CWO News is a quarterly publication of the Chief Warrant and Warrant Officers Association, U.S. Coast

Guard. The CWOA is a non-profit organization comprised of active duty,

reserve and retired members.

Greetings Fellow Warrants,

Here we are into the fall season with the leaves changing, temperatures cooling, and days getting shorter. The holidays are quickly approaching us and so is the New Year. Please remember to take a little time and think about the important items that I asked for in the summer newsletter. We still need input for the annual meeting agenda items, we still need distinguished mem-ber nominations, and we still need to fill those upcoming vacant officer posi-tions for next year. The annual meeting will be held at the Dulles Crowne Plaza from May 10-14. We would love to see a record setting number of CWOA members at the meeting. If you’ve never been it is quite an experi-ence.

If you have not sent me your e-mail address for the President’s contact list, then please take some time to send it to me. I only have about 100 e-mail addresses so far and that is a far cry from the number of members that we have in the association. Please send your contact information to [email protected] and give me your name and e-mail address so that I can reach as many members as possible. YOUR VOICE IS IMPORTANT! The Steven Shields Chapter hosted the association’s fall General Member-ship meeting in conjunction with their annual “Welcome Aboard BBQ.” The BBQ welcomes all new CWO’s to the National Capital Region and served as a good time to get away and have a little “Professional Development” with peers. The focus of the association meeting gravitated towards the important funds that will keep our association moving into the future. Your Permanent Finance Committee and Board of Directors are working hard to make our association sustain itself through wise, thought-out investments.

Votes of interest:

Special Meeting: I called a special meeting on Sept. 21 in order to move money from two (2) Colona Scholarship Certificate of Deposits (CD’s) at Pentagon Federal Credit Union into unrestricted funds so that the CWOA could make a better investment in the future (of note- the CD’s were making around 1.24% at Pentagon FCU.) These two CD’s were due to mature and rollover on Sept. 29 and required General Membership vote for the move. The vote carried and the money was moved to unrestricted funds at Penta-gon FCU.

General Membership meeting: The general membership was presented a motion from the Permanent Finance Committee to move the previously transferred Pentagon FCU funds from unrestricted funds and pur-chase a CD with Navy Federal Credit Union in the amount of $50,000 and a term of five years for the Colona Scholarship Fund Assets (of note the quoted Navy FCU CD will make 2% interest.) The vote carried and the Navy FCU CD will be purchased.

Next General Membership Meeting: Thanks to the DC Chapter for volunteering to host the CWOA Holiday party this year on Dec. 13. The plan will be to start the event off with a general membership meeting and move into some fellowship and holiday cheer. More event information will be sent out in the near future and posted to the CWOA website and facebook page.

“PASSING THE WORD” Welcome to another edition of the CWO News. Since my last article I’ve added a dozen or so emails to the re-tired e-mail list. If you would like to be on the list, send an e-mail to me at: [email protected].

In the past month I have sent information about retired allotments; both the directions for the online site and the form that can be mailed. I have sent a list of contacts every member should have with their important pa-pers, and information regarding the new Tricare pharmacy rules that go into effect on Dec. 1. If you would like any of this information, retired or not, feel free to drop me a line and I’ll send it your way.

On a similar note, the Association President has started building an e-mail list for all matters pertinent to the Association, if you would like to be on that e-mail list also, send him an e-mail at [email protected].

There are a few events on the radar, the first being the CWOA Holiday party on Dec. 13. Contact the Asso-ciation or the DC Chapter for more information. The other event is our next annual meeting. The 2017 annual meeting will be held at the Dulles Crowne Plaza from May 10-14. You’ll see more information in this and up-coming CWO News editions. Remember, if you or your chapter has an agenda item or nominations for Distin-guished Member, please consider getting those sent to the Association ASAP.

Finally, you’ll notice a difference in our new member page we’ve included the location of our newest retirees and hopefully added the ability for our existing retired members to make contact with the newly retired mem-bers allowing them to stay attached to a local chapter and stay current with the Association.

Eye ExaminationsCoverage for routine eye exams differs depending on what beneficiary category you fall under in TRICARE.

For example: if you are a dependent of an active duty member you are allowed one routine eye exam per calendar year with no co-payment. If you are a retired service member you are allowed one routine eye exam every two years, and if you have diabetes, that changes back to once a year.

CWO (F&S) Murray Strange, USCG (Ret) crossed the bar on Sep. 26, 2015. He is survived by his widow Mrs. Marion Strange. CWO Strange was born on Jun 16, 1930 and retired on Aug. 1, 1969. He was a member of the Association for 49 years.

CWO (AVI) Robert Donahue, USCG (Ret) crossed the bar on Jul. 31, 2016. He is survived by his widow. CWO Donahue was born on Oct. 20, 1929 and retired on May 1, 1973. He was a member of the Association for 44 years.

CWO (ENG) Peter Anderson, USCG (Ret) crossed the bar on Aug. 7, 2016. CWO Anderson was born on Aug. 29, 1933 and retired on Jan. 1, 1979. He was a member of the Association for 47 years.

Lt. Sigma Barnett, USCG (Ret) crossed the bar on Aug. 8, 2016. He is survived by his three children. Lt. Bar-nett was born on Apr. 13, 1932 and retired on Oct. 1, 1973. He was a member of the Association for 50 years.

