BOARD OF DIRECTORS MEETING DECEMBER 2017 HIGHLIGHTSAttendees: Directors Rhodes, Day, Deal, Lewis, and Sparkes were in attendance. And Director Nader joined the meeting via conference call. Others in attendance were Paul Orlando with SFMC, Communications Coordinator Brandon Thomas, Events Coordinator Edit Sherry, Finance/Covenants Specialist Amanda Thomason, Facilities & Grounds Manager Guy McNeil, and General Manager Carol Teigen.

President Rhodes introduced the three newly elected directors Raymond Day (High Plateau Court), Christie Nader (Fiddlehead Place) and Jamel Sparkes (Dillinger Mill Place).

Approved the slate of officers which included Mr. Rhodes as President, Mr. Deal as Vice President, Ms. Lewis as Secretary, and Ms. Harrover as Treasurer.

Approved the October 17, 2017 (Meeting #140) Board of Directors Meeting Minutes, and accepted the committee minutes.

Accepted the 2017 Annual Meeting minutes, as edited, for distribution and approval by association membership at the 2018 Annual Meeting.

Approved modifications to the website, to include, (1) the public items, as discussed, and keep private the resident directory, Board Member list and contact information, discussion groups, Board agenda, minutes and budget, and (2) the addition of a special header with information relevant to real estate agents and prospective home buyers.

Accepted, action in lieu of a meeting. This consent included: appointed new member Jason Burns to the Architectural Review Committee to carry out the remainder of Scott Speser’s three-year term, which expires June 2018

Accepted, action in lieu of a meeting. This consent included: accepted the maintenance and repair responsibility of Landbay 2 including SWM ponds as the responsibility of Stone Ridge Association, Inc.

Accepted, action in lieu of a meeting. This consent included: approved as amended, the year-end recognition and 2018 compensation package as discussed and agreed to; and approved the 2017 holiday office hours as submitted: 12/25 closed Christmas Day, 12/26 open 9am-1pm, 12/27 open 9am-1pm, 12/28 open 9am-1pm, 12/29 open 9am-1pm, 12/30 closed Saturday, 12/31 closed Sunday, 1/1/15 closed New Year’s Day, 1/2/15 open, 9am-5pm.

Accepted to not move forward with pursuing corrective language for the Association to provide snow plowing services and asphalt maintenance/repair on Common Drives since the Recorded Deeds for each Lot on Common Drives specifically stated the responsibility was the Lot Owner.

Accepted the 2018-2020 pond dam inspection contract with costs per pond inspection and meetings/coordination costs, $800 and $600, respectively, to Wetland Studies and Solutions, Inc.

ACTIVITIES COMMITTEE January 2, 2018

Committee members continued working on the 2018 event calendar. Members researched for new ideas including new vendors and best costs. New events along with outline and details to be ready to present to the Board of Directors for their approval in the spring.

- Mr. & Mrs. Bunny will be joined by DJ Brian Trace. Attendees will enjoy light refreshments while waiting for their turn to find the golden eggs. Committee members scheduled the goodie bag stuffing on March 27th. Volunteers are needed to stuff goodie bags, please attend!

Meetings are held the second Wednesday of the month November through January and the fourth Wednesday of the month for the remainder of the year in the Association Office Conference Room at 6:30pm. Meetings are open to all Stone Ridge residents.

TRASH REMINDERS FROM AMERICAN DISPOSAL

TRASH PICKUP: is on Mondays and Thursday. Yard waste and recycling is on Thursdays. If you have any questions, please call American Disposal’s customer service department at (571) 292-5510 or visit their website at www.americandisposal.com.

INCLEMENT WEATHER: Safety in Stone Ridge is a priority for American Disposal. Roads and/or areas which are deemed unsafe due to snow or ice will be suspended for collection. If suspension occurs, services will resume on the next regularly scheduled collection day.

WINDY WEATHER: Please place an identifying mark on your toter so it can be easily found if it blows into another yard. Bagging all of your trash when you put it out on pick-up day will assist in controlling it from flying in the high winds. Anything that is loose in an overstuffed trash bin can take flight and end up in the neighbor’s yard or common areas. Please take care to secure your trash in bags! If you see your trash has blown away, please be a good neighbor and pick it up. Thank you!

