Affected Markets: DAM, HASP, RTPD, 5-Minute RTM Target Release: TBD Description:

The following enhancements are in progress to improve limitations in OASIS functionality. Note these enhancements only affect reporting in OASIS; they do not affect the correct operation of the markets. 1) If ETC/TOR schedules are cut in the DAM or HASP, the “Unused TR Capacity” value will not reflect those cuts. Instead the Unused TR Capacity value consists of the requested ETC/TOR self schedules. That value is an input into calculating the ATC value. 2) Some ETC/TOR contracts are associated with multiple MSL’s, and are not properly reflected in the calculation of the “Unused TR Capacity” value. Instead the ETC/TOR contract is only associated with one “parent” MSL. That value is in input into calculating the ATC value. 3) The “AS from Imports” value includes regulation down schedules, which reduce the ATC value in the import direction in OASIS. Instead regulation down should reduce the ATC value in the export direction. 4) Some ETC/TOR capacity is considered “New Firm Use” after the HASP and the rights associated with that capacity do not extend beyond the HASP timeline. OASIS does not differentiate New Firm Use from other types of ETC/TOR capacity, which impacts the ATC value after the HASP run. 5) Treatment of Dynamic Transfers. There are resource-specific system resources that have the capability to be scheduled on multiple ITC’s. Currently there is no mechanism for OASIS to detect when a resource-specific system resource is scheduled on its alternate path, as opposed to the default/primary path. This condition impacts the “Scheduled Net Energy from Imports/Exports” value and ATC calculation. 6) The market optimization process is a result of an iterative process that calculates an AC power flow that passes linearized values such as shift-factors to be used in the dispatch optimization. For BG’s and MSL’s that are not associated with an ITC, OASIS currently utilizes a final calculated flow from the AC power flow iteration and not the linearized calculated flow from the market optimization iteration. As a result, the final market cleared flow for posting the “Scheduled Net Energy from Imports/Exports” value may differ some from the final market optimization result. .

Incorrect values posted for Hourly Unscheduled TR Capacity starting from day-ahead market trading day 08/24/2011. These values are supposed to represent the amount of unscheduled transmission reservations being held to the next market and are subtracted along with other values from the operating transfer capability (OTC) to derive the available transmission capacity (ATC). The posted Hourly Unscheduled TR Capacity values starting 08/24/2011 are not correct and result in incorrect ATC values. Note the ATC calculation used in OASIS is a separate calculation from that used in the market systems and is based on different inputs. The market systems are correctly calculating the ATC.

Comments: 02/29/2012: Software changes are currently being validated. Incorrect actual load postings under the PG&E and SCE TAC areas starting in May 2011 and continuing to the present. The process of generating the OASIS report involves aggregating data points from several sub-regions into three TAC areas. Some of the sub-regions located the SCE TAC area have been mistakenly assigned to the PG&E TAC area in the reporting software. The consequence of this error is an over-reporting of load in the PG&E TAC area, and under-reporting of load in the SCE TAC area. The reporting of the system load and SDG&E TAC load was not affected by this error. This issue affects the reporting of actual load in OASIS only. The raw data used in the reporting of actual load and the peak load values reported in other CAISO publications are correct.

This report captures all historical data changes per transmission interface identifier, where updates to existing outages appear as new records, in effect outputs duplicate or repeating outages.
