EXECUTIVE SUMMARY

Building upon a study completed in 2013, HGA developed additional conceptual options for preliminary design of a new 37,827 square foot library at the corner of Highway 96 and Victoria Street North in Shoreview, MN. The two residential lots at the corner of Highway 96 and Victoria Street North became available for purchase after the original feasibility study was completed. The purchase and demolition for these two residences are in process Fall of 2014. The existing library building, which will remain on the current library site, will be repurposed for another Ramsey County use.

PROJECT GOALS

- Increase the visibility of the Shoreview Library at the corner of Highway 96 and Victoria Street North

- Increase public service offerings and provide space for the co-location of public services - Library, Administrative OfficesandCountyServices

- CreateavisibleandseparateaccessibleentranceforAdministrativeOffices

- Develop the new Library building and site to complement the existing civic campus

- Design building to meet Minnesota B3 sustainability guidelines including SB2030

> Goal of 70% reduction in energy usage

LIBRARY GOALS

- Utilize the high visibility location at corner of Highway 96 and Victoria Street N.

- Create a visible and accessible drive-up book drop off Victoria Street N.

- Increase public service offerings and transition to a Regional Library

- Complete the Ramsey County Library Facilities Master Plan by transitioning the Shoreview Library from a Branch Library to a Regional Library

- Provide all public library programs on one level

SITE EVALUATION

SITE SUMMARY

The new site for the library is directly adjacent to the existing library and includes two formerly residential lots at the corner of Hwy 96 and Victoria Street North. A third lot that is included in the planning of the library is owned by the City of Shoreview and includes a well house on the premises. This area of this lot is required to meet the parking requirement for the new library. The well house requires a 50’ setback. There is an approximately 8 to 10 foot drop in grade from west to east on the site.

There is a desire to have the new library become part of a larger civic campus area which includes the existing library building that will be re-purposed, as well as the existing Shoreview Community Center.

Drivingfactorsforthesitedesign:- A presence at the corner – become a civic building with greater visibility- A drive up book drop – a convenience to meet the needs of the Shoreview patrons- A singular and visible main entry for both Library and Library Administration- Placement of delivery functions into a single dock area for both the Library and Technical Services

SUSTAINABILITY

The Shoreview Library will be designed to meet Minnesota Sustainable Building Design Guidelines (B3) version 2.2 including Sustainable Building 2030 (SB2030) Energy Standard which is a progressive energy conservation program that is designed tosignificantlyreduceenergyandcarboninMinnesotabuildings.SB2030istailoredafterthenationalArchitecture2030program and both have goals to reach net zero energy buildings in 2030. In 2015, the standard is 70 percent better than a baseline building modeled based on building of the same type and location typical of existing building stock in 2003. The SB2030 Energy Standard is required on all projects that receive funding from the State of Minnesota. Ramsey County has indicated that this will be the standard for the project, regardless of state funding. The energy goals are measured in terms of energy usage intensity (EUI) index in kBtu/SF/Yr. The estimated EUI for the Shoreview Library is expected to be approximate-ly 45. This target will need to be tested and determined early in Schematic Design.Forreference,RamseyCountyLibrary’sbestperformingbuildingsarethefollowing(datacollectedfromhttps://mn.b3bench-marking.com/Report.aspx?OrganizationID=920&ReturnTo=Counties): Maplewood Library 58 EUI Roseville Library 60 EUI Inordertomeetthetargetofapproximately45EUIthefollowingdesigncriteriashouldbeconsidered:

- Conduct an integrated design process that includes all disciplines to ensure that key goals are met.- Preliminary energy and building modeling should be conducted early in the process to test options- Walltoglazingareasshouldbemodeledtomaximizedaylightandviewswhilebalancingenergygoals.Energy-effi cient triple pane glazing may be required to meet energy goals.- Exterior wall and roof thermal performance should be developed with mechanical to meet goals R-value goals. It is expected that the exterior wall insulation thickness is to be 3” with an approximate R-value of 19. Roof insulation thickness is expected to be approximately 5” with an average R-value of 30. These assumptions should be tested in Schematic Design.- Mechanical systems should incorporate systems such as ground source heat pumps in order to reduce EUI. (Refer to mechanical systems description for more information).- Utilize daylighting controls

SITEWORK NARRATIVE

The proposed sitework will consist of the construction of the Library building and adjacent 66 stall surface parking lot. To accommodate this construction, the southern portion of the existing library parking lot will be removed and the residential lots cleared.

