Preamble

We the people of The House League, in order to ensure and promote healthy competition, fair and just opportunities, swift and equitable remedies to

disputes and grievances, and most importantly, an enjoyable and fun experience for all participants, do ordain and establish the Constitution of the The House League, and submit that any inadequacies of this constitution that

cannot be adequately or timely remedied through the democratic process outlined hereafter be subject to ESPN.com’s default rules and bylaws.

Article I. League Officials and Participants Section 1.01 Commissioner

Section 1.03 Re-Election of Commissioner/Vice-Commissioner Positions

(a) If the Commissioner or one of the Vice-Commissioners is found to be incapable of running the league at any time or no longer wishes to run the league, he may be replaced, between seasons, by a 2/3 vote of non-officer league members. The replacement will have all the same responsibilities of the previous Commissioner/Vice-Commissioner.

(b) If the Commissioner or Vice-Commissioner resigns in the season, then the other league officials will absorb their duties.

Section 1.05 Requirements of Current Managers (a) Each Manager is required to have an e-mail account which they check on a regular

basis.

(b) Each Manager must have an ESPN account.

(c) Each Manager must have a Facebook account and be a part of the league’s Facebook group.

(d) Each Manager must actively participate (set lineups, cast votes, make free-agency and/or trade acquisitions, etc.) in the league at all times.

(e) If for any reason a Manager needs to take a leave of absence, then it is that Manager’s responsibility to find someone to run their team for the duration of their absence.

Section 1.06 Departure of League Manager(s)

(a) Managers must inform league officials if they intend to leave the league.

(b) If, at any time, a Manager of the league decides to leave, for any reason, it will be allowed on the condition that the departed Manager finds a replacement Manager for his team.

(c) Managers who leave may convey ownership of their team by gift or sale at the discretion of the departing Manager.

(d) The replacement Manager acquires the departed Manager's team in full, including current roster, deposit, draft and FAAB budget, keepers and the terms of any Locked-Up contracts that may exist.

(i) A departing Manager is eligible for a refund of his deposit only if the acquiring Manager chooses to pay a deposit.

Section 1.07 Removal of League Owner(s)

(a) If, at any time, a three-fourths majority consensus, not including the target owner, deems that an owner is no longer fit to be a part of the League, whether by collusion, neglect of his team and league, or overall dickishness, the Manager may be either removed immediately from the league and banned, or given a suspension. This will be determined by league officials, at their discretion.

(b) If a Manager is banned or suspended, for any reason, then said Manager automatically forfeits all entry fees and other capital invested in the team and league.

(c) In the event of a suspended or banned Manager, the league will search in earnest for a new Manager, who will inherit the departed Manager's team as designated in Section 1.06.

Section 1.08 Abandonment

(a) If a team is abandoned, then the departing Manager forfeits all entry fees and other capital invested in the team and league.

(b) In the event of abandonment by a Manager, the league will search in earnest for a new Manager, who will inherit the departed Manager's team as designated in Section 1.06.

(c) If no Manager can be found before the season begins, then the team will be managed in the following manner:

(i) League officials will manage the team with the help of the remaining league managers for a period not to exceed one year. If necessary, to settle disputes, each league official will have one vote, while the remaining league managers will have two votes based on a majority opinion.

(ii) If, after a year, the league is incapable of locating a suitable manager for the team, the team will dissolve and all players of the abandoned team will enter the next draft.

Section 1.09 League Life/Dissolution

(a) The league will cease to exist after 6 season unless the league votes to extend the league.

(b) At the end of the 5th season a vote to extend the league for 3 more seasons will be held.

(i) The vote will pass with a 7/12 majority.

(ii) Everyone gets a vote. Bad standing or holding an officer position does not prevent a Manager from having a vote.

(c) A motion to dissolve the league can only be made in the offseason.

(i) The league will dissolve if 9 Managers vote in favor of dissolution.

(ii) The commissioner will not have a vote. Managers must be in good standing to vote.

Article II. League Structure (Rosters, Scoring, Scheduling) Section 2.01 League Structure

(a) The league consists of 12 teams.

(b) No co-owners/managers allowed.

(i) Co-owners/managers will be allowed if a Manager takes a leave of absence.

(c) No girls allowed.

(d) The scoring type is head to head.

(e) The league will note observe ESPN’s undroppable players list.

Section 2.05 Injured Reserve

(a) The ESPN system uses the NFL’s official disabled list to update players’ injury status. Players who are eligible for the Injured Reserve (IR) are designated with an asterisk and an “IR” in red.

