The goal of the committee was to create seven trustee areas which cumulatively mirror the ethnicity of the District. The areas have no more than a 10% total population variance. The Committee voted unanimously to select Plan 3 with minor modifications. The modifications created two very similar scenarios (Plan 3A and 3B) resulting in a 5:4 vote approving Plan 3B.

Because the vote was close and the plans were similar, the Committee created summary points identifying the positive attributes for Plan 3A and Plan 3B. Both proposals are included, along with the summary points, for the Governing Board’s consideration.

Introduction This report has been prepared for the Trustee Area Analysis Committee (TAAC) of the Fairfield-Suisun Unified School District to illustrate a potential option that can be considered for the implementation of Trustee Boundaries. The modified Plan 3a Trustee Map will be analyzed to determine if it meet the legal requirements of the State and Federal laws. The main requirement is making sure that each Trustee Area represents the same population. Utilizing the 2010 Census data we will show how many people reside in each Trustee Area and then determine the variance from the goal population. As long as the peak variance is less than 10% between the areas with the smallest and largest populations, then the Trustee Map would meet the legal requirement. Secondly, the Racial/Ethnic statistics will be provided for each of the proposed Trustee Boundary Areas. The TAAC can utilize this additional information to help determine which plan will best serve the District and its constituents. Trustee Boundary Maps and Analysis This section of the report will provide information on the boundary scenario Plan 3a which the TAAC could consider for the purpose of creating "Trustee Areas" for the District. Each scenario is analyzed using the 2010 Census data which contains data on the population and the ethnicity or race for each individual. The data is also provided for just those people that are at least 18 years old which would be representative of the adult population. The general guidelines used in the development of this scenario include the following: Keep communities together Current School Boundaries Natural Boundaries (Highways, rivers, railroads) Contiguous Areas (Legal Requirement) Ethnic Make-up of the District

The Census data from the state is broken down into Census Blocks which can be anywhere in size from an inner city block to acres of farmland. To create Trustee Areas, SchoolWorks follows the general guidelines (listed above) to combine Census Blocks. Census Blocks are the basic units used to create Trustee Areas and they cannot be split. Due to this, attempting to create a plan with clean boundaries that balances the total population while attempting to keep Ethnic groups together can be very difficult in some instances.

Conclusion This report and these maps show the ammended Plan 3a based on feedback received from the Trustee Area Analysis Committee (TAAC) for the Fairfield-Suisun Unified School District. The TAAC can choose to implement this plan or may choose to make some additional modifications or set some additional criteria to develop additional options that will meet the Districts goals. An amendment to this report will be provided in the case additional scenarios are needed.

Conclusion This report and these maps show the modified Plan 3b based on feedback received from the Trustee Area Analysis Committee (TAAC) for the Fairfield-Suisun Unified School District. The TAAC can choose to implement this plan or may choose to make some additional modifications or set some additional criteria to develop additional options that will meet the Districts goals. An amendment to this report will be provided in the case additional scenarios are needed.

• Provides a more ethnically balanced

population in all Trustee Areas.

• Greater opportunity for diversity on the Board as a whole.

• Is more representative of the

composition of the District as a whole.

• More natural geographical boundaries for District’s Trustee areas.

• Requires the Trustee to represent an

area beyond their immediate community. For example, Rancho Solano and central Fairfield are combined in Plan Map 3.

• More cohesive communities of interest.

• Better chances for all neighborhoods

with a Trustee Area to be represented.

• Reduces the perception that the West side is a separate entity.
