1. EXECUTIVE SUMMARY
The City has established a Pavement Management Program that evaluates street pavement conditions of all City streets. The Pavement Management Program rates the structural condition of City streets utilizing a system called Pavement Condition Index (PCI). The PCI rating scale is from 1 to 100 with 100 being a pavement with no deterioration. A rating below 60 to 65 indicates a pavement structure that has defects that are too large for corrective measures by mere maintenance such as crack seal and seal coat. Streets with these ratings require reconstruction or rehabilitation to extend the pavement life.
The residential streets of Jersey Avenue, 114th Lane/Louisiana Avenue and Oregon Avenue have PCI ratings from 32 to 72, with the majority of the pavement below a 65 PCI rating.
The PCI ratings, existing pavement structure and current use of the streets dictate that a mill and overlay rehabilitation is the most cost-effective way to extend the life of Jersey Avenue and a reclaim and pave rehabilitation project is the most cost effective way to extend the life of 114th Lane/Louisiana Avenue and Oregon Avenue.
The proposed mill and overlay improvements consist of a one and one-half (1 ½) inch mill of the bituminous surface, curb removal and replacement of broken curb, and a one and one-half (1 ½) inch bituminous overlay on the existing bituminous surface.
The proposed reclaim and pave improvements consists of pulverizing the existing pavement, grading the aggregate and two (2) lifts of bituminous pavement
The streets proposed to be rehabilitated are shown on Figures 1 and 2 located in Appendix A, consists of the following streets:

The total estimated project cost is $267,600 of which $100,500 is proposed to be assessed to the adjacent benefiting property owners based on the City’s assessment rate and assessment policy for street mill and overlay. $40,000 is proposed to be financed from the Council Contingency Fund and the remaining payment cost of $127,100 is proposed to be financed from the City’s Capital Improvement Revolving Fund.

2. INTRODUCTION
2.1 Authorization
The proposed project is not identified in the 2019 Capital Improvement Plan as the condition of the pavement deteriorated significantly in the last two years. The City Council authorized preparation of a Feasibility Study on April 22, 2019, to review the condition of the existing bituminous street surface and concrete curb and gutter for the best pavement rehabilitation measures for public streets. Included in the Feasibility study are the local residential streets shown on Figure 1 and 2, located in Appendix A.
2.2 Scope
The proposed project consists of street, and curb/drainage improvements along the following roadways:
Jersey Avenue - 114th Avenue to 117th Avenue 114th Lane/Louisiana Avenue - 114th Avenue to Oregon Avenue Oregon Avenue - 116th Place to 117th Avenue
These streets are to be reviewed for existing bituminous pavement condition, concrete curb and gutter condition, local drainage, storm sewer condition, and review of sanitary sewer and watermain within the roadway section to determine the best rehabilitation measures to extend the pavement life. Work and quantities are to be estimated to determine the project construction cost and indirect cost to complete the identified improvements. The proposed improvements, project cost, anticipated benefit, project schedule, and preliminary assessment roll will be part of the feasibility study and presented in the feasibility report.
2.3 Pavement Management
The City of Champlin contracts with a private independent pavement management company, Goodpointe Technology Inc., to rate the pavement condition of the City’s streets. These ratings are completed on a three-year cycle with one-third (1/3) of the City rated each year. The pavement rating known as Pavement Condition Index (PCI) ranks pavements on a scale according to the amount of pavement deterioration that is visually evident.
2.3.1 Pavement Life Cycle
All pavements will deteriorate over time. Typically, pavement deteriorates at an ever-increasing rate. At first, very few distresses are present, and the pavement stays in relatively good condition. As the pavement ages, more distresses develop, and each distress makes it easier for subsequent distresses to develop. For instance, once a substantial crack occurs, it is then easier for water to infiltrate the hot-mix asphalt layer, penetrating and weakening the subgrade. This cycle is exacerbated by freeze and thaw cycles.
The existing bituminous pavement condition for City streets has been observed, deteriorations identified, and the streets assigned a Pavement Condition Index for each segment of roadway.
PCI values were calculated based on ratings and measurement of actual distresses encountered in the pavements. Some examples of typical pavement distresses include transverse and longitudinal cracking, block cracking, and alligator cracking. The calculation of the PCI value for an individual street takes into account the area of distresses encountered as well as the severity of each distress. The evaluation was completed, and the calculations of the PCI for the distress category were based on the data and methods as described in the “Pavement Maintenance Management System” prepared by the U.S. Army Corps of Engineers.

