Model Farm Services Centres Khyber Pakhtunkhwra

Introduction

Model Farm Services Centres are an independent entity to run the affairs of farming community by themselves. A form which empower the farming community in decision making and active participation in policy frame work.

The MFSCs are aimed at to provide all farm related services by the services provides to the community under one roof.

The elected management committee runs the affairs of MFSCs taking all the members on board.

The form make the supply of required inputs possible through interaction / linkage developed with the government functionaries and private sector(s).

Farm Mechanization Project

To bring maximum area under crop production To provide easy access to Agriculture Machinery available

at the centers. To help support the efficient use of land, agriculture

machinery and agri inputs. To contribute to increasing the membership through use

of mechanized farm services To improve the Socio-economic conditions of farming

community To develop of culturable waste land To help farmers in reduction of the cost of production i.e.

through land preparation, ridges, levelling etc. To increase cropping intensity in the area of model farm

services centers of the province.

Implementation Status of the Special initiatives “Farm Mechanization in

Khyber Pakhtunkhwa”

Project Steering Committee, Project Management and Support Unit, Field Support Unit, Purchase Committee and Tender Evaluation Committee and TOR have been notified.

Funds Released by the Government of Khyber Pakhtunkhwa Finance Department.

Account Opened in Bank of Khyber Secretariat Branch # “05807-006”.

Director General Agriculture (Extension) is designated as Project Director.

Annual Work Plan/Cash Plan is approved by the Project Steering Committee in its meeting held on 22.10.2012.

Financial Sanction of the Scheme is issued on 26.11.2012.

Cheques for award of endowment @ 3.00 million per district is bestowed by the CM in a ceremony held on 3.12.2012 publically.

Rs. 70.00 million has been spend up to 15.12.2012 .

Tender for the purchase of farm machinery is floated, processed and rejected by the tender committee constituted as only two firms had tendered their rates while three firms are required to be tendered at minimum as per Procurement rules.

The Department re-invited tenders in national press and again only two firms participated in the bid for tractors namely (1) M/S Tractor House, Charsadda Road, Peshawar and (2) M/S Saadat Brothers Charsadda Road ,Peshawar..

On receipt of tenders, the financial and technical evaluation of tenders is done by tender / purchase committee.

The offer for tractors by the dealer is found 0.200 million higher than the market price. The committee has tried to negotiate the tenderer but could not succeed and decided to purchase on single source as admissible under procurement rules.

Finance Department Khyber Pakhtunkhwa is contacted to get approval for single source purchase.
