HALLOWEEN TIPSHalloween is a kid’s delight. It’s a blast to dress up in costumes, go trick-or-treating, attend parties and most of all, eat candy.

At the same time, Halloween can be scary for parents. Costumes can be dangerous, too much candy can be sickening and walking around at night can be risky.

The Centers for Disease Control and Prevention offer these tips to make sure your little ghouls, goblins and princesses have a safe Halloween:

S - Swords, knives and similar costume accessories should be short, soft and flexible.A - Avoid trick-or-treating alone. Children should walk in groups or with a trusted adult.F - Fasten reflective tape to costumes and bags to help drivers see trick-or-treaters.E - Examine all treats for choking hazards and tampering before they’re eaten.

H - Hold a flashlight while trick-or-treating to help see and help others see you.A - Always test make-up in a small area first. Remove it when done to avoid skin irritation.L - Look both ways before crossing the street. Use established crosswalks wherever possible.L - Lower the risk for serious eye injury by avoiding decorative contact lenses.O - Only walk on sidewalks or on the far edge of the road facing traffic to stay safe.W - Wear well-fitting masks, costumes and shoes to avoid blocked vision, trips and falls.E - Eat only factory-wrapped candy. Avoid eating homemade treats unless you know the cook.E - Enter homes only if you’re with a trusted adult.N - Never walk near lit candles or other open flames. Be sure to wear flame-resistant costumes.

If you’re hosting a party or expecting trick-or-treaters:

• Provide healthy treats, such as individual packs of raisins, trail mix or pretzels. Offer fruits, vegetables and cheeses to party guests.• Use party games and trick-or-treating as an opportunity for kids to get their daily dose of 60 minutes of physical activity.• Make sure walking areas and stairs are well-lit and free of obstacles that could cause falls.• Keep candle-lit jack-o-lanterns and other open flames away from doorsteps, walkways, landings and curtains. Place them on sturdy tables, keep them out of reach of pets and small children and never leave them unattended.• Drive safely and watch out for trick-or-treaters.

TEXAS TRANSPORTATION CODE - JUNKED VEHICLES

§ 683.071. DEFINITION. In this subchap-ter, “junked[0] vehicle[0]” means a vehicle[0] that is self-propelled and: (1) does not have lawfully attached to it: (A) an unexpired license plate or (B) a valid motor vehicle[0] inspection certificate and (2) is: (A) wrecked, dismantled or partially dis-mantled or discarded or (B) inoperable and has remained inoper-able for more than: (i) 72 consecutive hours, if the vehicle[0] is on public property or (ii) 30 consecutive days, if the vehicle[0] is on private property. Acts 1995, 74th Leg., ch. 165, § 1, eff. Sept. 1, 1995. Amended by Acts 1999, 76th Leg., ch. 746, § 1, eff. Sept. 1, 1999; Acts 2001, 77th Leg., ch. 798, § 1, eff. Sept. 1, 2001. Translation: Do not leave junk cars on your property. The fines are substantial. If your car does not operate and you want to keep it, put the vehicle in your garage. If your car is not inspected and not regis-tered, put it in the garage. A word to the wise should be sufficient.

Resolved, the Board approved the policy as presented. Pool PartyThe Board discussed setting a date for the pool party. Resolved, the Board will hold this event on July 23rd. NEW BUSINESSWalking Trail BridgeDirector Sarac expressed concern that the footings on the bridge have been exposed due to the flood and a pipe that runs under the bridge deck is leak-ing. Management will contact MUD 16 in regards to these issues. Next MeetingThe Board discussed changing the next meeting date to plan for the pool party. Resolved, the Board will hold the July meeting on July 12, 2016. ADJOURN OPEN SESSIONWith no further business to discuss the Board adjourned the open session at 7:27 PM and will reconvene in executive session. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal run-ning at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle

3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Let’s all help keep our community a safe and comfortable place for all our resi-dents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

HARRIS COUNTY ALARM PERMITA permit is required for all alarms in Harris County. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees.

The permit application can be downloaded from the Harris County Sheriff’s Office website at www.hcso.hctx.net and click on forms. The application should be completed and mailed with the appropriate fees to the address shown on the application. A new permit will cost $35 and annual renewals are $10. KEEPING OUR DRAINS CLEANDid you know that you are responsible to keep the curbs in front of your property clean and free from yard waste and other debris? The curbs direct rainwater to the County’s storm drainage system and the water needs a clean path to flow through to the drains. Grass growing in the curbs and drains block that free flow and may contribute to the high water we typically see with a heavy rain.Also, it is illegal to sweep or blow any lawn clippings, leaves or other debris into the county drains. Please re mind your lawn crews to take your clippings with them. Thank you for helping to keep Lakes of Pine Forest neat and clean!

GARDENING TIPS FOR OCTOBER• Dig and store caladiums before the foli-age dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose.• Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better.• October 15th is about the time for dividing and plant-ing daylilies.• Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil.• If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees.• Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better.• Get the ant baits down. This will greatly reduce your spring populations.• Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early.• For color throughout the winter, begin planting pansies.

