Likeanelectriccurrent,PublicLifeexistsonlyinthemomentsandplaceswhereindividualsbecomegroups,groupsbecomecommunities,andcommunitiesinteract,meldingtheboundariesofdistinction.Tofosterthis integration, urban public spaces must first overcome moments of uncertaintyandtension,offeringasenseofsecurityandcomfort.Overtregimesofcontrol,doprovidesafetybutoftenattheexpenseofthecomfortrequiredforfreepublicsocialexchange.Today,traditionalurbaninstitutionssuchasthelibrary,nowfallingintoobsolescence,mustevolvetypologicallytobecomethestewards,guardians,andcatalystsofnewurbanpubliclife-offeringnotonlysocialassimilationbutacademicandeducationalfoundationsaswell.

Mythesisaimstotakethemomentsofunertaintyandtensionbetweentwodisparatecommunitiesandcreateinteractionbetweenthesetwocommunitieswithinthiscommonground.

Dailyfinance.comrankedAmerica’s25mostdangerousneighborhoodsin2011.TheareaofPhiladelphialocatedaroundNorthBroadandDauphinSt.wasrankedasthe16thmostdangerousneighborhoodinthecountrywithapredictedannualviolentcrimerateof199.TwoblockssouthofthisneighborhoodisTempleUniversity’smaincampus–oneofPhiladelphia’smostpopularstateschools.TempleUniversityhasdevelopedanetworkthatallowsittoserveasasafehavenforstudentswithinthemoredangerouspartsofNorthPhiladelphia.WhiletheUniversity’ssafetyhasimprovedovertheyears,itsimmediatesurroundingshaveremainedthesameordeclined.Thedemographicsbetweenthetwoareascontrastsharplybetweenthelow-incomepopulationontheoutskirtsandthecampus’smiddle/uppermiddleclasspopulation.Thesafetyandsurveillanceofthecampusdoesnotexceeditsboundariesandtheperceptionofsafetydeterioratestheclosertotheseboundariesonegoes.Thetrainstationisreferredtoas“sketchy”andtheothersideofthetracksisconsideredofflimits.Thesetwozonesofinfluenceonthesurroundingspacescouldnotcreateagreaterbarrierbetweentwodistinctpopulations.Bycreatingalinkbetweenthesetwospacesbringingbothcommunitiestogether,thesafetyzoneofTemple’sinfluencecanbreakintosurroundingareastocreatepotentialforasafer,developablecommunity.

Hypothesis

Site Background

Designedwithtwoopposinggrandstaircaseswhichsymbolizethetwoopposingforcesofthecommunity,thebuildingincoporatesalibrary,trainstation,andgeneralshoppingmarket.Thevarietyoftheseprogramsservestoaidboththecommunityaswellastheuniversitytocreatinginteractionwithinacontrolledenvironment.

Multiplestudiesweredoneofthevisibilitythroughandwithinthebuildingtoaidinsecurityandmaintainingacommoncommunityinsidethebuilding’sfacilities.

Theoccupancyofthebuildingwasanalizedbybreakingthestructureinto“zones”andanalyzingtheusagethroughoutthedayofeacharea:howitisusedandhowthetwocommunitiesusethezones.
