BACKGROUND

B a c k g r o u n d

Background | 4/5

The HCFC Phase-out Management Plan (HPMP) of Maldives was approved at the

60th Executive Committee meeting (Decision 60/37). The HPMP implementation

action plan was discussed and agreed at the High level dialogue on HCFC-phase-out

and its contribution to carbon neutrality, meeting held on 10th June 2010 in

Maldives. The HPMP of Maldives was the very first HPMP prepared and submitted

by UNEP and approved by the Executive Committee. The HPMP commits to Phase-

out HCFCs by 2020, 10 years earlier than the dates set in the accelerated phase-out

schedule agreed in the 19th Meeting of the Parties (Decision XIX/6).

Maldives has declared its commitments to become carbon neutral by 2020 and

adopted all its policies to achieve this target. The HCFC phase-out strategy of

Maldives is linked with the carbon neutrality policy of the country. Hence the

country is committed to phase-out HCFC consumption by 2020.

HCFC phase-out strategy of the Maldives contains a single stage accelerated phase-

out approach which will include both investment and non-investment projects that

Page 5: EXHIBITORS MANUAL€¦ · efficient low GWP equipment, to achieve HCFC phase-out by 2020. The main consuming sectors are tourism resorts, transport, fisheries and cold storages. During

will be implemented from 2010-2020. The early phase of

the project will focus on regulatory interventions,

enforcement, promotion of ozone-climate co-benefit

activities as well as enhanced awareness activities and

initiation of investment projects while the later phase will

focus on a combination of non-investment and

investment activities. The main objectives of the

investment component are to sustain the HCFC

reduction achieved through the non-investment

activities and ensure reduction of HCFC needs in 2015-

2020 period. The HPMP is aimed at achieving complete

phase-out by 2020 and keeping an allowance of 2.5%

for meeting servicing needs till 2025. HCFC phase-out

target of the Maldives is given below:

?Baseline: Average 2009-2010 consumption

?Freeze at baseline level: 2011

?10 % reduction: 2013

?20% reduction: 2015

?35% reduction: 2016

?67.5 % reduction: 2018

?100 % reduction: 2020 except 2.5% for servicing use

until 2025

The HPMP of Maldives relies on ozone-climate co-

benefit activities, promotion of energy efficient

appliances as well as replacement of HCFC-based

inefficient equipment by non-HCFC based energy

efficient low GWP equipment, to achieve HCFC phase-

out by 2020.

The main consuming sectors are tourism resorts,

transport, fisheries and cold storages.

During the inauguration session, of the High Level

Round Table Dialogue on HCFC Phase-out Management

Plan (HPMP) and its contribution to Carbon Neutrality in

Maldives held on 10th June 2010, in Bandos Island

Resort, the High Commissioner of India expressed India's

interest in assisting Maldives to achieve its carbon

neutrality goal. In this context the High Commissioner

H.E Shri Dnyaneshwar M. Mulay proposed to organize

an Ozone2Climate Technology Roadshow to exhibit

non-HCFC and non HFC based, energy efficient low

carbon, and sustainable environmentally friendly

affordable technologies available or in the pipeline in the

Market. The idea is not to limit the Ozone2Climate

Technology Roadshow only on these but the broad vision

entails wide-spread access to affordable energy efficient

technologies by the Maldivian population in line with

carbon neutrality pledge; and an internationally

competitive service for public and private companies in

the Maldives. It also promotes the use of alternative

sources of energy, and green technologies while taking

into account the security of supply.

The Ozone2Climate Technology Roadshow would aim at

Mission:

Expected Outcomes

The Ozone2Climate Technology Roadshow will create a

suitable environment for development of a potential

market to strengthen interregional cooperation and

encourage innovative multi-stakeholder partnerships

aimed at scaling up investments on non-HCFC based

energy efficient low carbon technologies for productive

uses. The Ozone2Climate Technology Roadshow will

focus on demonstrating readily available and soon to be

available non-HCFC based refrigeration and air-

conditioning systems as well other relevant energy

efficient appliances in the market that are in line with the

carbon neutrality objective. The Ozone2Climate

Technology Roadshow will provide a platform for

highlighting leadership in regard to the promotion of

technologies and appliances needed for in daily uses in

domestic and commercial/industrial markets in the

Maldives, thereby increasing the available variety of

equipment for selection. Additionally, it will enable multi-

stakeholder dialogue and encourage partnerships, as

well as expose to new potential market opportunities in

the region aimed at supporting initiatives related to low

carbon development.

The Ozone2Climate Technology Roadshow will

encourage stakeholders to join efforts and launch

initiatives aimed at increasing access to modern and

sustainable non-HCFC based low carbon technologies in

the region. Such initiatives ought to enhance a broad

range of income generating activities by promoting

developments and creating business opportunities in

various sectors mainly fisheries and tourism industry.

Finally, another objective is to enable business and

commercial networking in regard to the promotion of

non-HCFC based low carbon developments.

The countries in the Asia Pacific and in West Asia who

would participate in Maldives events have

overwhelmingly responded to UNEP that they would

like to see slate of low GWP and Energy Efficient

approaches. They are also equally concerned that high

ambient temperature would result into reduced

efficiency. UNEP's experience has undoubtedly shown

that diversity of technology options drive the search for

the better options. In fact, Government of the countries

is in the process of selecting such alternative technology.

Therefore the diversity of technology options transforms

into constructive competition to foster the sustainable

technologies. UNEP feels that Ozone2Climate

Technology Roadshow will catalize such actions and

approaches.

More specifically, the expected outcomes of the

Ozone2Climate Technology Roadshow would include:

?Enhanced dialogue and cooperation for the faster

adoption of non-HCFC based low GWP

technologies in the Maldives;

?Demonstrate and explore readily available non-

HCFC based low carbon technologies in the region

and options for possible replacement of HCFC-

based inefficient equipment with non-HCFC based

energy efficient low GWP equipment, to achieve

HCFC phase-out by 2020;

?Scaling up investments in low carbon and energy

efficient technologies;

?Foster Public Private Partnership in achieving dual

goals of phasing-out HCFCs and achieve carbon

neutrality by 2020;

?Demonstrate options available for expedited

conversion of HCFC-based appliances to non-

HCFC-based low GWP appliances;

?Raise awareness, education and outreach activities,

including virtually exposing the event on the web

www.unep.org/ozonaction/o2c-roadshow;

?Conduct discussion forums, information and