CYPRESS 5K FUN RUN AND PUPPY PARADECypress and Houston area residents can strengthen their families, their bodies, their neighborhood school and their dogs at a very fun family friendly event this fall. Cypress 5K Fun Run and Puppy Parade benefiting the Performing Arts Department at Spillane Middle School will take place Saturday, November 19th at 9 AM at Spillane Middle School, 13403 Spillane Woods Blvd.

The event is the school’s third annual Fun Run and will feature a timed run. You don’t have to be a competitive runner to participate since the race also features a family run for those pushing strollers or wanting to walk and a dog walking segment. The race will begin at Spillane Middle School and go through the Coles Crossing neighborhood. Medals will be awarded in multiple age brackets and to the first three dogs who cross the finish line.

Early bird registration continues until October 29th for $30, which includes a commemorative T-shirt. From Oct. 30th-Nov. 12th, registration increases to $35 and a T-shirt is not guaranteed. It’s hard to believe that Halloween is just around the corner. One of my favorite things to do is to carve pumpkins into Jack-o-lanterns. I’ve never given any thought to why we do that or how this custom started until I began writing this article.

There are many tales about the practice of carving pumpkins. One comes from Irish folklore. A man named Jack, who was a blacksmith, didn’t want to go to hell for his many sins so he tricked the devil into guaranteeing that he wouldn’t. When Jack died, little did he know that although he was spared from going to hell, he was also denied entrance into heaven. God did not want him. Legend has it that the devil gave Jack a burning coal which Jack put into a carved-out turnip to use as light while he roamed aimlessly somewhere between heaven and hell. Thus the name Jack-o-lantern was born.

Legends aside, we all love carving pumpkins but isn’t it a shame that most of them end up in the trash when the holiday is over? Well, this year, don’t trash them! Feed our wildlife. Please keep in mind that these suggestions only apply to pumpkins that haven’t been painted or decorated, which can be toxic to wildlife.

1. Make a bird feeder. Use wooden dowels and strong twine. It’s a good idea to punch holes in the bottom of the pumpkin to let water drain. You can also cover the holes you made to make the face so the seed doesn’t spill out.2. Save the pumpkin seeds for large birds and small mammals. Let the seeds dry out and then place them in a shallow bowl or flat tray. If the seeds aren’t being eaten, mix them with a small amount of black oil sunflower seeds.3. You can place small pumpkins around your yard. For larger pumpkins, cut into smaller pieces. Be sure to place some of the pieces in secluded areas of your yard.

WHAT YOU DO

1. Cut off the top of the pumpkin, as shown. (Ask an adult for help.)

2. Poke a dowel into the pumpkin a few inches down from the top edge you just cut. Push it straight out through the opposite side of the pumpkin.

3. Poke the second dowel through the pumpkin so it crosses just under the first dowel.

4. Cut the twine into four equal lengths. Tie a strand to each dowel, as shown. Then tie the loose ends together in a large knot at the top.

5. Fill the pumpkin with birdseed, and then hang it in your yard.

TIP Make several small holes in the bottom of the pumpkin to let rainwater drain out.

TIP If you don’t want seeds to spill out of the pumpkin’s face, you can line the feeder with a sheet of newspaper before filling it.

NATIONAL BREAST CANCER AWARENESS MONTH

In 2014, National Breast Cancer Awareness Month (NBCAM) celebrated its 30th anniversary. Since its inception, NBCAM has been at the forefront of promoting awareness of breast cancer issues and has evolved along with the national dialogue on breast cancer. Today, NBCAM recognizes that although many great strides have been made in breast cancer awareness and treatment, there remains much to be accomplished. As NBCAM celebrated its 30th anniversary, they remain dedicated to educating and empowering women to take charge of their own breast health by practicing regular self-breast exams to identify any changes, scheduling regular visits and annual mammograms with their healthcare provider, adhering to prescribed treatment and knowing the facts about recurrence.

The third Friday in October each year is National Mammography Day, first proclaimed by President Clinton in 1993. On this day or throughout the month, women are encouraged to make a mammography appointment. In 2016, National Mammography Day will be celebrated on October 21st.

5 WAYS TO MINDFULLY HONOR BREAST CANCER AWARENESS MONTHby Paige Davis, a survivor’s blogFor many breast cancer survivors, including myself, the pink frenzy of October can be a confusing time. On the one hand, as a survivor, I appreciate this raised awareness and am grateful for the role it has played in my own healing journey. The opportunities to get involved and show support are plentiful. Fashion, beauty, food and design invite us to purchase pink in the name of breast cancer awareness, but that also makes it confusing.

For the most part, I’m past my cancer bubble. I don’t think about it every day. And yet, I can’t deny some old habits from that time still kick in. Every now and then, I’ll wake up on a Thursday think-ing it’s chemo day. Occasionally, I’ll step out of the shower and see the scars on my body and just stare in wonder: How did this happen? And while it happens much less, I admittedly still get hit with overwhelming moments of emotion that wash over me at the most unpredictable times.

