Our futureThe deadline for the end of theconsultation in December nowmeans that we are in limbowhile the Council put togetherthe responses. You will seefrom page 2 that we werepleased to help over 200people and couples tocomplete the response form.There were times where it wasstanding room only in theReading Rooms. Well done toall those who responded on aquite daunting form. I had a fewcomments about Page 11 lastmonth where we tried to makethe process simpler. As alwaysit is difficult to be concise abouta complex process. We tried.

2019 will be a significant yearfor Billericay when the planis examined by PlanningInspectors. We are preparingfor the process by visiting otherexaminations in different areas.

So far this has been useful andwill help those of us who haveasked to attend.

MembershipIf you remember, after manyyears at £2 the annualsubscription will be £3 this year.On page 7 you will see what wehave been doing as anorganisation and how you can bean active participant by letting usknow any issues or concerns youwould like raised or resolved. With the completion of theBasildon Council Local PlanRegulation 19 Consultation thefuture of Billericay now rests withthe Government’s PlanningInspectorate.

In the weeks before and duringthe Consultation BAG/BDRA helda number of events in the Townfor residents of Billericay, unlikethe Council, and our ConsultationClinics attracted over 200 visitors.Many expressed their gratitudefor the help provided and theongoing efforts to informresidents and to protect thetown’s unique character fromover development.

Here is a summary of the activities beforeDecember 17th to get our voices heard in theconsultation for regulation 19 of the Local

Plan process.Responses to the Consultationwere submitted by ourprofessional Planning andTransport Consultants on behalf ofthe BDRA and its nearly 4500household members andexperts in BAG also submitteda comprehensive response onbehalf of BAG’s membershipbase of around 5300 supporters.We know that many localo rgan isa t ions submi t tedresponses, including BillericayTown Council, Great Burstead andSouth Green Village Council, LittleBurstead Parish Council andStock Parish Council, and manyresidents submitted individualresponses. We will not know the

true scale of this response forsome time. Basildon Council willnow collate these responses forsubmission to the appointedPlanning Inspector.

The next step will be theExamination in Public, where thePlanning Inspector will hold anumber of sessions for interestedparties to reinforce the assertionsmade in their Consultationresponses and for the Inspectorto seek clarification whereneeded. BDRA, BAG and manyother individuals andorganisations have expressed a

desire to take part in theseevents, which we expect to occurin the summer. The Inspectorwill then give a final decisionon the Local Plan towards theend of 2019.

BDRA and BAG will continue towork to try to prevent overdevelopment. As a matter ofrecord BAG will soon have beenin operation for 5 years, for muchof that time the only organisationin the Town actively campaigningfor a Local Plan which trulybenefits residents alongsideBDRA and the Billericay Society.

It can be a great honour to beselected as the executor ofsomeone’s will. It shows the high

regard that person has for you andit demonstrates their trust andbelief in your fairness and strengthof character. However, it is also agreat responsibility and should becarefully considered beforeaccepting the appointment.

Consider the responsibilityBy accepting the role of an executor, you areessentially taking on the responsibility ofdistributing the estate of the deceased personas well as paying any debts or taxes.

Some of the duties for an executor mayinclude things like:• choosing the type of probate• filing the will for probate • setting up an account for paying bills • paying estate debts and taxes • maintaining willed property • making and filing an inventory with the

court • distributing assets

It's a big commitment and, in most cases, isunpaid. It’s a good idea to understand what’sinvolved before you accept.

The bittersweet role of an executorhighlighted in a report by the Office of TaxSimplification.

It can be complicatedThe report outlined that nearly 70% ofexecutors who did not use a legal adviserspent over 20 hours handling the estate -40% spent 50 or more hours. These are hoursfor which the executor does not receivepayment and often come at the most stressfulof times.

Only 10% described the process as ‘simple’or ‘user-friendly’. As an example, less than5% of estates actually pay any inheritance tax,but as an executor, you still have to completethe inheritance tax return form and potentially

After the brothers left, I received a text from aclient complaining that statements she hadreceived showed her investments were downby £47,000. I very nearly told her not to readthem!

A happy healthy and hopefullyprosperous New Year to you all and if

you have money to invest (notgamble!) now could be a good time.

We have two brothers on ourbooks who each inherited afairly substantial amount

when their mother died some whileago. As we looked after herinvestments, they asked us tocontinue looking after them.

As brothers they wanted their portfoliosinvested in exactly the same way so that theywere treated equally, we were happy to oblige.However, one brother checked his portfolioalmost every month, the other was simply not

bothered and had not looked at his holdingsfor some years.

We saw them both recently to carry out adetailed review. The brother who checked hisportfolio regularly was not happy seeing howthe market had fallen since the summer. “I’mlosing money” he complained. His brother wasover the moon. “Well my portfolio is well upover the last four years” he smiled happily.Now the point is they have exactly the sameamount!

The message here is about time andperception.

The Local Plan was at the topof our list and we feel preparedto make a strong case to theInspector later in the year. Wethought about putting oursubmission on the websitehowever decided to keep ourpowder dry in preparation forthe process ahead. I am sureyou will agree with me that wedon’t want developers and thelike having prior knowledge.

Barrenleys is an example ofthe destruction of ancientwoodland and it was withour concerted and ongoingintervention that we hope tomake a difference there.

As we enter our 93rd year as a Residents’Association I thought it would be a good thing toremind you of some of the things we have been

involved in in the last year. I don’t have space for all theachievements in the past 92 years but thoseof you who came to our 90th Anniversarycelebrations will have seen the most significantones. If you wanted to you could see thoseposters on our website www.bdra.org.

Mayflower 2020 It wasour dismay at the lack ofinitiative by the TownCouncil which promptedu s t o b e p a r t o f agroup to celebrate thissignificant anniversary. Ican tell you that there area host of activities at theplanning stage and itshould be a greatcelebratory year. A realcommunity effort.
