I . I n t roduc t i on
S t i m p l i n q of a p u b l i c tap at a local industry serviced by the Pennsyl-
vania jDepa r t int.-nt of Environmental Resources (!)ER) revealed the pres-
ence qf,Trichloroethy1ene (T.C.E.). Because of this, water samples
were collected from the Borough's water supply wells on June 18,i
1980, and analyzed for T.C.E. Well 2 was found to contain 0.31 m i l -
ligrams per l i t e r (mg/l) of T.C.E. The results are presented as an
attachment to t h i s report. The water analyses became a v a i l a b l e onJuno 23, 1980.
The U.jS. EPA (Steve Shulder, Philadelphia) was notified of the prob-
lem with the d r i n k i n g water supply. Bob Runowski, D r i n k i n g Water
Section - EPA, notified Mr. C l a i r Ferry, Council President, that
Well 2 would have to be taken out of service and wanted a d d i t i o n a l
water samples collected from the distribution system.II

discuss the problem and the corrective action-to be taken. At-
tendees: Mr. C l a i r Ferry, Hal Owens, John Petruso - Borourjh Soli-
citor, and Leon Simpson - Moody and Associates, Inc. It was de-
cided that Well 2 would be pumped to waste through irrigationi
pipe to the storm sewer to contain the T.C.E. at that location.
The program was layed out to sample the distribution system at
the furthest points, the wells and the reservoir.I i.j
B. June 2k, 1980: Meeting with Borough Council, the". Sol i c i tor, and
Leon Simpson (MAl) to discuss the results ofthe""water analyses;meets with DER and EPA. Council was brought up to date on thesequence of events and discussions that have been held to date.

Water samples were collected for analyses. MAI was retained to
evaluate the problem and identify the source or sources of theT.C.E.
1. Prior to this, on June 19, 1980, a series of five backhoe
pits were dug on the now abandoned, former GATX property
! (lagoon area). One drum was encountered, and the remnantsI of what appeared to be four more were observed. Water sam-
j pies were collected and T.C.E. was found to be present. A
meeting was held with DER, Dick Zinn, to discuss the situ-i ation on June 20, 1980. Attendees: C l a i r Ferry, Hal Owens,i
John Petruso, Leon Simpson.!
C. June 2k, 1980: A meeting was held with DER at 1:30 PM to discussthe problem of T.C.E. and if the samples collected earlier thatday showed high values, what action would be taken. A hydrogeo-Ilogic investigation of the old GATX property was asked for by
DER. MAI informed DER that such action was currently being tak-
en. It was decided to reconvene on June 25 to discuss the re-
sults of the analyses.I
D. June 25, 1980: A meeting was held with DER, Borough o f f i c i a l s ,
ahd MAI to discuss the analyses. It was concluded at that meet-
ing a boil water notice would be issued on the basis of the sam-
ple results taken on the preceeding day. A "Boil Water Notice"
and joint press release (DER £ Borough) was prepared and submitt-
ed. DER is going to conduct an inspection of local industries.
E. June 26, 1980: Borough overflowed the reservoir that night to
insure a complete turn-over of water. Water sample was taken.
F. June 27, 1980: MAI started test d r i l l i n g and monitor point in-
stallation on the old GATX property.
G. June 30, 1980: Test d r i l l i n g is continuing and another, set of
water samples collected from reservoir, and d i str i b
tirations of T.C.E.. continue to decline.
