Authority) is a fully owned Government of Kerala company set up in 2007 for

providing services to the various health care institutions under the

Department of Family Welfare and Health. One of the key objectives of the

KMSCL is to act as the central procurement agency for all essential drugs and

equipments for all health care institutions (hereinafter referred to as user

institutions) under the department. The corporation has also been entrusted

with the setting up and running of all kinds of modern Medical and

Paramedical or medical based ancillary facilities such as hospitals,

pathological labs, diagnostic centers,

x-ray/scanning facilities.

1.2.1.2.1.2.1.2. Even though the state of Kerala has advanced as compared to the other

states of India in terms of critical health indicators are concerned, the state is

facing challenges in demand side constraints, human resource development

issues, and the providers attitude are especially acute in tribal areas. Tribal

population in Kerala is considered to be the most socio-economically

disadvantaged group. Most of the centrally sponsored disease control

programmes have a focus on the tribal areas. The tribal communities have

poor access to health services and there is also under utilization of health

services owing to social, cultural, and economic factors. Some of the

problems include difficult terrain, locational disadvantage of health facilities,

unsuitable timings of health facilities, lack of Information, Education, and

Communication (IEC) activities, lack of transport, etc. To address this

concern, the State has decided to engage agencies having expertise and

experience of organizing delivery of primary health care services through

Mobile Medical Clinics. The overall purpose of this initiative is, therefore, to

reach the left out and hard to reach area in the remote parts of the State

to operate Mobile Medical Clinics in the tribal areas, initially in the district of

Pathanamthitta, Palakkad and Wayanad. Vehicle, equipments and

manpower has to be provided by the successful bidder. Based on the

proposal submitted eligible firms will be short listed. Only short listed firms

will be provided Request for Proposal Document and shall be requested to

submit final proposal. The request for proposal document will have the

detailed terms of reference. The evaluation adapted will be Quality and Cost

Based Selection (QCBS). The criteria for evaluation will be mentioned in the

RFP document.

1.4.1.4.1.4.1.4. It is also essential while dealing with public money that utmost transparency

has to be maintained in the procurements of the corporation. All decisions

will be published from time to time on our website www.kmscl.kerala.gov.in.

The corporation will not wait for the mandatory 30 days period to provide

any information under Right to Information Act and will provide the

information within the minimum possible time. The Corporation will uphold

the fundamental “right to be heard’ enshrined under the Constitution of India

and will take harsh decisions only after providing opportunity for

hearing/submission of facts. Bidders could prefer appeal to the government

against all decisions of the corporation.

2.1.1. The Agency / Consortium will be required to organize a fleet of 13 Mobile

Medical Clinic’s (MMC) to be deployed in the 3 districts of Kerala namely

Pathanamthitta, Palakkad and Wayanad for the delivery of primary health

care services to the Tribal Areas as per the details provided in subsequent

paragraphs.

2.1.2. This Expression of Interest (EOI) is invited for Operationalising Mobile

Medical Clinics on Rental basis shall be valid for a period of 5 years from

the date of signing the agreement.

2.1.3 The successful bidder has to supply vehicle, equipments, consumables and provide the services of doctors and staff.

2.1.4 Bidders are expected to submit EOI documents and based on the proposal

submitted eligible firms will be short listed. Only short listed firms will be

provided Request for Proposal Document and shall be requested to submit

final proposal. The request for proposal document will have the detailed

terms of reference. The evaluation adapted will be Quality and Cost Based

Selection (QCBS). The criteria for evaluation will be mentioned in the RFP

document.

4.1.1 Overall Objective of this EoI is to engage agencies having expertise and

experience of organizing delivery of primary health care services through

mobile medical Clinics in the tribal areas of 3 districts across Kerala

namely Pathanamthitta, Palakkad and Wayanad.

4.2.1 The successful bidder shall organize a fleet of 13 Mobile Medical Clinic’s

(MMC) to be deployed in the tribal areas of 3 districts of Kerala namely

Pathanamthitta, Palakkad and Wayanad for the delivery of primary health

care services for a period of 5 years from the date of signing the

agreement.

4.2.2 The successful bidder has to invest and procure the vehicle,

equipments and shall do the required fabrication for operating the

Mobile Medical Clinics.

4.2.3 The doctors, paramedical staff and other staff shall be appointed by

the successful bidder and paid by them.

4.2.4 Each Mobile Medical Clinic (MMC) shall hold village level health camps

for at least 20 days in a month according to a pre-agreed roster that will

be jointly drawn by the agency selected and the concerned District

Program Manager of the district in this regard. Fixed time shall be

intimated to all concerned Tribal Areas in advance and care should be

taken to maintain regularity in these camps as per the schedule.

4.2.5 The duration of camp(s) in a day will be at least for 7 hours (excluding

travel time). The number of camps in a day may be one or two depending

on the estimated number of patients expected to be attended.

4.2.6 At least 50 patients are expected to be treated by a MMC every day; the

agency will be required to design and implement measures to provide

advance information to the public / potential clients to ensure maximum

utilization.

4.2.5 The MMCs will be fabricated on new vehicles; used vehicles (with or

without a fabricated cabin) will not be acceptable.

