Dear Tom Frank,[ n accordance vv i t t i US Speedskating Byl aws section 18.2 B. I would l i k e to bring the tbllowing to you rattention:

Following the Men's 500m semi-final race on Sunday October 24, 2010 at Wo r l d Cup 1 in Montreal, Canthe WC coaching/support staff and athletes witnessed a situ ation in the locker room where I was humil ia tembarrassed, and degraded by Jae-Su Chun. After not advancing f r om the 500m semi-fmal, I was in thelocker room w i t h my teammates and members o f the support staff when Jae-Su walked into the locker roand threw his binder to the ground in my direction. He then proceeded to open a f u l l bottle of water, dumover my head, and y e l l at me, belittling me in front of the entire team. Man y members o f thecoaching/support staff witnessed this situ ation take place, however ; the inappropriateness o f this situ ationwas never addressed.

    Athlete Witnesses

Staff Witnesses: Jack Mo r t e l l , Jun-Hyung Yeo, Chris Weaver:I t is hard for me to come to terms w i t h the things I have been a part of and witnessed, considering USSpeedskating's mission is "to be one of the premier speedskating organizations in the w o r l d throughexcellence in leadership, development and performance."Due to the fact that this situation occurred during the last season 1 competed, J feel it is relevant to myposition and a b i l i t y as a valuable athlete moving forward w i t h US Speedskating. Up u n t i l this point 1 havbeen afraid to come forward and have chosen to stay silent on this topic due to my continued involvemenw i t h the National Team. I feared for my status and career as an elite athlete due to the staffs influence onf l m d i n g , team selection, training, and other opportunities available. After staying silent for far too long ansince I am currently not involved training under US Speedskating's national program, I have decided to bmy issues forward in accordance w i t h the US Speedskating Bylaws.

I would also l i k e to mention that I have many other issues of which I believe deserve your attention. I wobe happy to discuss these w i t h you in ne rs or ^^ ve ^ he telephone S H H H I M y father.^^^Hfmm has also offered to do the sameimmmCollectively, these issues have been a patten^imyself and other athletes being exploi ted and taken advantage o f by US Speedskating Short Track Staffmembers, who are in a position o f authority over the athletes. Speci fically these staff members include: Ja"^^^iChun, Chris Weaver, and Jack Mo r t e l l . Issues include: intimidation, mental abuse, arbitrary funding, rrc^ligence, and abuse of power.

The inappropriate abuse of power, lacic of respect for the athletes, and negligence o f the US Short Track Snjembers to address these issues, has created a culture of silence and intimidation surrounding the Short p c k Speedskating program. I sincerely hope that YOUR LEADERSHIP in the investigation of these issw i l l have the abi l i t y to change the culture of the US Short Track Speedskating program so that the athletesw i l l once again be proud to represent US Speedskating and ultimately bring home the gold in 2014.I have engaged in several discussions w i t h Mark Greenwald, and based on the language used towards theathletes, I feel very uncomfortable in continuing to be an active member, who represents this governing bounder the way it currently operates. Mark expressed to the athletes that Jack has shared ideas w i t h him, concerning the Short Track Program; however, he was uncomfortable discussing these w i t h the athletes.Mark was also very adamant that there are "individuals in this organization that have a lot of power and yodon't want to piss them off because they are the ones making decisions on your (the athletes) behalf." Wheexpressing our displeasure and discomfort in working w i t h these individuals, Mark divulged to the athletethat we must keep them around because we don't want to be on their "bad side". Is this t ru ly the properapproach for US Speedskating? Also, a couple weeks ago I had the opportunity to br ie f ly discuss some issues w i t h Bryce Holbech. I fe l t vcomfortable discussing these issues w i t h him, so I have copied him on this email as w e l l .Thank you for your time.
