EXECUTIVE SUMMARY
1.1. Identification of Project:
Sardar Vallabhbhai Patel International Airport (SVPIA) (IATA: AMD, ICAO: VAAH) is an
international airport serving the cities of Ahmedabad and Gandhinagar in Gujarat, India. It
is named after Sardar Vallabhbhai Patel, the 1st Deputy Prime Minister of India.
In fiscal year 2017-18, it handled about 9.2 million passengers making it the eighth-busiest
airport in terms of passenger traffic in India. The airport is an operating hub for Air Odisha
and Blue Dart Aviation. The airport also serves as a focus city for Air India, GoAir, IndiGo
and Jet Airways.
As part of the airport modernization process, the AAI proposed to construct a new air
traffic control (ATC) tower cum technical block. The same will be done due to operational
requirement as approach funnel of runway (23) is not clearly visible from existing ATC
Tower
The area earmarked for the proposed construction is about 9840.00 m2 within the existing
airport premises. There is no additional requirement of land for the proposed construction
works. The construction work will be done in the land abutting the existing airport. Thus,
the same requires prior Environmental Clearance under the provisions of EIA Notification,
2006 and subsequent amendments. The same shall be categorized under item 7 (a) of
Schedule - Gazette Notification as Category A project.
1.2. Project Brief:
The project involves construction of new ATC tower cum technical block. The old ATC
building will be dismantled. The total area of the existing SVPI airport is 928.59 acres,
while the area earmarked for the proposed construction is 9840 sq. m. The details of the
proposed building are summarized as under:

INTRODUCTION OF THE PROJECT
2.1 Identification of Project and Project Proponent Ahmedabad district is located in the central Gujarat. Ahmedabad is the largest city in
Gujarat and seventh largest urban agglomeration in India located on the banks of the
Sabarmati River, 30 km from the state capital Gandhinagar. Ahmedabad is an industrial
hub for textiles and was popularly known as the ‘Manchester of India’.
Sardar Vallabhbhai Patel International Airport (S.V.P.I.) is spread over an area of 928.59
acres. Presently 774 acres of land has been used on airside (operational area) while 142.93
acres earmarked on city side (in use 45 acres + future development 97.93 acres). Airports
Authority of India (AAI) proposes to construct new ATC Tower cum Technical Block at
S.V.P.I. at an area of 9840.00 m2 (2.43 Acres).
The proposal is to construct new ATC Tower cum Technical Block at S.V.P.I. Airport,
Ahmedabad to make approach funnel of runway (23) visible, as from existing ATC Tower
cum Technical Block approach funnel (23) is not clearly visible.
Airports Authority of India (AAI) was constituted by an Act of Parliament and came into
being on 1st April 1995. AAI under the Ministry of Civil Aviation is responsible for
creating, upgrading, maintaining and managing civil aviation infrastructure in India.

AAI is planning to take up the works of construction of new ATC Tower and other allied
works. The proposed construction of new ATC tower cum Technical Block of Airport is
categorized under item 7 (a) of Schedule - Gazette Notification dated Sept. 14th, 2006 and
its subsequent amendment thereafter.

2.2 Brief Description of Nature of the Project AAI is planning to construct ATC Tower cum Technical Block at S.V.P.I. Airport,
Ahmedabad due to operational requirement as approach funnel of runway (23) is not
visible.
Type of project: The proposed expansion of Airport is categorized as category A under item 7 (a) of
Schedule - Gazette Notification dated Sept. 14th, 2006 and its subsequent amendment for
preparation of Environment Impact Assessment study and Environment Management
Plan. However general condition is not applicable to this project. This project is
independent and is not linked with other project which may attract directly or indirectly
any provisions of schedule of EIA notification 2006 amended to date.

