INKEONJHAR AND SUNDARGARH DISTRICTS, OUT OF WHICH 2.863 HA. IN KEONJHARDISTRICT, HELD ON 3.5.2012 (11 AM) AT PIDHAPOKHARI VILLAGE,DIST: KEONJHAR,ODISHA

>The Public Hearing in respect of environmental impact assessment for opening a new

mine by MIs Neelachal Ispat Nigam Limited for production of 2 MTPA iron ore over an area of874.29 ha. in Keonjhar and Sundargarh districts out of which 2.863 ha. in Keonjhar district washeld at the schedule time and venue i.e. on 3.5.2012 (11.00 AM) at Pidhapokhari village inKeonjhar district, Odisha with reference to:

1. EIA Notification S. O. 1533(E) dated 14.09.2006.2. Interim Operational Guidelines.

The Panel consisted of the following members:

At the outset, welcoming the members participated in the meeting presiding by the A.D.M.,Keonjhar, the Regional Officer, State Pollution Control Board, Keonjhar, Odisha as well as theRepresentatives of State Pollution Control Board, Odisha, gave a brief introduction about theguidelines to be followed for the public hearing in the light of EIA Notification, 2006 and interimoperational guidelines till date, in respect of project proposed by MIs Neelachal tspat NigamLimited.

Welcoming the public, Mr. Nayak, the Regional Officer, State Pollution Control Board,Keonjhar, Odisha explained the views, comments, objections and opinions of the public arenecessary while considering the environmental clearance of the project. He asked the projectproponent to make a brief presentation about the various aspects of the proposed project to beundertaken for better awareness of the public. On behalf of the project, Sri P. K. Mohapatra, Asst.general Manager (Mines), MIs Neelachal Ispat Nigam Limited, addressed the committeemembers and assembled public, and made a brief presentation about the salient features of theproposed project, environmental management, pollution control measures, waste management,afforestation programme and various other CSR activities envisaged in the proposed project.

Then Sri Nayak, requested the public to give their views, comments, objections and opinionson the proposed project.

The following speakers gave their views on the above said project, which is given asfollows:

1. Sri Rupa Munda, Pidhapokhari village

After welcoming the panel and gathering, he informed the public regarding the purpose ofthe meeting and requested the mines authority to fulfill the following demands like (i)the transportation road from Kalimati to Kuduria shall be black topped, (ii) to providedrinking water to all villages within 10 Km radius of the project, (iii) to provide a rnedlcalfacility for the people and provision for a ambulance, (iv) provide electricity for the villagesas the area is pre-dominated by wild animals and fear of being attacked, (v)education facility in the area with provision for new school and extra teacher for the villageschools and provide other school infrastructure, (vi) provide training to the unemployedvillagers, (vii) provide permanent employment to the local peoples/villagers as per theireducation qualification, (vii) the land looser shall be equally compensated, (viii) pension ofthe old and disabled persons (ix) plantation in the villages and other places, (x) miningactivities with the help of local people, (xi) financial help to Self Help Groups, (xii)establishment of club house and puja mandap in every villages, (xiii) employmentto the children after their parents retires from the mining activities, (xiv) financial helpduring puja and other cultural programmes, (xv) the' mining work like loading andtransportation work shall be given to the local organization i.e., Baba Sapneswar PolyBikas Samiti and (xvi) provisions during disaster management. He favoured the newproject of M/s Neelachal Ispat Nigam Limited.

2. Sri Yudhisthir Mahakud, Pidhapokhari village

He welcomed the people of the Bada .Kalimati Gram Panchayat and informed that thepeople will get benefit after operation of the mine. He requested the project proponent tooperate the mine and engage the local people in the transportation of the iron ore. Heinformed the people that the mine should operate and the transportation road from Kalimatto Kuduria shall be repaired and black topped. Other facilities like electricity, transportationfacility for the local villagers and employment as per their qualification shall be providedbythe company. He also asked for providing drinking water to the local villages andrequested the public to co-operate in the operation of the mine and not oppose the project.

3. Sri Benudhar Barik, Pidhapokhari village

He welcomed the proposed project and informed that they have no objection in operationof the mine and the mine should operate. He informed the gathering that since this is anadivasi area, the people will get the job of labour and work in the mine so that there will beemployment opportunity and the socio-economic condition of the people will increase. Herequested that the transportation road shall be repaired and maintained.

,4. Sri Samara Munda, Pidhapokhari village.