2.3.2 Maintenance Strategy
Maintenance and rehabilitation are two principal treatments used to extend pavement life. Reconstruction is the final, and most drastic, treatment necessary to bring a street back to a new condition. These treatments will (1) immediately increase the pavement condition and (2) affect the future rate of deterioration. In general, maintenance can slow the rate of deterioration by correcting small pavement defects before they can worsen and contribute to further defects. Beyond a certain point, typically a PCI of 65, defects become too large for correction by mere maintenance. At this point, rehabilitation or reconstruction can be used to affect a wholesale correction of a large number of relatively severe defects, which provides a step increase in pavement condition.
Figure 1 on the following page illustrates the relationship between PCI, age of street, and maintenance condition. Table 1 below generally identifies the street characteristics associated with PCI ratings and the typical maintenance, rehabilitation, or rehabilitation strategies necessary to extend pavement life.

3. EXISTING CONDITIONS
3.1 Jersey Avenue
Jersey Avenue between 114th Avenue and 115th Avenue was constructed in 1982. Jersey Avenue between 115th half and 117th Avenue was constructed in 1983. Both projects utilized three (3) inches of bituminous asphalt and four (4) inches of aggregate base for the pavement section. Maintenance by crack sealing and seal coat was completed in 1985, 2005, and 2012. The pavement condition of the street was last evaluated in 2018 with an average rating of 75. The current surface spalling and deterioration will significantly lower the pavement condition index for this section of Jersey Avenue.
3.1.1 Curb and Gutter
The concrete curb and gutter is in fair to good condition. Some cracking and joint spalling is apparent.
3.1.2 Sidewalk
There are no sidewalks along Jersey Avenue. A sidewalk crosses Jersey Avenue at 114th Avenue. The pedestrian curb ramps are not constructed to current ADA requirements.
3.1.3 Drainage
The drainage infrastructure consists of four (4) catch basins and lateral storm sewer. The catch basins are in adequate condition with no apparent deficiencies.
3.1.4 Sanitary Sewer and Watermain
The sanitary sewer and water infrastructure are being reviewed by the utility department. There are no historical issues with the utilities.
3.1.5 Street lighting
The street light system consists of wood poles with cobra head luminaries. The street light system is owned by Xcel Energy. The City pays a monthly fee for each street light.
3.2 114th Lane/Louisiana Avenue and Oregon Avenue
114th Lane/Louisiana Avenue between 114th Avenue and Oregon Avenue and Oregon Avenue between 116th Place and 117th Avenue were constructed in 1984. The pavement section consisted of four (4) inches of aggregate base and two (2) inches of bituminous pavement. The streets were maintained with crack sealing or seal coating in 1986, 1991, 2005, and 2016. The pavement condition (PCI) of the streets was last evaluated in 2018 with an average rating of 67 for the two streets. The surface deterioration that occurred during the winter of 2018-2019 will lower the PCI significantly from its current estimate.
3.2.1 Curb and Gutter
The concrete curb and gutter is in fair to good condition. Some cracking and an offset joint exist within the curb
3.2.2 Sidewalk
There are no sidewalks along 114th Lane/Louisiana Avenue or Oregon Avenue. Both streets have sidewalks that cross at the terminus of the street. The pedestrian curb ramps are not constructed to current ADA requirements.

3.2.3 Drainage
The drainage infrastructure consists of catch basins and lateral storm sewer on each street. The catch basins require casting reconstruction. These structures are identified in the City wide reconstruction project for reconstruction this summer.
3.2.4 Sanitary Sewer and Watermain
The sanitary sewer and watermain infrastructure is being reviewed by the utility department. There are no historical issues with the utilities.
3.2.5 Street Lighting
The street light system consists of wood poles with cobra head luminaires. The street light system is owned by Xcel Energy. The City pays a monthly fee for each street light.
3.3 Criteria for Investigation
The local streets identified to be reviewed for the 2019 mill and overlay program will be reviewed against current City policy where applicable
3.3.1 Streets
Bituminous seal coat maintenance method is a street maintenance effort that is completed on streets with Pavement Condition Index ranging from 60 to 100.
Mill and overlay or reclaim maintenance method is a street rehabilitation effort that is completed on streets with Pavement Condition Index ranging from 30 to 70.
Reconstruct maintenance method is a street reconstruction effort that is completed on streets with Pavement Condition Index range from 0 to 40
3.3.2 Drainage
Storm sewer maintenance needs are identified through annual inspections completed for the National Pollution Discharge Elimination System (NPDES) and onsite observations completed with the project. Storm sewer maintenance needs will be completed as identified in the inspections.
3.3.3 Street Lighting
Current City policy and practice for streetlight improvements utilize a decorative post with lantern style luminaire. The current standard street light is referenced as the St. Paul light for most of the City and the traditional pole with lantern luminaire for the southwest area.