The finished floor elevation of the new library is anticipated to be within a foot or two of that in the existing library building. This finished floor elevation will allow service and book drop-off access on the north side of the library from the existing library parking lot. However, this finished floor elevation will require exterior stairs on the sidewalk to the Community Center, east of the new parking lot. Also required are two 3 foot high by 50 foot long retaining walls adjacent to the access drive from the Community Center parking lot.

Several site utilities will need to be removed, relocated and/or extended to serve the new library building. Site utility workwillinclude:• Removal of the existing storm sewer in the southwest corner of the library parking lot.• Relocation of the existing library sanitary sewer service (see page 20).• Connection of the new library sanitary sewer service with the relocated sanitary sewer.• Extension of a new water service from the 8” watermain located adjacent to Victoria Street (see page 20).• Installation of an underground stormwater treatment system. This system will collect drainage from the book drop/service area,

the library roof and the new parking lot and discharge to the adjacent City storm sewer system located in the Community Center parking lot. This stormwater treatment system must accommodate approximately 6,200 cubic feet of storage volume.

ARCHITECTURAL NARRATIVE

I. Building SummaryThe program for the building includes threemainprogrammaticelements:

• Library• Technical Services• Administration

The new 37,827 square foot Library & Administration building is planned to locate all library functions including Technical Servicesand Administrative Offices on the First Level. There will be limited two story library space along the west side of the building over the Adult and Teen collection areas. The program for the library is based on a document produced by Bentz, Thompson, Rietow, dated January 25, 2013 along with select updates.

A one-story library space is preferred from a staffing and function standpoint. A drive up book drop will be provided to continue the level of service already provided at the existing library. Ideally, the drive up book drop will drop directly into the automated material handling room in the staff area to eliminate extensive conveyance and manual transfer of materials. The book drop is located on the north side of the building in order to provide an easily accessible drive up book drop for patrons. This will improve service since patrons will now be able to directly access the book drop off of Victoria Street North. This places the automated material handlingequipment, staff areas and technical service functions at the northeast corner of the plan. The interior book drop at the main entryshould also be located so material can be returned into the conveyance same system, if possible. The Technical Services department receives a large amount materials from multiple daily deliveries. These deliveries require a roll up door.

There will be a mechanical penthouse on the northeast corner of the building for air handling units and mechanical systems. An approximately 800 sf basement area will be included for mechanical water and pump room for a ground source heat pump system.

Daylight and transparency are key concepts in making the entrance and interior spaces feel inviting. Transparency from the exterior and window placement will be carefully considered. Transparency allows people on the exterior to see the activities occurring within. Window placement will frame views of the exterior from the interior spaces.

The interior concept includes ideas of warmth, intimacy and light. The feeling of warmth will be created in the careful selection of materials – wood and natural colors applied cohesively inside and out. . The intuitive planning of the building will allow the user to relate the exterior massing of the building with interior functions. All collection areas will include warm and inviting spaces yet each will have a unique character designed to meet the individual needs the user groups. Intimate spaces for people to linger will be provided along the exterior including window seats, comfortable seating and small reader tables. The transparent public lobby is filled with natural light and provides a visual connection to the outdoors through large windows.

The Administrative office area has been located at the Shoreview Library for a long time. It currently is in the lower level of the existing building. The existing location has challenges with identity and entry. The Administrative offices also have different hours of operation than those of the library. A goal of the new building is to create an identifiable and welcoming entrance for all visitors to the Administrative Offices of the Ramsey County Library.

