Sheri Hartz. B. CLOSED SESSION ANNOUNCEMENT The City Council met in closed session to discuss Item B as listed on the Closed Session
Agenda. There was no action taken. C. CEREMONIAL MATTERS/PRESENTATIONS Proclamation: Older Americans Month
Leila Smith, a 105 year old Novato resident, along with Beth Livoti, Marianne York and Nancy
Peters-Janover from the Marin County Council on Aging, and Sandi Smith, President of the
Novato Senior Citizens Club, were present to accept the proclamation and make brief remarks. Proclamation: California Museums Month
Jim Crumpler, Director of Novato Museum Association, was present to receive the proclamation. Presentation: Novato Theater
Christina Stroeh and Steve Rempe gave a presentation about the activities and upcoming events
supporting the Downtown Novato Theater opening.

D. APPROVAL OF FINAL AGENDA, WAIVER OF THE READING OF ORDINANCES
AND NOTICES OF INTENT
Councilmember Lucan moved, Seconded by Mayor Pro Tem Athas, to approve the Final Agenda,
Waiver of the Reading of Ordinances and Notices of Intent. The motion was approved

1. ADOPT CITY COUNCIL MINUTES OF APRIL 26, 2016
This item was pulled and postponed to a future agenda.
2. AUTHORIZE BID ADVERTISEMENT FOR OLIVE AVENUE CLASS 2
BIKE LANES - HSIP, CIP PROJECT NO. 13-009 Consider approving plans and specifications and authorizing bid advertisement
for the Olive Avenue Class II Bike Lanes project (CIP Project Number 13-009).
The Council approved the plans and specifications and authorized the bid advertisement for the
Olive Avenue Class II Bike Lanes project (CIP Project Number 13-009). Councilmember Drew moved, Seconded by Mayor Eklund, to approve the Consent Calendar,
pulling Item F-1 to the next meeting. The motion was approved unanimously. L. WORK STUDY SESSION (Section taken out of order)
3. CAPITAL IMPROVEMENT PROGRAM ("CIP") BUDGET WORKSHOP FOR
FISCAL YEAR 2016/17 Consider receiving information regarding the proposed Capital Improvement
Program ("CIP") budget for Fiscal Year 2016/17 and providing initial comments
in preparation for the May 17th Council meeting, where Council will provide
direction to prepare the Fiscal Year 2016/17 budget for public hearing, review
and adoption in June.
Ms. Capriola opened the item, before introducing Engineering Manager Skinner who gave the
presentation and responded to Council questions. Ms. Chapman continued the presentation,
describing the key CIP funding sources. Director Shinault presented on the Parks and Recreation
CIP budget.
Mr. Skinner then continued with a recap of municipal facilities projects that had been undertaken
and proposed new projects for FY 2016/17 and Mr. Sanders gave the report on technology
investments. The team responded to Councilmember questions.

No appointments were made to fill vacancy/vacancies on Council Commissions,
Committees or Boards. K. COUNCILMEMBER/CITY MANAGER REPORTS
Director Thompson gave an update on the City's Quiet Zone application. Councilmember Drew reported on her attendance of a MERA meeting where they voted to
approve an RFP for a next generation radio system. She further commented that she had enjoyed
attending the MCCMC meeting as well as the Friday Night Live concert.
Councilmember Lucan stated that he had attended a TAM Board meeting, and further spoke on
his attendance of the retirement ceremony for Novato police officer Lieutenant John McCarthy,
commending him for his 29 years of service.
Councilmember Fryday congratulated Jared Goff, a Novato native, on being selected number one
in the NFL draft. He also commented on his attendance of the Day of Fishing and Copperfield's
Story Time events.
Mayor Pro Tem Athas reported on her attendance of the MCCMC meeting, and requested an
update on the potential theater agreement and funding. Ms. Capriola responded that staff is

working with the Novato Theater and that the item would be coming to Council at an upcoming
meeting.
Mayor Eklund stated that she attended a TAM meeting and further commented on her attendance
of an ABAG Administrative Committee meeting. She then requested an item regarding the
ABAG/MTC merger study be added to the next Council meeting, utilizing the expedited process,
and received majority Council support. M. ADJOURNMENT