STONE RIDGE SAYS GOODBYE TO THE HOLIDAYS…All the elves enjoyed their time visiting last month. Wow! They really made our community look delightful with all the holiday decorations! Now we must wait until next year for them to visit again! The time has come to put them all away and prepare for Mr. Cupid!

As a reminder; Community Code No. 1, Stone Ridge Design and Maintenance Standards, Page

40 states: “…Lights shall be displayed no earlier than thirty days before the holiday and shall be removed no later than thirty days thereafter.” Please do your part in maintaining the “curb appeal” of Stone Ridge and remember to take down your holiday lights within the allowed time frame.

THIN ICE!Recreational activity is NOT allowed in the Stone Ridge ponds. There are “no trespassing: no fishing, no ice skating, no swimming” signs posted in multiple locations to ensure the safety of our residents to deter recreational use.

HOME IMPROVEMENT REMINDER

APPLICATIONS DUE ARC MEETING

Are you planning a home improvement in 2018? Thinking of adding a fence for more privacy or adding a patio for summer barbecues? If so, now is the time to submit your Architectural Improvement Application. All exterior home improvements, upgrades, and replacements to your home require PRIOR approval by the Architectural Review Committee. This includes, but is not limited to, replacing windows and doors, adding screen or storm doors, adding or altering decks and/or patios, and all painting and staining, except when returning faded paint or stain to its original, approved color.

HOW LONG DOES IT TAKE?

Once the Architectural Review Committee has approved the application, the homeowner has six months to start the project and 12 months to complete it.

Homeowners should not begin the work or purchase the materials for a project until written approval is received. Failure to wait for an approval may result in costly repairs. So be sure to review the Design and Maintenance Standards for details on what is required for making improvements to the exterior of your home. Architectural Improvement Applications and governing documents are on the website, www.srnet.cc, and available at the Association Office during business hours.

After obtaining ARC approval for your improvement, contact Loudoun County to inquire if your modification requires a building permit. Department of Building & Development can be reached by visiting their website at Loudoun.gov/bd or email them at [email protected] or by telephone at 703-777-0220.

PREPARE NOW FOR 2018 POOL SEASON

Pool season starts in 117 days which means it’s not too early to start thinking about making sure your records are up to date! Ensure that your Stone Ridge Membership Identification Card is ready for Memorial Day weekend. Save yourself time and avoid the long lines. All residents, five (5) years of age or older need an ID card in order to gain access to the swimming pools, fitness center and community events.

If you’re a new Stone Ridge Homeowner your ownership status may not be updated in our database. You will need the following to receive your Membership ID Card or Fitness Center Access Key cards:

PROOF OF RESIDENCY AND IDENTIFICATION - Acceptable forms of identification include a driver’s license, HUD-1 (for new owners), or current utility bill.

COMPLETED MEMBERSHIP APPLICATION FORM - All Stone Ridge household members must be listed on the Membership Application form. Owners or Tenants of the property are required to complete ALL items, including contact information and emergency contact information for each household member and sign the form.

TENANTS/LANDLORDS - Tenants must have their landlords complete and sign a Memorandum of Lease form. The tenants then complete and sign the Membership Application and bring both forms with them to receive an ID card.

PAYMENT FOR FITNESS CENTER ACCESS CARDS - Members who are 21 years of age or older have the opportunity to purchase key cards, which provide access from 4:30 am – Midnight to the Fitness Center. The cost for these cards is $10 each. This is payable by cash, credit card, or check which can be made payable to Stone Ridge Association, Inc. and list your address on the memo line of the check.

Note: All assessment accounts must be in good standing or the card will be deactivated until account is brought current.

RPPD APPROVED – WHAT IS THAT?!RPPD means “Residential Permit Parking District,” which is a parking district specifically designed for neighborhoods adjacent to public high schools, such as John Champe. Due to the parking on Sacred Mountain (VDOT road) that overflowed onto Village Run residential streets (also VDOT roads), residents in Village Run completed the County process to establish a RPPD in their neighborhood. Over 75% of the owners in the impacted area signed the petition asking for the implementation of the RPPD restrictions from 8am-4pm during the school year. At the December 13, 2017 Board of Supervisors Public Hearing, the proposed Residential Permit Parking District was approved.