2.3 Need for the project & its Importance The ATC Tower controls all movements such as takeoff, landing and ground traffic. The
Purpose of ATC Tower is to prevent collisions, organize and expedite the flow of air
traffic, and provide information and other support for pilots. ATC provides services to all
private, military, and commercial aircraft operating within its airspace.
The existing ATC Tower cum Technical Block needs to relocate due to operational
requirement as approach funnel of runway (23) is not clearly visible. To meet the proper
and smooth movement of Aircrafts at the S.V.P.I. Airport, Ahmedabad it is required to
relocate the ATC Tower cum Technical Block.
Improvements in connectivity will effectively contribute to the economic performance of
the wider economy through enhancing its overall level of productivity. Table 1.1 shows
the quantum of passengers handled at SVPI airports in last few years:

2.4 Demand Supply Gap
The existing ATC Tower cum Technical Block needs to relocate due to operational
requirement as approach funnel of runway (23) is not clearly visible. To meet the proper
and smooth movement of Aircrafts at the S.V.P.I. Airport, Ahmedabad it is required to
relocate the ATC Tower cum Technical Block.

employees from existing ATC Tower will be shifted in new ATC Tower cum Technical
Block.

3.5 Raw Material required (Quantity & Source), Product & Mode of Transport: Airport being a service industry doesn’t process any raw material or deal in production
of products. The proposed project is construction of new ATC tower cum Technical
Bock which requires general construction materials viz. sand, aggregates, bricks, etc.

3.6 Resource optimization/recycling & Reuse envisaged in the Project: 1. Use of fly ash will be considered as a part of resource optimization, recycling & reuse as per
engineering and operational requirements.
2. During construction phase, material will be used as per requirements with the focus of resources
conservation.
3. During operational phase, the input resources such as Drinking Water, Energy & Fuels will be
used as per requirements with the focus of resources conservation & resource
Optimizations.
4. During operation Municipal wastes will be managed as per MSW Rules, 2016; two bin systems
will be followed. All the recyclable wastes collected will be recycled by the service provider and
biological wastes will be composted away from the airport by municipal authorized facilities.
5. ISO 50001- Energy Management System is in place, energy conservation, energy efficiency will
be considered as a part of resources conservation & resource optimizations.
6. Use of renewable energy and capacity enhancement will be considered for energy resource
optimization.

through Ahmedabad Municipal Corporation (AMC) water supply. The details of water
requirement and wastewater generation for operation phase are as follows:

KLD, which will be met through the construction contractor / from the supply line of
AMC as specified in the contract award.
The potable water supplied for construction workers will be treated to meet the potable

Domestic wastewater will be generated, collected and retained in the bio toilets provided
by construction contractor.

3.7.3 Power Demand
The total proposed load for ATC tower cum Technical Block at S.V.P.I. Airport,
Ahmedabad is 1000 KW. The power supply shall be drawn from existing 132 kV GSS of
Torrent Power.
There will be power backup through DG sets of capacity of 750 kVA (2 nos.) used in
case of power cut or failure. DG set will be provided with an effective safe stack height
for proper dispersion of pollutants that will keep the emissions within the permissible
limit. The fuel requirement will be about 240 lit/hr of HSD (as and when used).

Oil & Grease trap will be provided to remove oil & grease, suspended matter, and ensure the quality of water.
Storm water control and rain water harvesting will be done as per the standards laid
down by CGWA & BIS. Following measure will be adopted for the same:
Construction Sequencing: Construction sequencing (involves disturbing only part of a
site at a time to prevent erosion from dormant parts) has been done at site. Grading
activities and construction are completed and soils are effectively stabilized on one part
of the site before grading and construction commence at another part.
Compost Blankets: A compost blanket is a layer of loosely applied composted material
placed on the soil in disturbed areas to reduce storm water runoff and erosion. This
material fills in small rills and voids to limit channelized flow, provides a more
permeable surface to facilitate storm water infiltration, and promotes re-vegetation.
Post Construction Phase:
a. Design:
For good design of rainwater harvesting, following points are to be kept under
consideration:
• Ideal location with good ground slope.
• The location has adequate subsurface permeability of the aquifer to accommodate
maximum recharge of rainwater through injection well.
• Rate of filtration should exceed average rainfall intensity.
• Clogging of filtration media should be cleaned periodically.
• Ground water pollution does not take place.
b. Baseline:
The average annual rainfall (based on last 5 years rainfall data) at Ahmedabad station is
623 mm.