III. Foundation SystemsA. A geotechnical investigation for the proposed library site has not been conducted. A previous report prepared for the

adjacent existing library – TCT #4220 91-809, dated February 11, 1991 by Twin City Testing Corporation – was reviewed. According to the report, the current library site features granular soils below shallow fill and organic soils.The report recommended conventional spread footings, but an allowable bearing pressure was not provided.

B. For preliminary foundation design purposes an allowable bearing pressure for spread footings of 3000 pounds per square foot is assumed, with the expectation that subsurface conditions are similar to the adjacent existing library site.

C. A small partial basement of approximately 800 square feet is planned for mechanical equipment. The remainder of the first level will be on grade.

D. Preliminaryfoundationloadsandconstruction:1) Typical building column footings:8’-0” x 8’-0” x 1’-8” thick reinforced concrete, based on a typical maximum

anticipated column load of 200 kips. Larger footings may be required in limited areas.2) Typicalexteriorwallfoundations:concretefrostwallson2’-0” wide by 1’-0” thick continuous footings, based on

a maximum anticipated wall load of 6 kips per foot. Bottom of perimeter building footings to be a minimum of 3’-6” below grade.

3) Typical basement walls and foundations: 12” thick minimum concrete walls on 2’-0” wide by 1’-0” thick continuous footings, based on a maximum anticipated wall load of 6 kips per foot.

E. Typical building slab on grade will consist of a 5-inch unreinforced concrete slab placed directly over a 15-mil vapor barrier and supported by 6 inches minimum of compacted under-floor base material. 1) An access floor system over the first level slab on grade is anticipated.2) A thicker slab on grade may be required in the basement mechanical space.

IV. Structural Framing SystemsA. Typical Floor Framing

1) The elevated structural floor system will consist of steel framing and concrete slabs on composite steel deck. Typical slab construction will be 3-1/2” normal weight concrete on 3” deep cellular acoustic composite deck, providing a one-hour floor slab rating. Typical purlin spacing will be approximately 8 to 10 feet. Bay sizes will vary, with column spacing expected to range from 25 to 35 feet in each direction.

2) The floor structure will be exposed, and all structural steel will be Architecturally Exposed (AESS), except at mechanical areas. The level of AESS to be provided includes the following fabrication and erection requirements:• Fabricate and erect AESS to the tolerances specified in AISC 303 for steel that is designated AESS.• Shop fabricate and assemble AESS to the maximum extent possible. Locate field joints at concealed

locations if possible. Detail assemblies to minimize handling and to expedite erection.• Fabricate with exposed surfaces smooth, square, and free of surface blemishes including pitting, rust,

scale, and roughness.

• Remove blemishes by filling or grinding or by welding and grinding, before cleaning, treating, and shop priming.

• Fabricate with piece marks fully hidden in the completed structure or made with media that permits full removal after erection.

• Assemble and weld built-up sections by methods that will maintain true alignment of axes without exceeding specified tolerances.

• Use weld sizes, fabrication sequence, and equipment for AESS that limit distortions to allowable tolerances.

3) Columns will be wide flange or HSS shapes of 8- or 10-inch nominal depth. The largest columns will occur at braced frame locations.

B. Typical Roof Framing1) Typical roof framing will consist of steel beams and roof deck. Typical beam spacing will be approximately 8 to

10 feet, with 3” deep galvanized and painted steel roof deck. Bay sizes will vary, with column spacing expected to range from 25 to 35 feet in each direction.

2) The roof structure will be exposed, and all structural steel will be Architecturally Exposed (AESS), except at mechanical areas. The level of AESS to be provided at the roof is the same as described for the typical floor framing.

3) Longer roof spans are anticipated over the portions of the building. The one and half story spaces and the community room may have clear roof spans of approximately 50 feet. Heavier and deeper steel framing will be required for these longer spans.

