The 33rd Perumin Convention closed on a high note onFriday, 22 September 2017 at Arequipa, Peru with SouthAfrica winning the best international exhibition pavillionout of 16 countries. Among other countries which participated was Germany, USA, Chile, India, Canada etc

A group comprising of South African exporters of mining equipment and related services showcased theirproducts at the 2017 Perumin Mining Convention, thattook place from 18-25 September 2017 in Arequipa,Peru.

The convention takes place bi-annually and brings together the world’s leading technology and services inthe mining and metals sector. South Africa’s participation focussed on machinery, equipment, technologies, services and supplies for the mining sector.

The participation of the South African companies in theexhibition was made possible by the Department ofTrade and Industry (the dti) through its Export

Marketing and Investment Assistance (EMIA) schemewith the aim of increasing exports to Peru. The objective of the scheme is to develop export marketsfor South African products and services and to recruitnew foreign direct investment into the country.

The Minister of Trade and Industry, Dr Rob Davies describes trade relations between South Africa andPeru as very important.

Minister Davies says that South Africa recognises thehuge potential of the Latin American group of countriesand is cognisant of the fact that Peru is one of thefastest growing economies in the region.

In September 2017, South Africa scooped two awardsat the Mozambique International Trade Fair (FACIM) outof about 30 countries. The awards were for the Best Pavillion and the Best Exhibitor.

SA Committed to Strengthening Relationswith Tunisia

South African Ambassador to Tunisia, Mr Harold Hoyanasaid that the South African government is committed tostrengthening and consolidating relations with Tunisiaand has made a concerted effort to promote trade andstimulate investment between the two countries. He wasspeaking at the South Africa-Tunisia Business Forumhosted in Tunis yesterday. The forum was attended bybusinesspeople from South Africa and Tunisia

Hoyana said the primary goal of the forum was to encour-age business to business interactions that will eventuallyresult in tangible outcomes for both countries’ economiesand to find measures to stimulate and increase volumesof direct trade.

“Through initiatives like this there is certainly a demonstration from both countries that we need to develop mechanisms that will see us moving beyond thecurrent low levels of trade and investment as depicted by2015/6 trade figures which put total trade at less thanR500 million,” said Hoyana.

South Africa and Tunisia enjoy cordial bilateral relationsthat have yielded a number of agreements and Memoranda of Understanding (MoU) in numerous areas

within the ambit of the Joint Bilateral Commission (JBC).Both countries are working towards establishing a JointTrade and Investment Committee (JTIC) which will go along way towards advancing the bilateral trade betweenthe two countries.

“The keenness of Tunisians to do business with SouthAfrica was greatly demonstrated by the recent trade mission undertaken by Tunisian companies to the EasternCape which yielded positive results. One of the main out-comes was an MoU between the East London IDZ (ELIDZ),Eastern Cape Development Corporation (ECDC) and TheIndustrial Development Zone (Coega IDZ) with theirTunisian counterpart, Zarzis Economic Activity Park. Thenegotiations of this agreement are on-going and at an advanced stage,” said Hoyana.

The President of the Tunisian Investment Authority, MrKhalil Laabidi expressed his excitement at the businessforum and said that Tunisia was a diverse market-oriented economy with important agricultural, mining,tourism and manufacturing industries and offering manyopportunities for investment.

“Our main focus has always been on encouraging exports,Foreign Direct Investments (FDI) and tourism. I want toencourage more collaborative efforts of this nature fromboth countries,” said Laabidi.

He added that South Africa and Tunisia already enjoyedcooperation in the fields of health, social development,science and technology, culture and sports, and this cooperation has significantly strengthened over the years.

vehicle bodies for the construction, waste management,security and transport industries.

“Using forklift trucks to load our plasma machine hadbeen a bone of contention for many years. After a meeting with WH Lifting Handling four years ago, we wereoffered a complete solution to our problem with the AERO1500/12R-T vacuum lifter. Output from our plasma machine increased dramatically as a result as well as thesafety element for our staff. We are now able to manoeuvre plates up to 13m in length on to the machinewithout any fear of a mishap,” said Mike Pletschke, Plantand Facilities Manager.

The overhead crane that is used to operate the vacuumlifter is fitted with a power source down to the hook of airand mains which makes coupling to the unit quick andefficient. When not in use the unit sits on a special cradlewhich keeps the pads off the floor thereby avoiding anyunnecessary damage that will impair their efficiency.“We have come a long way with this machine from thedays of using the ‘dog’ clamps for handling the sheets ofsteel. We have to date never had a plate fall using theAERO-LIFT which speaks highly of the design efficiencyof the system. We have also ensured that maintenancehas been kept to the highest levels and in the four year of

operation we have only replaced one set of pads. Whensafety and reliability is on the line, there can be no compromise for quality,” concluded Pletschke.

The South African businesspeople who participated inthe World Food Moscow International Food Exhibitionare in consensus that the country is abound withtrade opportunities and they would follow up on thetrade leads they acquired during the exhibition. The participation of the businesspeople in the week-longfair was funded by the Department of Trade and Industry (the dti), with the aim of helping them acquire export market in Russia and other counties.

The Managing Director of Thandi Wines, Mr VernonHenn says he came back to SA with quality promisingleads that he will follow up on.

“The Russian market showed interest in the SouthAfrican wines and this would help expand his wines’foot print in Russia. We made contacts with big wineimporters and we are confident we will do businesswith them, expand business and create jobs,” saysHenn.

A Koopmanskloof-based wine exporter, Mr RydalJeftha, who also participated in the exhibition with anintention to expand its current international distribution of bottled wines echoed Henn’s sentiments.