Most importantly, I recognize the importance of staying present. It’s this present-moment awareness that serves as my greatest daily teacher. And with the pink-hued mania now lighting up October, we all have the opportunity to infuse our support and awareness with a healthy dose of mindfulness. Here are a few tips:

1. Be mindful of your body: Early detection is key in any disease, especially breast cancer. This is an ideal time to schedule a mam-mogram for yourself or remind a loved one. You can also commit to performing monthly self-exams, which is how I found my cancer. Treat your body with personal mindfulness and attention.2. Connect with loved ones. Most likely, we all know someone who is going through or has been through some type of cancer, breast or otherwise. Reach out to that person and let them know you’re thinking of them. It’s the random texts, calls and social media messages that mean the world to anyone who has been touched by cancer. If you are more of a “doer,” offer something more tan-gible: arrange for a cleaning service; organize meals; offer rides to appointments; gift cozy items for chemo days; and sending fresh flowers. My cousins came together and arranged to have weekly flowers delivered throughout my treatment - that was amazing.3. Show your support mindfully. There is no question that the big foundations can play a pivotal role when it comes to cancer research and finding a cure. Consider embracing causes that sup-port overall women’s health and helping the diseases that don’t receive the level of awareness and support that breast cancer does.4. Donate with intention. I’ve also been on the other side of watch-ing loved ones go through cancer, so I understand the helplessness. I get the desire to take action and do something - anything. If dye-ing your hair pink or buying a designer handbag makes you feel like you’re helping, then by all means do it. But do the research and understand where the funds are going and make sure that resonates with you.5. Practice a “loving kindness meditation.” I’m a big believer that when we meditate, we are helping to raise the positive vibration of ourselves and those around us. One of the best tools to do this is to practice a loving kindness meditation. Picture someone you know who is going through cancer. If you don’t know anyone, imagine someone who is experiencing any type of struggle. Picture them as you breathe into your heart center and silently repeat the phrases:

May your body be at ease. May your heart be open. May your mind be boundless. May you be awakened and free. Repeat these phrases for yourself and then for all beings in the world. This practice has played a pivotal role in my own journey, as I continue to reconcile the many gifts, insights and lessons learned from my life both before and after cancer. CFISD SCHOOLS LAUNCH 2016-2017 SCHOOL YEARCypress-Fairbanks ISD welcomed back students to its 88 campuses on Monday, August 22nd for the first day of school of 2016-2017. More than 115,000 students were expected for the third-largest school district in Texas and 22nd largest in the United States. The district opened its 11th comprehensive high school, Cypress Park High School. The 591,000-square-foot building features a three-floor academic wing, 860-seat auditorium and 1,750-seat competition gymnasium. Its many learning pods include 28 science rooms and will allow for collaborative educational opportunities among neighboring classrooms. Approximately 80,000 students were transported to and from school on the transportation department’s bus fleet, while 120,000 school meals were served

by the food service department on the first day of school. Dr. Mark Henry, superintendent of schools, visited Cypress Park as he kicked off his sixth year as CFISD superintendent. “Today was another fantastic first day of school in Cypress-Fairbanks ISD, as students stepped into new and renovated facilities, used state-of-the-art technology and ate nutritious meals while being taught by the finest educators in Texas,” Dr. Henry said. “Every student in every CFISD zip code has access to quality universal public education. Opportunity is truly here in 2016-2017.”

CFISD MENTOR PROGRAMThe CFISD Mentor Program is a cooperative effort of volunteers from businesses, faith-based and/or non-profit organizations, the community and the school district designed to encourage students (elementary through high school) to finish school and focus on future education and career goals. A mentor is a suitable role committed to helping a student with his/her academic and social development. Mentors meet with students one-on-one for approximately 30 minutes each week. Currently, over 600 mentors are matched with students.

Cornerstone United Methodist Church is sponsoring a “fall pet food drive” from October 1st through November 1st for “Provisions Through Christ,” a pet food pantry. “Provisions for Christ” helps families who are on a fixed income with

DIRECTIONSIn a medium sized bowl, combine flour and salt. Make a well in the flour, add the slightly beaten egg and mix. Mixture should form a stiff dough. If needed, stir in 1 to 2 tablespoons water.

2 (8 ounce) packages cream cheese, softened1/2 cup white sugar1/2 teaspoon vanilla extract2 eggs1/2 cup pumpkin puree1/2 teaspoon ground cinnamon1/8 teaspoon ground cloves1/8 teaspoon ground nutmeg1 (9 inch) prepared graham cracker crust

DIRECTIONSPreheat oven to 350 degrees F (175 degrees C). In a large bowl, com-bine cream cheese, sugar and vanilla. With an electric mixer, beat on medium speed until smooth. Blend in eggs. Reserve 1 cup of cream cheese mixture and set aside. Pour remaining mixture into pie crust.

Into the reserved cream cheese mixture, stir pumpkin puree, cin-namon, cloves and nutmeg. Pour over the top of the plain filling in the crust. Bake in the preheated oven for 35 to 40 minutes or until center of pie is almost set. Allow to cool, then refrigerate 4 hours or overnight. http://allrecipes.com/