d. Design of Rain Water Harvesting Structure:
The dimensional parameters of Desilting/Settlement chamber would be 3 m (length) x 3
m (width) x 1.30 (depth). In Desilting chamber, 0.30 m depth below outflow is kept for
silt deposition. The filtration tank dimension would be 3 m (length) x 3 m (width) x 1 m
(depth) with 0.15 m dia recharge well of 30 m depth depending upon the formation for
recharge in aquifer through vadose zone.

As per the EIA notification dated 14th September, 2006, it is mandatory for the proposed
activity to get Environmental Clearance (EC) before setting up any project or
expansion/modernization of any project. The detailed chart delineating the process is

Environmental Impact Assessment (EIA) is a well planned process to predict the
environmental consequences of any kind of development, which is a result of human
activities and to suggest appropriate measures in order to reduce adverse effects and also

SITE ANALYSIS
4.1 Connectivity: S.V.P.I. Airport is an international airport serving the cities of Ahmedabad and
Gandhinagar in Gujarat, India. The airport is located in Hansol, 9 km (5.6 mi) north of
central Ahmedabad.

4.2 Land Form, Land Use & Land Ownership
Presently, the airport is situated on 928.59 acres of land and the airport was set up in
1937, while international operations began on 26/01/1991 and currently operates about
148 flights per month. Currently, 774 acres of land is available on airside and 142.93 acres
of land is available on city side (45 acres present in use & 97.93 acres for future development).
The land ownership of 928.59 acres is reserved with Airport Authority of India.
4.3 Topography
Geomorphologically the district can be divided into two zones, the major portion of it
forms a flat planar topography except for a few rocky features in the extreme southern
portion.

4.4 Existing Land use Pattern The land use pattern of the existing airport remains same. The additional construction
of new ATC tower will be converted into industrial commercial category.
4.5 Existing Infrastructure of Site
Existing infrastructure details are given in Section-2.1.
4.6 Soil Classification The soils in the district can broadly be classified as: they are Black soils, Goradu
soils, Kyari soils & Rocky soils. Alluvial sandy loam to sandy clay soils are found in
the Kheda, Gandhinagar, Ahmadabad and Mehsana district and the western part of the
Vadodara district. These soils are the most productive soils in the state and contains

4.7 Climate Data from Secondary Sources The climate of the district is characterized by hot summer and general dryness except
during the southwest monsoon seasons. The year can be divided into four seasons.
The period from March to May is the hot season (summer) followed by southwest
monsoon from June to September. October and November constitute the post-
monsoon or retreating monsoon season. The cold season (winter) starts from
December and ends in February. The mean maximum temperature ranges between
28.4ºC during January to 41.8ºC during May and the mean minimum temperatures
vary between 11.7ºC during January and 27ºC during June. Long-term average annual
rainfall recorded by IMD station at Ahmedabad is 799.6 mm. Most of the rainfall
(about 766 mm) is received from south-west monsoon between June to September.