While favouring the mining project he requested the company to provide the followings like(i) black topped of the road to all villages, (ii) training of the local peoples and employmentin the mines, (iii) loading and transportation of the iron ore shall be done by the localpeoples, (iv) justified compensation to the land losers, (v) new school and provision forextra teachers shall be provided to the village schools.

5. Sri Nishikanta Barik, Pidhapokhari village e

While welcoming the mining project he requested the company to engage BabaSapneswar Poly Bikas Samiti for loading and transportation of the iron ore andemployment of local people in the mine as per their educational qualification. Herequested the Government to grant permission to Mis Neelachal Ispat Nigam Limited.

6. Sri Chandra Mohan Munda, Pidhapokhari village

He informed the public that earlier the public hearing meeting proposed by Mis NeelachalIspat Nigam Limited was cancelled and the same is held.' once more. He welcomed the,project and informed that the mine should operate andthe people are also interested toopen the mine. The local peoples shall be engaged in the mining work.

7. Sri Dadhia Barik, Pidhapokhari village

While welcomed the mining project and informed that the mine should operate quickly sothat the local people will get employment. He also asked the public to welcome the saidproject and they will get benefit from the project.

8. Sri Mangulu Mahakud, Pidhapokhari village

He informed the gathering that there will be employment opportunity and the socio­economic condition of the people will increase by operation of the mine of Mis NeelachalIspat Nigam Limited. He requested the company to make provision for education facility inthe surrounding villages and listen to the demands of the villagers.

9. Sri Sushanta Kumar Barik, Pidhapokhari village

He informed that the people of the area are aware of their liVing conditions as they arestaying in the mountain area. While welcomed the mining project and informed that all themines in the surrounding area have been closed since last three years. People are goingto other distant places in search of jobs in the operating mines i.e., like Mis Rungta Minesat Silijora and also for job in Essar Company. He requested the mine should operatequickly so that the people will get employment and live happily.

10. Sri Jagabandhu Barik, Pidhapokhari village, Ward member, Badakalimati ,While welcomed the mining project and informed the public that their area is an adivasiarea the mine should operate and all peoples will get engagement, get benefit and livehappily. He also informed that they have submitted a 25 point agenda to the miningcompany and they shall fulfill the demands.

11. Sri Raj Kishore Barik, P.S. Member, Badakalimati Gram Panchayat

After welcoming the dias, the gathering and the police personnel, he requested the minesauthority to fulfill the following demands like (i) provision of drinking water" (ii)transportation road, (iii) electricity to the local villages, (iv) health facility for the villagers,(v) employment to the local people. At last he asked for operation of the mine.

12. Sri Nishakara Dehury, Upar Kadakala

After welcoming the public, he requested the mines authority to fulfill the demand beforeoperation of the mines like (i) drinking water, (ii) education facility and (iii) undertakeplantation. He favoured the proposed project and requested for operation of the mine andgrant of permission from the Government.

13. Sri Chaitania Munda, Pidhapokhari village

He informed the public that the mine should operate. The asked the company to providemedical facility for the villagers, provision for an ambulance for the local peoples and thegram panchayat and a school in their area.

14. Smt. Tulasi Munda, Pidhapokhari village

She asked the company to provide a vehicle for transportation of the villagers, medicalfacility and a provision for an ambulance for the local peoples. Then she spoke in localtribal language about the operation of the mine and their demands.

15. Smt. Binapani Barik, ASHA Karmi, Pidhapokhari village

She informed that the people of their area are suffering due to closure of the mines. Themine should operate and they get benefit out of it. She welcomed the project but asked thecompany to fulfill all the commitments demanded by the earlier speakers.

16. Sri Binod Bihari Patra, Bada Kalimati GP

After welcoming the panel and gathering and informed that their area is a tribal area andthe adivasi people live in hilly area and dependent of the forest products and areuneducated. The peoples are interested to open the mine as the people are suffering due

to closure of the mines in surrounding areas. The people will get employment and getbenefitted by opening of the mine and socio-economic development will take place in theirarea. He informed that there will be pollution when the mine will operate and asked theCompany to engage more than 1000 local persons against their commitment for 150peoples. The local people should be shall be engaged in skilled section by giving propertraining. He asked the Company personnel to look into the health sector, education of thelocal students and also the surrounding environment. The Handibhanga nallha should notget polluted and the Company shall also see that their tourist place having a waterfall shallnot be disturbed by the mining activities and shall be protected. The Company shall alsolook after the welfare of the local people and not negiect them after operation of the mines.