(b) IR-eligible players can ONLY be moved to the IR slot from a Manager’s active roster or bench. Players cannot be added directly to a Manager’s IR slot from free agency.

Section 2.06 Scoring System

Section 2.07 Regular Season Setup

(a) The regular season will start when the NFL starts (week 1).

(b) A matchup will last one week.

(c) Lineup changes will lock individually at scheduled gametime.

(d) There will be 13 regular season matchups (playoffs start week 14, see 2.08).

(e) Most bench points will serve as the matchup tie breaker.

(f) There will be 4 divisions with 3 teams in each division.

(i) Membership of each division will be chosen randomly.

(ii) Divisions will be reset every 2 seasons.

(g) Every season, Managers will play everyone in their division twice and everyone else in the league once.

(i) Each division opponent will be played once when rosters are at full strength (no NFL teams on bye) and once again when some NFL teams are on bye. The week of matchups that occur when some NFL teams are on bye will be chosen randomly.

(h) Scheduling will be determined randomly by league officials.

Section 2.08 Playoffs Setup

(a) 6 teams will advance to the playoffs.

(b) Each division champion (4), as determined by best overall record, will advance to the playoffs.

(i) Division champion tie-breaker will be intra division record, head to head record, total points for, and total points against (in that order).

(c) The final 2 playoff spots will be the top two ranked (overall record) players that were not division champions.

(i) The tie-breaker for the final two playoff spots will be head to head record, total points for, and total points against (in that order).

(d) The 6 playoff teams will be seeded based on their overall record.

(i) Playoff seeding tie-breaker will be head-to-head record, total points for, and total points against (in that order).

(e) The playoffs will consist of three rounds starting week 14.

(i) Week 14: Wild Card

1) The one and two seeded teams will receive a bye week in the first round of the playoff, while the remaining four teams will compete for the semifinal round.

(ii) Week 15: Semifinals

(iii) Week 16: Finals

1) Two advancing semifinals teams, with winner determining Champion.

(f) Each playoff matchup will last 1 week.

(g) All remaining teams not in the playoffs will be placed in the Consolation Ladder.

(i) Consolation matchups will be played head to head and will last one week each for the duration of the playoffs.

(ii) Each consolation game’s winner moves “up”, while the loser moves “down.”

1) The “top” team in the Consolation Ladder cannot move “up” after a win. Likewise, the “bottom” team cannot move “down”.

(iii) The Consolation Ladder’s first-round matchups pair the seeds in descending order (7v8, 9v10, and 11v12).

Section 2.09 Renewal of League Scoring Settings

(a) Each season the previous year's scoring settings will roll over as the next year’s settings. Changes or additions to the scoring rules can occur pursuant to Article VI.

Article III. The Draft Section 3.01 Live Draft

(a) Each offseason the draft will be planned by a designated draft host with the assistance of league officials.

(b) The draft will be held at a predetermined destination suitable for a great party.

(c) The draft date and time will be determined by the draft host and league officials on a convenient day and time for the entire league.

(d) The draft will be held at a time that is most convenient for the majority of the league. It is required to make a strong effort to schedule the draft at a time that enables all 12 Managers to participate; however, the draft host and league officials may settle for what is most inclusive.

(e) Each Manager should be available for the live draft, but if one cannot be in attendance in person, notice must be given to the league officials in sufficient time.

(f) In the event a Manager cannot attend the live draft, then a proxy may be selected, so long as sufficient notice has been given to league officials.

(g) If league officials are not informed of a Manager’s absence, and/or their use of a proxy, then league officials will conduct the draft for the absent Manager.

(h) If the draft host refuses to comport with his duties, or is found by league officials to be inept, then the draft party will become the responsibility of league officials and all decisions will be at their discretion.

Section 3.02 Auction Draft (a) Each team has a fictitious salary cap of $200 at the time of the draft.

(b) The minimum opening bid is $1 on a player.

(c) Players will be bid on one at a time.

(d) The minimum bid increment is $1.

(e) Each bid placed resets the bidding time on that player to 15 seconds.

(f) The next owner has 25 seconds to nominate a player, or else the computer will nominate a player.

(g) Draft cash for the next draft may be used in a trade as long as the effects of the trade wouldn’t violate any other rules. ONLY the next draft’s cash maybe traded (i.e. draft cash for a draft two years from now cannot be traded).

(h) Players and/or draft cash cannot be traded during the auction.

(i) The auction concludes when no one else can draft.