4.2.6 The vehicles will be assigned to the districts and will not be shifted from

one district to another.

4.2.7 In the initial stage it is planned to cover few tribal areas in a district and

shall be expanded in a phased manner. Vehicle shall be stationed at a

conveniently located place preferable PHC/CHC to cover identified

locations so that to visit each Tribal Area on Weekly/Monthly basis. A

tentative distribution of vehicle in each district is attached as Appendix I.

4.2.8 Essential medicines shall be supplied to the patients / beneficiaries

attending the clinic. The registration of patients, supply of medicines, and

maintenance of clinic attendance, drug and other relevant registers shall

be done. The agency will have to keep essential equipments in the Mobile

Medical Clinic.

4.2.9 Communication tools like Mobile phone or wireless sets should be

available in the unit to keep track of the MMU positionining in case of

emergencies. The agency will be required to keep track and societies on a

daily basis.

4.2.10 Mobile Medical Clinics should always be in running condition and should

be placed at the nearest health facilities in the respective functioning areas

under the supervision of DPM of the Concerned District.

4.2.11 The bidder shall have to get the vehicles fitted with GPS based location

tracking system to enable real time tracking.

4.2.12 The bidder shall be required to set up an office to coordinate the operation

of MMCs.

4.2.13 Providing insurance cover to the MMC vehicle, staff etc. will be the

responsibility of the bidder

4.5.1 The mobile medical medical unit will have to be fabricated on a

suitable vehicle to accommodate the crew, equipments and space to

provide services. The vehicle shall be selected in such a way that services

can be provided in tribal areas where roads are narrow and hilly region.

The fabrication design for the cabin should provide space for the

following.

4.5.1.1 Should have seats for the crew.

4.5.1.2 Examination bed with adequate provision for maintaining privacy fitted

with adjustable examination lamp.

4.5.1.3 All the diagnostic and investigative equipments shall be mounted / fixed in

a manner that they are well protected from possible shocks / bumps

during travel.

4.5.1.4 Space to conduct laboratory tests.

4.5.1.5 A registration – cum – medicine dispensing window / counter fitted with

lap-top and printer, space for storing medicines, cold box (vaccines) and

folding tables / chairs.

4.5.1.6 Collapsible / foldable awnings mounted on top of the cabin opening on

both sides of the vehicle to provide protection against direct sun-light (in

summers) / rain to the customers / users of the services.

4.5.1.7 All the MMC’s should have Oxygen Cylinder, First Aid Kit, Resuscitation

kits, Water storage device, Public Address System, UPS & Generator

4.5.1.8 All the equipment on board have to be functional during the camp

irrespective of whether or not electricity / access to electricity is available.

4.7.3 The service of all 13 MMCs shall be launched within 3 months of signing

the agreement.

4.8.1 The bidder shall be a legal entity or a consortium having a minimum of

12 months experience of operating Mobile Medical Units / Mobile

Medical clinics / Mobile Health Units for and on behalf of State / district

health authorities / Public Sector undertakings / reputed Private

Organizations / MNC’s, in any part of the country.

4.8.2 The bidder should be operating at least 10 MMUs /MMCs / MHUs at the

time of application, for and on behalf of State / district health authorities

/ Public Sector undertakings / reputed Private Organizations / MNC’s, in

any part of the country.

4.8.3 Bidder should have a minimum average turnover of Rs 5 Crores in the

last three completed financial years.

4.8.4 Bidders who are willing to make investment to procure and fabricate

the MMCs as per the functional requirements and to provide service

as per clause 4.3.

4.8.5 Bidders who submit all the necessary documents as prescribed for

inclusion in the technical bid under cl.4.10 without any ambiguity,

errors etc.

4.8.6 Bidders who have been blacklisted/ debarred by Tender Inviting

Authority or blacklisted / debarred by any State Government or Central

Government department/Organization should not participate in the EOI

during the period of blacklisting.

4.8.7 Firm / company who have withdrawn after participating in any of the

previous tenders of KMSCL are not eligible to participate in this EOI.

for the EOI submitted so as to enable the Corporation to prima facie

verify the compliance of submission of requisite documents at the time of

opening of EOI.

5.3.3. Language of EOI: - The EOI prepared by the Bidder and all

correspondence and documents relating to the EOI exchanged by the

Bidder and the Corporation, shall be in English language. Supporting

documents and printed literature furnished by the Bidder may be written

in another language provided they are accompanied by an authenticated

accurate translation of the relevant passages in the English language in

which case, for purposes of interpretation of the EOI, the English

translation shall govern.

Bidder or the authorized representative shall be enclosed as part of the

EOI as a proof of having read and accepted the terms and conditions of

the EOI document.

5.4.5 Failure to attend the Pre-Offer meeting will not be a disqualification, but

a loss of opportunity for the prospective bidders to understand about the

competency of the Bidder and also the EOI package with terms and

documents to prove the technical competency and capability of the

Bidder for implementing project and the ability of the Bidder for providing

efficient service and support to the satisfaction of the Corporation.

5.6.2. Minor infirmities in the submission of documents will be allowed to be

rectified so as to ensure qualification of maximum number of competitive

Bidders to the next level.
