The eduGAIN project has determined that there is no desirable way of centrally assuming responsibility for data protection issues.
“EU data protection law makes IdPs responsible for the personal data they hold/release. You can't make that responsibility go away, you can only move it. And to be sure of moving it you need a legal document. Where do you want to move it to, and do you understand what the responsibility is that you are moving?” – Andrew Cormack
Our recommendation is to leave the responsibility to the participating entities (IdPs and SPs)
The issue is legislation – can not be solved by technology.
