Almost half a century ago Russian cargovessels edged towards the warm seassurrounding its communist friend Cuba.On their decks and barely concealed -nuclear missiles and the machinery tomake them work. Overhead, USAFreconnaissance aeroplanes and many

more of the fighting variety lay in wait at facilities dottedaround America’s lower eastern seaboard. US politiciansand military chiefs warned Moscow to recall its ships orthere would be conflict. Historians still debate that momentin time “when the world held its breath,” but in the endcommon sense prevailed and Nikita Khrushchev ordered his ships to return. President Kennedy had played a mostdangerous game of poker, held his nerve and called his opponents bluff. Thankfully it worked.

There’s a similar situation developing in another faraway region of the world - the Middle East. For several years thecontributors to and editors of Eye Spy have written about Iran’s secret nuclear bomb programme, and even predictedwhen it might come to fruition, this despite negative analysis from the CIA and the international body which oversees allmatters nuclear - the IAEA. In a report released on 8 November, the IAEA has finally acknowledged intelligence gleanedfrom various sources now supports the notion that Iran has a top secret covert nuclear weapons programme runningparallel to its energy endeavour.

Officially the US, Europe, Russia and China still wants to try and persuade Iran to halt its nuclear bomb research, but thishas not stopped Washington secretly preparing for the worst. Similarly, there is much talk in Israel about what to do next.Talk of a military strike to try and disable those parts of Iran’s programme that have threads to bomb building is frequent.Iran meanwhile has become very vocal in response to what it perceives as a global conspiracy. It will strike back if itsnuclear sites are attacked.

There is genuine concern an incident will trigger widespread conflict. Andof course, all of this is happening as the major powers find themselvesbattling domestic troubles and recession. And of course, the “Arab Spring”continues to rumble on.

In the past five years Eye Spy has focused on Iranian nuclear relatedevents. They can be likened to jigsaw puzzle parts. These include scientistdefections, assassinations, cyber attacks against nuclear plants andseemingly unconnected reports like the moving of 400 clattering bunkerbusting bombs to the US base on Diego Garcia some three years ago. Inthere own right they are important, but together they are chillinglysignificant. If ever a secret war has been played out publicly and in somany theatres then this is it.

Few commentators dare to predict what will happen next. Hopefully, justlike 1962, common sense will shine through. These are interesting, butdefinitely worrying times...

PLOT CIA HAS FEARED FOR YEARSEYE S O N TH E P E NTAG O NAL-QAIDA OPERATIVE PLANNED ‘SECRET TEST RUN’

Complex intelligence sting operation leads to arrest of a dangerous manBureau officials say had ambitions of becoming an internationalal-Qaida folk hero...

FBI surveillance and counter-terrorist research performed byJTTF (Joint Terrorism Task Force)in the greater Boston area has putan end to another alleged al-Qaida operative’s dream. RezwanFerdaus, 26, a graduate ofNor theastern University inBoston, was arrested at a loca-tion where he hoped to take stockof firearms and explosives.Ferdaus believed the weaponryformed the final piece in a terrorjigsaw he and “associates” hadbeen planning for months.

Rezwan planned to fly model aeroplanes packed with C4 explosives into two iconic US buildings - thePentagon and Capitol. Eye Spy sources conclude the plot, though bizarre in nature, has been considered andits viability examined in depth by al-Qaida for years. Similarly, our researchers present evidence that far frombeing a “pipedream” a similar operation involving a payload far more deadly is being investigated withurgency by CIA officials. A “chilling scenario” is described.

TRADECRAFT FEATUREN OTE S O N S U RVEILL AN C ECONFIRMING IDENTITY AND OCCUPANCY

Eye Spy provides background notes on some of the investigative avenues availableto surveillance officers when faced with a difficult and aware target keen to hide histrue identity and location

Verifying a target’s identity and presence quickly in a cer tain location and/or accuracy of an address can bea difficult task. In an official surveillance situation, whilst speed is sometimes essential, an incorrect call, especially one made during an on-going counter-terrorist operation can be a matter of life or death. One onlyhas to examine the case of the unfor tunate Brazilian, Jean Charles de Menezes, who was shot dead afterbeing mistaken for a dangerous al-Qaida terrorist in London in 2005. Even professionals make mistakes. DeMenezes’s contained flat in an apar tment block that was being surveilled, and misidentification by an officer, proved critical in this case.