He says the Russians loved and showed interest in hiswines and he acquired leads with big reputable wholesalers. He adds that he is happy with the outcomes and is going back to Russia in a month’s’time for follow-up meetings.

The Managing Export Manager of Continental Biscuits, Ms Sandra Ndlovu was intrigued by the levelof interest in their variety of biscuits.

“Some of Russia’s big retail shops showed a lot of interest in our products and we are hopeful that the

leads we acquired would yield results in the next sixmonths,” says Ndlovu.

Ms Marletto Kellerman who was representing theFresh Produce Exporters described the fair as a goodvehicle for the SA fresh produce to enter the Russiamarket. She adds that she received very good leadsand stated the quality fruits and absents of sanctionsagainst SA fresh produce as a huge advantage. South Africa’s Foreign Economic Representative in Russia, Mr Moloko Leshaba described the SA participation in the fair as a success.

“The general response from companies is that they received good leads and are hopeful to report trade exports in six months. The levels of interests in spicesand citrus fruits was one key outcome of the exhibition,” says Leshaba.

Future state of heavy haul rail network inAfrica critical

The 11th International Heavy Haul Association (IHHA)Conference was held in Cape Town under the theme ‘Advancing Heavy Haul Technologies and Operations ina Changing World'.

According to Brian Monakali, deputy chairman of the International Heavy Haul Association (IHHA) and chairman of the South African Heavy Haul Association,the future state and role of the heavy haul rail networkin Africa is a critical discussion if we are to increaseintra-African trade.

“Whilst inroads have been made by different institutions, we need a focus on research, innovationand technology to help rail networks take their rightfulplace in facilitating intra-African trade,” says Monakali.

He explains that such a strategy would increase the understanding of rail ‘knowledge’ competencies, particularly due to South Africa’s position as a centre ofexcellence in railways in Africa.

Tertiary institutions' involvement

The country’s rail research and development efforts arebeing led by Transnet. Local tertiary institutions arealso involved in different areas of study. The Universityof Pretoria, for instance, is conducting research on trackformation, while the University of Cape Town is re-searching rail structures such as bridges and tunnels,and Witwatersrand University is involved in systems engineering related work.

The national heavy freight rail operator has an illustrious history of innovation, which is evident in it operating the world’s longest production train that canreach up to 4km per train in length, at axle load of 30ton per axle. Developing new methods to safely operatea train of this length emerged from the need to increaserail capacity to transport iron ore on rail heavy haul lineof around 860km from the remote Sishen mine in theNorthern Cape to the port of Saldanha Bay on thesouthern coast.

Operating trains of such extreme length are made possible through deployment of technologies such asDistributed Power technology to reduce coupler forces.Transnet also employed better wayside detection andcondition monitoring techniques that improve its abilityto monitor the condition of rolling stock and infrastructure.

Monakali says countries that have successfully harnessed the power of rail, like the United States, havedemonstrated the benefits that can be derived from acoordinated research, development, and testing ecosystem. He gives examples of the TransportationTechnology Center, Inc. in Colorado, as well as Sweden’sChalmers Railway MechanicsInstitutee at Chalmers University of Technology.

He adds, however, that the outcomes from their research efforts cannot be applied universally becausethe characteristics of their rail infrastructure differsfrom South Africa and the rest of the African continent.

Addressing African rail research

“This is why we’ve prioritised this topic for high-leveldiscussion at the conference as it was the ideal opportunity to firm up thinking around the issue to address our African rail research.”

He adds that the heavy haul principles of running longertrains can be used to promote rail interconnectivity between countries on the continent, and are a lowercost alternative to upgrading rolling stock axle loads orbuilding new heavy haul lines.

Further cost savings can be achieved through strictmaintenance standards and condition monitoring systems, with Transnet, for instance, recording at least30% improvements in reliability and reduction in assetfailures.

“I believe that the best way to achieve our goals wouldbe to create a forum and platform that manages andcoordinates African rail technology intellectual property,” Monakali says. “Its role would be to align institutional knowledge and create uniform rail technology solutions, while identifying gaps in theAfrican rail knowledge landscape, with Transnet, as theheavy haul operator, at the forefront.

“We need to improve cooperation between organisations doing research and those gathering datathat can help the entire industry make better-informeddecisions. The railway community has to keep pushingthe envelope to improve performance and benchmarks.”

The Communications Regulatory Authority of Namibia(CRAN) has informed all importers, vendors, patentowners and equipment manufacturers of telecommunication equipment that it is their responsibility to obtain a Type Approval certificate before their goods enter the country."The original equipment manufacturer outside Namibiamay provide a letter of authorization to a local or thirdparty to apply on their behalf. The letter of authorizationshould clearly state the company name that has beengranted permission to apply for type approval in the Republic of Namibia on behalf of the equipment manufacturer," said Festus K. Mbandeka, Chief Executive Officer of CRAN.

Furthermore, the above-mentioned stakeholders needto submit all test reports as outlined in the Type Approval application form.

The purpose of the regulations are to ensure compliance of telecommunications equipment with international standards applicable in Namibia and toprevent any sub-standard equipment that may presenthealth and safety hazards to consumers from enteringand being operated in Namibia.

The regulations also seek to protect consumers fromproducts that are incompatible with local networks aswell as ensure that the operating frequency of telecommunications equipment and radio apparatusare in conformance with the national frequency bandplan in Namibia.

CRAN is the Communications Regulatory Authority ofNamibia. It is mandated to regulate telecommunicationservices and networks, broadcasting services, postalservices and the use and allocation of radio spectrum.
