FCC Commissioners Want to Avoid Utility, Telecom Crew Face-OffBy Leslie Stimson, Inside Towers Washington Bureau Chief

FCC Commissioners Michael O’Rielly (left) and Brendan Carr

Trying to avoid needless fiber cuts after a major storm is a goal for the FCC. Chairman Ajit Pai recently formed a newworking group for the agency’s Broadband Deployment Advisory Committee to develop recommendations for networkrestoration and resiliency. Commissioner Brendan Carr said after last Thursday’s FCC meeting, some 7,000restoration personnel were in Florida when he was there after Hurricane Michael.

A lot of the network fiber survived the hurricane and subsequent storm surge, but telecoms complained of needlessfiber cuts hampering restoration efforts, Inside Towers reported. O’Rielly said the situation improved after phone callsand face-to-face meetings between utility and telecom executives.

Saying his mom lives in the area affected by the hurricane, O’Rielly said the agency heard stories about “needlesscuts” with “powercos powering through at will. They have communication companies sitting right there saying, ‘pleasedon’t do this, we just fixed this,’ and they do it anyway.” He and Carr agreed the agency needs to figure out a betterway to ensure network resiliency post-storm. Carr hasn’t determined if regulation needs to be developed to fix thissituation.

O’Rielly is in contact with the Federal Energy Regulatory Commission to see what can be done. “We can’t havepower companies and telecoms facing off in the street” after a storm, he said. But he also acknowledged thatplanning can only accomplish so much. “Some storms will topple towers. There’s only so much in terms ofrequirements we can impose.” Comments? Email us.

  • Paint a Cell Tower Challenge ResultsBy James Gurney, Artist, Blogger, Author/Illustrator of Dinotopia

Editor’s note: If any of you have grown children who were once interested in dinosaurs, you may have run across “Dinotopia," an illustrated fantasy about humans cohabitatingwith dinosaurs. Dinotopia was then turned into a live-action TV mini-series, a brief live-action TV series, an animated film, and several video games have also been released. It’sauthor and illustrator, James Gurney, recently encouraged his fans, fellow artists andfollowers of his blog to submit an artistic rendering of a cell tower. When asked permissionto reprint his article and show off some of the contest winners, Mr. Gurney told InsideTowers, “I'm sure all the artists (me included) would be honored to have our work included

on your industry blog. Here's the Facebook Event page and the blog post with the winning entries."

“Now that we’ve seen all these artistic interpretations of cell towers,” Gurney said, “I wonder if more of us will allowthem into our field of vision. I remember reading that the Eiffel Tower was first regarded as as an ugly monstrosity, a“metal asparagus” by the artists of Paris, but now most people regard it as a beloved icon. Perhaps something haschanged in us.” Here is a video of James Gurney painting a cell tower…on a canvas.

Gurney wrote, "Thanks to everyone for entering the "Paint a Cell Tower Challenge." We had entries from all aroundthe world, and many of you overcame difficult challenges ranging from cold air, to suspicious police, to annoying guyson tractors, to weird dudes riding up on small bicycles. Continue Reading FCC Asks What You Think of Hurricane Michael Network RestorationThe FCC seeks public input into the Hurricane Michael preparation and restoration efforts. While communicationsrestoration was normal in most areas, the recovery was much slower in Bay and Gulf Counties in Florida. Forexample, one week after Michael made landfall, more than one-third of cell sites in those two counties were still out ofservice, according to the agency.

The Commission is asking why restoration in these counties took longer and what can be done to expedite suchefforts in the future. The FCC specifically asks about unnecessary fiber cuts during power restoration that hamperedwireless backhaul (see first story.) It also seeks comments on the effectiveness of Wireless Emergency Alerts and theEmergency Alert System.

Reports of network outages after the hurricane are why the agency is looking at updating the wireless resiliencyframework, FCC Chairman Ajit Pai told reporters after last week's commission meeting. The framework is anagreement for carriers to cooperate on network restoration during and after a disaster. Continue Reading

  • Is Zayo On the Block? In a “Sunday night surprise,” according to Jennifer M. Fritzsche, Senior Analyst for Wells Fargo Securities, Bloombergreported that an investor group led by Blackstone and Stonepeak may be interested in ZAYO group.

“While the company is not commenting, this same article mentions that other PE funds (KKR & Co, Squared CapitalCharlesbank and GTCR were also part of the group),” Fritzsche said. “Interestingly, two of these investors(Charlesbank and GTCR) were part of ZAYO original investor group before the company's IPO in 2014 and clearlyknow the company's ‘innards,’” she said in a client report.

An unnamed source with Zayo confirmed the rumor to Inside Towers yesterday.

  • communication capabilities in rural areas, but also due to a trending desire for cities and towns to approach internetaccess as a public utility. The Post Register reported that Idaho Falls is one of those towns pursuing a $1.4 million,open-access fiber network program.

The program recently kicked off a pilot initiative to install or connect existing fiber optic cables, reported the PostRegister. According to Bear Prairie, Idaho Falls Power, and Idaho Falls Fiber’s general manager, the network isdesigned to increase bandwidth and data transfer speeds. Idaho Falls Fiber is partnering with UTOPIA Fiber, acommunity-owned, not-for-profit agency out of Utah, which will help design, operate and manage Idaho Falls’ fibernetwork.

Prairie hopes the fiber project will be able to offer customers service from multiple providers, allowing them tocompete on the city-maintained network. To keep the program funded, 30 percent of people who currently have fiberconnections would have to opt-in, according to Prairie. If the pilot proves successful, Idaho Falls Fiber is planning todo a citywide rollout of the fiber network.