Section 3.03 Nomination Ordering

(a) For the first year, a team will be assigned a random position in the nomination order. Nomination order in following years will be determined by previous year’s ranking, with the last place team of the previous season getting the first auction nomination spot, and so forth.

(b) The draft will proceed in a straight, left-to-right (for example: 1-12, 1-12, 1-12) nomination order.

(c) Nomination ordering shall be completed within a week of the draft.

Section 3.04 Drafting with Keepers

(a) As this is a keeper league, the draft will be appropriately modified to exclude each team's previous keepers.

Section 3.05 Draft Party

(a) Each year, the prize for 4th place will be the honor and responsibility of planning, organizing, and throwing the draft party.

(b) The league will provide the Draft Host with a budget of $900 to provide food, drinks, a space conducive to our needs, security, airfare, limo service, hotel rooms, live bands (pl.), or anything else we require.

(c) The draft host will be required to submit a final bill to league officials, who will then pay for the bill, up to $900.

(d) Draft hosts need not feel obligated to use the entire budget, as any unused draft-party funds will be rolled over for next year’s draft.

(e) This responsibility should be taken very seriously, as it the intent that the draft party will be a time for all Managers to engage with one another, discuss the league, and have a great time together. Additionally, for that reason, all Managers are strongly encouraged to make each year’s draft party, because their money will be used for the party whether they come or not.

Section 3.06 ESPN.com Drafting System (a) The draft is subject to the rules and setup of the ESPN.com system. ESPN Fantasy

Sports will be the league's online provider unless the league votes to change hosts.

Article IV. Transactions Section 4.01 Free Agent Auction Acquisition

(a) Each team will start each year with a Free Agent Auction Budget (FAAB) of $100.

(b) In order to acquire a player from the waivers, owners must place a minimum bid of $1. The highest placed bid will win. In the event of a tie, the team highest on the free agent auction tiebreaker order will win.

(c) Bids may be of any value between $1 and the owner's remaining FAAB budget.

(d) There is no maximum number of acquisitions during a season.

(e) The free agent auction tiebreaker order will be reset each week to inverse of standings.

Section 4.02 Waivers

(a) Any player not selected in the draft or released from a team's roster will enter waivers.

(b) Waivers will process at 10 AM CT (11 AM ET) on Monday, Wednesday, Thursday, Friday, Saturday, and Sunday. Waivers WILL NOT process on Tuesdays.

Section 4.03 Trades

(a) The league will have no trade limit.

(b) The trade deadline to accept a trade is Wednesday November 20th at 11 AM CT (12 PM ET).

(c) A trade review period of 2 days will be observed. During which time, Managers in the league can vote to allow or veto a trade.

(d) A trade will be vetoed with 6 votes.

(e) If collusion is suspected, then the Commissioner reserves the sole right and power to veto the trade.

(f) There is no maximum for trades during a season.

(g) When a “keeper” is involved in a trade, the Managers must notify the commissioner of the details of the trade.

(i) The details include, but are not limited to: how the player being traded was acquired (trade, draft, or free agency), if the player being traded is under a Locked-Up contract, the value/length of the Locked-Up contract, how much the player was drafted for (if applicable), and any other relevant information.

(h) Attributes (method acquired, draft value, contract, etc.) of players being traded stay with the player until that player is released from a Manager’s roster.

(i) Trades will NOT be expedited by the commissioner for any reason

Section 4.04 Dropping a Player

(a) When a player is dropped all associated attributes of the dropped player are forgotten.

(b) Associated attributes include, but are not limited to:

(i) How the player was originally acquired (draft, trade, or free agency acquisition)

(ii) The original draft price of the player

(iii) Terms of a Locked-Up contract (remaining life on the contract and contract salary)

(iv) Years left until the player has to be dropped or signed to a Locked-Up contact

1) This does not apply to players who are owned by the same Manager at the beginning of the season (week 1) and at the end of the season (week 13).

Article V. Keepers Section 5.01 Eligibility

(a) Any player may be kept.

(b) A player may be kept for up to two years for the original auction price at the draft in which he was selected.

(i) A player acquired from free agency may be kept for up to two years at the next draft’s ESPN value plus an additional $1. The ESPN value plus $1 will serve as the “original auction value” in a Locked-Up contract.

(c) After a player has been kept for three years, that player must reenter the draft pool, unless the Manager owning the player decides to sign him to a Locked-Up Contract.

Section 5.02 Contract System

(a) A player may be given a Locked-Up Contract any time after his first year.

(i) Players acquired via free agency must be “kept” for a year before they can be signed to a long term contract.