What does this mean for students, teachers, guests, and vendors? Any vehicle parked on the following streets: Great Smokey Drive, Mississippian Court, Salmon River Place, and Front Range Lane, MUST have a parking permit or guest parking permit clearly displayed in their vehicle … or the vehicle will be ticketed by the Loudoun County Sheriff’s Office.

The County is in the process of distributing permit/decals to the residents in Village Run and installing signage for the RPPD. Please watch for signage indicating the RPPD is in effect to avoid a parking ticket.

SNOW PLOWING IN STONE RIDGEStone Ridge residents should be as prepared as possible so when the snow falls, you know where to call for plowing information

PARKING: When snow is headed our way, please park your car in your driveway or in a designated parking space. Cars parked on the street make the job much more difficult for the snow plows…and you may have to deal with the task of digging your car out if it’s plowed in.

DRIVEWAYS: When you shovel your driveway, please toss the snow back into your yard – not in the street. Less snow helps the plows clear the streets more efficiently.

SIDEWALKS: Homeowners are responsible for clearing the sidewalk in front of their homes.

The Community has several different snow plowing arrangements, depending on the location of your street. If your street is not noted below, please call the Association Office at 703-327-5179.

Montessori of Chantilly Casa dei Bambini, a Full Member School of the American Montessori Society, is relocating their school off of Stone Springs Boulevard adjacent to the new Stone Springs Hospital with an anticipated Grand Opening in Summer of 2018.

In preparation for beginning to build their new facility, Montessori of Chantilly hosted a groundbreaking ceremony on Friday, December 15th and officially began construction at the school’s new 42200 Glascock Field Drive address.

Montessori of Chantilly’s Kindergarten Class of 2018 welcomed all attendees with a song of peace, and were joined by current and past students and families of the school.

Special guests included Ms. Bharti Shah, Retired Owner of Montessori Children’s House of Loudoun, Mr. Grafton DeButts, Director of Membership and Brand Strategy, Loudoun Chamber of Commerce, Mr. Roy Barnett, Group President of Van Metre Companies, and Ms. Janel Glambrone, Vice President of M & T Bank.

“This new building has been our dream for many years,” Ms. Simlot said. “With two schools and over 13 years of preschool experience, we are exceptionally prepared to create the ideal authentic Montessori learning environment for our students. We cannot wait to see our dream come alive and the bright futures we will create for the students, families and teachers of South Loudoun County.”

Montessori of Chantilly was founded in 2005 by Ms. Deepa Simlot in the Lafayette Business Park near the intersection of Pleasant Valley Road and Rt. 50 in Fairfax County. Since 2005, over 600 students have been educated in this location. While this location has been their loving home for the past 13 years, the school is excited to kick off a new chapter of their school history with their relocation to a free-standing building, built to their own specifications in Loudoun County. Happy New Year! I hope you all have had a blessed holiday with loved ones. As Congress finishes the First Session of the 115th Congress, I wanted to share with you some of our key priorities over this past year. My staff and I have met with thousands of constituents, local elected officials, businesses and advocacy groups and have had hundreds of meetings throughout our District with constituents to find critical solutions to problems that affect us all. Some of our highlights:

TAX RELIEF FOR WORKING FAMILIES AND BUSINESSES

In December, Congress passed the Tax Cuts and Jobs Act a pro-growth, pro-jobs, pro-family tax relief package that featured the $2,000 child tax credit that I advocated for, as well as business tax relief so hardworking families and businesses will have a healthier economy. With this historic tax cut and the 14 regulatory reform bills that were signed into law this year, we have helped unleash strong economic growth and we are now heading into the third consecutive quarter of above 3% growth. The regulatory reform bills are estimated to save $3.7 billion.

LEADING IN THE BATTLE AGAINST SEXUAL HARASSMENT

The House of Representatives passed my bipartisan Resolution to combat sexual harassment in Congress. The resolution mandates educating the Congressional workforce, from Members to the interns, on preventing sexual harassment in the workplace and having zero tolerance for sexual predators. This was just an important first step, and I am currently working on legislation that will fundamentally reform the outdated 1995 Congressional Accountability Act to protect victims, bring much needed disclosure to the process, and stop any lawmaker from using taxpayer money to settle sexual harassment claims. I have also co-sponsored legislation to allow victims to publicly disclose information about any Members who have previously settled sexual harassment lawsuits at taxpayer expense.

