REQUEST FOR EXPRESSION OF INTEREST (EOI)

FOR

ENGAGEMENT OF PROJECT MANAGEMENT CONSULTANCY SERVICES

FOR

GOVERNMENT MILITARY SCHOOL OF 560 STUDENT CAPACITY AT BHIVKUND

TAH. BALLARPUR DIST. CHANDRAPUR, MAHARASHTRA STATE.

EXPRESSION OFINTEREST The Government of Maharashtra entrusted Public Works Department for execution of the projects “Government Military School of 560 Student Capacity at Bhivkund Tah. Ballarpur Distt. Chandrapur, Maharashtra State.”

The Office of Executive Engineer, Public Works Division No 2, Chandrapur, on behalf of Public Works Department, Govt. of Maharashtra requests, eligible and interested firms having experience in planning, designing, supervision and project management consultancy of Medical, Engineering, Other Educational colleges/Institutes, School project or similar type of single work having minimum 35000 Sqm. built up area to submit their Expression of Interest in providing Consultancy services as Project Management Consultant to execute the above mentioned project.

The Scope of Work:

The task of the Project management Consultant includes surveying, investigation, planning, designing and Architectural services, detailing, structural design with relevant seismic considerations /pre-Engineering design for Civil, Electrical, plumbing, HVAC, firefighting/ Fire detection, PA system, rainwater harvesting system, external development work, Horticulture & landscaping, External and Internal services etc. taking all the required approvals from various departments including Environmental Clearance and Defence Ministry approvals, estimation, tendering, execution, supervision and commissioning of full- fledged 560 Student Government Military school with student enrolment as per present Defence Ministry of India’s norms,which mainly includes:

1. A full-fledged 560 Student Government Military school project. 2. Administrative Building. 3. Hostel accommodations for students. 4. Residences for teaching / non teaching staff etc. 5. Auditorium, Assembly building, Multipurpose hall, Mess, Dining Hall, workshop building

6. Pavilion Building, Open Stadium, Football, Hockey, Basketball, Vollyball, KhoKho and Kabaddi ground, 400 m Running Track, Hurdle Race Tracketc.

7. Overall site planning which shall include but not limited to Internal road, Boundarywall, Parkingplace, overall landscaping of the campusetc.

8. External watersupply, External Electricity,Sewerage scheme,Incinerator. 9. Shopping Complex Building for Essential Shops, & Post Office, Bank, ATM &Restaurant

for Outsiders, Electrical Substation & Panel, D.G. Set Room,E.T.P. Plant, security Gate House with Toilet Block, Fire Station, Horse Stable for 20 Horse, and Primary Health Centre etc. with all modern facilities.

10. Other allied facilities asper present norms and requirements of Defence Ministry of India and user department, its amendment thereof.

The Consulting Firm:

(a) The EOI may be submitted by an individual consulting firm engaged in project management consultancy of Medical colleges, Engineering colleges, Educational Colleges/Institutes, Govt. Building projects, School project or similar type of work having continuous consulting business since last five years or jointly in Consortium / Joint venture (JV) with other Consulting firms where the consortium may be constituted by up to three companies.

(b) In case of consortium / JV, all the memberfirms should individually or jointly be an Engineering consultant, Architectural consultant, Building design consultant& Project management consultant or combination thereof. However the lead consultant of this consortium will provide a single window access to all the required services (including services of other companies constituting the consortium).

(c) In case of a Consortium/ JV, there should be a notarized agreement executed on Rs. 500/- stamp by all the companies constituting the Consortium / JVmentioning inter alia the following that they agree to work jointlyfortheassignment.

i. That they agree to be jointly and severally responsible for the assignment. ii. The division of responsibility both in terms of resources and technical inputs. iii. The share of each member in the total fees decided by the Consortium.

d) The CONSULTANT, as sole entity or as Consortium/ JV must have an established and demonstrable track record of rendering all the Architectural, structural design, supervision and project management consultant services for commissioning of Medical, Engineering, Other Educational colleges/ Institutes, School projector similar type of work.

Information to be submitted and Eligibility criteria: 1. Name, address, e-mail, telephone, ownership and organizational structure of the

consulting firm. 2. For experience in Government / semi government / autonomous bodies in similar nature

of work for required services, certificate issued by an officer not below the rank of Executive Engineer or director or equivalent shall be submitted. For experience of other than Government / semi government / autonomous bodies etc. certificate issued by Director / C.E.O. shall be submitted.

3. Names and short CVs of the Key Professionals for the above mentioned areas available for deployment for this project,reflecting availability of appropriate eskills and suitability.

4. Audited and/or certified financial statement for the last three years. 5. The individual firm or one of the Consulting firm in case of consortium/ JV must be in

the Medical, Engineering, Other Educational colleges/ Institutes, School projectsconsulting business and should submit specific description with documentary proof of having commissioned single work of minimum 35000 Sqm built up area of Medical, Engineering, Other Educational colleges/Institutes or similar type of work, with complete Planning, designing, supervision and project management consultancy of the same during last ten years.

6. The firm must provide income tax clearance certificates and / or sales tax clearance certificates as may be necessary.

7. The firm must have annual turnover of average not less than 200 Lacs during the immediate last three consecutive financial years. Certificate of Chartered Accountant as a documentary proof shall be submitted.

This notice is only for inviting Expression of Interest and not for Pre-Qualification. Response to this call shall not confer any right whatsoever for being considered for award of work at any stage.

The Project Management Consultant will be finally selected from among those who submit Expression of Interest on line by the due date as mentioned in the e-tender time table and who are assessed as competent to execute the project in accordance with the Quality and cost based selection procedure in the next stage i.e; Request for Proposal (RFP).

Further information, if required, regarding the Project may be obtained in the Office of The Executive Engineer, P.W. Division No 2, Chandrapur.

The Superintending Engineer,Public Works Circle,Chandrapur reserves the right to accept or reject any or all the EOI at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant.

NOTES: i) Necessary documentary evidence of all the above needs is to be provided in scanned copy

from original along with the EOI, failing which proposal shall be considered non responsive.

ii) In case of consortium /JV notarized agreement executed on Stamp paper of Rs. 500/- by all companies is mandatory.

iii) CVS of key professionals and other Engineering and Architectural should be adequate. Inadequate CVS can be disqualified in short listing.

iv) No criteria shall be considered to have been met unless required documentary evidence has been provided.

v) The companies constituting the consortium/ JV shall not be altered at the time of submission of RFP

vi) Following this invitation for expression of interest (EOI), a shortlist of qualified Consultants will be prepared and those shortlisted consultants only will be formally invited to submit their Request for Proposal (RFP).