17. Smt. Laxmi Priya Bankira, P.S. Member Bada Kalimati GP

She welcomed the proposed mining project. The local people should be given the loadingand transportation work of the iron are. The local people shall be employed in the mineand the company shall provide drinking water, repair the roads, provide medical facilitywith a provision of an Ambulance. A weekly Free Health Checkup Camp shall beprovided to the villagers in order to facilitate them employment.

18. Smt. Minakshi Mohanta, P.S. Member, Palasa GP:.-;-f

She welcomed the dais, press media, public of the 5 gram panchayats and the policepersonnels and informed that she welcome the proposed mining project of MIs NeelachalIspat Nigam Limited. She informed that this is a hilly area and they do not have goodtransportation facility, no road and drinking water. She asked the Company to look into theenvironment of the locality and the same shall not be degraded, undertake peripheraldevelopmental works, heath, education and provide drinking water and other facility.People go to far off place to get drinking water. So the company should install bore weilltube wells for drinking water. Employment shall be given to the skilled and unskilledpeople of the area and the company shall give stress on the employment sector. The localpeople shall be first given first priority and then outsiders shall be engaged in the miningactivity. Then they will support the project. The company shall provide road to all villagesand do peripheral works. The company shall not ditch the people at later stage and lookafter the welfare of the people.

19. Sri Sunil Lomga, Lalpani

He welcomed the dais, public and the villagers. He asked the Company to fulfill all thedemands raised by the earlier speakers so that the local peoples are benefitted.Employment should be given to the local people on priority basis.

20. Smt. Mita Munda, Sarapanch, Jalahuri Gram Panchayat

She informed that most of the people are tribal and she herself is also a tribal lady. TheCompany shall take all measures for the development of these people.

21. Smt. Saraswati Purty, Ex-Sarapanch, Palasa Gram Panchayat

She informed that Company is undertaking the project in a tribal area and welcome theproject. She informed that earlier many company has made commitments but did not fulfillthem in later stage. The Company shall look into the sector like drinking water, health,education, road, school and education, provision for an adivasi hostel and other facility forthe local villages. She also demanded for a construction of a hospital in their area havingprovision for beds. The local people shall be first given priority and then outsiders shall beengaged in the mining activity. The company shall undertake plantation and mostly fruitbearing tress shall be planted so that the travels can get fruit out of it.

22. Sri Prasanta Barik, Pidhapokhari village

He requested the Company to provide a transportation road in the mining area. Heinformed that once the mines are established like Mis OMC, they do not allow the villagersto move in their mine lease area and they are facing ditficulty to go to their village and thesame shall not be repeated by Mis Neelachal Ispat Nigam Limited. He welcomed theproject and asked the company personnel to fulfill the demands raised the earlier speakersso that they get benefit by operation of the mine. They should first employ the localvillagers and then operate the mine.

23. Sri Ranjeet Naik, Sarpanch, Balada Gram Panchayat

He welcomed the dais, public and the police personnel and informed that thecommitments made by other mining company during the public hearing meeting are notbeing fulfilled and the same shall not be repeated here. Employment shall be given as perthe education qualification of the local people and no outsiders shall be employed.

24. Smt. Ratnamani Naik, Sarapanch, Jajang Gram Panchayat

She welcomed the dais and then informed that she welcome the project as the localpeople will get benefitted.

25. Smt. Gouri Naik, ASHA Karmi, Gurutuan Village

She informed that she welcome the project and the company shall provided houses to thepeople. Drinking water shall be provided to the people.

26. Sri Raghaba Mahakud, Pidhapokhari village

After welcoming the panel and gathering and informed that their area is a tribal area andthe people are poor and uneducated. The mine should operate so that the peoples arebenefitted and educate their children, get helath services and road development will takeplace. The Company shall repair the transportation road and fulfill the demands made bythe people.

27. Sri Kapila Mahakud, Pidhapokhari village,

He welcomed the project and informed that the mine should operate. Baba SapneswarPoly Bikas Samiti should be given the transportation work of the iron ore mined from themine.

28. Sri Krishna Naik, Balada Panchayat Samiti Sabhya

Welcoming the dais and the public he informed that he is in support of the project andoperation of the mine of MIs Neelachal Ispat Nigam Limited.

