In January,1957, a source advisedELIJAH MUHAMMAD hasdescribedhis organization on a nationwide basis as the "Nationof Islam" and "Muhammad'sTemples of Islam."

On May 8, 1964,a second source advised ELIJAH MUHAMMADis the national leader of the Nation of Islam N01!; Muhammad's

Temple of Islam No.2, 5335 South Greenwood Avenue, Chicago,Illinois,is the national headquarters of the N01; and in mid-1960MUHAMMAD and other N01 officials, when referring to MUHAMMAD's

organizationon a nationwide basis, commenced using either "Mosque"or "Temple" when mentioning one of "Muhammad'sTemples of Islam."

The NOI is an all-Negro organization which was originallyorganized in 1930 in Detroit, Michigan. MUHAMMADclaims to havebeen selectedby Allah, the Supreme Being, to lead the so-calledNegro race out of slavenr in the wilderness of North Americabyestablishing an independent black nation in the United States.Members following MUHAMMAD'steachings and his interpretation orthe "Koran" believe thereis no such thing as a Negro; thrt the so-called Negroes are slaves of the white race, referred to as "whitedevils," in the United States; and that the white race, b*ceuse ofits exploitation of the so-called Negroes, must and will be des-

troyed in the approaching "War of Armageddon."In the past, officials andmembers of the NOI, including

MUHAMMAD, have refused to register under theprovisions of theSelective Service Acts and have declared thatmembers owe no

allegiance to the United States.

On May 5,1958, the first source advised MUHAMMADhad,upon advice of legal counsel, tempered his personal statements andinstructions to his ministers concerning the principles of hisorganization in order to avoid possible prosecutionby the UnitedStates Government; however, he did not indicate any fundamentalchanges in the teachings of his organization.

On May 7, 1964, a third source advised MUHAMMAD had,early inJuly, 1958, decided to de-emphasize the religious aspectsof the teachings of Islam and to stress the economic benefits to
