Emerald City Volleyball Invitational and Emerald City Kickoff Classic are almost here!

Don’t miss out on the action at this year’s Emerald City Volleyball Invitational (ECVI) and Emerald City Kickoff Classic (ECKC), presented by Farmers Insurance Group. The excitement begins with ECVI on Friday, September 4 at Eastlake High School. Four schools will compete for the 2009 ECVI title: 2A Archbishop Murphy High School, 4A Capital High School, 4A Eastlake High School and 4A Issaquah High School. The schedule for the 2009 Emer-ald City Volleyball Invitational is as follows: Match 1 4 p.m. Capital HS vs. Issaquah HS Eastlake HS vs. Archbishop Murphy HS Match 2 5 p.m. Eastlake HS vs. Issaquah HS Archbishop Murphy HS vs. Capital HS Match 3 6 p.m. Issaquah HS vs. Archbishop Murphy HS Eastlake HS vs. Capital HS Admission is free for the Emerald City Volleyball Invitational with doors opening at 3:30 p.m. Directions to East-lake High School and other information on ECVI can be found by visiting: www.eckclassic.com. PROMOTION The Washington Interscholastic Activities Association and Farmers Insurance invite high schools, middle schools, youth activity groups, and youth football teams and coaching staff

to enjoy an action packed day of high school football at the 2009 Emerald City Kickoff Classic. High School/Middle School teams, youth activity groups, and youth football teams of ten or more players can get tickets at discounted prices:

The WIAA/Dairy Farmers of Washington/Les Schwab Tires Scholastic Award program recognizes and rewards those teams or groups that maintain a high academic standard. This program is available to varsity or sub varsity sports teams, activity squads such as dance & drill and cheer squads, and fine arts groups such as bands, choirs, orchestras, dramatic troupes and forensics teams. In order to qualify, any team/group with an average GPA of 3.0 or higher qualifies for a state award. A team with an average of 3.00-3.49 qualifies for the Distinguished Team Award, and a team with an average of 3.50-4.00 qualifies for the Outstanding Team Award. In addition, the team/group with the highest average GPA for its activities and classification level is recognized as Academic State Champion.

WIAA/Dairy Farmers of Washington/Les Schwab Tires Scholastic Award Program Information

The WIAA invites students who will be juniors in the 2009-10 school year to apply for the WIAA L.E.A.P. Committee. L.E.A.P. (Leadership through Education, Activities, and Personal Development) is a student leadership group organized by the WIAA. The L.E.A.P. Committee is made up of student leaders from WIAA member schools throughout the state.

L.E.A.P. representatives are involved with WIAA events, meetings and community projects and have the unique opportunity to be the voice of Washington’s nearly 230,000 student-participants. Each fall, the WIAA selects a group of six (6) high school juniors to join the L.E.A.P. Committee. Students participate as committee members throughout their junior and senior years. The summer after their junior year, L.E.A.P. members have the opportunity to attend the National Federation of High Schools Student Leadership Conference in Indianapolis, Indiana. The 2009-10 online rules clinics will be available at the beginning of each sports season. High school head coaches are required to complete the online rules clinic in their sport by the end of the first three weeks of the season. All other coaches are encouraged to complete the online rules clinic. Coaches receive two coaches education hours for

The Washington Interscholastic Activities Association welcomes Steve Lyon, the new WIAA Web database developer. Steve has 25 years exper ience in programming and five years experience in Web sites and ASP. Prior to arriving at the WIAA, Steve co-founded Accessible Events, a non profit organization that provides individuals with physical disabilities the opportu-nity to lead full and active lives by participating in recreational opportunities such as scuba diving, hand cycling and gliding. Policies are now in place for the management of concussion and head injuries in youth sports predicated by the new Lystedt Law. This law requires the adoption of policies for the management of concussion and head injury in youth sports, amends RCW 4.24.660 and adds a new section to chapter 28A.600 RCW.

The WIAA staff has developed the guidelines and other pertinent information and forms to inform and educate coaches, youth athletes, and their parent(s)/guardian(s) of the nature and risk of concussion and head injury and includes guidelines for continuing to play after a concussion or head injury as a means to meet the requirements of this new law. On a yearly basis, a concussion and head injury information sheet shall be signed and returned by the youth athletes and the athlete’s parent and/or guardian prior to the youth athlete’s initiating practice or competition.

A youth athlete who is suspected of sustaining a concussion or head injury in a practice or game shall be removed from competition at that time.

A youth athlete who has been removed from play may not return to play until the athlete is evaluated by a licensed health care provider trained in the evaluation and management of concussion and receives a written clearance to return to play from that health care provider. Your state association executive staff will host the fall workshops on the dates listed below. Please note that each WIAA member high school is required to send its principal/designee and/or athletic director to these information sessions. Middle level administra-

tors are encouraged to attend. You can register at: www.wiaa.com. The cost for the workshop is free and has been included in the annual high school membership fees. It includes lunch and three (3) coaches education clock hours. All sessions will begin at 9 a.m. and will conclude by 1 p.m.