29. Sri Suresh Barik, Pidhapokhari village

After welcoming the panel he informed that the people are poor and do not get sufficientfood they do not have good transportation facility and the mine should operate quickly. Allloading work and transportation work shall be given to the local peoples and villagecommittee.

30. Sri Bharat Mahakud, Pidhapokhari village

He informed the public that the mine should operate and the Company shall repair theroad within two to three months.

31. Sri Bhuban Barik, Palasa village

He informed that their area is a tribal area and they are living in mountains and the localpeople are not getting any facilities provided by different agencies. The requested theCompany to provide facilities like education, health and give employment to the peoples.He informed that other company are not fulfilling the commitments and implementing aftergetting environmental clearances and the people are suffering. So he requested MIsNeelachal Ispat Nigam Limited company personnel to fulfill the commitments and look intothe welfare of the peoples.

32. Sri Tuku Mahakud, Pidhapokhari village

He informed the public that the Company shall provide drinking water and road for thevillages.

33. Sri Gokul Chandra Mohanta, Anchalika Janakalayan Association, Bambari

He welcomed the dais, public, media and all villagers and informed that this public hearingmeeting was earlier postponed and he now welcomed the project. He informed that theirarea is full of forest and mountain and also plenty of minerals resources are available. Heasked the Company to employ more people against their committed 150 numbers. The

educated Engineers, MBA, B.Sc. and BA qualified people shall be given job as per, theirqualification. The mine should operate and permission should be given quickly. The localpeople should be given engagement. Water sprinkling shall be done to suppress the dustgenerated during mining and transportation. The local water streamlnallha shall be takencare so that they do not get polluted due to mining activities. Dumping of solid wastes shallbe done as per the planning. The Company shall take care of the environment and localpeoples.

34. Sri Samara Munda, Kirakudar village

He informed the mine should operate quickly and employment be given to the peoples;

35. Sri Umakanta Barik, Pidhapokhari village

He informed that the people of the surrounding villages are poor and employment shouldbe given as per their qualification. He requested the Government to give permission foroperation of the mine.

36. Sri Shyam Sundar Purty, Zilla Parishad Member, Zone No. 27

He welcomed the public and informed that the mine should operate so that there will beperipheral development and people will get employment. He also asked the StateGovernment to look into the matter. He requested the State Pollution Control Board to lookinto the commitments made by the Company during public hearing meetings. Their will beeconomic development and asked the ME School to be upgraded to High School. TheCompany should do developmental works, provide drinking water and health facilities forthe benefit of the local peoples. The Company shall also provide employment to thepeople.

Sri B. K. Nayak, Regional Officer, State Pollution Control Board, Keonjhar then asked theProject proponent to give commitments to the people with respect to the demands raised by them.Sri Saroj Kumar Mishra, Sr. Manager (Geology) on behalf of Mis Neelachal Ispat Nigam Limitedgave his commitment on issues like education, employment, health & hygiene, drinking watersupply, road, electricity, employment and land issues and informed that the same will beundertaken in phase wise manner and finally thanked the public.

Then Sri B. K. Nayak, Regional Officer, State Pollution Control Board, Keonjhar andrepresentatives from State Pollution Control Board, Odisha prepared the summary of the publichearing proceedings accurately reflecting the views and concerns expressed by the speakers withthe inclusion of comments of the applicant read over to the audience at the end of theproceedings explaining the contents in the Oriya language and the agreed minutes of publichearing meeting is prepared. The statement of issues and concerns of public with the commentsof applicant, prepared in Oriya and lOnglish language is annexed separately.

The President of Public Hearing meeting, Sri Braja Kishore Nayak, Additional DistrictMagistrate, Keonjhar ratified the minutes of meeting and with the views and demands of public.

. At the outset Dr. Anup Kumar Mallick, Assistant Environmental Scientist, State Pollution 'Control Board, Rourkela welcoming the other panel member 'and the assembled public,gave a brief introduction about the guidelines to be followed for the public hearing in the

'light of EIA Notifications 2006 in respect of the Environmental Assessment for MISNeelachallspat Nigam Ltd., for opening of new mine for production of 2 MTPA Iron Oreover an area of 874.29 Ha. In Keonjnarand Sundargarh District was held on 08-06­2011 at 9 AM at premises of Kadalia Project U. P. School.