C. Select Areas of Specialty Structure1) Provide an allowance for a limited area of exposed specialty structural framing. Structure may consist of

architecturally exposed steel, timber, glulam or other exposed systems within feature areas of the building.

D. Lateral Load Resisting Systems1) Steel concentric braced frames with HSS sections for bracing will be primarily used to resist lateral wind loads.

Steel moment frames may be required in limited areas.

I. GeneralThe following information is provided to indicate major systems and capacities. Not all required items are indicated, referenced, or identified.

II. Codes and StandardsBuilding design shall comply with current National/State/Local codes and requirements.

III. Mechanical System Energy Saving Features A. Summary:Energyuse in thebuildingwill target tomeet SB2030 goals for 2015. These Energy Standards use an

Energy Use Intensity (EUI) Index in kBtu/SF/Yr that is a 70% energy reduction from a baseline building of the same type and location typical of the existing building stock in 2003.

C. Condenser / Well Field Water System1) Condenser / well field water will be circulated to the water-to-water heat pumps from the exterior well field.2) Two parallel variable speed condenser water / well field pumps sized for 100% of the load each will distribute

from the well field to the water-to-water heat pump units. Pumps will be base-mounted end suction or vertical split case type.

3) The circulated fluid shall be 25% Propylene Glycol by volume.4) Condenser water piping accessories: Diaphragm compression tank, air separator, glycol fill station, chemical

feeder, calibrated balancing valves, flexible connectors.

VII. Chilled Water SystemA. Cooling system:Chilled water will be provided by modular heat pumps (MultiStack or Clima Cool). Chiller shall

VIII. Heating Water System

A. Hot water heating system: A high-efficiency, condensing boiler system shall supplement heat pumps system (Hydrotherm KN, Weil McClain or equivalent).

B. Two parallel variable speed heating water pumps will distribute heating water to air handling unit heating coils, and heating terminals such as unit heaters and fin tube radiation. Pumps will be inline, base-mounted end suction or vertical split case type. (Bell & Gossett, Armstrong, Taco)

C. Heating water piping (copper) will be insulated with fiberglass insulation with a foil-scrim-kraft vapor barrier.D. Hot water BTU metering of the hot water system will be provided.

IX. Air Handling SystemsSystem concept: Single air handling units shall serve the project with dedicated minimum outside air energy recovery unit. Return air will be extracted from main open spaces at central locations to minimize ductwork and achieve proper sound control.

A. Main Library Air Handling Unit1) A 35,000 cfm, variable volume, multi-zone underfloor air distribution.2) The air handling unit shall be a 2” double wall unit with VAV modular fan-wall supply and return/exhaust fan

arrangement, chilled water cooling coils, hot water heating coils, MERV 8 pre-filters, MERV 13 final filters, 100% economizer control, low-leakage dampers, smoke detectors, and integral ductwork connection. Each fan shall have premium efficient motors, zero pressure drop backdraft dampers, shaft grounding kits, and factory installed variable frequency drives.

B. Energy Recovery Unit1) A 4,500 cfm, variable volume, energy recovery unit will pre-condition the minimum outside air prior to mixing with

building return.2) The unit shall be a 2” double wall unit with VAV modular fan supply and return/exhaust fan arrangement, total energy

recovery wheel between outdoor air and exhaust air streams with desiccant technology, minimum outdoor air flow measuring devices, low-leakage dampers, smoke detectors, and integral ductwork connection. Each fan shall have premium efficient motors, zero pressure drop backdraft dampers, shaft grounding kits, and factory installed variable frequency drives.

X. Hydronic Terminal UnitsA. Finnedtuberadiation:hotwaterfinnedtuberadiationwillusedatperimeterwalls,clerestoriesandskylightsthatinclude

XI. Exhaust SystemsA. GeneralExhaust:Toilet rooms, custodial closets, and other spaces requiring general exhaust will be exhausted through the

energy recovery unit.

XII. Air Distribution DuctworkA. Supply air, return air, outside air, and exhaust air ductwork will be fabricated of galvanized sheet metal in rectangular and

round. Insulated flexible ducts will be used for connections to air terminal units and control devices.