The Washington Interscholastic Activities Association and Wells Fargo Bank are proud to announce the Wells Fargo Scholastic Cup Champions for the 2008-09 school year. The Wells Fargo Scholastic Cup is the WIAA’s most prestigious annual school award. The Wells Fargo Scholastic Cup Championships competition is a year-long program and awarded to the top school in each of the six WIAA classifications. The Wells Fargo Scholastic Cup is emblematic of

interscholastic programs in Washington that display excellence in academics, sportsmanship and athletic performances throughout the school year. The Wells Fargo Scholastic Cup is awarded to the schools that compile the highest points based on their participation at the WIAA/Dairy Farmers of Washington/Les Schwab Tires State Championships. The top eight schools in each of the WIAA Academic State Championship categories and classifications also receive points. In an ongoing effort to promote sportsmanship, the WIAA incorporates a sportsmanship component into the award. Schools with no more than one student or coach ejection in all varsity sports for the school year receive 25 points. Schools lose points on a progressive basis for the second, third and fourth player or coach ejection throughout the year. Schools with five or more ejections are disqualified from the Wells Fargo Scholastic Cup competition. All sports-manship points are added or deducted after the conclusion of the WIAA/Dairy Farmers of Washington/Les Schwab Tires Spring State Championships.

High School Booster Club Tournament Program Advertisements All high school booster clubs are eligible to purchase a $60 advertisement in state tournament programs. Advertisements are text only and are 1/8 of a page. High school booster clubs can purchase ads in advance of their teams qualifying for state. If their team does not make it to state play, the advertisement will not run and the booster club will not be charged for the advertisement. We are always asking our students whether they have done their homework yet. But, have we done ours? If your school is planning an upcoming trip to Canada, Mexico, the Caribbean or Bermuda, you will need to have approved travel documents to come back home. The Western Hemisphere Travel Institute (WHTI) was implemented at land and sea ports of entry on June 1. Under WHTI, citizens of the U.S. and Canada, including children, must present a valid passport or other secure document to enter the U.S. U.S. and Canadian citizen children under age 16 arriving by land or sea from Canada or Mexico may present an original copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate or a Canadian Citizen-ship Card. U.S. Customs and Boarder Protection (CBP) also understands the unique circumstances surrounding children traveling with school groups, sports teams and other organizations, and will continue to ensure that such travel is facilitated. U.S. and Canadian citizen children under age 19 arriving by land or sea from contiguous territory and traveling with a school group, religious group, social or cultural organization, or sports team, may also present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate or a Canadian Citizenship Card. The group should be prepared to present a letter on organizational letterhead with the following information:

• The name of the group and supervising adult. • A list of the children on the trip, and the primary address, phone number, date of birth, place of birth, and

name of at least one parent or legal guardian for each child. • A written and signed statement of the supervising adult certifying that he or she has obtained parental or

legal guarding consent for each participating child. CBP is committed to working with travelers to ensure that they have access to and obtain appropriate travel docu-ments. U.S. and Canadian citizens are encouraged to continue with any travel plans and to obtain a facilitative and secure WHTI travel document as soon as possible. WHTI documents for land and sea travel from Canada, Mexico, the Caribbean and Bermuda include:

• U.S. or Canadian passports; • U.S. Passport Card; • State or Provincial Enhanced Driver’s Licenses/Enhanced Identification Card (when and where available) • Trusted Traveler Card (NEXUS, SENTRI or FAST)

In order to further expedite border crossings, CBP strongly encourages travelers, including children, to obtain a Radio Frequency Identification (RFID)-enabled travel document. RFID documents include U.S. Passport Cards, Enhanced Driver’s License/Enhanced Identification Cards and Trusted Traveler Program cards (NEXUS, SENTRI or FAST/EXPRESS). Lawful permanent residents of the United State should continue to present their Permanent Resident Card (I-551). A passport is not required. The Western Hemisphere Travel Initiative is the joint Department of Homeland Security-Department of State program that implements a key 9/11 Commission recommendation and Congressional mandate to establish document require-ments for travelers entering the United States who were previously exempt, including citizens of the United States and Canada. INDIANAPOLIS, IN (August 11, 2009) - High-tech swimsuits that have been linked to record performances at all levels of competition the past couple of years have been banned for high school competition, effective immediately. The National Federation of State High School Associations (NFHS) Swimming and Diving Rules Committee approved changes to Rule 3-2-2 that will make the high-tech swimsuit no longer a legal suit for swimmers at the high school level. The committee’s recommendations were subsequently approved by the NFHS Board of Directors. Effective immediately, swimmers shall be limited to one swimsuit, which shall be constructed of a woven/knit textile material, permeable to water and air, constructed so as not to aid in buoyancy, and shall not contain zippers or other fastening systems. In addition, the suit shall be constructed so that the style/shape for males shall not extend above the waist or below the top of the kneecap and for females shall not extend beyond the shoulders or below the top of the kneecap, and it shall not cover the neck. “These high-tech suits had fundamentally altered the sport and become more similar to equipment, rather than a uniform,” said Becky Oakes, NFHS assistant director and liaison to the Swimming and Diving Rules Committee. “The rules of swimming have always prohibited the use or wearing of items that would aid in the swimmer’s speed and/or buoyancy. The technical suits and styles had evolved to a point where there was little, if any, compliance with these basic rules,” Oakes said. The committee discussed the high-tech swimsuit issue at its meeting in March, but did not have enough fac-tual information to take action at that time. “With new developments in the swimming community, the committee knew that in order to preserve the integrity, tradition and heritage of the sport, as well as protect and enhance the interscholastic swimming program, these new requirements were necessary to promote fair play and the educational values of high school and could not wait for another year,” Oakes said. “The immediate implementation date, including style, will help guarantee fairness in competition throughout the high school swimming seasons and allow meet officials to fairly and consistently enforce the rule.” The following link to the NFHS Web site contains complete information on the new swimsuit requirements, as well as the penalties for violation of the uniform rule - www.nfhs.org. Swimming/diving ranks eighth in popularity for girls with 147,197 participants in 6,766 schools, according to the NFHS 2007-09 High School Athletics Participation Survey. The sport ranks 10th among boys with 111,896 partici-pants in 6,428 schools.