Sri, P~ K. Mohapatra. Assistant General Manager (Mines), MIS Neelachal Ispat NigamLtd' (Iron ore mine) on behalf the proponent addressed the committee members andassembledpubtic. He gave a brief description about the proposed project. He alsobriefed the peripheral development .work .that MIS. Neelachal Ispat Nigam Ltd. hastaken up in this area, and made a presentation about the environmental management,pollution control measures, waste-management of the related expansion project.

Regarding public hearing of MIS Neelachal Ispat Nigam Ltd was publicized at the officenotice Board of Koira Gram Panchayat office, BOO Office, Koira, Tahasil Office Koira ,Patrnunda & Maida Panchayat Office under local villages of Kadalia, Kriyakudar,Basarda, Mithirda, Sanpatuli, Dalita & Mandojoda village etc.

He also expressed that after Independence,these villages are not developed with' respect to livelihood, drinking water, roadcommunication, electricity etc. Now Neelachal Ispat Nigam Ltd. proposed to startmining activity in this area. He requested to the mine authority that whatever futuredevelopment plan in this area has been proposed by Mr. P. K. Mohapatra, Asstt.General Manager (Mines) that should be fulfilled, Entire villagers want to open themine immediately, so that the villagers will be able to engage in the mine which shall

, lead to developmental of locals in all respect. He stressed that the retaining wall andgarland drain shall be constructed at the 08 dump area for prevention of surface runoff from dumps and hoped that the same.shafLbecontinued with the proposed dproduction. Theother developmental works whatever expressed by the General manager should alsobe fdlfilled immediately.. He stressed that here they does not want any type of Union.People of these areas are mostly uneducated, but as a whole the villagers should begiven recruitment in the mine without doing interview. In this area the demands aremostly drinking water, health, education, road infrastructure, electricity etc.He also demanded that the mine should provide:a) Local employment opportunity. She urged to the mine authority and the Distric,Administration to open the mine so that locals will engage in the mine. Their children'sare facing lots of problem and if the mine will open, their children will be able toeducate. . .

He welcomed the public hearing. He exoressed with deep sorrow that in thisarea there is no mining activity and .even the agriculture activity is also not adequate.Most of the villagers are poor. Mother cannot able to give money to her children's asthere is no source of income facility. He urged to the mine authority to open the mine.as soon as possible after obtaining necessary statutory ·clearance from differentoffices. He expressed that there should not be any type of,political intervene or anytype-ef.unicn. Herequested to form.a committee by involving the local 'Vi1lEigers, MLAand adrnlnistration and whatever may be the requirement of different category' ofemployee, the entire recruitment should be done through committee only, Duringrecruitment rio interview required as villagers are very much poor and they needemployment from each house. ,He also demanded that the mine should provide

He also expressedthat earlier two public hearing was conducted in this area. He requested that with themining activity, priority shall be given first for the local people only. He demanded toadopt Patmunda village High School for better development. They should provide'Some monetary assistance to the Village temple. He expressed his opinion in favour ofthe proposed project.

12 Sri Dibakar Naik, Vice Chairman, Koira Gram Panchavat Samity,

He welcomed the public hearing. He expressed that expansion in mining activity and'production will lead to all round development in the area. He expressed that there are­so many public hearing has been conducted in this Koira area. In each public hearingthe villagers have put forth their demands. The demands raised by the public have notbeen fulfilled. So he requested to the Government authority to review it so that thevillagers will be able to know W.· r. t peripheral development in this Koira area. Hedemanded that with the expansion of the mine should provide

a. There should ee permanent recruitment facility by the concerned companyb. Provision of Teacher at nearby village Schoolc. Ambulance for the nearby villaged. Dust suppression facilitye. More peripheral developmentf. Supply of fruit bearing trees with more aforestation programme

He also requested to provide one copy of the proceedings to the local villagecommittee.' He expressed his opinion in favour ofthe proposed expansion project.

At the same time a villagers submitted their written statements before the panelmembers .are enclosed separately.

Observation:There were overall opinion from the public about the project was favourable. Generationof employment opportunity, provision of health care & water supply facility, fi,ealthGenter, dust suppression,; education,' supply. of solar lights, Teacher, infrastructurefacility to SOG group, monetary assistance during festivals, Pension facility for the oldpersons {handicapped persons, construction of Temple, Road network' etc. were themost important issues emerged during the discussion.

Bhubaneswar for a Public Iiearing.By virtue of the notificationof Ministry of Environment &Forests. Govt. of India.
