraine in the years to come?

Russia’s annexation of Crimea and the Donbas war drastically changed the EU’s relations with its Eastern partners. Ukraine in the European IdentityThe Association Agreement between the European Union and Ukraine expresses the will of the sovereign state and nation to decide about its civilizational choice in Europe. Putting this choice into practice will be extremely difficult: military confrontation in Donbas, economic recession, rebuilding destroyed economic and social infrastructure, closing social and economic disparities between the regions, changing the tradi-tional trade outlets and so on. Properly speaking, “Ukraine in Europe” can only be a politically stable country with guaranteed territorial integrity, with market economy, democracy, local self-government and civil so-ciety. After the first parliamentary elections since the fall of Yanukovych, Ukraine’s political landscape mirrors not only the country’s divide between the West and Russia but partition between pro-Western politicians as well.