Before considering some of the tactics used to properly identify high-profile targets whose sole objective isto remain out of sight, it’s impor tant to understand the nature and seriousness of a par ticular case willalways determine just how many officers and resources are deployed.

FBI TIP-OFF EXPOSESR U S SIAN R A DIO AG E NT SGerman counter-intelligence arrest ‘long-time SVR agents’Two suspected Russian spies have been arrested in Germany following a lengthy counter-espionage operation. Officials believe that for the best par t of two decades they were inthe pay of the SVR, Russia’s foreign intelligence service, thoughnot necessarily in an active role. Intelligence sources believe thealleged agents were activated only for “special cases.”

AL- Q AID A’ S RICIN PIP ELIN ETHE ROAD TO AL-QAIDA IN SOMALIA

Eye Spy examines the emergence of a disturbing alliance that changes the dimensionand threat facing counter-terrorist forces operating inthe Horn of Africa

EXTRACT: British intelligence officials are monitoring an increase inyoung Britons travelling to Nor th Africa whose ultimate objective is tojoin the emerging al-Qaida franchise known as Al-Shabaab [translates tothe Youth or Boys]. This as colleagues from the CIA continue to tacklevarious threats in a region of the world that is decidedly unstable.

Over the last three years MI6 and the CIA have built up a careful picture ofevents, including identifying a number of secret land and sea pipelines to Somalia established by al-Qaidafrom various neighbouring countries. To compound matters, a huge CIA operation uncovered disturbingevidence of ricin production by forces friendly to the group. Another serious problem for the authorities is theemerging alliance between the terror group and pirates who have made Somalia their home base. Someexper ts still consider this an unlikely scenario, but the evidence does - at the very least - point to cooperation.

The CIA are watching theemergence of a deadly

alliance between piratesand al-Qaida

TH E CYB E R S PYASSET OR REPLACEMENT?

Even having limited knowledge of thecyber world undoubtedly helps thoseinvolved with espionage, security andprotecting intelligence... Kevin Colemanlooks at the changing role and require-ments of today’s ‘modern spy’

The science and ar t of spying has been well documented throughout history. Regardless of theperiod the spy’s mission has always been to infiltrate an adversary and/or obtain sensitiveinformation - secrets. Historically spies have also been used to steal new or unique technol-ogy or sabotage par ticular projects in various ways. Today the word ‘spy’ conjures up manyimages - the most prominent being that of the film character James Bond 007 - at leastthat’s the general perception. In truth, little is known of the best spies, other than perhapstheir code-names. Their actions go unrepor ted and investigations into the loss of secretfiles of ten remain unsolved. But damage has been caused.

In the past two decades the ar t of spying has seen perhaps the most dramatic change in the history of the‘profession’. The use of computers, networks and of course the Internet has changed the operational land-scape of the modern spy...

MIKE FINN reveals the astonishing use of insects throughout history as a security and intelli-gence ‘tool’ and provides supporting evidence that these creatures can be guided andcontrolled. A look also at what lies ahead in this fascinating scientific security field...

EXTRACT: TheDefence AdvanceResearch ProjectsAgency (DARPA) inAmerica has anumber of projects inthis field. The Vivi-systems programmeis directed towardstraining and modify-

ing insects to detect subtle dangers in the environment, entering otherwise inaccessible places, or locatingtoxins and bio-hazards. The ‘Biomimetic’ project focuses on studying and reproducing the mental andphysiological functions of insects, which can then be reproduced in robotic and cyborg drones. The study of‘Hybrid-bio-systems’ research centres around technology that can access and relay sensory informationfrom within the physiology of the insects. Apar t from these fields there are broader areas of research. Manycountries are now engaged on these studies.