PLANNING BRIEF
5.1 Planning Concept This is a planned airport development project to cater aviation demand as per Master Plan.
The construction of new ATC building cum Technical block is proposed. Other facilities such
as power, transportation and communication, social infrastructure facilities are already
available at project site as the proposed project lies within S.V.P.I. Airport, Ahmedabad.
5.2 Population Projection The general public at S.V.P.I airport, Ahmedabad will not be having any impact as this
building is to be used by only staff of existing ATC office.
5.3 Land use planning Land use has been categorized based on the following functional groups:
Airfield Dependent: Land uses with the highest location and area priority include those that
are fully within the airfield, or overlapping the airside-landside boundary.
Airport Supporting: Land uses with functional priority include those that are required for
the airport to function. Their location may be on the airside or landside but preferably within
the airport boundary.
Commercial: Land uses that are fully provide non-aviation revenues. These uses have
flexibility of location but should not interfere with the functional operation of Airfield
Dependent or Airport Supporting Land Uses.
Infrastructure & Open Space: These land use areas are determined by the needs of all the
land uses above. Since supporting infrastructure must be within the development areas the
first three groups determine the area required for this group. Open space includes those areas
remaining which cannot be developed.
5.4 Assessment of Infrastructure Demand (Physical & Social) Social Demand
On the basis of the preliminary site visit, the infrastructure demand in the nearby area is
assessed on the basis of need and priority:
The assessment will be identified in the socio economic survey, after the grant of TOR and
will be submitted at the time of final presentation regarding Environmental Clearance.

6.1 Industrial Area (processing area) S.V.P.I. Airport is spread over an area of 928.59 acres. Presently 774 acres of land has been
used on airside (operational area) while 142.93 acres earmarked on city side (in use 45 acres +
future development 97.93 acres). Airports Authority of India (AAI) proposes to construct new
ATC Tower cum Technical Block at S.V.P.I. at an area of 9840.00 m2 (2.43 Acres) out of
which 1512.25 m2 shall be utilized as ground coverage. The total built up area envisaged for
the proposed tower 10520.5 m2.

6.3 Green Belt Approximately 33.92 % of the total project area will be under green belt and plantation.
Entire landscaping is irrigated with treated waste water having drip irrigation and automatic
water efficient water dispensing system.

treatment facilities. The treated wastewater from the STP will be used for flushing.
6.11 Power Requirement & Supply/ Source The total proposed load for ATC tower cum Technical Block at S.V.P.I. Airport, Ahmedabad
is 1000 KW. The power supply shall be drawn from existing 132 kV GSS of Torrent Power.
There will be power backup through DG sets of capacity of 750 kVA (2 nos.) used in case of
power cut or failure. DG set will be provided with an effective safe stack height for proper
dispersion of pollutants that will keep the emissions within the permissible limit. The fuel
requirement will be about 240 lit/hr of HSD (as and when used).

7.1. Rehabilitation & Resettlement (R&R) Plan
Introduction:
Airport Authority of India (AAI) proposes to construct new ATC Tower cum Technical
Block as the approach funnel of runway (23) is out of visual coverage from existing ATC
Tower. S.V.P.I. Airport is spread over an area of 928.59 acres. Presently 774 acres of land
has been used on airside (operational area) while 142.93 acres earmarked on city side (in use
45 acres + future development 97.93 acres). Airports Authority of India (AAI) proposes to
construct new ATC Tower cum Technical Block at S.V.P.I. at an area of 9840.00 m2 (2.43
Acres) out of which 1512.25 m2 shall be utilized as ground coverage. The total Built up area
envisaged for the proposed tower 10520.5 m2. The land ownership of 928.59 acres is reserved
with Airport Authority of India.
Therefore Rehabilitation and Resettlement (R&R) is not applicable for proposed project.

9.1. Analysis of the Proposal The present proposal of construction of new ATC tower cum Technical Block will
help to meet the proper and smooth movement of Aircrafts at the S.V.P.I. Airport,
Ahmedabad. Improvements in connectivity will effectively contribute to the economic
performance of the wider economy through enhancing its overall level of productivity. The
project will boast economic growth benefitting the whole region through the
generation of both direct and indirect economic value. Airport operations will have a
considerable economic and social impact in surrounding regions.
These benefits extend far beyond the direct effect of an airport’s operation on its
community development to the wider benefits that air service accessibility brings to
business interests and to consumers. The construction and operation of airport will