B. Supply ducts in mechanical rooms, shafts, and above ceilings will be insulated with external fiberglass duct insulation with a foil-scrim-kraft vapor barrier jacket covering. Outside air ducts will be insulated with rigid board insulation.

C. Underfloor systems may use “air highways” for supply air distribution in raised access floor system. “Air highways” are zones of increased pressure and velocity in raised access floor that are created with air tight sheet metal dividers creating asupply air main. Careful care of design and construction of air highways is required to minimize leakage, crossover of systems and negative impact to building flexibility. Maximum velocity in air highways would be limited to 1250 FPM.

D. Return air will be transferred from each isolated room served by underfloor supply air through acoustic transfer ducts to floor or area plenums.

XIII. Registers, Grilles and DiffusersA. Spaces served by underfloor air distribution systems will have round adjustable displacement style floor diffusers. A

combination of square louver-face diffusers, round nozzle, linear slot diffusers, double-deflection sidewall registers, horizontal bar return and exhaust registers, and floor level linear bar grilles will be used for remaining spaces.

XIV. HVAC Noise Control:A. The HVAC systems for this project will be designed to promote good acoustics in all noise critical spaces, and will meet or

exceed the noise criteria established by the project Acoustician.

XV. Automatic Control System A. Direct digital control systems for control and monitoring of mechanical equipment and energy managements systems will be

provided. The control system will include direct digital control panels with electronic sensors, equipment controls, meters onall major utility services such as chilled water, hot water, domestic water, irrigation water, electricity, CO2 sensors, and electronic valve and damper operators. (UHL)

XXI. Solar ReadyTo meet the Minnesota B3 renewable energy guideline, plumbing systems will be designed to connect to a future solar hot water heating system from a future roof-mounted solar array expected above the office space. Space for future piping distribution from solar array to main mechanical room will be identified. In the main mechanical room, space for future heat exchangers, tanks and accessories will be made for connections. No piping or accessories will be installed as part of the project.

XXII.Fire Protection SystemsA. Fire sprinkler protection will be provided for 100 percent of all building areas. B. The building shall be served by a standard wet pipe system, except for any potential loading dock areas, which would be

served by a standard dry type system.C. The new fire service will enter into a lower level mechanical room and will include required backflow prevention, detector

check valve, bypass meter etc.D. Estimated fire protection service size is 6”.E. An electric fire pump is not anticipated. Final confirmation from hydrant testing is required to confirm.F. Fire protection piping shall be Schedule 30 or 40 black steel piping with threaded or mechanical grooved-end fittings and

couplings. Threadable, lightwall piping will be allowed for pipe sizes NPS 3 and smaller. Thinwall or plastic piping will not beallowed.

G. Provide zone valve and drain assemblies for main building areas. Coordinate required fire alarm, supervisory and water flow alarm connections.

H. Provide sidewall, pendent or upright sprinkler heads in spaces without finished ceilings and fully concealed, recessed pendent heads in finished areas.

I. Flow switch and flow alarm at each zone shall be interconnected to building fire alarm system. Electrically operated alarm shall be UL 464, as manufactured by Potter Electric Signal Company or equal. Electrically operated valve supervisory switch shall be UL 753, as manufactured by Potter Electric Signal Company or equal.

I. GeneralThe following information is provided to indicate major systems and capacities. Not all required items are indicated, referenced, or identified.

II. Codes and StandardsBuilding design shall comply with current National/State/Local codes and requirements.

IV. General RequirementsA. Estimated system peak cooling load = 100-125 tons.B. Estimated system peak heating load = 1.5 MMBtu

V. Chilled Water SystemA. Coolingsystem:Chilled water will be provided by air cool chiller located on grade (McQuay, York or Trane). Chiller

shall supply:1) Air handling unit

B. Two parallel, variable speed chilled water pumps sized for 100% of the load each will distribute cooling water to air handling unit cooling coils. Pumps will be base-mounted end suction or inline type. (Bell & Gossett, Armstrong, Taco)

C. Chilled water piping (grooved) will be insulated with fiberglass insulation with a foil-scrim-kraft vapor barrier.D. The chilled water system will be designed for operation with a supply-return difference of 14 degrees F.E. Chilled water BTU metering of the chilled water system will be provided.