ADDRESSING OUR TRANSPORTATION NEEDS

In early December, I introduced the METRO Accountability and Reform Act, the largest legislative reform package introduced since Metro’s inception. The

legislation has the backing of over 30 business groups including the Northern Virginia Chamber of Commerce, the Loudoun Chamber of Commerce, the Greater McLean Chamber of Commerce, the Prince William County Chamber of Commerce, the Federal City Council, the Greater Washington Board of Trade, and more. The Washington Post Editorial Board said of the legislation “Barbara Comstock offers a realistic lifeline for Metro”.

In early December, Department of the Interior Secretary Ryan Zinke heeded our call for action and announced $227 million for the full rehabilitation of Arlington Memorial Bridge. The bridge carries 68,000 vehicles daily – many 10th District constituents among them - and if these repairs were not addressed in a timely matter than the bridge could have been closed by 2020 causing major traffic disruptions throughout the region. For the past three years, my office has been working to support a number of efforts to secure these much-needed funds.

On the Transportation Committee, on which I serve, we have also started the important work for a larger infrastructure and transportation bill that we will turn to in the New Year.

CONTINUING THE FIGHT AGAINST THE OPIOID AND HEROIN EPIDEMIC

This summer, I hosted two opioid roundtables, one in Loudoun County with Sheriff Chapman and the other in Winchester headed up by Lauren Cummings, Executive Director of the Northern Shenandoah Valley Substance Abuse Coalition. The roundtables brought together local, state, and federal stakeholders to discuss the current state of the opioid epidemic in the region and featured Lawrence “Chip” Muir, Acting Chief of Staff and General Counsel for the Office of National Drug Control Policy so that we can continue to build relationships and coordinate our multipronged efforts (law enforcement, social services, medical community and faith community) to battle the heroin and opioid epidemic. We continue to meet with our local law enforcement, service providers, and activists to best coordinate the diverse resources needed to battle addiction in our communities.

The Communications Committee’s advises and assists the Board of Directors in planning and administering the communications needs of the Association. Since the beginning of Stone Ridge, the Association has used different mediums to communicate important information to residents: the newsletter, e-blast, Facebook, and website.

The first medium is Etched In Stone, a monthly newsletter that is the official communication vehicle for the Board of Directors. The transformation of the newsletter has been dramatic over the years. The original issue was two pages of copy paper and is now a 40-page full color, glossy issue. The pages are filled with timely information about board and committee news, events, amenities, and advertisements for local businesses.

Second, is the weekly E-Blast which is distributed each Thursday afternoon and on special occasions. Information about time sensitive material from local government, schools, weather, and safety reminders are included. Also included each week is a list of upcoming dates for events, committee meetings, and due dates for applications.

Third, is the Stone Ridge HOA Facebook Page. Currently, 1,834 individuals follow our page for important information about events, trash service reminders, information from the Sheriff’s Office and Fire Department, and weather updates. Check it out and ‘like’ it!

Finally, the last medium is the website, SRNet. Many of us can’t remember life before social media and apps, but SRNet was the original social media platform for Stone Ridge residents. Information about meetings, committee, events, and message boards were used by residents. Who remembers message boards?

Website use diminished because residents had to obtain a username and password from the office to access the site. Then, there was always the problem of remembering passwords! All the governing documents, community codes, agendas, membership directory, and forms for architectural review have been secure. As with most homeowner associations when the developer or “Declarant” holds the majority of the Board, these items remain secure.

The initial Communications Committee was established in 2006 by the Board of Directors and, over the years, committee volunteers have recommended additional upgrades to make the website more user friendly, including a pre-design website template. Unfortunately, by the end of 2012 the committee had no members, but the new “apps” possibilities enticed new volunteers to step forward in September 2017 and the Board of Directors re-established the committee.

In the Fourth Quarter of the year, the committee reviewed the community newsletter, Etched In Stone, the weekly emails, www.srnet.cc, and the Stone Ridge HOA Facebook page.

