1. Farm Mechanization – why?Labour: Shortage, Burden/Drudgery

Timely operation

Cost reduction

Better Crop management

Increase in productivity

Increase in cropping intensity

Diversification

Resource exploitation & Conservation

Post- Harvest

Page 3: Farm mechanization (12.05.2016)

Constraints : Lack of availability of farm implements suitable for small farm holdings(0.39 ha)

Poor institutional credit/ lack of purchasing power

Lack of awareness

Low availability

Poor after sales services

Absence of quality testing

Lack of coordination between manufacturers & research institutions

Lack of awareness about custom hiring

Lack of availability of Gender friendly implements

Poor manufacturing base

Page 4: Farm mechanization (12.05.2016)

Policy Framework : objectivesMajor power requirement to be met through mechanical and electrical sources

Promotion of mechanization suitable for small holding

Promotion of Gender friendly farm machinery to reduce drudgery

To encourage farmers having combine harvester to adopt straw reaper and baler to discourage burning of straw

Promotion of crop wise package of implements

Quality certification

Farmers training and awareness

Promotion of custom hiring

Encouraging local manufacturing

Policy Initiatives :Additional subsidy from state fund to lower the cost

Most of the farm implements demand driven

Process of subsidy claim and machine purchase made easy and transparent

Introduction of online application

Ensuring more availability of electricity to rural areas

Dedicated feeders for agriculture use

Awareness- Krishi Melas at district level & State level farm mechanization fair (Agro Bihar)

Establishment of quality testing centres at SAUs

Establishment of demo-cum-training centres by the department

Increase in outlay

Enlistment of manufacturers to ensure quality

Page 7: Farm mechanization (12.05.2016)

Reforms required :Better after sales service: mobile service vans/Setting up of the call centre

Infrastructure cost to be part of project for custom hiring

Pump sets and combine harvesters be included in SMAM

Single scheme for farm mechanization for all components

Subsidy rate on solar pump sets to be enhanced

Subsidy rate be enhanced land laser leveller from 0.63/0.50 lakh to 1.0 lakh or 50%

of the cost Straw reaper from 0.63/0.50 lakh to 1.0 lakh or 50% of the

cost Solar pumpsets to 90%