VI. Heating Water SystemA. Hot waterheatingsystem:A high-efficiency, condensing boiler system (Hydrotherm KN, Weil McClain or equivalent).B. Two parallel variable speed heating water pumps will distribute heating water to air handling unit heating coils, and

heating terminals such as unit heaters and fin tube radiation. Pumps will be inline, base-mounted end suction or vertical split case type. (Bell & Gossett, Armstrong, Taco)

C. Heating water piping (copper) will be insulated with fiberglass insulation with a foil-scrim-kraft vapor barrier.D. Hot water BTU metering of the hot water system will be provided.

VII. Air Handling SystemsSystem concept: Single air handling units shall serve the project with dedicated minimum outside air energy recovery unit.Return air will be extracted from main open spaces at central locations to minimize ductwork and achieve proper sound control.

A. Main Library Air Handling Unit1) A 35,000 cfm, variable volume, multi-zone overhead distribution system.2) The air handling unit shall be a 2” double wall unit with VAV modular fan-wall supply and return/exhaust fan arrangement,

chilled water cooling coils, hot water heating coils, MERV 8 pre-filters, MERV 13 final filters, 100% economizer control,low-leakage dampers, smoke detectors, and integral ductwork connection. Each fan shall have premium efficient motors, zero pressure drop backdraft dampers, shaft grounding kits, and factory installed variable frequency drives.

B. Energy Recovery Unit1) A 4,500 cfm, variable volume, energy recovery unit will pre-condition the minimum outside air prior to mixing with building

return.

2) The unit shall be a 2” double wall unit with VAV modular fan supply and return/exhaust fan arrangement, total energy recovery wheel between outdoor air and exhaust air streams with desiccant technology, minimum outdoor air flow measuring devices, low-leakage dampers, smoke detectors, and integral ductwork connection. Each fan shall have premium efficient motors, zero pressure drop backdraft dampers, shaft grounding kits, and factory installed variable frequency drives.

VIII. Hydronic Terminal UnitsA. Finned tube radiation: hot water finned tube radiation will used at perimeter walls, clerestories and skylights that

include large glazing. Finned tube radiation in public spaces shall have either floor-recessed finned tube enclosure or finned tube radiation in architectural custom enclosure.

B. Unitheaters:Mainentrances will have concealed cabinet unit heaters. Loading docks and garages shall be heated with overhead unit heaters.

IX. Electrical Rooms and Telecomm RoomsA. Rooms shall be conditioned by ductless mini-split systems with condensing units located with mechanical rooms

(Mitsubishi, Panasonic or equal).

X. Exhaust SystemsA. General Exhaust: Toilet rooms, custodial closets, and other spaces requiring general exhaust will be exhausted

through the energy recovery unit.

XI. Air Distribution DuctworkA. Supply air, return air, outside air, and exhaust air ductwork will be fabricated of galvanized sheet metal in rectangular

and round. Insulated flexible ducts will be used for connections to air terminal units and control devices.B. Supply ducts in mechanical rooms, shafts, and above ceilings will be insulated with external fiberglass duct insulation

with a foil-scrim-kraft vapor barrier jacket covering. Outside air ducts will be insulated with rigid board insulation.C. All supply and return ductwork will be routed through ceiling spaces.D. Return air will be transferred from each isolated room through acoustic transfer ducts to common return plenums.

XII. Registers, Grilles and DiffusersA. A combination of square louver-face diffusers, round nozzle, linear slot diffusers, double-deflection sidewall registers,

horizontal bar return and exhaust registers, and floor level linear bar grilles will be used for remaining spaces.