The committee volunteers established two goals - one for internal communications and another for external. The internal goal embraced the review of the association’s website which included a redesign or improvements to the site as well as the possibility of a mobile app integration. The external goal focused on planning a community-wide “open house” in the spring of 2018 that would provide perspective homebuyers information about Stone Ridge.

At the December Board meeting, the committee suggested information on the website be open to the public and important information that residents need be in a centralized, convenient location. After discussion, the Board approved the recommended changes and now residents can find the following on the website without having a username and password:

■ Amenities ■ Assessment Fees ■ Calendar ■ Management Office contacts ■ News & Updates ■ Etched In Stone & archives ■ Community Codes ■ Comprehensive Sign Package ■ Declaration of Covenants & Restrictions; Bylaws

The Board of Directors also agreed with the committee’s recommendation of a special tab devoted to real estate agents, prospective homebuyers, and sellers. All the important and helpful information is now in a convenient location. On the homepage, in the far upper-right corner, under the real estate tab you will find:

CHIRON CARES: STRETCH IN 2018 . . .

YOUR BODY WILL BE GRATEFUL Everyone knows that exercise is a part of healthy living but do you consider a stretching routine part of your exercise program or as an afterthought that gets done only if time permits? Since no one ever has enough time, 2018 should be the year you reconsider how you view stretching and consider adding it to your daily routine whether you exercise or not.

4 IMPORTANT BENEFITS OF STRETCHING:

■ Decreases muscle tension, anxiety, stress and fatigue;

■ Lengthens tight muscles that tend to pull part of our body away from their intended positions

- It is especially important to keep your back muscles loose thereby keeping your spine in alignment which in turn will relieve back pain and improve posture;

■ Increases flexibility and range of movement in the joints;

■ Increases blood flow which brings nourishment to the muscles.

For many of our Northern Virginia neighbors, a typical work day involves sitting in an office chair working in front of the computer. This ultimately leads to poor posture and lower back pain due to tight hip flexors and shortened hamstrings. Sitting at the desk also can lead to one feeling lethargic mid-afternoon which can lead to muscles tightening. But there is hope to save your back, restore muscle flexibility and combat your midday fatigue. Try these simple office chair stretches to combat your midday fatigue:

■ WRIST STRETCHES: Sit upright in your chair. Lift one arm and stretch it out in front of you with your palm facing upward. Gently grab your fingers with the opposite hand. Slowly pull the hand of your extended arm down. Hold for 10 seconds. Repeat 5 – 10 times. Switch hands.

■ SHOULDER STRETCHES: Lift your right arm and reach behind your head. Place your hand on your upper back, making certain your arm is as close to your ear as possible. Use your left hand to gently hold your right elbow while pushing it towards the back of your head. Hold for 15 seconds. Switch arms. Repeat 3 – 5 times per arm.

■ SPINE TWIST: While sitting upright in your chair, place your left arm behind your left hip. Hold on to your chair with your right arm. Keep your feet flat on the ground and slowly turn to your left. Hold for ten seconds. Switch sides. Repeat 5 times per side.

■ GET OUT OF YOUR CHAIR: Take time each hour to stand up and walk a few minutes.

Everyone can learn how to stretch, regardless of age or current flexibility and it should be a part of your routine whether you exercise or not. It does not require a huge commitment of time but stretching can end up providing you with huge results. Make 2018 the year you add stretching to your daily routine … your body will thank you.

DATA CENTERSYou may have seen some news recently about Google making two large purchases in Loudoun County to build data centers. One of those sites will be in the nearby Arcola Center, much of which is previously zoned for commercial development. There is also an application pending

before the County for a large data center complex on the north side of Route 50 on land currently owned by Chantilly Crushed Stone.

So with data centers in the news, I thought it was a good time to review the industry as it stands in Loudoun, and how the continued growth benefits the County.

Loudoun County now has the world’s largest concentration of data centers. Currently, there are 75 separate facilities in operation totaling a total of 10 million square feet, with over 3,000 technology companies represented. There is another 3 million square feet being planned or developed for the future. More than 70 percent of the world’s internet traffic passes through Loudoun’s digital infrastructure, making us a key player in the world’s technology economy. If the internet “lived” anywhere, it would be Loudoun County.

