the beginning of the candidacy period in regular or special election shall have theright to run for office. Is Mr. Rector a regular member? If yes, how? Does he paydues and from where are the dues monies collected? If out of GFf paycheck thenhe is not a member but a dues paying Associate Member.

Treasurers Report• Financial Statement on Web Site is Year Ending September 30, 2008 is the Form 990 Return

filed on August 17, 2009 and not a true Financial Statement of the Financial Condition of theGFT using standard accounting procedures and reports. (show report of May 2005 as anexample.) /J.) ~.~

• As a Chair of the Budget Committee (Article VII, C, 4, may I ask who the other members of thecommittee are? Has the Committee begun meeting to begin the preparation of the budget forthe next fiscal year that is due to the Executive Council in one month?

• Is there an updated status to the current years budget. The third Quarter for the GFf Fiscalyear has passed and there has yet to be, an updated report as to how much has been expendedand how much is left in each category. i.e Travel $19,000 was budgeted, and how much wasused for the recent trip to the AFT Convention? • In reviewing that budget I notice a few things that I would like to have clear, and the reason forthe update of status.

o Membership Dues reflects an $80,000 increase over the 2008 reported income, whilethe Per Cap tax reflects a $130,000 increase. The 2008 Form 990 figures put the PerCap Tax percentage at 25% of Dues, the 2009-2010 budget has increased the number to34% can you explain that?

o Salaries in 2008 are reported at $258,551 with the 2010 budget reflecting an increase to$387,500 an increase of some 49.9% Fringe Benefits increased from a total includingBenefits, Taxes and Pension of $55,000 in 2008 to $128,317 in 2010 and increase of133%. Can you explain that?Has this budget been revised to reflect that as of January 18, 2010 there is no rentalrevenue, which means the projected revenues should have been reduced by some$25,000. Assuming of course that this Rental Revenue wasoderived from ex-SenatorRector who is no longer renting space. fIJ a /VO -+ II /(7of a, 1-( »-:

financial records open to the inspection of the Executive Council and general membership; atthis fime I am officially in my capacity as a member of the Executive Council and aregular full dues paying member of the Guam Federation of Teachers, requestingfor a time to be set and scheduled between the dates of August 1 - 6 for myinspection of all the current financial records, to include access to all paper files,computer files, transaction records, receipts, bank statements as well as creditcard statements that are related to the Guam Federation of Teachers, for FiscalYears 2006, 2007, 2008, 2009 and through July 30, 2010.