XIII. HVAC Noise Control:A. The HVAC systems for this project will be designed to promote good acoustics in all noise critical spaces, and will meet or

exceed the noise criteria established by the project Acoustician.

XIV. Automatic Control System A. Direct digital control systems for control and monitoring of mechanical equipment and energy managements systems will be

provided. The control system will include direct digital control panels with electronic sensors, equipment controls, meters on all major utility services such as chilled water, hot water, domestic water, irrigation water, electricity, CO2 sensors, and electronic valve and damper operators. (UHL)

ELECTRICAL SYSTEMS

I. Electrical Project ScopeA. All electrical work associated with Ramsey County Shoreview Library and the site work associated with the building,

unless listed below. B. Items currently not included in the scope of work. Pathways (conduit and cable hangers) and backboxes for each item

listed below are included as part of this project.1) Security System: motion detectors, door contacts, cameras, monitors, key pads, alarms and head-end

equipment are not included in the project scope. 2) Telephone/DataSystem:TelephoneandNetworkhardwareandelectronics,cabling,faceplates,terminalblocks,

termination and testing. It is presumed that the owner will perform this work under a separate contract. 3) Audio/VisualSystem:Speakers,monitors,videosignalprocessors,controls,integration,cabling,andhead-end

II. Electrical Service RequirementsA. Local electrical distribution provider is Xcel Energy. The customer (Ramsey County Library) will require 3-phase, 480

volt feeders on-site to serve the facility. B. Provide a new underground electrical service. The service shall meet the requirements stated below:

1) Provide 480/277V 1000 amp utility service to the building and 208/120V distribution voltage for the following program spaces within the building.a) Program spaces served within building

3) The new facility will require (1) main electrical room and (1) satellite electrical room. 7) Provide complete, adequately sized, and metered temporary electric power and lighting services for all trades during phased construction period. Provide service equipment, feeders, panelboards, receptacles, and lighting as required for the trades to perform quality work in a safe environment. Energize hoists, cranes, elevators, field offices, and other large significant loads. Work shall include ground fault protection where required and complywith OSHA and the NEC. Remove facilities prior to occupancy.

8) In order to meet Minnesota B3 renewable energy guidelines, provide provisions for the facility being a “Solar Ready Building”..

9) Audio/Visual: Coordinate power requirements and location for monitors and supporting equipment for digital signage systems designed and provided by Owner vendors.

10) AutomatedMaterialHandlingEquipmentandBookDrop:Coordinatepower requirementsanddisconnects forautomated material handling equipment, RFID system, conveyors and book drops.

III. LightingA. In order to achieve Sustainable Building 2030 energy goals, the overall lighting loads must be minimized. This

requires a full integration of all building systems. There are many technologies that are currently available that can be applied to achieve this objective. 1) The appropriate light levels must be determined for each space. With light levels minimized the quality issues of

light such as glare and brightness must be carefully addressed to create comfortable working environments. 2) The most efficient lighting tools must be balanced against appropriate applications. Advancements in solid state

lighting (LEDs) provides an array of very efficient luminaires for varying applications. LED fixtures should be at a minimum of 80 lumens per watt with the goal of fixtures reaching an average of 100 lumens per watt.

3) Full advantage must be taken of lighting controls. To reduce lighting loads when adequate light is available it is recommended that daylight harvesting incorporate dimming within occupied areas to eliminate distractions to users. Override controls will be separated from public library areas to administrative areas to allow separation of use during occupied times.

4) Day lighting contributions should focus on north and south facade exposure with proper shading control. West and East facing facades will require more extensive sun control. Daylight factor and uniformity of available daylight is imperative for an energy saving design. Program areas that will benefit greatly from reduction in electric lighting and daylight control are lounge areas, library stocks, reading, community rooms, workspaces, and circulation.

5) Monitoring and feedback from lighting loads will assist in maintenance and task tuning within the space.6) Time of day controls and multi-level vacancy sensors will allow the lighting to be available during hours of

building operation. Emergency lighting should be controlled under unoccupied conditions with a few select night lights.