The genesis for all this growth is the vast availability of fiber, reliable and reasonably priced energy sources, and proximity to major users and markets. For several years, the County worked actively to attract data centers and build the cluster. Now, although we are still seeing growth, we spend most of our efforts in other clusters to help our economy diversify.

Data centers have traditionally been constructed on land zoned for industrial and/or office uses. Most of these are located in the Ashburn area, but we have seen more recent activity in the Leesburg and Dulles areas. Originally, data centers were not defined within our County’s Zoning Ordinance and were considered as an office use from a dated Zoning Administrator opinion.

The problems with this approach came to a head with the development of data centers in the East Gate area near Poland Road on Route 50. As you are well aware, the data centers that have been built, and are continuing to be built, required major transmission lines, and the proposal from Dominion to build them was problematic. Eventually, the County worked on a compromise, which is what is being put in place today.

As a result, I introduced an amendment to make data centers a special exception use in the Commercial Light Industrial (CLI) zoning district, which exists only in the

Route 50 corridor. CLI is mixed with residential throughout our corridor due to past land use patterns. The special exception gives the Board of Supervisors a say in their development, and is helping with future applications.

That said, data centers as a whole bring tremendous benefits to the County. They are low impact, in that they don’t create a lot of traffic or use many County services. They also generate an extraordinary amount of revenue –estimated to top $200 million annually next year-- from two main sources.

The first is real property tax, just like your home. The real property tax is derived from the assessed value of the underlying land as well as the completed structure. This accounts for approximately 13% of the tax revenue collected from data centers. The rest comes from a tax that the County levies on computer equipment located within the building. Because data center equipment is typically refreshed on a 3-4 year cycle, depreciation is limited, making data centers the gift that keeps on giving for the County’s bottom line. One study by the Northern Virginia Technology Council found that data centers generate $9.50 cents in tax revenue for every $1 in services they use.

The $200 million a year in revenue from data center is equivalent to about 24 cents on our tax rate. For a home with a value of $500,000, that means that your tax bill this year is about $1,200 less per year than it would be if Loudoun didn’t have data centers! That number will likely continue to grow.

The County is always working with the industry to improve the visual aspects of data centers, and we have seen some better designs over the years. We are also working to take advantage of the relationships we now have with many technology companies, to help attract other jobs and parts of their business to Loudoun. Already, we are seeing a trend with several companies who are seeking to bring office components of their business with their data centers.

As the cloud continues to grow, we’ll see continued increases in demand. However, I am sometimes asked what will happen if and when the day comes when the footprints of data centers will shrink. The good news is that given the proximity of many of our data centers to the Metro stations opening up next year, I think that data centers in those locations are an excellent interim use, and that there will be redevelopment opportunities in the future.

In the meantime, while the County continues to grow, and demand exists for infrastructure like roads, transit, schools and parks, the data center industry is providing us with much-needed revenue, and saving all of us taxpayers a great deal of money.

As a friendly reminder, all members and guests who park within Stone Ridge (residential lots, common area parking lots, public and private streets, or any other property) are required to comply with the Governing Documents and Loudoun County traffic codes. Please remember to be a good neighbor and park your vehicle courteously, in your garage or driveway, or in front of your home if you live in a single-family home. Parking spaces in the townhome sections, are not reserved and parking is on a first-come-first-served basis.

The Loudoun County ordinance 480.105, PARKING IS PROHIBITED IN SPECIFIED PLACES include:

■ sidewalks;

■ in front of mailboxes, the U.S. Postal Service does not require employees to exit their vehicles to put mail into obstructed mailboxes;

■ within 30 feet of a cross walk at an intersection;

■ in any area designated as a fire lane or within 15 feet of either side of a fire hydrant;

■ perpendicular to the curb in a cul-de-sac;

■ or in any manner that obstructs access to a driveway.

As a courtesy to others, specifically in the townhome sections, homeowners are asked to refrain from parking in non-designated parking areas, even if it is not marked as a fire lane (i.e. through streets) so that the street may remain clear for emergencies and/or snow plowing equipment. Remember, a firetruck or ambulance may need to get through and, if the street is blocked, it makes it difficult for them to reach their destination in a true emergency. If vehicles are parked on the street it also makes it difficult for the snow plowing contractor to clear the streets properly, so please keep your streets clear and safe.