(b) A Defensive Player Utility cannot be given a Locked-Up contract

(c) A Locked-Up Contract extends the time a player can stay on a roster for up to 3 years at a time.

(d) Each time an owner issues a Locked-Up Contract to a player, the price of the player changes to the average of the original auction value and the valuation on ESPN.com’s auction value sheet.

(i) Example 1: If Owner-A drafted Player-X for $20, but Player-X is now valued at $60 according to ESPN.com, then Owner-A may give Player-X a 3-year Locked-Up Contract for $40 per year.

(ii) Example 2: If Owner-A drafted Player-X for $30, but Player-X is now valued at $20 according to ESPN.com, then Owner-A may give Player-X a 3-year Locked-Up Contract for $25 per year.

(e) There are no limits to how many times an owner may give a player a Locked-Up Contract.

(i) A player that is under a Locked-Up contract may not be given a new Locked-Up contract that’s duration is shorter than remaining life of the original Locked-Up contract (i.e. Player X has 2 years remaining on his 3 year Locked-Up contract. Player X can be given a new 2 or 3 year Locked-Up contract, NOT a 1 year Locked-Up contract).

(f) When a player under a Locked-Up Contract is traded, the owner receiving said player accepts the terms of the contract.

(g) A player under a Locked-Up contract may be released from his current team if the owner chooses to buyout the rest of the player’s contract.

(i) The Manager dropping a player under a Locked-Up contract will have his draft budget reduced the following season, and each season thereafter until the Locked-Up contract would have expired naturally. The Manager who has dropped a player under a Locked-Up contract will have his draft budget reduced in descending amounts: 100%, 50%, and 25% of the original contract price respectively in each subsequent draft until the Locked-Up contract would have expired naturally.

(h) When a Manager drops a player under a Locked-Up contract, then that Manager must buyout the contract.

(i) A Manager is required to notify the commissioner when he has dropped a player under a Locked-Up contract.

Section 5.03 Keeper Limits

(a) For a given season, a maximum of 6 players may be kept, with up to 3 players being signed to a “Locked-Up” Contract.

(b) At least one player must be kept each year

(c) In any season, an owner may elect to forfeit any number of keepers.

(d) A keeper cannot have a value less than $1.

(e) The total value of all players kept cannot have a value exceeding $175.

Section 5.04 Keeper Lock Date (a) All Managers are required to choose their keepers two weeks before the draft.

(b) If a kept player suffers a season ending injury after the keeper lock date, but before the draft, then the Manager may pick another keeper assuming the injured keeper is not in a Locked-Up Contract.

Article VI. Amendments to the Constitution Section 6.01 Alterations and Additions

(a) Any addition or alteration to the League Constitution must first be voted upon by the league's members and ratified by the Commissioner.

(i) The Commissioner cannot veto measures that have been approved unanimously.

(ii) A Commissioner’s veto can be overruled with a 9/11 vote.

(b) Ideas proposed to improve the league moving forward will be proposed to each member, and all available opinions will be taken into account.

(c) Alterations and amendments to the constitution can occur during the season with unanimous decision, excluding the Commissioner.

(d) Alterations and amendments to the constitution during the offseason, after the championship game and before the draft, can occur with 6/11 approval.

(e) Alterations and amendments to the Constitution after the draft, but before the season, can occur with 9/11 approval.

(f) In order to be able to vote, unless otherwise stated, a Manager must be in good standing. Good standing is defined as current on all payments.

(g) It is the job of the Commissioner and Vice-Commissioners to conduct votes, keep records of all and to publish the results of the votes.

Article VII. Finances Section 7.01 Entry Fee

(a) An entry fee of $100 per year is due on or before the draft begins.

Section 7.02 Draft Fee

(a) A draft fee of $75 per year is due at least two weeks before the draft.

Section 7.03 Deposit

(a) A deposit of $175 (entry fee of $100 and draft fee of $75) is due on or before the inaugural draft begins

(b) The deposit will be applied in the final season or returned if the league dissolves in the offseason.

(i) Unused/excess draft funds will be given to the final league champion.

Section 7.04 Payout (a) 1st place = $700 (b) 2nd Place = $300 (c) 3rd Place = $200 (d) 4th Place = Plan the draft party

Section 7.05 Safeguarding of Funds

(a) After $500 has been collected, it is the duty of the Commissioner to deposit all league funds into a savings account.

(b) Upon request, fund balance and records will be provided to any Manager at any time.

(c) The Commissioner and/or the Vice-Commissioner(s) shall not comingle personal funds with league funds.

(d) After every draft, the Commissioner shall provide the league with a statement of fund balance.