CWO (F&S) William Watkins, USCG (Ret) crossed the bar on Aug. 10, 2016. He is survived by his two sons. CWO Watkins was born on Aug. 22, 1923 and retired on Aug. 1, 1998. He was a member of the Association for 63 years.

CWO (BOSN) Joseph Kalista, USCG (Ret) crossed the bar on Aug. 17, 2016. He is survived by his widow Catherine Kalista of 4601 Captain Cater Circle, Chesapeake, VA 23321. CWO Kalista was born on Jan. 27, 1946 and retired on Feb. 1, 1998. He was a member of the Association for 33 years.

Chief Warrant Officer Professional DevelopmentClass 10-16 - Last class of the fiscal yearBy CWO Rex A. Wimberly

CWOPD class 10-16 reported on board the CG Acad-emy Sept. 5, just days before Tropical Storm Hermine collided with the area. The class convened on Labor Day while enduring high winds and several inches of rain, brought by the tropical storm. But by the end of the first week though, we were able to enjoy beautiful, typical weather of the late New England summer. The twenty-three students of the class came from as far away as Kodiak, Alaska and as close as Boston, Mas-sachusetts.

On the first day of class we created a list of goals consisting of things we wanted to improve within our-selves: critical thinking, conflict management, public speaking, officer evaluations, writing, professional development, time management, and officer presence.

Our particular class was missing a critical part of the Coast Guard Warrant Specialties though, BOSNs. There were none in attendance. However, the instruc-tors (former BOSN) LT Robert Garris and BOSN4 Chris Ruleman more than made up for the missing knowledge brought from their specialty.

Instruction was also given from ENG4 Seth Andersen (who knows a thing or two about swords and fine din-ing), Dr. Susan Roberts (who expertly guided our class with composing our point papers) and Mr. Todd Schafer (who could double as “Hawkeye” from the hit series MASH). Without these instructors’ knowledge and leadership Class 10-16 would not have gained such an insight into joining the ranks of the CG Officer corps. The highlight of the class was, without a doubt, the tour of the Coast Guard Museum. We got a chance to liter-ally touch items from Coast Guard History – the Joshua James medals, and the Douglas Munro medal of honor, along with the personal musket of Captain Hopley Yea-ton (the first naval commissioned officer of the Nation.) We would like to offer a special “Thank You” to the cura-tor, Ms. Jennifer Gaudio, and her assistant, CWO4 (RET) Scott Epperson, for the chance to see and handle items from our illustrious past. The Coast Guard has done a great job of putting our history on display for all to see.

Thank you to all who were a part in making our time here successful and congratulations to all the classmates of the CWOPD 10-16! Semper Paratus!

CWO News Editor Note: My name is CWO4 (Ret) Scott Epperson. Many of you may know me from my time as an instructor at the CWOPD school. I am currently the editor for the CWO News and the manager of the CWOA Facebook page. If you hadn’t noticed, this issue of the CWO News is on the short side for the number of pages. Part of this is due to the lack of submissions to the Chapter News section of the magazine. We want to pass on your stories– what are the members of your chapter involved in to help your community? What are you doing at your units?

I would also like to post your chapter’s other activities to the facebook page–meeting times, social gatherings. By posting them, other warrants may want to attend if they are in the area

S*M*A*R*T is a Not-for-Profit 501(c)(19) Veterans' Organization recreational vehicle (RV) social club for active, retired, and honorably discharged military veterans (and spouses), including reservists and National Guard, from all the uniformed services. Founded in 1982 we have 44+ chapters across the U.S., encompassing all 50 states. Touted as one of the "best kept secrets,” S*M*A*R*T welcomes all eligible veterans. Our members be-lieve there is something for everyone in S*M*A*R*T. We camp and travel together to share camaraderie, travel, and RVing, while supporting all veterans. We provide information for the military RV family and support veteran welfare programs while “Seeing the Country We Defend.”

Emphasis on serving Veterans - As a social club, we have chapters for golfers, computer users, and people who just like to travel. Married or single, own an RV, 5th wheel, or pop-up, our chapters offer activities that in-clude simple pleasures such as playing games, socializing, sharing potluck meals on weekend camp outs, and monthly luncheons. This also involves community activities, and volunteering at Veterans' Homes and Hos-pitals. Members volunteer and participate in Habitat for Humanity, the Marine Corps sponsored Toys for Tots, and the nationwide effort "Sew Much comfort.”More info can be found at www.smartrving.org or on our Facebook Group (SMART Special Military Active Rec-reational Travelers)

Dues Increase Reminder of the Dues Increase The monthly dues for the CWOA increased to $7 per month on April 1. This is an increase of $2 from the previous dues. Please make sure you update your allotments to account for this increase.

The reason for the increase is to bring the death gratuity fund to a sustainable state. In an average year the as-sociation pays out $28,000 in death gratuity benefits. This increase was based on membership votes.

If you raise your dues above $7 please send us an e-mail and let us know which fund your excess money should go to: You can donate to the general fund, Keller Scholarship, or building fund. For those of you who are already contributing more than $7 we will distribute your money properly to $6 Dues and $1 Death Gratuity Fund. The rest will remain the way you requested.

Acitve Duty can change their allotments in Direct Access. If you have not started an allotment and would like to, please use the Blanket Code 015.

Retirees can go to to https://www.uscg.mil/ppc/ras. Log into “Global Pay” and click on “Change My Volun-tary Deductions” to add or edit your allotment, or call 1-866-772-8724 to talk to a retiree pay technician.
