EXPRESSION OF INTEREST (EOI) 

AUTOMATION SOLUTION FOR TELECOM SECTOR SKILL COUNCIL (TSSC), NEW DELHI 

TSSC  invites  Expression  of  Interest  (EoI)  from  interested  IT  service  providers  for  Automation  of 

processes and functioning of TSSC. The system shall comply to Open‐Source/Architecture framework 

with facility to push‐pull data with open API  interconnects. The solution shall be cloud based, with 

end‐user access via web‐browser. Modular development methodology shall be adopted. 

Broad Scope of Work shall be as follows :‐ 

(a) Office Automation with content management and workflow 

(b) Integrated Mail system 

(c) Dynamic Web‐Site with On‐Line applications (submission & processing) 

(d) Customised interface and Controlled Access for various groups/categories 

(e) Data capture from Industry, Training Partners and other stakeholders 

(f) Dash‐Board for Higher Management 

(g) Pre‐formatted Report generation  

(h) Labour Market Information System (LMIS) Architecture 

(i) Hosting of Question banks, details of candidates, training providers & assessors 

(j) Feedback mechanism from stakeholders 

Security features : 

(a) Secure on‐line access (https//) for al stakeholders 

(b) Role based access control 

(c) Daily backups 

(d) High Availability (>95%) 

Eligibility Criteria 

(a) Indian Registered firm. Registration certificate to be submitted. 

(b) Not blacklisted by any Govt Dept. Certificate on company letter‐head to be submitted.  

(c) Should have min of 10 full time IT Professionals on its payrolls. Details to be submitted. 

(d) Should have proven  record of having undertaken end‐to‐end development of automation 

software/implemented Enterprise solution,  for mid‐size company  (with min of 25  full‐time 

employees), during the  last 01 yr. Work Completion Certificate from the concerned agency 

to be submitted. 

Response to EoI shall comprise of the following :‐ 

(a) Supporting documents for the Eligibility Criteria mentioned above 

(b) Brief organisational details 

(c) Proposed Solution Architecture 

(d) Brief  on  the  Enterprise  system  proposed/Brief  on  the  proposed  development  plan  & 

methodology along with system & software components

Pre‐Bid Meeting 

To understand the operational aspects of TSSC and Scope of Work, pre‐bid meeting is scheduled at 

1400 hrs on 23 Jan 2014, at the address given above. 

Note : Issue of RFP shall be restricted to the bidders qualifying this EoI.