4. PROPOSED IMPROVEMENTS
4.1 Jersey Avenue
The existing bituminous surface will be milled to a one and one-half (1 ½) inch depth. The street surface will then be overlaid with one and one-half (1 ½) inches of bituminous wear course. The bituminous overlay will be completed to slightly raise the crown of the street, increasing the cross slope and drainage of the street surface. The typical section is shown on Figure 2 in Appendix A.
Bituminous overlays will not eliminate reflective cracking, reappearance of a crack on the same location of an existing crack. Existing transverse cracks will reappear in a couple of years.
4.1.1 Curb and Gutter
Damaged curb with large gouges will be removed and replaced. Cracked curb will be evaluated for its displacement and removed and replaced based on its severity. Should the project be subject to high concrete prices, curb work will be eliminated.
4.1.2 Sidewalk
The pedestrian curb ramps for the sidewalk crossing Jersey Avenue at 114th Avenue will be reconstructed to current ADA standards.
4.1.3 Drainage
No Drainage improvements will be completed with this project.
4.1.4 Sanitary Sewer and Watermain
No utility improvements will be completed with this project.
4.1.5 Street Lighting
The project is small with no work proposed behind the curb. No street light improvements will be completed with this project. Street light upgrades can be completed when adjacent streets are rehabilitated.
4.2 114th Lane/Louisiana Avenue and Oregon Avenue
The existing bituminous surface will be pulverized in place (reclaimed) and the reclaimed aggregate utilized for the streets aggregate base. The street will be graded and paved with two lifts of bituminous pavement. The proposed street section is shown on Figure 3 located in Appendix A.
4.2.1 Curb and Gutter
Damaged curb and cracked curb will be evaluated for its replacement based on its security.
4.2.2 Sidewalk
The sidewalk that intersects the street will have the pedestrian curb ramps replaced and constructed to current ADA standards.
4.2.3 Drainage
Three catch basins located within the street area will be reconstructed with City-wide repairs completed with a separate project.

4.2.4 Sanitary Sewer and Watermain
Sanitary sewer manhole casting and rings will be reconstructed with a chimney seal installed. No other utility improvements will be completed with this project.
4.2.5 Street Lighting
The project is short in length so the ability to develop a street light system is not feasible. Street light improvements can be completed when adjacent streets are rehabilitated.

5. FINANCING
5.1 Opinion of Probable Construction Cost
Appendix B includes a Preliminary Opinion of Probable Cost for the proposed pavement reclaiming, surface milling, and overlaying including manhole adjustments, curb and gutter replacements, and pedestrian curb ramp improvements. The Opinion of Probable Cost includes a 5% construction contingency and a 30% overhead multiplier for indirect project costs. Indirect project costs include administrative, engineering, legal, geotechnical, and other miscellaneous project costs.
The tables below provide a summary of the opinion of probable costs for the 2019 Mill and Overlay Improvements, Jersey Avenue, 114th Lane/Louisiana Avenue, and Oregon Avenue.

5.2 Funding
The proposed funding for the improvements will be a combination of funding from the City’s Capital Improvement Revolving Fund, the City’s Council Contingency Fund, and assessment to benefiting properties. The proposed funding split for each improvement is identified below:
5.2.1 Street Improvements – Residential Property – Mill and Overlay
The City’s assessment policy for residential parcels adjacent to mill and overlay improvements is to assess on a unit basis for each parcel with street frontage. The assessment rate for mill and overlay improvements is set each year by the City Council with the Typical Lot Rate Schedule. The 2019 mill and overlay assessment rate is $1,740 per single family residential unit.
There are 15 residential housing units proposed to be assessed adjacent to Jersey Avenue. The amount to be assessed is:
15 units x $1,740 = $26,100
5.2.2 Street Improvements – Residential Property – Reclaim and Pave
The City’s assessment policy for residential parcels adjacent to reclaim and pave improvements is to assess on a unit basis for each parcel with street frontage. The assessment rate for reclaim and pave improvements is set each year by the City Council with the Typical Lot Rate Schedule. The 2019 reclaim and pave assessment rate is $2,480 per single family residential unit.
There are 30 residential housing units proposed to be assessed adjacent to 114th Lane/Louisiana Avenue and Oregon Avenue. The amount to be assessed is:

5.2.4 Assessment Roll

The assessment is proposed to be assessed over a five year term at 6.0% interest rate.

7. CONCLUSIONS AND RECOMMENDATION
The pavement conditions of the subject streets are deteriorating and subject to rehabilitative maintenance.
The best rehabilitative measure for Jersey Avenue is to mill and overlay the existing pavement, placing a new bituminous surface for pavement structure and wearing surface.
The best rehabilitation measure for 114th Lane/Louisiana Avenue and Oregon Avenue is pavement reclamation, grading and the placement of two (2) lifts of bituminous pavement for structure and wearing surface.
Curb and gutter adjacent to the streets is in adequate condition, with some cracking and offset joints. Severe cracks and damaged areas will be removed and replaced.
Pedestrian curb ramps are not according to ADA Standards. Pedestrian curb ramps will be upgraded to current standards.
It is the recommendation of WSB and City Staff that the City Council accepts this Feasibility Report and call for a public hearing on the proposed improvements consistent with Minnesota State Statue No. 429 Governing Public Improvements.