7) Exterior LED lighting should minimize light trespass along the property line and be full cutoff. Exterior lights will dim to lower levels from the hours of 12AM to 6AM. Select lights close to the building and near the book drop will be on motion sensor to come to full output if approached.

8) Solar lighting can reduce exterior lighting impact on the building load as well as showcase commitment to sustainable technologies.

9) Regarding hazardous waste, lighting’s greatest impact on the environment is through energy usage however there are hazardous materials that should be minimize or eliminated. Fluorescent and Metal Halide lamps require mercury in order to operate. Most manufacturers offer a “low mercury” version which will be used on this project. Lighting recycling facilities take removed lamps and reclaim all of the mercury, phosphorus and other hazardous materials. Attention to recycled housing materials and the ability to replace modules within the fixture is important in this regard as well.

B. To meet the needs of the expanded facility and desired energy savings, provide new lighting fixtures throughout. The lightfixturesandsystemshallmeettherequirementsbelow:1) The lighting system shall be energy efficient while meeting the needs of the SB2030 and the requirements of the

Ramsey County Library system.2) Emphasis should be placed on selection of dimmable LED fixtures.3) Color rendering index (CRI) of 85 or higher is required.4) Refer to IES standards for recommended footcandle levels for various areas and tasks associated with the

building and site. Vertical illuminance on stacks will be important criteria in determining average light levels for the space.

5) The lighting design shall incorporate layouts and fixtures that reduce glare and fatigue.6) Fixture choices and controls shall allow for dimming or turning off of some lights during low use periods, when

daylighting is available, etc. Daylighting zones will be located from exterior windows to 1.5’ times the distance into the interior space.

7) Dual technology occupancy sensors will be used in enclosed spaces that are 1000sf or less. Manual on to 50% will reduce lighting usage in these smaller areas. Users will have access to manual override within the space.

1) Provide an empty raceway system complete with raceways, pull boxes, junction boxes, terminal cabinets, mounting backboards, wall outlet boxes, cover plates, service fittings, sleeves between floors, and nylon pull cords full length.

2) Provide power to telecommunications equipment. 3) Owner to provide telecommunications cabling and cabling and equipment.4) Exterior raceway system from building to property line for site buildings to be a minimum of 15”x21” ductbank

with (2) 4” conduits. 5) Telecommunications rooms to be located so that horizontal cable lengths to voice/data outlets do not exceed

6) Flexibility for communications cable and outlet locations must be provided for larger open office and work areas. It must be possible to locate workstations in any part of these spaces, with telephone and voice/data outlets near potential desk locations.

7) Each voice/data workstation outlet shall have capacity for a minimum (4) four-pair unshielded twisted pair Category 6 cables and jacks. A 4-11/16” square by 2-1/8” deep junction box with single-gang trim ring and a 1” conduit with insulated bushing stubbed up to an accessible ceiling space will be provided.

8) All communications and data outlets must have protected identification/address labeling capability.

V. SecurityA. Provide door contacts to protect the building perimeter.B. Provide card access at staff entrance to building.C. Provide video monitoring provisions throughout public areas. Provide raceway connection to building’s DVR location.

VI. Fire alarmA. An addressable fire alarm system will be provided throughout the building. System will include manual stations,

smoke detectors, duct smoke detectors, heat detectors, connection to sprinkler system, audio/visual devices and visual devices. System will be designed to meet NFPA and the State of Minnesota Building Code. The following items will be included1) Manual pull stations at each exit.2) Connection to tamper and flow switches in quantities and locations determined by the fire protection contractor.3) An LCD remote annunciator will be provided at a location acceptable to the fire department for notification and

control of the system.4) Audio/visual and visual notification appliances in quantities and locations required to notify occupants in

accordance with NFPA 72 and the ADA. Strobes shall be minimum 75 cd rating under UL 1971.
